:01:27. > :01:29.The Independent agrees, saying among those honoured are almost 30

:01:30. > :01:34.The Mirror has an image of the man accused of shooting dead

:01:35. > :01:51.Let's start with the Scottish Telegraph. Armed police hit streets

:01:52. > :01:58.to tackle new year terror threats? An interesting story. One of the

:01:59. > :02:05.comments is that this is the largest mobilisation of police on the 31st

:02:06. > :02:10.of December. It is a very strong message. After Brussels, Paris and

:02:11. > :02:16.Moscow, London is on high alert. The problem is that the story goes on

:02:17. > :02:25.with a message from Boris Johnson which contradicts that. He says to

:02:26. > :02:30.go for a fantastic fireworks display on the banks of the Thames. London

:02:31. > :02:32.is seriously worried about what might happen, but the Mary is

:02:33. > :02:39.telling you to have fun. I don't know how you reconcile those

:02:40. > :02:43.measures. You go out and party if you feel secure because there are a

:02:44. > :02:49.lot of police to look after you -- Mayor. Council, firearms officers,

:02:50. > :02:58.there is a specific threat from what they called friendly Islamic State

:02:59. > :03:01.fanatics to say that European cities would be hit. Some places like

:03:02. > :03:06.Brussels have cancelled their displays. In London, they are saying

:03:07. > :03:12.to continue because we have no specific threat. They want life to

:03:13. > :03:17.carry on as much as we can. I think that is the hard part. There are no

:03:18. > :03:25.specific threats. You have to assume that the intelligence services are

:03:26. > :03:31.overworked at the moment. London is not receiving a specific threat, but

:03:32. > :03:37.if we were taking it easy then the police would be outraged. The trail

:03:38. > :03:41.of devastation after the floods in Doug Free 's? What happened in

:03:42. > :03:48.Scotland is absolutely terrible. Some of the most severe flood

:03:49. > :03:59.warnings could indicate a loss of life -- Dumfries. This last was in

:04:00. > :04:05.air -- bus was in Ayrshire, they were sitting in water up to their

:04:06. > :04:10.chests for about three hours before they were rescued. There are 6000

:04:11. > :04:19.homes which have no electricity tonight. The winds have taken down

:04:20. > :04:26.the power lines from the Borders up to the Northern Isles. Scotland is

:04:27. > :04:29.in real trouble from Storm Frank. It stretched a long way across

:04:30. > :04:34.Scotland, Aberdeenshire was affected as well. For once, the headlines

:04:35. > :04:42.accurate, it really is a trail of devastation. The Borders, the

:04:43. > :04:47.Hebrides, it is right across Scotland. I'm trying to figure out

:04:48. > :04:53.which part of Scotland has not been hit. Looking at the forecast

:04:54. > :04:57.before, Scotland is going to get another blast. They will get the

:04:58. > :05:03.worst of the rain tomorrow. It is the equivalent of... This is the

:05:04. > :05:08.Scottish edition of the Telegraph, it said, a second meeting of the

:05:09. > :05:12.resilience committee of the government will be called. That is

:05:13. > :05:16.what we will need to have two survive tonight. You will have to

:05:17. > :05:23.party tomorrow night. Resilience is what you will need. The issue of

:05:24. > :05:30.spending on flood defence features on the front of The Guardian. George

:05:31. > :05:41.Osborne put deficit cuts before flood defences, says to? An analyst

:05:48. > :05:52.there has been a real cut in spending of 10% since 2010. They are

:05:53. > :05:57.effectively saying that the current spending plans fail to take account

:05:58. > :06:03.of the dramatic changes in climate. I think in the last two months, the

:06:04. > :06:14.government has suggested that there have been no underspending. He is

:06:15. > :06:21.obviously challenging that. Some very good figures to challenge it.

