:06:33. > :06:34.think about noisy neighbours and ineffective legislation that never

:06:35. > :06:39.did any good. They are going to struggle. They are talking about

:06:40. > :06:49.restricting extremist behaviour and language. That is difficult to

:06:50. > :06:53.police. It is going to be difficult to join extremist groups that

:06:54. > :07:08.creature violent views but are not directly involved in terrorism. ``

:08:43. > :08:49.desperate for a cause. They are vulnerable. We talk about young

:08:50. > :08:53.people being groomed for extremism. We have to look at more than new

:08:54. > :09:07.laws. We have to find out by that group is so easy to prion. `` why

:09:08. > :09:15.that group is so easy to prey on. People are scared that the stoop is
