:00:00. > :00:15.Hello and welcome to our look ahead to what the papers will be

:00:16. > :00:19.With me are the Parliamentary Journalist, Tony Grew,

:00:20. > :00:20.and Caroline Frost, who's Entertainment Editor

:00:21. > :00:31.The face of Marine Le Pen dominates the front of the Guardian,

:00:32. > :00:34.after her far-right National Front Party failed to win

:00:35. > :00:35.control of any regions in French local elections.

:00:36. > :00:38.The Times goes with the same story, saying the National Front bandwagon

:00:39. > :00:48.had been brought to a juddering halt by French voters.

:00:49. > :00:51.The Metro has more from Shaker Aamer - who claims that Tony Blair knew

:00:52. > :00:54.he was tortured while he was a Guantanamo Bay detainee.

:00:55. > :00:56.A spokeswoman for Mr Blair says he has always opposed

:00:57. > :00:59.The Telegraph reports on Boris Johnson calling for Britain

:01:00. > :01:02.to be granted a an EU opt-out, in order to impose a benefits

:01:03. > :01:06.The Financial Times says the cabinet is considering the nationalisation

:01:07. > :01:08.of the nuclear submarine arm of Rolls-Royce -

:01:09. > :01:18.The Chancellor's promise to protect police spending comes

:01:19. > :01:22.It says some areas of the force were not included in the pledge.

:01:23. > :01:25.The Express reports on a Rightmove study, which says house prices went

:01:26. > :01:28.up by seventeen hundred pounds a month over the past year.

:01:29. > :01:31.And it could be a careless whisper, but the Daily Star says

:01:32. > :01:42.George Michael is being lined up as a new judge on the X-Factor.

:01:43. > :01:52.Sadly we have got to put that to 1 side. Police cuts or are they cuts.

:01:53. > :01:59.George Osborne accused of the police spending copout. We heard a pledge a

:02:00. > :02:06.couple of weeks ago. Caroline... George Osborne with his spending

:02:07. > :02:10.Review and seemed to be getting a hallelujah on both sides of the

:02:11. > :02:16.house. Note cuts to police spending in the light of the terror attacks.

:02:17. > :02:22.As it transpires a fortnight later, Labour have been quick to jump on

:02:23. > :02:27.what they perceive as a gap in the small print or at least fudging.

:02:28. > :02:30.What areas are not going to get extra money that George Osborne was

:02:31. > :02:36.trumpeting at the review? The Chancellor was talking about the

:02:37. > :02:38.Home Office funding to police of which is the normal police forces

:02:39. > :02:42.that we know about throughout England and Wales but there are

:02:43. > :02:46.other police forces such as the British Transport Police that covers

:02:47. > :02:50.all of Britain and did get some of its funding from the Department for

:02:51. > :02:53.Transport, the civil nuclear police protecting nuclear sites and the

:02:54. > :02:59.Ministry of Defence police protecting army bases. The Labour

:03:00. > :03:01.Party asking a question in Parliament and they have got a

:03:02. > :03:05.written answer and they found out that the pledge to protect police

:03:06. > :03:09.funding does not cover these police forces and at the same time, some of

:03:10. > :03:15.the departments that partially fund these small police forces are facing

:03:16. > :03:19.cuts themselves. 37% in 1 case, concern is that because the budget

:03:20. > :03:25.is not protected because he cuts in these police forces and by the way,

:03:26. > :03:30.to remind ourselves of the attack in Leytonstone, a man was attacked in

:03:31. > :03:33.our cheap station, that was seen as a terror attack by police and the

:03:34. > :03:42.British Transport Police dealt with that. -- tube station. There has

:03:43. > :03:49.been a statement from the Treasury tonight. I think it's actually

:03:50. > :03:51.included in this article... It says it's ridiculous to suggest the

:03:52. > :03:56.government is not committed to funding the forces that keep the

:03:57. > :04:00.country safe and talks about the real term increase in funding they

:04:01. > :04:06.are going to get by 2020. How can we square that with what the papers

:04:07. > :04:09.saying? It may be ridiculous to say that for the statement from the

:04:10. > :04:13.government doesn't say is that we will guarantee that there will be

