:00:00. > :00:00.Gross are searching closer to the bridge in West London where she was

:00:00. > :00:21.last seen. Welcome to our look at what the

:00:22. > :00:26.papers will bring us tomorrow. With ours is Susie Boniface, the Fleet

:00:27. > :00:37.Street Fox, and Tim Stanley, a columnist for the Telegraph. What

:00:38. > :00:44.are you known as? With my hair, I was compared to Danny La Rue this

:00:45. > :00:48.evening! The FT says the Prime Minister faces more angry questions

:00:49. > :00:52.from Tory backbenchers following the promise of more devolution for

:00:53. > :00:57.Scotland. The Independent says that Labour plans to limit child benefits

:00:58. > :01:02.to an annual rise of 1% if they win the next General Election. The Metro

:01:03. > :01:09.has the body of Hannah Witheridge being flown home. The Telegraph says

:01:10. > :01:12.Ed Miliband has been backed into a corner over his refusal to sign up

:01:13. > :01:18.for the government plans for home rule in England and the Guardian has

:01:19. > :01:26.picked cheers of Emma Thomasson, one of the leading ladies at the protest

:01:27. > :01:31.marches against climate change. The Financial Times, then. Tory anger as

:01:32. > :01:40.Cameron tracks on the English pledge. `` backtracks. This was

:01:41. > :01:46.promised in a Roche, wasn't it? This is a problem, massive constitutional

:01:47. > :01:50.change being talked about but this came from that FrontPage file which

:01:51. > :01:54.itself came from the back of one opinion poll showing that there was

:01:55. > :01:59.a possibility of independence and in the vote and that turned out to be

:02:00. > :02:02.false. They have tied themselves into this timetable which Gordon

:02:03. > :02:06.Brown has promised will definitely happen no matter what and I am

:02:07. > :02:11.certain that Gordon Brown is not the Prime Minister and it is not up to

:02:12. > :02:16.him! I cannot think of any former Prime Minister who is telling want

:02:17. > :02:19.anyone else what to do. They get to this point where they don't know

:02:20. > :02:24.what will happen but something must add it does not matter what anybody

:02:25. > :02:27.does, they will be said to have lost or annoyed somebody, whether it

:02:28. > :02:36.Scotland or elsewhere or something and it will be a dogs backlist. Yes,

:02:37. > :02:39.I agree with all of that. It is extraordinary that we have had this

:02:40. > :02:43.massive vote in which 56% of the Scottish people said they wanted to

:02:44. > :02:50.stay in the union and they voted for no change and how many days later? I

:02:51. > :02:53.have lost track. Four days later and were discussing devo max for

:02:54. > :02:57.Scotland, which in the general panic was something they had to put on the

:02:58. > :03:05.table, but also English votes for English voters and possibly regional

:03:06. > :03:08.assemblies and this constitutional convention and the Financial Times

:03:09. > :03:12.says Tory MPs are angry that the Prime Minister has not committed

:03:13. > :03:14.himself to devo max and giving English control over English

:03:15. > :03:23.Parliamentary votes. It is only Sunday! He is having his big

:03:24. > :03:26.meeting... They promised so much! It is tomorrow at Chequers, about what

:03:27. > :03:33.he will do, and already Tory MPs are saying, when West make you cannot

:03:34. > :03:38.make up a constitution overnight, it is the Americans a couple of

:03:39. > :03:43.decades. We will come back to this in a different guise with a Ed

:03:44. > :03:47.Miliband being cornered. We stay with the Financial Times, the global

:03:48. > :03:50.call for climate change action and thousands of people around the world

:03:51. > :03:57.on the streets calling upon politicians to do something useful

:03:58. > :04:01.in New York. Isn't much chance of success? This shows how pointless

:04:02. > :04:09.those marches are because the point of the story is... Stay at home,

:04:10. > :04:12.don't protest! I believe you should put pressure on government to do

