:00:00. > :00:22.That's all after the papers. Hello and welcome to our look ahead
:00:23. > :00:29.to the papers. Easy bet Hardman of the Spectator
:00:30. > :00:35.and Mr Creighton of the Daily Record join me and Richard Walker of the
:00:36. > :00:41.Sunday Herald with is us too. We'll start with the Met row,
:00:42. > :00:45.dedicating its front`page to the comedian Rik Mayall who's died at
:00:46. > :00:50.the age of 56. The Express is reporting on the tomato extract that
:00:51. > :00:54.could help thousands to prevent heart disease and strokes. The
:00:55. > :00:59.maximum fine for speeding is to be quad Ruperted, rising to ?10,000,
:01:00. > :01:03.according to The Telegraph. The Ofsted report into the schools in
:01:04. > :01:08.Birmingham is the Guardian's main story. It's quoted Michael Gove as
:01:09. > :01:14.saying schools must promote British values. The Financial Times says
:01:15. > :01:21.moves from banks have experienced volcanotity in the global financial
:01:22. > :01:29.markets. The Daily Record is marking the death of Rik Mayall's death.
:01:30. > :01:35.Alex Salmond says he'll remain as leader if there is a no`vote too.
:01:36. > :01:39.The Ofsted report features in the Times. The Daily Mail goes with the
:01:40. > :01:45.story of the damning verdict by Ofsted.
:01:46. > :01:51.The Guardian, all school must promote British values says Michael
:01:52. > :01:55.Gove, the Education Secretary, seizes on Birmingham reports. I
:01:56. > :02:04.suppose the next question is, what are British values? Indeed.
:02:05. > :02:16.British values, he's paddling as quickly as he can on this day they
:02:17. > :02:22.have had in the Commons. The reports in the Guardian tell us, as the
:02:23. > :02:26.Ofsted report tells you, that the inspectors found narrow faith`based
:02:27. > :02:30.idealogy, inappropriate use of school funds and five of the schools
:02:31. > :02:35.have been put into special measures and all schools in England now,
:02:36. > :02:39.because of course this Secretary of State of education in England only
:02:40. > :02:43.will have to be taught the British rules of democracy, rule of law,
:02:44. > :02:48.respect for gender equality, that kind of thing. Civic values you
:02:49. > :02:54.could say. Isabelle, it's the kind of manifesto, I suppose you could
:02:55. > :02:58.say that a lot of Tory voters would support, potentially UKIP voters? I
:02:59. > :03:04.think so. I think it's probably not the worst set of headlines for
:03:05. > :03:06.Downing Street after a week of dreadful headlines from this row
:03:07. > :03:10.between Theresa May and Michael Gove. It's moved away from
:03:11. > :03:16.tensionses in the Cabinet and on to the policy and the Government taking
:03:17. > :03:21.control and on to this announcement of teaching British values, which
:03:22. > :03:25.aside from this row about the Trojan Horse plot is something voters will
:03:26. > :03:29.be very much in favour of. Richard in Glasgow, what would you suggest
:03:30. > :03:32.British values are? Well, British values can be defined
:03:33. > :03:38.by different people in different ways. Liberty and tolerance, that's
:03:39. > :03:42.fine, great idea. I think what Michael Gove means though are
:03:43. > :03:47.Christian values and I think the mixing of religion and education is
:03:48. > :03:51.not always a great idea. I think you could might be asking some questions
:03:52. > :03:54.about the relevance of Christian values in schoolsry are
:03:55. > :03:59.overwhelmingly Muslim. Tolerance works both ways and I'm not sure
:04:00. > :04:02.it's working both ways right now with some of the statements Michael
:04:03. > :04:08.Gove is making. That's interesting. If we go to the Daily Express, page
:04:09. > :04:13.2, the Trojan Horse, invasion of the classroom, that's at the top of the
:04:14. > :04:19.page but it says crackdown on Muslim extremists in zoos. That's the issue
:04:20. > :04:24.isn't it, these are schools which are overwhelmingly Islamic and that
:04:25. > :04:29.is a dangerous dynamic isn't it? Potentially, if you are talking
:04:30. > :04:36.about British values? The allegation of the charge of the Governors,
:04:37. > :04:41.Islamic extremists interpretations of religion into schools and we talk
:04:42. > :04:44.about British values. Richard is here as well, can you imagine if we
:04:45. > :04:46.were talking about Scottish values, you know, if there were a Scottish
:04:47. > :04:49.Secretary of State of education saying we were going to have
:04:50. > :04:53.Scottish values in schools, you know, what are they? How do you
:04:54. > :04:57.define the notion of Scottish identity and how do you teach the
:04:58. > :05:03.schools? As Richard said, it's a modern thing as well as a civic
:05:04. > :05:12.thing. It goes on to religious territory. These things are kind of,
:05:13. > :05:15.you know, eating humble pie. ? Part of the problem though is that part
:05:16. > :05:20.of what the British values is tolerance and acceptance of
:05:21. > :05:23.traditional religion and if there's any viction that's being undermined,
:05:24. > :05:27.that goes against the notion of what is British doesn't it Yes but that
:05:28. > :05:32.would be the case you would hope for any School of Any religion. If you
