:02:10. > :02:13.properly shouldn't... And now to the story, David Cameron backs down over

:02:14. > :02:18.plan to bomb Syria. The Conservatives and the Lib Dems tried

:02:19. > :02:21.this in 2013 and they lost the vote. They thought maybe with a change of

:02:22. > :02:26.government, they might get it through. Absolutely. That is what

:02:27. > :02:30.the Prime Minister would like to do, he would like to be leading and

:02:31. > :02:34.helping to lead the international fight against what we are seeing in

:02:35. > :02:38.Syria, many of the problems of immigration that we have been

:02:39. > :02:42.worrying about, people feel unrooted in the searing crisis and if we

:02:43. > :02:47.don't tackle these problems at source, and you can disagree about

:02:48. > :02:49.the way of tackling it, but the Prime Minister thinks this is the

:02:50. > :02:53.kind of intervention we need, but he would not bring another vote to the

:02:54. > :02:58.House of Commons, after losing it once, a couple of years ago. He

:02:59. > :03:01.would not do that if he could not be sure of getting it through, and he

:03:02. > :03:05.fears there are so many Tory MPs who have misgivings about getting

:03:06. > :03:09.involved in another foreign war that he did not get this past the House

:03:10. > :03:18.of Commons, and because there's a risk that would be defeated, he

:03:19. > :03:26.cannot be defeated twice. How does this look like the UK -- how does

:03:27. > :03:32.this make the UK look? Is it a major power? Defensive spending has been

:03:33. > :03:38.cut, and this is another example, we have France trying to exert itself

:03:39. > :03:42.in Syria, they have sent some advisers to Syria, but we have got

:03:43. > :03:48.Britain retrenching, that plays into the notion that Britain is no longer

:03:49. > :03:52.aspires to be a global player. When they have those allies who think

:03:53. > :03:59.that David Cameron cannot get the vote through, so he cannot carry on

:04:00. > :04:06.with the strikes? I'm wondering to the extent that Jeremy Corbyn is

:04:07. > :04:10.planning a part in this decision. There was hope, that there would be

:04:11. > :04:15.Labour rebels against Jeremy Corbyn's position, but it does not

:04:16. > :04:20.seem there will be enough Labour rebels to outweigh the number of

:04:21. > :04:26.Tory rebels. These are issues which have split the parties within, as

:04:27. > :04:27.much as between. You have noninterventionist and

:04:28. > :04:33.interventionists in both parties and you need them to cobble together a

:04:34. > :04:35.cross-party coalition, to get this through, and David Cameron has

:04:36. > :04:41.concluded that he cannot get this through the House of Commons. It is

:04:42. > :04:44.a very complicated picture. And now to another story, police chiefs

:04:45. > :04:50.threatened to sue the Home Office because of changes to funding. Some

:04:51. > :04:55.forces will lose out on funding and they are threatening the Home

:04:56. > :05:00.Secretary with a judicial review. Some forces feel they cannot bear

:05:01. > :05:04.any more cuts. At the time of austerity we are seeing these cuts

:05:05. > :05:12.on across-the-board, and in New York in 2011, they tried similar cuts,

:05:13. > :05:16.with a $400 million deficit, and the murder rate went down, not long

:05:17. > :05:20.after, and so the histrionic reaction might just be that. And the

:05:21. > :05:24.other hand, it was an interesting counterpoint with the tragic killing

:05:25. > :05:28.of this British police officer, that these are cuts which are happening

:05:29. > :05:34.almost within a 24-hour period. Interesting counterpoint. Some

:05:35. > :05:40.forces are facing cuts between 25 and 40% and they say they cannot

:05:41. > :05:44.attend crimes like burglaries. That will alarm the public, the overall

:05:45. > :05:47.picture is that we are seeing a global reduction in crime, even

:05:48. > :05:52.though we have seen big cuts already in place budget, crime is continuing

:05:53. > :05:58.to fall, but the question is, are we going to get to the point where the

:05:59. > :06:04.public start to see services like proper police attendance at various

:06:05. > :06:08.forms of crime withdrawn or delayed? The police have a vested interest in

:06:09. > :06:10.this, they might not be the most independent people to be judging

:06:11. > :06:15.this, but they now say that the cuts have gone far enough and if they go

:06:16. > :06:23.any further, core services will be imperilled. The Financial Times.

:06:24. > :06:33.EPA, the Environment Protection Agency in the United States, alleges

:06:34. > :06:38.that VW cheated on prestige Porsche and Audi models. It is not just the

:06:39. > :06:49.cars that I like driving, but something that you might, as well.

:06:50. > :06:55.The New York Times type of car. We would aspire to drive Porsches.

:06:56. > :07:01.Course. It goes further than those top-level cars which until now we

:07:02. > :07:06.were not aware they might have the software, as well. Volkswagen were

:07:11. > :07:14.prestige cars are recused of potentially having these cheating

:07:15. > :07:20.devices in them and that is another blow to the prestige of this

:07:21. > :07:27.company, but also to Germany. -- are recused. Germany's reputation is

:07:28. > :07:33.built on its manufacturing. -- are accused. I cannot help asking, are

:07:34. > :07:41.people going to buy less Porsches and Mercedes, because of the

:07:42. > :07:46.emissions rating? You buy these cars because you trust them for a

:07:47. > :07:54.liability, and if you pay extra for these cars, will you pay extra if

:07:55. > :08:01.they are damaged in this way? You won't buy any more Porsches Quest

:08:02. > :08:07.For More they will have to pay big fines -- you won't buy any more
