:00:00. > :00:23.as a look at the snooker. Hello and welcome to our look ahead
:00:24. > :00:26.to what the the papers will be bringing us tomorrow. With me are
:00:27. > :00:29.the broadcaster Daisy McAndrew and Ian Birrell, contributing editor at
:00:30. > :00:39.the Daily Mail. Tomorrow's front pages, starting with... The FT leads
:00:40. > :00:42.says Barclays is to create a bad bank to transform its struggling
:00:43. > :00:45.investment banking operations. The Telegraph says that Nigel Farage
:00:46. > :00:46.DOES plan to stand in the Newark by`election after former
:00:47. > :00:49.Conservative MP Patrick Mercer announced he will stand down this
:00:50. > :00:52.evening. The Guardian says the Justice Secretary has told prison
:00:53. > :00:56.governors he wants to cut costs by over two thousand pounds per
:00:57. > :00:59.prisoner. The Mail leads with tributes to Ann Maguire, the teacher
:01:00. > :01:03.who was killed in her classroom in Leeds yesterday. The Times also
:01:04. > :01:07.leads on that tragic story adding that Mrs Maguire brought up her two
:01:08. > :01:12.nephews after her sister died of cancer at the age of 36. The Sun
:01:13. > :01:16.says that Ann Maguire wasn't meant to be school yesterday but came in
:01:17. > :01:19.on her day off to help students get ready for exams. 'Heartless' is the
:01:20. > :01:22.Mirror's stark headline over a picture of secret filming of a care
:01:23. > :01:30.home resident begging for help but being ignored. And the Indepedent's
:01:31. > :01:40.top story is on the Royal Mail floatation. The papers says that 20%
:01:41. > :01:43.of shares were allocated to hedge funds and short term investors in
:01:44. > :01:46.contradiction to assurances given by the Business Secretary at the time
:01:47. > :02:00.that they would only go to long`term investors. Only one place to start.
:02:01. > :02:07.Nigel Farage. Will he, or won't he? Patrick Mercer was the first person
:02:08. > :02:13.to be fired from the front bench by David Cameron. Is revenge a dish
:02:14. > :02:24.best served cold? I don't think Patrick Mercer wanted to stand
:02:25. > :02:33.down. He was caught with his hand in the cookie jar. It has, no doubt,
:02:34. > :02:44.given David Cameron a major headache. Causing a by election at a
:02:45. > :02:48.very difficult time. Flanked by all of his lackeys who were very anti`
:02:49. > :03:02.David Cameron and now it's all lies on Nigel Farage `` it. All eyes are
:03:03. > :03:10.on him. The Telegraph certainly seems to think that he is poised to
:03:11. > :03:21.stand. Interesting that you was on the news tonight with their chief
:03:22. > :03:36.spin doctor. Many people are saying that he will be the one to stand.
:03:37. > :03:42.The problem is, if a UKIP person does win, the chance is that they
:03:43. > :03:58.will only have the seat for a year. That could be a bit tricky, a bit
:03:59. > :04:05.trouble magic. `` problematic. They had a lot of momentum running up to
:04:06. > :04:09.the election in 2010 and the previous local and European
:04:10. > :04:17.elections that year. That's trailed off when it came to the general
:04:18. > :04:31.election that year. A seat in Newark would certainly boost things. The
:04:32. > :04:33.Tories are ten points behind. The major politicians may not know how
:04:34. > :04:40.to deal with this phenomenon right now. They are led by a public`school
:04:41. > :04:46.educated guy on a very healthy salary and many candidates seem
:04:47. > :04:56.rather dubious. It is more publicity and that is helping them all the
:04:57. > :05:01.time. They do not know how to deal with it. Straight after a win it,
:05:02. > :05:07.there will be another question of what happens in Europe and they will
:05:08. > :05:12.dominate that debate and that gives them more momentum going into the
:05:13. > :05:17.election. Many people think that they will be under 10% before the
:05:18. > :05:22.next election but I think they will do better than they expect. The
:05:23. > :05:35.other problem is that it would be perfectly natural to put the
:05:36. > :05:45.by`election on another day but that cannot happen. It is a protest vote
:05:46. > :05:48.and the next day it will all be about the forthcoming by`election,
:05:49. > :05:56.rather than putting it all behind them. It will be extra expense as
:05:57. > :06:05.well. The Tories are defending a 16,000 majority, that will be hard
:06:06. > :06:13.to overturn. A by`election can do strange things. It could be
:06:14. > :06:17.seminal. If they only lose by 4000, they have still done wonders there
:06:18. > :06:22.are and will continue to build up their bandwagon and to show that
:06:23. > :06:25.they are a force that cannot be underestimated. At the moment they
:06:26. > :06:31.are flailing around all over the place and do not know how to deal
:06:32. > :06:38.with this, this creature which has risen up. The more supporters they
:06:39. > :06:44.get, the harder it is, because if you start to say that they are just
:06:45. > :06:50.a bunch of loonies, you are insulting all the new supporters.
:06:51. > :06:57.People are bending over backwards because of that. The fact that one
:06:58. > :07:18.or two of the candidates do look a bit nuts, is overlooked as a means
:07:19. > :07:25.to attract fans. They will take any boat they can get. We will stay with
:07:26. > :07:33.this front page, an impressive tributes to Anne Maguire the school
:07:34. > :07:37.teacher murdered in Leeds yesterday. So many stories are
:07:38. > :07:40.coming out about this woman and her personality. She was not supposed to
:07:41. > :07:46.be in school yesterday and was there to help students with their exams.
