:00:16. > :00:18.Hello, and welcome to our look ahead to what the papers

:00:19. > :00:22.With me are Helen Joyce, who's International Editor at The

:00:23. > :00:25.Economist, and Dan Bilefsky, Staff Writer for the New York Times.

:00:26. > :00:31.And now for tomorrow's front pages with.

:00:32. > :00:34.Pretty much all the front pages Aryan. Let's start looking at them

:00:35. > :00:38.now. -- are in. The Express leads with warnings that

:00:39. > :00:41.more than a months worth of rain is expected to fall over Northern parts

:00:42. > :00:45.of the country in the next 24 hours The Daily Mail reports that

:00:46. > :00:48.looters are targeting evacuated While the Times carries a picture

:00:49. > :00:52.of an historic bridge that has Their other main story is that

:00:53. > :00:56.a third of elderly people who have experienced substandard care

:00:57. > :00:59.in hospitals and care homes are too afraid to complain according to

:01:00. > :01:01.a government report. The Guardian writes that a strike

:01:02. > :01:04.by junior doctors is likely following the breakdown of

:01:05. > :01:06.negotiations of their new contract. The Independent's front page is

:01:07. > :01:09.taken up by another picture of the aftermath of the floods as soliders

:01:10. > :01:12.help prepare for Storm Frank. But, it's main story is a racism row

:01:13. > :01:16.that has been sparked by the release of a government memo written

:01:17. > :01:18.during the Thatcher government. The Telegraph also leads with that

:01:19. > :01:20.story, that government adviser, Oliver Letwin,

:01:21. > :01:22.has been urged to apologise after papers showed he blamed "bad moral

:01:23. > :01:25.attitudes" for the rioting in black A story that also appears

:01:26. > :01:38.on the front page of The Mirror. And, finally, the Financial Times

:01:39. > :01:58.reports on the likelihood of an We will start with the Times. It

:01:59. > :02:03.is... Of course, many front pages are leading with the flood story.

:02:04. > :02:14.Storm Frank is bearing down on the nation as I speak. That picture is

:02:15. > :02:19.of a 300 -year-old ridge in tank -- bridge in Tancaster. Somehow I just

:02:20. > :02:26.feel that this picture really speaks to how extraordinarily extreme this

:02:27. > :02:33.weather event is. Especially after the Paris attacks. Now we have the

:02:34. > :02:40.human consequences of local warming. Christmas Day, 20 Celsius.

:02:41. > :02:48.-- global. Forest fires in Australia, storms in the US...

:02:49. > :02:56.Climate Change, this could be a wake-up call. Is there a sense that,

:02:57. > :02:59.first of all, it seems that it has taken a while for the world to

:03:00. > :03:06.accept that climate change is real and can have devastating effects. Is

:03:07. > :03:14.there a sense that, especially after Paris, that we will start preparing

:03:15. > :03:18.for this. We want to say this may or may not be Climate Change, but one

:03:19. > :03:25.of the things from Paris, for the first time we have an agreement on

:03:26. > :03:31.the fact that money and preparation has to be put in year after year to

:03:32. > :03:35.move people out of the most affected areas, letting the river flood where

:03:36. > :03:38.it needs to, and someone. That is what we are not seeing here. David

:03:39. > :03:46.Cameron said last year this must not happen again. And it is. It seems

:03:47. > :03:51.they have not been spending enough. They are still building homes in

:03:52. > :03:54.floodplains. Did you see the extraordinary picture of the sign

:03:55. > :04:00.about luxury homes and all you can see our floodwaters with the words,

:04:01. > :04:07.coming soon. We need to start repairing a little bit better. The

:04:08. > :04:12.Telegraph front page. -- preparing. The environment chief criticised for

:04:13. > :04:17.going on holiday. That is during one of the most important events for

:04:18. > :04:27.someone of his expertise. You would expect him to be on scene before the

:04:28. > :04:31.nation. Especially at a time when David Cameron is coming under attack

:04:32. > :04:37.for the perception he isn't getting enough financing to the north. It

