:00:55. > :00:59.Russian plane shot down by Turkey, quoting President Putin as saying

:01:00. > :01:05.the action was a stab in the back. The Times says Putin is threatening

:01:06. > :01:10.revenge. The Daily Telegraph has new guidance advising doctors to put the

:01:11. > :01:14.protection of the public ahead of confidentiality and to report

:01:15. > :01:17.elderly drivers who are not safe. The greater risks of having a baby

:01:18. > :01:23.at the weekend are highlighted by the Daily Mail. The Daily Express

:01:24. > :01:30.focuses on pensions and what could happen to pensioners who rashly cash

:01:31. > :01:35.in their retirement savings. Let's begin with our selection and we are

:01:36. > :01:39.starting with the Metro. It is a stab in the back, says Putin.

:01:40. > :01:45.Although a lot of the papers might not have that as their main story,

:01:46. > :01:51.it is dominating the news agenda. It is, absolutely. The dramatic footage

:01:52. > :01:56.of the jet coming down in flames is on most of the front pages tonight.

:01:57. > :02:01.It is used to great effect because the international news gets more

:02:02. > :02:06.frightening by the day. This latest development is very worrying because

:02:07. > :02:12.Turkey, which has shot down this Russian jet, is a member of Nato.

:02:13. > :02:16.The great worry now is that Nato, and each Nato member has pledged to

:02:17. > :02:23.defend another Nato member, if there is a stand of between Russia and one

:02:24. > :02:29.Nato member, it is a stand-off between Russia and all of Nato. Is

:02:30. > :02:35.that how you see it going? What we do not know is what this jet was

:02:36. > :02:41.doing. The big problem the West has is what is Russia doing? It is

:02:42. > :02:48.having a go at Assad's opponents, which are moderate, and also Islamic

:02:49. > :02:52.State. That is a problem. We will never know who is in the right or

:02:53. > :02:57.the wrong, but this is a dreadful concern. There are all these

:02:58. > :03:03.different voices in such a small area of airspace. We spoke to an RAF

:03:04. > :03:08.navigator who said the pilot would have known whose airspace he is in.

:03:09. > :03:14.They need to know that. The last time we were on there was a warning

:03:15. > :03:23.from Turkey that a Russian jet had been wandering into its airspace.

:03:24. > :03:27.The Turks say this particular pilot sent 21 warning messages before the

:03:28. > :03:33.shots were fired. It is very complex to work out what was really going on

:03:34. > :03:39.at the time. But more important is how does Putin react now and how

:03:40. > :03:46.does Nato react? Putin is here calling Turkey the accomplice of

:03:47. > :03:49.terrorists in downing the jet. That is because Russia and the Nato

:03:50. > :03:54.countries are targeting different groups within Syria. We have the

:03:55. > :03:59.vote next week about whether we start air strikes ourselves in

:04:00. > :04:06.Syria, so it is very complex. In the Telegraph another picture dominates.

:04:07. > :04:12.But the story we are focusing on is a small one. Labour MPs are denied

:04:13. > :04:17.free vote on air strikes with the comment that Jeremy Corbyn is

:04:18. > :04:22.indicating Labour shadow ministers will not be allowed a free vote on

:04:23. > :04:27.Syrian air strikes. The world's biggest rebel in politics is now

:04:28. > :04:31.denying his own MPs a free vote. Had it been the other way round, he

:04:32. > :04:36.would have demanded his right to vote against what the party wanted

:04:37. > :04:40.him to do. We think the vote will be next Thursday. David Cameron will

:04:41. > :04:49.sell his case for British military action. It will be about on camera

:04:50. > :04:54.will try to get MPs to support British action. It will be very

:04:55. > :05:00.interesting. Although the Conservatives have a majority, it is

:05:01. > :05:03.pretty thin. How the other parties behave will be significant. The

:05:04. > :05:09.Conservative Party will have rebels in bold and by the Select Committee

:05:10. > :05:14.report which was very dubious about the effectiveness of air strikes by

:05:15. > :05:19.the UK. Cameron will need enough Labour rebels, possibly some SNP, we

:05:20. > :05:25.do not know how they will play it, to bolster the chance of getting the

:05:26. > :05:30.boat through. When it is about something so serious like putting

:05:31. > :05:34.British troops in harm's way, they will want to have an overwhelming

:05:35. > :05:42.majority. You do not want to have a sliver. The point is how much is

:05:43. > :05:46.enough? Before Paris you needed to have a lot of the House with you and

:05:47. > :05:52.after Paris is shrunk because there was a feeling that we need to do

:05:53. > :05:57.something in this country. A smaller majority is now probably acceptable

:05:58. > :06:03.to the government. We have to see the effect of this jet being downed.

