0:00:01 > 0:00:05The Lleyn Peninsula is known for its views and tranquillity.

0:00:05 > 0:00:10Beneath that calm surface, communities are starting to split.

0:00:10 > 0:00:15Accusations have been made that information isn't being shared...

0:00:15 > 0:00:19..and that a Government department's figures are wrong.

0:00:19 > 0:00:22One councillor has been called upon to resign.

0:00:22 > 0:00:24People are unwilling to share their views...

0:00:25 > 0:00:28..in case they upset either side.

0:00:28 > 0:00:30What has caused this situation?

0:00:31 > 0:00:34Plans to develop wind turbines.

0:00:34 > 0:00:36They say this is our Tryweryn.

0:00:36 > 0:00:41I don't believe there is a sadder scene in Welsh history...

0:00:41 > 0:00:45..than that group of people running down the slope in Cwm Celyn.

0:00:45 > 0:00:47They divide society completely.

0:00:48 > 0:00:51That is one of the worst things about the whole situation.

0:00:51 > 0:00:56We're seeing people who have been family friends for decades...

0:00:56 > 0:00:59..are falling out. It's terrible.

0:00:59 > 0:01:03Where agricultural communities are keen to have renewable energy...

0:01:03 > 0:01:08..I believe that development should continue...

0:01:08 > 0:01:11..as long as the development is sustainable...

0:01:11 > 0:01:14..and isn't detrimental.

0:01:14 > 0:01:17I can't see anything detrimental in this turbine.

0:01:41 > 0:01:44This was the first wind turbine to be erected on Lleyn.

0:01:44 > 0:01:46It's 34 metres high.

0:01:47 > 0:01:48It won't be the last...

0:01:48 > 0:01:51..but you can't erect a turbine just anywhere on Lleyn.

0:01:51 > 0:01:56Some areas are recognised as Areas of Outstanding Natural Beauty.

0:01:57 > 0:02:01But some familiar faces want the rules to be relaxed...

0:02:01 > 0:02:03..so that turbines located anywhere.

0:02:04 > 0:02:06But opponents say this has angered them.

0:02:06 > 0:02:09They can't see much benefit for the community.

0:02:09 > 0:02:12They're also worried about the landscape.

0:02:18 > 0:02:24Llanaelhaearn, the village at the foot of the Tre'r Ceiri hillfort.

0:02:25 > 0:02:29Part of the community is within the Area of Outstanding Natural Beauty.

0:02:29 > 0:02:33But recent figures show severe problems with poverty here.

0:02:33 > 0:02:36Many families live in fuel poverty.

0:02:37 > 0:02:41One of the biggest disputes about wind turbine development is here.

0:02:42 > 0:02:47If you look across the valley, you can see the anemometer.

0:02:47 > 0:02:51Saint Tudwal's Islands are next to it, well, in the sea nearby.

0:02:51 > 0:02:55The turbine will measure 67 metres. So, half again.

0:02:55 > 0:03:00David Hoole is the third generation of his family to live here.

0:03:01 > 0:03:05He realized his dream of coming to live in the family home where he...

0:03:06 > 0:03:08..spent most of his childhood.

0:03:09 > 0:03:11He knew nothing of the plans for a wind turbine.

0:03:12 > 0:03:15If it's a community project, everybody should know in advance.

0:03:15 > 0:03:18I wasn't aware of it.

0:03:18 > 0:03:20Most people in the area didn't know about it...

0:03:21 > 0:03:23..including the villagers.

0:03:24 > 0:03:27This has come in under the community banner.

0:03:27 > 0:03:31But the community wasn't able to express its views.

0:03:32 > 0:03:37This is the anemometer which measures wind speeds on the site...

0:03:37 > 0:03:43..where the turbine would be. The turbine would be 67 metres tall.

0:03:43 > 0:03:48But it's claimed local people weren't given enough information.

0:03:48 > 0:03:52I don't think they wanted people to know what was happening...