:04:38. > :04:46.reminded me of George W Bush arriving late on the scene in 2005

:04:47. > :04:52.with Hurricane Katrina. You know... This is important. It seems we will

:04:53. > :04:57.have large, domestic consequences if David Cameron cannot handle this

:04:58. > :05:00.well. The north and south divide perception in particular. Some would

:05:01. > :05:10.say the northern Church of England is not his natural constituency

:05:11. > :05:13.anyway. -- stretch of. But there has to be a point where he is seen as

:05:14. > :05:19.the leader of the whole country. Are you suggesting that there are people

:05:20. > :05:24.who feel that is not happening? That is what people there are saying. Is

:05:25. > :05:29.Ashley with the idea of the Northern Powerhouse, money being put into the

:05:30. > :05:33.North to make England a less centralised country. -- Especially.

:05:34. > :05:43.How can that work if this will happen? There is strict three with

:05:44. > :05:47.the figures. Anyway, we are facing global warming. -- trickery. It

:05:48. > :05:56.isn't just about what we face, it is how we face and the wounded and

:05:57. > :06:06.thinking. -- how we face it. -- what are we thinking. Three times in ten

:06:07. > :06:12.years we have faced a one in a lifetime event. One of the

:06:13. > :06:16.criticisms of Paris is that it is not enforceable, there is no

:06:17. > :06:24.accountability is that the what more wake-up call you need? --

:06:25. > :06:35.accountability. More than 10 million people are wrong storm warning. It

:06:36. > :06:40.is quite amazing. Yeah. The front page of the Independent. Eight

:06:41. > :06:47.completely different story. Moving away from the flooding. After a

:06:48. > :06:56.left-wing memo that was racist on black rioters, he said quite a few

:06:57. > :07:03.things on the riots in the 1980. -- Letwin. We always have the stories,

:07:04. > :07:09.things that were said that years ago. Well, that was a different era.

:07:10. > :07:14.Things were said that shouldn't be said now. Then you look at what he

:07:15. > :07:18.said... 30 years ago I was not saying... Here is an extraordinary

:07:19. > :07:28.quote. A scheme to encourage black entrepreneurs would only make them

:07:29. > :07:35.invest in disco and drugs. I wonder whether he will have to resign or

:07:36. > :07:41.work as a backbencher. He is the chief adviser. There are cries for

:07:42. > :07:47.his resignation. The apology at the end of this story is a referral...

:07:48. > :07:52.It is not even an apology. That is remarkable. Margaret Thatcher held

:07:53. > :07:59.similar views. She said there was no excuse for the kind of writing that

:08:00. > :08:12.took place. -- rioting. Nothing justifies it. Going back 30 years.

:08:13. > :08:20.You two were just barely born. (LAUGHING). Was that it general

:08:21. > :08:25.view, black people were feckless and lazy and are into all kinds of

:08:26. > :08:32.nonsense? You know... I am Irish. We had almost none in Ireland with no

:08:33. > :08:38.immigration... In America, there has been dissemination for decades.

:08:39. > :08:46.These retrograde ideas remain in 2015. -- discrimination. But you

:08:47. > :08:50.cannot look at that and say it was a product of that time. If Margaret

:08:51. > :08:56.Thatcher was raced, that doesn't mean that a Prime Minister can go

:08:57. > :09:01.back on those ideas. -- racist. If he gives a robust apology, one would

:09:02. > :09:07.think that would help him, but that doesn't seem to be the case. Into

:09:08. > :09:15.thousand 15, in an American election year, you have racist speech about

:09:16. > :09:22.Muslims. -- 2015. Think about Donald Trump. In the UK, one couldn't get

:09:23. > :09:27.away with saying these things today. That is what is so extraordinary

:09:28. > :09:31.about this for me. What he was saying is that he seems to be making

:09:32. > :09:34.some kind of reference to black people in their general behaviour

:09:35. > :09:39.anyway. Margaret Thatcher was speaking specifically about riots

:09:40. > :09:48.and said she did believe there was any justification for the riots.

