:00:53. > :00:57.pleaded with world leaders not to give in to Islamic State's demands
:00:58. > :01:03.for ransoms. The Metro leads with the killing of an 82`year`old woman
:01:04. > :01:06.in Edmonton. The Daily Express describes how illegal immigrants
:01:07. > :01:12.tried to storm ferries bound for Britain. The paper claims our border
:01:13. > :01:19.security is a shambles. The Daily Mail has the same story. It says
:01:20. > :01:22.riot squads were sent into Calais. The Financial Times reports on how
:01:23. > :01:27.the European Central Bank president caused jitters in the market after
:01:28. > :01:32.cutting interest rates to a record low.
:01:33. > :01:38.I real mix of stories. Let's start with what everybody is talking about
:01:39. > :01:42.with the debate over what to do with Islamic State. Britain gears up for
:01:43. > :01:48.war, is how the Daily Telegraph reports on it. This seems to have
:01:49. > :01:52.moved on from what Mr Cameron was saying in the early days. There was
:01:53. > :02:08.very little talk of military action. Of course will stop here
:02:09. > :02:13.summit taking place in Celtic Manor. David Cameron is looking very nice
:02:14. > :02:18.with these children but there is a fire breathing Welsh dragon in the
:02:19. > :02:22.background and Mr Cameron is breathing fire saying he will always
:02:23. > :02:27.act in the British national interest. He seems to be doing a bit
:02:28. > :02:31.of a Tony Blair with Bill Clinton, trying to persuade President Obama
:02:32. > :02:36.to go further than he has already done, when it comes to bombing known
:02:37. > :02:40.positions of Islamic State in Iraq and possibly go on to Syria. He made
:02:41. > :02:44.it clear that there is no legal impediment to the UK launching these
:02:45. > :02:49.strikes. It will give a lot of MPs who voted against action in Syria
:02:50. > :02:54.last year, the jitters. That is one reason why I think Tory whips were
:02:55. > :02:56.canvassing backbench opinion last night and finding out that Tory
:02:57. > :03:02.resolvers hardening and people are getting more hawkish. Do you not
:03:03. > :03:07.think that both leaders have a lot in common? In the same way Blair and
:03:08. > :03:13.Bush wanted war and very much brought us into war with Iraq and
:03:14. > :03:17.Afghanistan, these two gentlemen are reluctant. They both came in on that
:03:18. > :03:24.we will bring the troops home ticket. The concept of we are not
:03:25. > :03:34.going off on adventurism again. Particularly President Obama. The
:03:35. > :03:36.public seem to like that. Yesterday I talked to the graduate entry of a
:03:37. > :03:43.big multinational country in Britain. These people are 21 or 22
:03:44. > :03:47.years old. I said, help me, you have a Prime Minister who in the next two
:03:48. > :03:54.weeks, God forbid this happens but it probably will, we are going to
:03:55. > :03:59.watch a Brit beheaded. And he knows this. And the British public, to a
:04:00. > :04:04.man and woman, are going to say, something should be done. So he has
:04:05. > :04:08.got to respond to public opinion that says, this is disgusting, this
:04:09. > :04:11.is awful, something has to be done. We do not know what special services
:04:12. > :04:18.are doing and he is hardly likely to tell us. At the same time, something
:04:19. > :04:22.that is done, at least the British public `` half the British public
:04:23. > :04:25.are saying, I do not want you to do that. I do not want boots on the
:04:26. > :04:29.ground, I do not want you to kill innocent people, I do not want you
:04:30. > :04:35.to get involved but by the way, something must be done. Anyway, it
:04:36. > :04:40.ended and I said what would you do? One of them said, I just would not
:04:41. > :04:45.be Prime Minister! There is a lot in that, you know. This is one of the
:04:46. > :04:55.reasons why people who get the top job age grow quickly. The thing is
:04:56. > :04:58.what is your line, what is non`negotiable? David Cameron was
:04:59. > :05:02.saying yesterday, I'm like by implication, the French and other
:05:03. > :05:06.European Union countries, Britain does not do deals with terrorists,
:05:07. > :05:11.Britain does not pay to get its people out. There is a lot of
:05:12. > :05:14.speculation in The Papers tomorrow that Islamic State, that is what
:05:15. > :05:22.they want. They want Britain and America to launch war. It helps them
:05:23. > :05:26.recruit. It is a political position. It is a recruiting sergeant. The
:05:27. > :05:32.moment you do that, use only have people saying, I did not mean this.