:04:13. > :04:16.something but the point of this is that China and India are not taking

:04:17. > :04:20.part in these talks and will not pledge themselves to anything. We

:04:21. > :04:24.can introduce all these low wattage bulbs that we want and ban all of

:04:25. > :04:34.the over energetic vacuum cleaners who want to China and India are not

:04:35. > :04:39.going to do this, what is the point? Doesn't the rest of the world have

:04:40. > :04:44.to set an example? EU emissions are 10% of the total and China is 28%

:04:45. > :04:48.but that is because China makes everything, European manufacturing

:04:49. > :04:52.is that a low because of the recession and the economies are

:04:53. > :04:57.different and it is quite simple, they will have more manufacturing

:04:58. > :05:00.and more emissions and fuel rules. I do nothing China really feels that

:05:01. > :05:05.they need to what Emma Thomasson, with the best will in the world,

:05:06. > :05:10.thanks. They tend not to follow western examples on things, not on

:05:11. > :05:15.human rights... George Bush was ignoring the summit and the only

:05:16. > :05:20.reason they have cut this is because the industry has collapsed. The

:05:21. > :05:24.Labour plan to freeze child benefit at the conference, we hear all sorts

:05:25. > :05:32.of pledges and potential policies. There is a suggestion that child

:05:33. > :05:36.benefit with the rising by only 1% in the first to make financial

:05:37. > :05:44.years. But does seem contradictory. `` two financial years. When they

:05:45. > :05:47.wanted to cut child benefit for people over ?43,000, they said

:05:48. > :05:53.everybody should because universal benefits can be useful? Labour have

:05:54. > :05:56.definitely gone back, and they are not fixing one of the mistakes in

:05:57. > :06:02.the coalition cuts, which was it were not going to introduce cuts for

:06:03. > :06:09.2`parent families when they both worked and earned under ?42,000 and

:06:10. > :06:15.they still got child benefit, single parents, they got nothing. The

:06:16. > :06:20.system needs re`form, we spend ?31 billion every year on child benefit

:06:21. > :06:22.and child tax credit and pain that two people who seem wealthy is

:06:23. > :06:27.something which a lot of people might have albums with, it needs

:06:28. > :06:31.reforming but cutting this by 1% sounds like a lot and a lot of

:06:32. > :06:36.papers are making a big deal out of this that over one year it will make

:06:37. > :06:44.a difference of ?10. It will save ?400 million. Ten quid per child. If

:06:45. > :06:49.it was not captured 1% you might get 20 quid extra in your child benefit

:06:50. > :06:52.but if it was, you would only get ten quid. When you put things

:06:53. > :06:57.together you see those savings. Politically this is very

:06:58. > :07:00.significant, the problem is this has been overshadowed by Scotland and he

:07:01. > :07:04.did not want that to happen. Two different things have changed, the

:07:05. > :07:11.Tories could always say, what are your reforms going to be? They are

:07:12. > :07:15.saying this 1% cut. Labour has always been hooked on the idea of

:07:16. > :07:19.universal at the back they are saying in the mirror, that they will

:07:20. > :07:25.take away some of the winter fuel benefits from the very wealthy.

:07:26. > :07:29.Good. I would agree and that something Cameron will not do and he

:07:30. > :07:37.has been pressured by people and his staff but he is still hooked on

:07:38. > :07:40.universal concepts. Overnight the position has flipped and Labour has

:07:41. > :07:46.the potential to look tougher on welfare and public policies. I think

:07:47. > :07:53.he is hooked on keeping pensioners happy because they vote for him.