:05:33. > :05:36.had a hardline Christian school that was promoting intolerance to other
:05:37. > :05:40.religions, if you had a for right group in a British school that was
:05:41. > :05:43.promoting intolerance to other faiths, you would hope there would
:05:44. > :05:46.be a similar crackdown because fundamentally British values are
:05:47. > :05:49.about that almost lack of intensity where everyone is able to get on and
:05:50. > :05:53.to agree regardless of what your faith is. That's the case for many
:05:54. > :05:57.British Muslims, there's nothing on that list that they would disagree
:05:58. > :05:59.with in terms of respect for one another, tolerance, personal
:06:00. > :06:05.freedom, all that sort of thing. Sure. Richard, there's a slight
:06:06. > :06:12.confusion in the mind of a lot of parents in some of the schools
:06:13. > :06:16.because one of the establishments, Oldknow academy, Ofsted found the
:06:17. > :06:19.achievement of pupils was outstanding, the quality of the
:06:20. > :06:24.teaching was outstanding, yet it goes on to say the behaviour and
:06:25. > :06:27.safety of the pupils is inadequate and the leadership and management
:06:28. > :06:31.are inadequate. Are those things compatible? There are some odd
:06:32. > :06:36.findings. Park View school two years ago was found to be outstanding, a
:06:37. > :06:40.model for other schools and it's found be deficient in every single
:06:41. > :06:47.category. I don't know what's happened in two years, but something
:06:48. > :06:50.catastrophic's happened. Some of the examples that we are being told, for
:06:51. > :06:54.instance of pupils being told the school doesn't believe in evolution,
:06:55. > :06:59.well it's not just Muslim schools that teach that, there are other
:07:00. > :07:03.schools in America which teach specifically that evolution didn't
:07:04. > :07:08.happen. It was reported a couple of years back about a school teaching
:07:09. > :07:13.that the Loch Ness monster existed so it's not just Muslim schools
:07:14. > :07:18.which teach dubious facts if indeed the schools are teaching these
:07:19. > :07:21.facts. Isabelle, is this really a statement on Ofsted? I was listening
:07:22. > :07:25.to a former Chief Inspector of Schools who was saying today that
:07:26. > :07:29.part of the problem with the way Ofsted looks at the whether schools
:07:30. > :07:33.perform well or not is that they have simply a checklist of things?
:07:34. > :07:37.They look at whether or not proper records are being kept, whether the
:07:38. > :07:41.teachers are preparing lessons properly and examinations results,
:07:42. > :07:46.easy to tick, tick, tick, but the atmosphere, you know, the underlying
:07:47. > :07:50.ethos of the school, that's not looked at and for the first time,
:07:51. > :07:53.some people are suggesting with this investigation they have had to do
:07:54. > :07:57.that? I suppose that's the problem with any public service, it can't
:07:58. > :08:00.just be a tick box exercise that manages to glide over what's
:08:01. > :08:03.probably quite obvious to the inspectors is a problem. I think one
:08:04. > :08:08.other thing to come out of this that is positive is the debate about
:08:09. > :08:13.having no notice inspections. This would be fennel bishop for all
:08:14. > :08:18.teachers anyway because if you get notice of an Ofsted inspection, your
:08:19. > :08:30.school goes into mayhem for 24 hours as the school tries to spruce itself
:08:31. > :08:34.up `` beneficial for all teachers. Once again, this is clever by Gove.
:08:35. > :08:40.He talks about British values, who can object against that, and he
:08:41. > :08:43.talks about the snap inspections, dawn raids, anyone outside the
:08:44. > :08:48.profession would think it was a great idea, I don't know how it
:08:49. > :08:53.would look if you were a teacher or Ofsted inspector. It's about how
:08:54. > :08:58.else do you manage the performance, setting parameters and ticking boxes
:08:59. > :09:04.at the end of the day, but I'm sure Ofsted inspectors and teachers,
:09:05. > :09:18.there is an element of them thinking about that. Let's move on to the
:09:19. > :09:31.daily Telegraph, Gordon Brown urges for a debate between the Prime
:09:32. > :09:36.Minister and Alex Salmond. One would guess you would agree with this? Yes
:09:37. > :09:40.and we have argued that for some time now. On the one hand David
:09:41. > :09:44.Cameron is saying independence for Scotland would be a disaster and he
:09:45. > :09:50.will fight for the union, on the other hand he is saying it is not
:09:51. > :09:55.really an issue for me, it is up to Scotland to decide. I don't think
:09:56. > :10:01.you can save those two things and be credible for very long. He has come
:10:02. > :10:05.to Scotland and issued his edicts. It seems perfectly reasonable for
:10:06. > :10:09.the Prime Minister of the UK, if it is he says he is passionate about
:10:10. > :10:14.saving the union, that doesn't extend to a debate with the First
:10:15. > :10:23.Minister of Scotland? It is a bit strange. I'm sure the pressure will
:10:24. > :10:28.grow. Do you see number ten caving in? I don't think so. It is
:10:29. > :10:36.something David Cameron wants to avoid because he doesn't want Alex
:10:37. > :10:40.Salmond to make this about Scotland versus the Eton boys in Westminster.