:06:04. > :06:09.If that was a British jet brought down by Turkey by mistake or by the

:06:10. > :06:15.Russians, in this crowded conflict area, and that is why they are

:06:16. > :06:19.concerned. Another big story for Wednesday will be the Autumn

:06:20. > :06:25.Statement, the spending review. Let's look at the FT. It is a

:06:26. > :06:31.positive story and the Chancellor promises 4000 new homes, hoping to

:06:32. > :06:35.appeal to those aspirational voters. George Osborne has an enormous

:06:36. > :06:41.problem of his own making, which is that he has annoyed everyone with

:06:42. > :06:46.his attempt to introduce these draconian cuts to working tax

:06:47. > :06:51.credits. There was the great Rebellion in the Lords blocking the

:06:52. > :06:56.cuts, even some of his own MPs were saying we cannot do this, we are

:06:57. > :07:01.hitting blue-collar workers, our own people, and we should be protecting

:07:02. > :07:08.them. Tomorrow he has to make it look as if he is once again on the

:07:09. > :07:15.side of people in low pay who are trying to help themselves, this

:07:16. > :07:21.drivers. The FT has portrayed it that some of the other big measures,

:07:22. > :07:24.house-building for affordable homes, infrastructure for the North of

:07:25. > :07:30.England, that is all supposed to be to say, I am still on your stride.

:07:31. > :07:35.But you turn to the Guardian and they are concentrating on where the

:07:36. > :07:40.axe will fall. They are suggesting it will fall on care and police. He

:07:41. > :07:49.is intent on balancing the budget. He has to, the Tories have always

:07:50. > :07:56.been strong and on law and order. To say they are cutting back on the

:07:57. > :08:00.police is the opposite. It is all very well spending money on spies

:08:01. > :08:06.and the SAS, but you cannot see them. He knows there has been a

:08:07. > :08:09.battle going on for a while. It will be interesting to see Theresa May's

:08:10. > :08:17.face as he goes through each department. To see her face when it

:08:18. > :08:21.comes to hers. One assumes this has been thrashed out and it has been

:08:22. > :08:29.sitting around for a few days. The Home Office? Everyone thinks that

:08:30. > :08:36.Bernard Hogan-Howe runs the biggest police force in this country and is

:08:37. > :08:39.saying I cannot cut any more. He and Osborne and the Tories are on the

:08:40. > :08:45.wrong side of the debate in law and order. And any British response to

:08:46. > :08:49.any potential terrorist attack and ministers need to make sure there

:08:50. > :08:54.are sufficient funds for sufficient officers ready. The government has

:08:55. > :08:59.tried to make lots of pre-announcements over the last week

:09:00. > :09:03.since the Paris attacks to say we are putting more money into

:09:04. > :09:08.intelligence and more money into the anti-terrorist infrastructure. We

:09:09. > :09:14.will recruit more spies basically. But as Chris says, that is only one

:09:15. > :09:18.part of the anti-terror jigsaw. The Home Office is under such great

:09:19. > :09:23.pressure, as is the business Department which will also see big

:09:24. > :09:28.cuts tomorrow because so many departments are now protected and

:09:29. > :09:35.untouchable. The NHS budget is untouchable, overseas aid and

:09:36. > :09:41.several others. Some have got really savage cuts. One that is not ring

:09:42. > :09:47.fenced and it is another story with the FT and it is pay packages.

:09:48. > :09:52.According to the FT it might just be that one senior boss has blown the

:09:53. > :10:00.gaffe. What is this all about, Chris? Is boss is saying bonuses do

:10:01. > :10:06.not make me work any harder. He is the CEO of Deutsche Bank, one of the

:10:07. > :10:10.world's biggest banks. He says, I have no idea why I was offered a

:10:11. > :10:15.contract with a bonus in it because I promise you I will not work any

:10:16. > :10:21.harder in any year or in any day because somebody will pay me a lot

:10:22. > :10:27.more or less. Shock, horror. It is wonderful. There is a wonderful

:10:28. > :10:37.straight delivery that says, his view is not popular with his peers.

:10:38. > :10:43.on this idea that astronomically on this idea that astronomically

:10:44. > :10:48.high pay for some people in the city of London is a market and it is all

:10:49. > :10:51.to do with market competition. They say they do not know what his

:10:52. > :11:02.package was worth, but his predecessor was an 3-point million 8

:11:03. > :11:11.million euros. He is a Yorkshire man from Harrogate. He said it. That you