:04:14. > :04:16.cuts to the British Transport Police, the MoD police and the civil

:04:17. > :04:19.nuclear police, that's the interesting thing from the statement

:04:20. > :04:24.and effectively what the Treasury says is that we made a pledge about

:04:25. > :04:28.43 police forces in England and Wales, it's up to other departments

:04:29. > :04:32.to decide how they spend their money. The concern is if these

:04:33. > :04:35.departments face cuts in me still don't have a guarantee that these

:04:36. > :04:40.vital police forces will not face cuts in funding. It seems that the

:04:41. > :04:46.statement the Treasury has issued as a reference to the forces funded by

:04:47. > :04:49.the Home Office. That's exactly it. Funding for the other specialist

:04:50. > :04:55.police forces is not provided by central government grant but says

:04:56. > :04:59.it's partially for -- and did by central government and I think

:05:00. > :05:02.people will be concerned that what the Treasury appears to say is that

:05:03. > :05:06.funding for really vital stuff like who is protect our nuclear power

:05:07. > :05:10.stations and transport is being funded by industry and the

:05:11. > :05:13.indication seems to be the expect industry to fill funding gaps

:05:14. > :05:21.because of the cuts to central government. Let's look at the

:05:22. > :05:28.Guardian, and the face of Marie Marine Le Pen. Only a week ago,

:05:29. > :05:34.Caroline, it was a different story for her party. It is an upside down

:05:35. > :05:39.smile this evening. It was all looking very good for her party a

:05:40. > :05:43.week ago, I think they registered 28% in the opinion polls, for her

:05:44. > :05:48.National Front party, it has galvanised the opposition in the

:05:49. > :05:51.people and the politicians and now there have been machinations, a

:05:52. > :05:56.couple of socialists have stepped down in key seats and party managed

:05:57. > :06:00.to win nothing today. She is accusing the other parties of acting

:06:01. > :06:06.against as if they are victims of this that is how she feels of the

:06:07. > :06:09.political establishment. If she doesn't like the French voting

:06:10. > :06:14.system she should advocate to have changed, they have a 1st round of

:06:15. > :06:18.and a week later... The 1st round was last weekend and the 2nd round

:06:19. > :06:23.of voting was today and provides a safety valve for French voters.

:06:24. > :06:27.Sometimes they use the 1st round as protest vote when things like this

:06:28. > :06:31.happen, far right parties and saw ahead and find themselves in the

:06:32. > :06:37.run-off to take control of things... People can consider it again. In

:06:38. > :06:45.2002, I think the French President system which was a 2 round system,

:06:46. > :06:49.shall Marine Le Pen got into the final 2 and I think Shaq Shere got

:06:50. > :06:53.82% of the vote cause what happened is moderate people are those who

:06:54. > :06:56.support other parties support the mainstream candidates to insure that

:06:57. > :07:02.the far right does not get elected and that is what happened in the

:07:03. > :07:09.regional elections. The political establishment except that they can

:07:10. > :07:16.say we have seen them off. -- Chirac. The Prime Minister has said

:07:17. > :07:21.there has been no gloating, no victory speech. Even though they

:07:22. > :07:24.have not won in any of the 13 regions there are still merits and

:07:25. > :07:28.councillors dotted around the country and the same way that David

:07:29. > :07:35.Cameron had to adopt his rhetoric in the light of the Ukip euphoria he

:07:36. > :07:41.has had to say we have to listen to the country going forward. Let's

:07:42. > :07:46.look at the Metro. Blair knew I was tortured. Shaker Aamer, his 1st

:07:47. > :07:52.broadcast interview with the BBC. You can see that tomorrow on the

:07:53. > :07:56.Victoria Derbyshire programme... His suggestion is that it was not just a

:07:57. > :08:00.British official who was sitting in but it went higher than that when he

:08:01. > :08:06.was undergoing degrading treatment. Yes... What he says is that he

:08:07. > :08:10.thinks it is almost impossible that Tony Blair was not aware of the fact

:08:11. > :08:14.that he alleges he was tortured in Guantanamo Bay. Blair has come back

:08:15. > :08:19.and said he has always opposed the use of torture and said so publicly