0:03:52 > 0:03:54..and that there was a meeting.

0:03:54 > 0:03:57When we walked in, there were only half a dozen chairs out.

0:03:57 > 0:03:59Almost 100 people turned out.

0:03:59 > 0:04:02They weren't advertising it.

0:04:02 > 0:04:04Why? What's the reason for that? I don't know.

0:04:06 > 0:04:11But I, and some of my neighbours, thought people deserved to know.

0:04:13 > 0:04:16As the news of the wind turbine scheme came to light...

0:04:17 > 0:04:22..so did the differences between supporters and opponents.

0:04:22 > 0:04:25Others were too scared to speak in public...

0:04:25 > 0:04:28..in case they upset either side.

0:04:28 > 0:04:33It's already split long-standing friendships and family ties...

0:04:33 > 0:04:35..just this single proposal.

0:04:35 > 0:04:37I can't imagine that this proposal...

0:04:38 > 0:04:41..is any different to others on the peninsula.

0:04:41 > 0:04:46So, it's very sad when kids that went to school together...

0:04:46 > 0:04:49..and are now in their 40s and 50s, no longer speak.

0:04:49 > 0:04:52That's the case. That's where we are.

0:04:53 > 0:04:58Steve Dorling has lived in this valley for 14 years.

0:04:58 > 0:05:03He believes people aren't prepared to speak about the plan in public.

0:05:03 > 0:05:06I guess, in a close-knit community...

0:05:06 > 0:05:11..people are going to be related to, married to, in business with...

0:05:11 > 0:05:13..old friendships...

0:05:13 > 0:05:18..and any other range of inter-connections...

0:05:18 > 0:05:22..any other networking situations that you can describe.

0:05:22 > 0:05:24It's a very small community.

0:05:24 > 0:05:28If I speak to somebody in Llanaelhaearn this morning...

0:05:28 > 0:05:32..somebody on Bardsey will tell me what I said this afternoon.

0:05:32 > 0:05:36At the root of the row is Antur Aelhaearn.

0:05:36 > 0:05:40It is a co-operative enterprize established 40 years ago...

0:05:41 > 0:05:44..where local people made clothes to sell.

0:05:44 > 0:05:49That ended and there hasn't been much talk of the Antur until now.

0:05:49 > 0:05:52The founder, Dr Carl Clowes...

0:05:52 > 0:05:55..has returned to help set up the wind turbine scheme.

0:05:56 > 0:05:58People tend to oppose the idea on the whole...

0:05:59 > 0:06:04..because they are concerned about the visual impact on the area...

0:06:04 > 0:06:06..and the fantastic landscape here.

0:06:07 > 0:06:11Dr Clowes is well-known as a man with vision...

0:06:11 > 0:06:13..who helps communities.

0:06:13 > 0:06:17He wants the turbine to help fund a project...

0:06:17 > 0:06:21..to turn the old Babell Chapel into a nursery and heritage centre.

0:06:22 > 0:06:26For me, it would be, and I tell colleagues this...

0:06:27 > 0:06:31..colleagues from Lleyn and opponents in the area...

0:06:31 > 0:06:34..concerned about the landscape...

0:06:34 > 0:06:40..the environment is much greater than the physical environment.

0:06:40 > 0:06:43It would be a dangerous victory...

0:06:43 > 0:06:48..if we managed to preserve this landscape as it is forever.

0:06:51 > 0:06:54Taro 9 has also spoken with village residents...

0:06:54 > 0:06:57..but they weren't prepared to be filmed.

0:06:57 > 0:07:01One person agreed to talk as long as we kept their identity secret.

0:07:01 > 0:07:03We have used an actor's voice.

0:07:03 > 0:07:06Some people are clearly in favour of the turbine...

0:07:06 > 0:07:08..but half the village are against.

0:07:08 > 0:07:11There are basic problems with what's being offered.

0:07:11 > 0:07:15One offer is for Babell Chapel to be revamped.

0:07:15 > 0:07:17But who will benefit?