:07:54. > :08:09.That is rather mean`spirited out OK. The Daily Mirror, Balls out... I

:08:10. > :08:12.just realise what that sounds like! You cannot see this but Ed Balls has

:08:13. > :08:18.been playing football and he has accidentally cut one of our

:08:19. > :08:25.newspaper reviewers! Rob Merit from the Northern Echo. He has come off

:08:26. > :08:34.worse and I have, says Rob. He did not score any goals. The point is

:08:35. > :08:38.that it will get tough. He says he will cut ministerial pay by 5%,

:08:39. > :08:46.which will win votes, but at the moment they get 100 and ?43,000 odd

:08:47. > :08:53.bird year but that will be cut to ?128,000, not the most difficult

:08:54. > :08:56.thing. It says that a vet and Ed Balls will lose ?13,000 between

:08:57. > :09:03.them. Does remind us that it is weird... They are married to each

:09:04. > :09:12.other. It is still not properly form but it will go some way to getting

:09:13. > :09:18.votes and the people will like it. David Cameron and Gordon Brown took

:09:19. > :09:21.pay cuts. It is not the same pay cut they would expect nurses and

:09:22. > :09:29.teachers to take. They also would expect a rise of ?74,000 per year as

:09:30. > :09:36.a starting salary. They will lose tea and biscuits. They are! The

:09:37. > :09:43.Telegraph, you will be pleased, Miliband cornered over home rule. He

:09:44. > :09:48.refused to say whether he backs the plan to ban Scottish MPs from voting

:09:49. > :09:52.on English laws. This so`called West Lothian problem. I thought he was

:09:53. > :09:58.clear he wanted to give English MPs greater scrutiny of legislation? But

:09:59. > :10:05.they would be allowed to vote? He has admitted apparently that that

:10:06. > :10:09.was unfair. So he has conceded in principal, apparently, that this is

:10:10. > :10:13.unfair but the problem that he has is the classic Labour won, he is

:10:14. > :10:17.worried that he could win the next election but because of the spread

:10:18. > :10:21.between people voting in Parliament, he might not be able to control

:10:22. > :10:26.English legislation. This could be nothing because I looked this up and

:10:27. > :10:31.I must write this down, since 1997, out of around 3000 laws, the vote,

:10:32. > :10:38.the impact of Scottish roads has only mattered in 21 cases. In

:10:39. > :10:41.Parliament. It is not very important that they'd affect things like

:10:42. > :10:45.foundation hospitals so they did matter but if they calculate that is

:10:46. > :10:49.the small number that are affected, having said that, I think that this

:10:50. > :10:56.grand idea for constitutional convention signs like he had heard

:10:57. > :11:01.of the idea and was not quite sure what it was. I think they are right.

:11:02. > :11:07.He has thrown something up, taking it out of the long grass because it

:11:08. > :11:13.wants to win in 2015. Surely there will be more consultation on at? We

:11:14. > :11:17.are not constitutional experts and it is like tapestry, it has been

:11:18. > :11:21.woven over time and you pull one thread because it does not look

:11:22. > :11:26.right, such as the West Lothian question, and it comes apart because

:11:27. > :11:31.if you take Scottish MPs out of initials, you say no Scottish MP

:11:32. > :11:38.could be Prime Minister so the Scots would be one step further to

:11:39. > :11:42.independence again. And the whole house of cards comes tumbling down.

:11:43. > :11:46.They would still have issues like foreign policy and defence? They

:11:47. > :11:50.made a difference over the vote on Syria. The reason Scotland has a

:11:51. > :11:54.parliament is because there is a case to be made for it, there is no

:11:55. > :11:59.precedent for a lot of what is proposed, such as regional semis,

:12:00. > :12:03.where would they be? It has been written, as Ed likes to say, not on

:12:04. > :12:09.the back of a cigarette packet. That is all we have time for. We have

:12:10. > :12:16.more to get through so we shall bring you back later. For another

:12:17. > :12:21.look at the front pages. Stay with us. We will have more on the Labour

:12:22. > :12:36.Party pledge to raise the minimum wage to a pounds per hour. Coming

:12:37. > :12:41.up, it is time for click. Where are the extremists hiding? Without

:12:42. > :12:42.realising it? They have already told the