:05:33. > :05:36.But when you have to respond to an obscenity happening in front of
:05:37. > :05:41.everybody's eyes, democratically elected politicians have to do
:05:42. > :05:45.something. We must move on. It is a huge debate about whether we should
:05:46. > :05:50.go back into war or not. Also on the front page of the Daily Telegraph,
:05:51. > :05:55.UKIP woos Tory and Labour MPs who claims that defecting will boost
:05:56. > :06:04.votes. Henry, this is with poles as well? I'm not sure who did these
:06:05. > :06:08.polls. It shows they have got a lot of money. Commissioning these
:06:09. > :06:12.independent private polls do cost a lot of money. A number of MPs have
:06:13. > :06:16.admitted that people have been canvassed. They themselves have
:06:17. > :06:20.been. People like the Conservative MP Adam Holloway says he has been
:06:21. > :06:28.approached for times in the last week alone by a UKIP MEP. Gordon
:06:29. > :06:36.Henderson and MP as well. And it is also claimed in this story that
:06:37. > :06:39.Douglas Carswell, the former Tory MP, or is shown evidence that he
:06:40. > :06:46.would retain his seat more easily if he became a UKIP MP. This is about
:06:47. > :06:51.an anti`Tory issue. It is always promoted as anti`Tory. Vote Yes in
:06:52. > :06:57.Scotland, anti`Tory. UKIP, anti`Tory. And yet, the party which
:06:58. > :07:00.is probably sleepwalking to perform a decline in both environments is
:07:01. > :07:04.probably the Labour Party. In Scotland, they are the people who
:07:05. > :07:09.suffer in England if they lose their Labour majority in Scotland. And
:07:10. > :07:14.secondly, in a lot of working`class Labour seats in northern England,
:07:15. > :07:24.UKIP are making enormous strides. So they tell us. All I would say,
:07:25. > :07:30.cautioning equanimity here, everybody is a dissenting UKIP's
:07:31. > :07:34.progress on a Tory issue. It is actually Labour. There are two
:07:35. > :07:39.issues at the centre of the next general election, one is immigration
:07:40. > :07:43.and one is money. On page two of the Daily Express, millions the home
:07:44. > :07:47.loans rate rise. It did not go up this time but the signs are there.
:07:48. > :07:54.No they have been saying that for the past four years! Two people put
:07:55. > :07:59.their hand up last time. We at the moment have the most successful
:08:00. > :08:04.economy in the Western world. Our growth is four times stronger than
:08:05. > :08:09.France and stronger than Germany. The problem we have got is when you
:08:10. > :08:15.have successful economies, if you do get this surge of need for both
:08:16. > :08:23.goods and wages, you get inflation. The way to choke off inflation is
:08:24. > :08:27.not to put stonking great rises up, it is early on a little bit. Are we
:08:28. > :08:32.into the sixth year of the same interest rate? Problem you have got
:08:33. > :08:36.is people have made purchase decisions on house is, indeed, they
:08:37. > :08:39.have probably moved twice in the time and they are an Apex trait.
:08:40. > :08:44.When a fixed rate comes to an end next year, they will be hit with
:08:45. > :08:53.twice the interest rate `` they are on a fixed rate. And there will be a
:08:54. > :08:57.financial crisis? Spot on. The markets were very startled by the
:08:58. > :09:02.moves by the European Central Bank president. Why were they startled?
:09:03. > :09:11.This headline is only of interest to Britain in one Y. They did not
:09:12. > :09:16.expect him to do it. Look at Norman Lamont 1992 and George Soros, there
:09:17. > :09:20.would only be one winner. This is no different. They thought, he cannot
:09:21. > :09:27.mean this because this means we will go to a 0`sum game. The only reason
:09:28. > :09:30.it matters to people this tonight is although we increasingly export more
:09:31. > :09:36.goods and services to the rest of the world, it is still sort of about
:09:37. > :09:40.45% of our home market is the euro zone. The problem with the eurozone
:09:41. > :09:45.is it is in big trouble. They do not buy our goods and services. We have
:09:46. > :09:49.ever got a few minutes and I know you are very keen to talk about the
:09:50. > :09:56.other headline on the Financial Times, negligence ruling sets up BP
:09:57. > :10:11.for an $18 billion fine. The devil is in the detail, isn't it? BP acted
:10:12. > :10:18.with gross negligence. And they will be fined $18 billion that they can
:10:19. > :10:26.appeal. They are saying that they will pay a penalty of up to $4300
:10:27. > :10:30.per barrel spilt and that is a colossal fine. The big question is
:10:31. > :10:35.whether or not they will have to pay it and whether this is a political
:10:36. > :10:43.decision. Does this not affect our pensions as well? Barack Obama
:10:44. > :10:50.starts call it `` calling it British Petroleum when it has not been so
:10:51. > :10:54.for a long time. Every single person on both sides of the pond, if they
:10:55. > :11:04.have a pension scheme, tend to have shares in BP. If you look at the
:11:05. > :11:09.last paragraph of this article, it says, American companies, two other
:11:10. > :11:16.groups, were companies doing stuff on the rig that were contracted from
:11:17. > :11:22.BP, so BP deserved to be blamed that these two were actually there at the
:11:23. > :11:25.coal face. These two companies facing legal action were found
:11:26. > :11:30.negligent but not reckless and they will face smaller penalties. I would
:11:31. > :11:35.just like to know if that would be the same conclusion if they were
:11:36. > :11:41.American. It does worry me that this smacks of protectionism. I would
:11:42. > :11:45.love is this judge was in charge because what some of these companies
:11:46. > :11:56.get away with in Nigeria's unbelievable. Two American countries
:11:57. > :12:23.get away with less than a British company.