0:07:17 > 0:07:20Is it the four investors or the community?

0:07:20 > 0:07:22This is one question being asked.

0:07:22 > 0:07:26There's a feeling that the four investors and their families...

0:07:26 > 0:07:29..will benefit from the Babell Chapel scheme.

0:07:29 > 0:07:31We haven't seen everything.

0:07:31 > 0:07:35They should show us their accounts and their business plan...

0:07:35 > 0:07:38..so we can see how the village will benefit.

0:07:38 > 0:07:40We just want transparency.

0:07:40 > 0:07:44If the village gets some money, it will benefit the community.

0:07:44 > 0:07:47But are they using that to get this through planning?

0:07:47 > 0:07:52Is it being used because they know the only way they'll get...

0:07:52 > 0:07:56..something so industrial in such a beautiful place...

0:07:56 > 0:07:59..is this community aspect?

0:07:59 > 0:08:02The Antur says that's not true.

0:08:02 > 0:08:05The community would benefit from £100,000 per annum.

0:08:05 > 0:08:09To suggest for a second this is dealing with...

0:08:09 > 0:08:12..some individuals more than others, that's not fair.

0:08:13 > 0:08:16It doesn't reflect the cooperative spirit...

0:08:16 > 0:08:19..that we've got in mind for the area.

0:08:19 > 0:08:23Four local farmers are part of the scheme.

0:08:23 > 0:08:27Iolo Ellis, John Pritchard and Richard Parry Hughes.

0:08:27 > 0:08:31They all own land that's associated with the turbine development.

0:08:31 > 0:08:34The fourth, Dewi Hughes, John Pritchard's father-in-law...

0:08:35 > 0:08:39..doesn't own land which is part of the development.

0:08:39 > 0:08:42I think you're going into detail now.

0:08:42 > 0:08:44Dewi is a local landowner.

0:08:44 > 0:08:47But not on the site where the turbine will be erected.

0:08:48 > 0:08:50He has the right...

0:08:50 > 0:08:54..to buy into the scheme like everyone else.

0:08:54 > 0:08:58We have to differentiate between rumours and fantasy...

0:08:58 > 0:09:00That's what we're trying to do.

0:09:00 > 0:09:03I'm sure you are. I'm trying to give you the facts...

0:09:03 > 0:09:07..so you have a balanced and transparent programme.

0:09:07 > 0:09:10Following criticism about the lack of information...

0:09:10 > 0:09:14..about the application, we contacted the four farmers...

0:09:14 > 0:09:17..to ask for an interview. They declined.

0:09:17 > 0:09:19So we sent them a series of questions.

0:09:19 > 0:09:21Why are they supporting the scheme?

0:09:21 > 0:09:23How much profit would they make?

0:09:24 > 0:09:26Where will the road to the mast be built?

0:09:26 > 0:09:30What about the concerns this could lead to more turbines...

0:09:30 > 0:09:33..and that there won't be much community benefit.

0:09:33 > 0:09:37In response, the farmers said the project...

0:09:37 > 0:09:40..was similar to other renewable energy projects...

0:09:40 > 0:09:42..backed by the Welsh Government.

0:09:42 > 0:09:46They said a final business plan hasn't been completed yet.

0:09:46 > 0:09:50A comprehensive planning application will be introduced...

0:09:50 > 0:09:54..later on, and the details about land usage will be given then.

0:09:54 > 0:09:58Steve Dorling is one of the few who's willing to go on camera.

0:09:58 > 0:10:01He said the Antur threw him out because he raised...

0:10:02 > 0:10:05..difficult questions about the scheme.

0:10:05 > 0:10:09I have a letter saying I was thrown out because I brought...

0:10:10 > 0:10:14..the Antur into disrepute. I did that by criticizing their aims...

0:10:14 > 0:10:18..as far as this wind turbine proposal goes.

0:10:18 > 0:10:23I became outspoken and I became, if you like...

0:10:24 > 0:10:27..the opposing voice, although I didn't elect myself...