:09:49. > :09:54.However, this was more about his personal generalisation. Yeah. We

:09:55. > :09:58.had the report right after the Brixton riots which made it clear

:09:59. > :10:03.that there was unquestionable evidence of the disproportionate and

:10:04. > :10:12.discriminate use of stop-and-search. So, social

:10:13. > :10:17.inequality and lack of opportunity were a big part of what happened,

:10:18. > :10:23.according to the report. New York City, being a young man who is black

:10:24. > :10:28.in America, you are at risk of being killed, or at least that perception,

:10:29. > :10:37.someone was left of that week because of a toy gun. He is still

:10:38. > :10:43.alive. Very briefly. The Telegraph is the security for New Year

:10:44. > :10:46.revellers after a silent bomber. Law enforcement officials in this

:10:47. > :10:57.country are calling for a robust set of preventative measures after this

:10:58. > :11:00.attack was planned for the ten year anniversary of the 7/7 bombings.

:11:01. > :11:06.After the Paris attacks, these are not like the jihadi is, this young

:11:07. > :11:13.woman came from a middle-class family. -- jihadis. She was advising

:11:14. > :11:16.youth offenders. The husband was someone who enjoyed alcohol and

:11:17. > :11:22.drugs. We saw a similar pattern in the Paris attacks. Several of the

:11:23. > :11:25.perpetrators came from middle-class families and were involved in drugs.

:11:26. > :11:30.They become radicalised through the Internet. We saw that he was caught

:11:31. > :11:34.because he went on Twitter to brag about what he was doing and to ask

:11:35. > :11:42.for advice on where he should target. We are seeing this on social

:11:43. > :11:46.media, they are bragging about what they want to do. It is one of the

:11:47. > :11:50.only clues they have at this point to point you think people will be

:11:51. > :11:56.apprehensive going out on New Year's Eve after Paris and Belgium and so

:11:57. > :12:02.on? It is hard to say, isn't it? What are you going to do? Sit at

:12:03. > :12:06.home for the rest of your life? What amazed me with the Paris attacks was

:12:07. > :12:15.the young people having beers afterwards. People are resilient.

:12:16. > :12:21.There is the perception that the terrorists win if you don't. A

:12:22. > :12:29.deadlock. Negotiations are falling down. Pay and hours. I don't know

:12:30. > :12:38.what else to say that the this looks like it may have happened. -- say.

:12:39. > :12:42.It will be unprecedented. Indeed. Finally, Vladimir Putin. The man for

:12:43. > :12:48.all seasons. Apparently, there was an official calendar of him in

:12:49. > :12:52.various states of dress and undress. And, you get this if you

:12:53. > :12:57.are lucky. (LAUGHING). In Russia. There are

:12:58. > :13:06.various pictures of the man himself putting a little dog and dancing in

:13:07. > :13:12.a traditional games. All I will say is that this screams... He is a

:13:13. > :13:19.macho sports fan. At a time when the economy is doing badly,

:13:20. > :13:26.geopolitically, Russia and the Ukraine, he is saying, look at my

:13:27. > :13:39.pecs. He is trying to send this cold of masculinity. --. You say that,

:13:40. > :13:50.but he had a 90 to approval rating. -- cult. Not many can boast that.

:13:51. > :13:59.About taking his clothes off and so on, he does that at every excuse. He

:14:00. > :14:03.doesn't need to distract, he just doesn't for fun. Maybe David Cameron

:14:04. > :14:14.should get up and get his kit off. No. Would that work for him? I don't

:14:15. > :14:18.think so. I love that at the Prime Minister and his partner at the

:14:19. > :14:34.gym, his private gym, and then he cooked in a state. Cut it off. --

:14:35. > :14:42.steak. Should I move to Russia to be close to it's I remember when Angela

:14:43. > :14:45.Merkel said she was afraid of dogs so Vladimir Putin had his big one

:14:46. > :14:48.out when she came to visit the Kremlin. Now, it is time for sports

:14:49. > :14:58.they. -- Sportsday. Hello and welcome to Sportsday -

:14:59. > :15:01.I'm Azi Farni. Leicester miss out

:15:02. > :15:04.on the chance to retake the Premier