:10:41. > :10:50.Whilst he cannot stay away from it, he is wise to stay away from a
:10:51. > :10:55.specific debate. Do you agree? Yes, but Gordon Brown seems to be saying
:10:56. > :11:00.contrary things. He gave a very good speech about how Scotland was moving
:11:01. > :11:11.away from the parliament to the people. He warned that Better
:11:12. > :11:15.Together and David Cameron had the wrong idea by train to make this an
:11:16. > :11:21.argument of Scotland versus Britain. He said Britain would lose that
:11:22. > :11:26.argument, and at the same time he says David Cameron should have a
:11:27. > :11:32.debate with Alex Salmond, which is exactly the ground that Gordon Brown
:11:33. > :11:36.doesn't want the debate to be on. Alex Salmond would be licking his
:11:37. > :11:45.lips tonight but David Cameron will never give him a debate on less
:11:46. > :11:49.Better Together were suddenly 20 points behind. It is difficult for
:11:50. > :11:56.the politicians to do this, they had to come up with jokes and be more
:11:57. > :12:01.thoughtful. We are dreadful people! We expect jokes but also a
:12:02. > :12:09.philosophical underpinning, which Gordon Brown did today, he was very
:12:10. > :12:16.good. You just had to decide which storyline went best, and that one
:12:17. > :12:24.was the slip`up, saying David Cameron should debate. I am welling
:12:25. > :12:36.up here, Gordon Brown being bullied by hard`hearted hacks. He has been
:12:37. > :12:40.doing it not `` long enough... The daily record, and Alex Salmond says,
:12:41. > :12:49.I will stick around for the 2016 pole. Would you be happy with that?
:12:50. > :12:52.Yes, if he has a job to do. He is in the job because he got a landslide
:12:53. > :12:57.result of the last election despite the fact the election voting system
:12:58. > :13:01.was designed to avoid just such a result so he is clearly popular
:13:02. > :13:06.insofar as his position of running the country and I don't see any
:13:07. > :13:11.reason why he should stop doing that if he fails to win the referendum,
:13:12. > :13:14.which I don't believe he will. A very interesting statistic that men
:13:15. > :13:20.are divided equally as to whether they will vote yes or no, women, two
:13:21. > :13:34.thirds at the moment are in the know camp. Why is that? `` no camp. It
:13:35. > :13:38.would be a very brave man to explain that and I am not that man. I don't
:13:39. > :13:47.want to sound patronising and generalising. There was one woman in
:13:48. > :13:52.a piece that Alan Little did, and I am going to ask you is the only lady
:13:53. > :13:57.among us, who said the blokes probably won't do enough research or
:13:58. > :14:04.know all the details and they are led by emotion. I also read that it
:14:05. > :14:07.is because women worry about the household finances and apply the
:14:08. > :14:14.same thinking to national politics. I cannot give you any insight into
:14:15. > :14:18.what a normal woman thinks because I am obsessed with select committees
:14:19. > :14:21.and that sort of thing. It is very interesting, and as we have been
:14:22. > :14:27.seeing over the last few weeks and months, the yes campaign has been
:14:28. > :14:39.doing better in the polls, but still at the moment it is a call that the
:14:40. > :14:45.no campaign are going to win. A young one, Rik Mayall has died at
:14:46. > :14:51.the age of 56. Yes, shocking news, a young man. Everyone will remember
:14:52. > :14:57.him, anyone who has ever shared a flat with a few other blokes in the
:14:58. > :15:03.1970s always had Rik Mayall in their flat, home raging ego who never did
:15:04. > :15:09.anything. A very skilled guy, he will be missed. A bit like Mel
:15:10. > :15:14.Smith's last year. The light goes out and he will be fondly
:15:15. > :15:19.remembered. You are all going to be back with us for another look at the
:15:20. > :15:23.stories behind the headlines in about an hour. Stay with us because
:15:24. > :15:27.at the top of the hour we will have more on the Ofsted report into a
:15:28. > :15:33.number of schools at Birmingham and its implications. But coming up now,
:15:34. > :15:38.I think they are going to be talking about football in Sportsday.