0:10:27 > 0:10:29..to be the opposing voice.

0:10:29 > 0:10:33Most of the opposing voice are my Welsh speaking...

0:10:33 > 0:10:35..farming friends and neighbours.

0:10:36 > 0:10:41In a response to Taro 9 a spokesman for the Antur said Mr Dorling...

0:10:42 > 0:10:45..said he'd been thrown out for breaking constitutional rules.

0:10:45 > 0:10:47They wouldn't elaborate further.

0:10:53 > 0:10:55The turbine for Llanaelhaearn...

0:10:55 > 0:11:00..isn't within the borders of the Area of Outstanding Natural Beauty.

0:11:00 > 0:11:04But there are concerns over it's affect on the landscape.

0:11:04 > 0:11:06I'm glad to be called a NIMBY.

0:11:06 > 0:11:10At the end of the day, this is my back garden.

0:11:10 > 0:11:13I don't want see turbines dotted all over this area.

0:11:14 > 0:11:17We have to protect these areas.

0:11:17 > 0:11:19You have to draw a line in the sand and say no.

0:11:20 > 0:11:23Industrial buildings won't be built in these areas.

0:11:23 > 0:11:28But protecting the landscape isn't the only concern.

0:11:28 > 0:11:32One of Wales' naturalists is worried about the wider effects...

0:11:32 > 0:11:36..based on his experience of turbines in other parts of Wales.

0:11:36 > 0:11:40He questions companies' practice of offering something...

0:11:40 > 0:11:42..to the communities.

0:11:42 > 0:11:46There's a lot of blackmail. We'll build a new centre.

0:11:46 > 0:11:50I've seen that in Mid Wales. Communities are split.

0:11:50 > 0:11:53That's one the worst things about it.

0:11:53 > 0:11:58We see people who have been family friends for decades...

0:11:58 > 0:12:01..arguing and that's disgusting.

0:12:02 > 0:12:02.

0:12:09 > 0:12:11Subtitles

0:12:09 > 0:12:11Subtitles

0:12:17 > 0:12:22How should Welsh communities in the Lleyn Peninsula be developed...

0:12:22 > 0:12:26..and protected? And how should the environment to be protected?

0:12:26 > 0:12:30In several communities, that's what's led to disagreements...

0:12:30 > 0:12:32..over wind turbines.

0:12:32 > 0:12:36Supporters see them as a renewable way of supporting rural areas...

0:12:36 > 0:12:39..but opponents say that's nonsense.

0:12:39 > 0:12:43They aren't green. They're built abroad.

0:12:43 > 0:12:45The expertise is based abroad.

0:12:46 > 0:12:48They're imported here.

0:12:48 > 0:12:51They're then brought here on huge lorries.

0:12:51 > 0:12:55Roads need to be improved. These small tracks need to be improved...

0:12:55 > 0:12:59..so they can be taken to where they'll be erected.

0:12:59 > 0:13:03Even with the smallest turbines, you need 200 tonnes of concrete...

0:13:03 > 0:13:07..to place every one of them in the ground. What's green about that?

0:13:07 > 0:13:12Those arguments have reached the tip of the peninsula...

0:13:12 > 0:13:18..to the coast near Aberdaron, an area where it's all turned sour.

0:13:18 > 0:13:20They say this is our Tryweryn.

0:13:21 > 0:13:24Certainly, there is no sadder sight in Welsh history...

0:13:24 > 0:13:27..than seeing those people rushing down the slopes...

0:13:28 > 0:13:30..after Cwm Celyn was drowned.

0:13:30 > 0:13:34It will be sad to come to Lleyn a few years from now...

0:13:35 > 0:13:39..with the place destroyed and the views spoilt.

0:13:39 > 0:13:42What's angered some local people is the application...

0:13:43 > 0:13:46..for two turbines on Bodrydd farm, four miles from Aberdaron.

0:13:47 > 0:13:50The document stating who the landowners were was wrong.