:07:47. > :07:53.She brought up her sister's children because she died of cancer. It is a
:07:54. > :07:57.tragic story and the more we learn about it, the more tragic it
:07:58. > :08:01.appears. She appeared to be such an inspirational teacher who had done a
:08:02. > :08:08.selfless and incredible thing in bringing up her nephews and to have
:08:09. > :08:16.been so close to retirement, the whole story is heartbreaking. The
:08:17. > :08:20.only thing you can say is that it is a very rare thing in this country
:08:21. > :08:26.and the only reason it has so much attention is because it is so rare.
:08:27. > :08:30.The prosecutor who is dealing with the case said he had seen nothing
:08:31. > :08:54.like it in 25 years top yellow thank goodness for that. `` well thank
:08:55. > :08:59.goodness for that. All the politicians are talking about it.
:09:00. > :09:03.David Cameron has already been asked about the violent computer games but
:09:04. > :09:11.nobody could possibly know what caused this to happen. That is the
:09:12. > :09:26.danger when something so shocking happens. Politicians must be slow
:09:27. > :09:31.and drag their feet. . Slow and old. A 15`year`old boy is being
:09:32. > :09:44.charged in connection with this story. We will move on. The jails
:09:45. > :09:50.have been told to cut cash. They have been told to do this quite
:09:51. > :10:01.heavily. They want to cut another 24% out of the budget. It seems to
:10:02. > :10:13.me that it is a shame because when Ken Clark came in he had a much more
:10:14. > :10:16.sane approach to prison. It is similar to what is happening in the
:10:17. > :10:25.United States where they are saying that effectively prison is a sign of
:10:26. > :10:32.state failure as one in three prisoners have done ten crimes or
:10:33. > :10:44.more. They have seen excellent results with low risk offences in
:10:45. > :10:49.Texas where one in four re` offended previously and now it is something
:10:50. > :10:55.like one in 100. We should not be getting soft on crime, but smart on
:10:56. > :11:00.crime. The American right have learned that and unfortunately here
:11:01. > :11:06.it has reverted and they are going for the hard`line, tough on crime
:11:07. > :11:14.stuff and it is a waste of money and very nonconservative to be wasting
:11:15. > :11:21.money, isn't it? He is talking about trying to save money. Budget will
:11:22. > :11:26.not solve the problems that cause people to commit crimes. If you
:11:27. > :11:37.really want to get on it darts dealing with the problems that are
:11:38. > :11:41.underlying it `` start. I could not agree more. They have done this in
:11:42. > :11:48.New York as well and politically, it was very difficult as you don't want
:11:49. > :11:53.to look like you are soft on crime. It is one of these areas where
:11:54. > :12:00.politicians already know all of this behind closed doors. They know it
:12:01. > :12:05.doesn't work but they don't want to lose votes to cut prison is
:12:06. > :12:13.popular. It was the American prison system that introduced these massive
:12:14. > :12:21.prisons and it is the very size that is the problem. In this prison they
:12:22. > :12:25.are talking about drug packages being thrown over the fence and it
:12:26. > :12:29.is all because the staff is not experienced enough apparently but I
:12:30. > :12:47.don't think it has anything to do with that. The entire system does
:12:48. > :12:57.not work. Do you like a bit of a flutter? I do but I understand the
:12:58. > :13:07.point here, the proliferation of gambling on high streets. I did not
:13:08. > :13:15.realised. `` realise. It is because they are the only type of company
:13:16. > :13:23.that do not have to get a planning application. They don't have to get
:13:24. > :13:32.one at all, how ridiculous is that? They can move into any premises they
:13:33. > :13:39.like. That is being tackled and the other problem is that these
:13:40. > :13:45.companies want to put more of their shops onto the high streets. They
:13:46. > :13:50.are only allowed a certain number of machines in each shop and they are
:13:51. > :14:00.so popular that they want more. Although I do like a bit of a
:14:01. > :14:06.flutter, I do think it is damaging. So much of it has moved online
:14:07. > :14:14.anyway. I think it is good that they are responding to it. It shows that
:14:15. > :14:22.politics can try to tackle some major problems although people sneer
:14:23. > :14:37.at politicians, they can... You wanted them all to shut up a moment
:14:38. > :14:46.ago. I am just trying to be kind. It is a very sad day. Young love. But
:14:47. > :14:52.it does happen, to be honest. You forget, this girl has been around.
:14:53. > :15:02.She is only 25 years old, poor lass. She seems to be saying now, it
:15:03. > :15:08.is because of the intense scrutiny. Apparently, the couple round over
:15:09. > :15:19.their future. I mean, where did the son get that from? Was that someone
:15:20. > :15:22.in the room? Where am I. Time is up. You will be pleased to note you will
:15:23. > :15:33.not need to talk about this story any more. I am very sad. Much
:15:34. > :15:37.appreciated. At midnight we will have the latest on the rest nation
:15:38. > :15:43.by Patrick Mercer after allegations he was paid to ask questions in
:15:44. > :15:56.Parliament. Now, it is time for Sportsday.
:15:57. > :16:00.Hello and welcome to Sportsday with me, Will Perry. The headlines