:08:20. > :08:23.and privately. I guess this is a question of how far up the

:08:24. > :08:27.government changed knowledge of what was going on in Guantanamo Bay and

:08:28. > :08:32.what was happening to British citizens went. We are going to have

:08:33. > :08:35.the finding of the inquiry into the Iraq war and that will report but

:08:36. > :08:42.that won't answer any of these questions. Tony Blair at facing a

:08:43. > :08:46.series of other questions about not Iraq but things that happened under

:08:47. > :08:49.his tenure as Prime Minister. The spokesman for Tony Blair as saying

:08:50. > :08:55.he never condoned the use of torture or degrading treatment but this

:08:56. > :09:00.story has got so many strands to it, hasn't it and it reaches so far back

:09:01. > :09:06.in our history since the attacks of September the 11th and what happened

:09:07. > :09:10.in Afghanistan. Absolutely. A lady from the State Department in the US,

:09:11. > :09:15.formerly so, was keen to post this in a wartime paradigms and she

:09:16. > :09:20.described how we feel about Paris now after the French attacks but...

:09:21. > :09:26.These strands are so huge, I am always reminded of the Iran Contra

:09:27. > :09:30.investigations when officials were quick to say they knew nothing and

:09:31. > :09:33.others were quick to say you tell him for knowing or for knowing

:09:34. > :09:38.nothing. By the way, you are very much exposed in of explaining

:09:39. > :09:41.yourself. In terms of those comparisons with wartime and other

:09:42. > :09:45.things... The main takeaway lesson was that it did not work, it didn't

:09:46. > :09:49.get significant intelligence as far as we can see and a lot of British

:09:50. > :09:53.citizens were held against their will, are government I think was

:09:54. > :09:57.complicit and it did not protect its citizens as it should have. This man

:09:58. > :10:01.comes home and speaks in such positive terms now, there is no

:10:02. > :10:04.visible anger in him and he is preaching a message of peace and

:10:05. > :10:08.from a voice like that in the same way as Nelson Mandela... Someone who

:10:09. > :10:13.has been through something like that, people will listen to what he

:10:14. > :10:16.has to say, both the good and the bad. But look at the Telegraph

:10:17. > :10:22.newspaper... The suspected thief who escaped on a hover board may make

:10:23. > :10:25.legal history, Tony... Explain. These devices are becoming

:10:26. > :10:30.increasingly popular. The fact is they are illegal to use the pavement

:10:31. > :10:35.and on the road and the only place you can legally use them is on

:10:36. > :10:38.private land but this guy, you may have seen footage of this... He

:10:39. > :10:44.basically used 1 of these things to move into a shop, grabbed a crate of

:10:45. > :10:47.Lucozade and went out again, the CCTV camera identified him and he

:10:48. > :10:52.has been arrested and charged. He will face a series of charges

:10:53. > :10:57.including driving a self balancing scooter on the pavement, it's

:10:58. > :11:01.thought to be the 1st time that someone has been charged with that.

:11:02. > :11:08.It is like back to the future. Very like a movie. Not too late to decide

:11:09. > :11:14.against them for Christmas! I will have retailers on my case if I say

:11:15. > :11:19.that. No, carry on, by all of them. Strictly is onto front pages.

:11:20. > :11:27.Firstly... And under Beck, 13th time lucky, never reached the final. Much

:11:28. > :11:40.he and cry about this. A record-breaking series. -- Anton du

:11:41. > :11:45.Beke. And Katie making it all the way to the final, the 1st 4 Anton du

:11:46. > :11:50.Beke who has battled his way through 13 series. Famously danced with Ann

:11:51. > :11:56.Widdecombe and I will never forget the sight of her in a yellow dress,

:11:57. > :12:01.spinning around on the floor. It is Anita rani who is presented with

:12:02. > :12:11.countrified, the BBC programme, looking glum. Apparently she has not

:12:12. > :12:18.won a dancing competition. That is all Tony has to add. Her partner's

:12:19. > :12:26.top seems to have come off with amazing regularity. Yes, I believe

:12:27. > :12:31.he has many a wardrobe malfunction, much to the delight of many viewers.

:12:32. > :12:35.That is it the papers this hour but Tony and Caroline will be back. What

:12:36. > :12:37.coming up next, it is Click.