0:13:50 > 0:13:54There were basic errors in the information prepared...

0:13:54 > 0:13:56..by Natural Resources Wales.

0:13:56 > 0:14:01A letter from an opposer wrote a letter to the department...

0:14:01 > 0:14:04..was somehow given to the land agency dealing with case.

0:14:05 > 0:14:09Every planning application has to have a certificate showing...

0:14:09 > 0:14:12..who owns the land. In the case of the Bodrydd turbine...

0:14:13 > 0:14:16..the farm's owner, Huw Evans, who refused to speak to us...

0:14:16 > 0:14:18..claimed he was the owner.

0:14:18 > 0:14:22But following further research, an Isle of Man company, Henniker...

0:14:23 > 0:14:24..owns the land.

0:14:25 > 0:14:28The Bodrydd application has been presented...

0:14:28 > 0:14:32..and many erroneous landowner certificates...

0:14:32 > 0:14:34..have been presented.

0:14:34 > 0:14:37Why that has happened, I don't know.

0:14:37 > 0:14:41A company from the Isle of Man that won't have to pay taxes...

0:14:41 > 0:14:44..now owns that land.

0:14:45 > 0:14:48Another person opposing this is David Graves.

0:14:49 > 0:14:52He spent his childhood on the peninsula...

0:14:52 > 0:14:55..and after settling here as an adult, he was shocked...

0:14:56 > 0:14:58..by the applications to build turbines.

0:14:59 > 0:15:03As an engineer and surveyor, he questioned the Bodrydd application.

0:15:04 > 0:15:07He delayed the Bodrydd application by challenging...

0:15:07 > 0:15:12..Natural Recourses Wales' report on the turbines' effect...

0:15:12 > 0:15:15..on the nearby Area of Outstanding Natural Beauty.

0:15:15 > 0:15:19The NRW said it would be 870 metres away from the AONB.

0:15:19 > 0:15:23They passed that information on to the NRW and Gwynedd...

0:15:23 > 0:15:26..and despite knowing it was wrong and the NRW knew it was wrong...

0:15:27 > 0:15:30..the information was used in the report by the Welsh Government.

0:15:31 > 0:15:33That report is quite a big deal.

0:15:33 > 0:15:36It was also a big deal when they called it back in to say...

0:15:36 > 0:15:39..we didn't do our due diligence, we didn't check the figures.

0:15:40 > 0:15:42We produced a report for a turbine in the wrong place.

0:15:43 > 0:15:45But in response to Mr Graves' complaint...

0:15:46 > 0:15:48..while acknowledging they made mistakes...

0:15:48 > 0:15:52..Natural Resources Wales said that didn't change their attitude...

0:15:53 > 0:15:55..towards the development.

0:15:55 > 0:15:59David Graves discovered a letter he'd sent to NRW and others...

0:16:00 > 0:16:05..had been given to the Bodrydd land agent, Dylan Evans.

0:16:05 > 0:16:09He's the son of Bodrydd's developer and owner, Huw Evans.

0:16:10 > 0:16:13How he got it has been almost impossible because the NRW...

0:16:14 > 0:16:18..have refused to ask Dylan Evans the simple question, "Who sent it?"

0:16:18 > 0:16:21Perhaps it's an answer they don't want to hear.

0:16:21 > 0:16:24Taro 9 contacted everyone who received the letter...

0:16:25 > 0:16:28..and they all, including Natural Resources Wales...

0:16:28 > 0:16:31..deny giving it to Bodrydd's land agent.

0:16:32 > 0:16:35The situation was made more complicated because...

0:16:35 > 0:16:38..Bodrydd is within the area represented...

0:16:39 > 0:16:42..by Plaid Cymru councillor, Gareth Roberts.

0:16:42 > 0:16:45He backed the application but people were unhappy...

0:16:45 > 0:16:49..as he hadn't declared his wife had been the business partner...

0:16:49 > 0:16:52..of Huw Evan's sister in the past.