:06:22. > :06:32.David Cameron had promised ?4 million to flood defence, but that

:06:33. > :06:35.has been cut. I think before the summer comes, we will have a

:06:36. > :06:41.conclusion as to whether we are spending the money we have got

:06:42. > :06:48.appropriately. Whether we have been subsidising the right things. This

:06:49. > :06:54.will tie in with, I think there should be a field enquiry as to

:06:55. > :06:58.whether we are spending the money correctly. As a former Watchdog

:06:59. > :07:02.presenter, what worries me is how much there is to do. We just have

:07:03. > :07:11.not got that number of builders around. When I covered the floods

:07:12. > :07:17.for breakfast television, there were walls crumbling along rivers because

:07:18. > :07:21.they had not been built properly. Is now also the time for political

:07:22. > :07:26.parties to put their differences aside and agree on a long-term plan,

:07:27. > :07:38.that cannot be altered? That is just impossible. To agree on that they

:07:39. > :07:45.will say, this is the case. Any new government will change the decisions

:07:46. > :07:47.of the previous one. I think the Chancellor will have, when

:07:48. > :07:55.Parliament comes back in January, will have to do something more than

:07:56. > :08:00.say, I got it right. We will have some great investigative journalism

:08:01. > :08:09.on that. Not for me, but for others. Talking about builders, the

:08:10. > :08:17.Guardian's main story is about this. Holding back enough land for 600,000

:08:18. > :08:26.new homes. Call me cynical, but the booming of profits, and the article

:08:27. > :08:33.exposing the size of their land banks, they have enough land to

:08:34. > :08:39.create 600,000 new homes. I would be very interested to know how many

:08:40. > :08:43.might now be in flood plains where we may not want to build houses any

:08:44. > :08:54.more because of what has happened. My worry is that this is all the big

:08:55. > :08:59.housebuilders seem to be included, housebuilding is dysfunctional

:09:00. > :09:09.because we are not building homes that are affordable. This is a

:09:10. > :09:15.potential scandal that is going on. Quickchange given what George

:09:16. > :09:20.Osborne mentions, in the autumn he offered the ?2 billion figure of

:09:21. > :09:30.public funds are yet to find affordable housing? He had a

:09:31. > :09:35.policy, the use it or lose it policy. Regardless of everything

:09:36. > :09:38.that Ed Miliband did, it was one policy that I think needs a

:09:39. > :09:44.revisiting. If they are not going to use it, the government said they

:09:45. > :09:49.needed to build 300,000 homes a year. If the subsidy isn't working,

:09:50. > :09:57.if there is a hesitation, I don't think that the use it or lose it is

:09:58. > :10:04.a bad idea. The Daily Mail and The Independent agree on their front

:10:05. > :10:14.pages today. New years Honours, they are not happy because... This is

:10:15. > :10:21.difficult territory. I will just use what the Mail are saying. There was

:10:22. > :10:31.a string of contentious awards. They are basically saying that the boss

:10:32. > :10:38.of Ann Summers, is it still classed as a sex shop? This is not deserved,

:10:39. > :10:47.they are saying, and the rest of the system is shambolic. A scandal hit

:10:48. > :10:52.politicians. If we take that and the front page of The Independent, they

:10:53. > :11:02.have pushed Ann Summers to one side. We have concentrated on the Tory

:11:03. > :11:09.member supporters. It is not quite public servers. It is party

:11:10. > :11:15.rewards. It should be public service to the country. They are saying it

:11:16. > :11:28.looks more like rewards for supporting the Conservative Party.

:11:29. > :11:33.Several things annoy me about this. Personally, I think the system

:11:34. > :11:37.stinks. Here is an example with national newspapers putting cronies

:11:38. > :11:43.on the front page. We have got all sorts of people, you have to

:11:44. > :11:48.remember that a Baroness got put in the House of Lords because she was

:11:49. > :11:56.going to conduct a review. Apparently our sex shop queen is

:11:57. > :12:03.also being given a CBE, this is a really high on a. I might have to

:12:04. > :12:11.leap to the defence here at -- high honour. Given it you would

:12:12. > :12:14.presumably, you would say there ought to be some sort of system in

:12:15. > :12:18.place to acknowledge people who have achieved is perhaps beyond what you

:12:19. > :12:25.would expect. What should we have instead? . Bat Lynton Crosby, he is

:13:00. > :13:04.Empire. The rest of the world is annoyed we are giving all these

:13:05. > :13:10.honours out of Empire. There is a large list, the media tend to

:13:11. > :13:20.concentrate on the more contentious figures -- empire. I suppose the

:13:21. > :13:36.main point is that the Labour Party... Philip Gould was

:13:37. > :13:43.inaugurated, Ed Miliband said... Whereat think they have got it wrong

:13:44. > :13:50.is the epic community gets less than 6%. Women, 40%. They make it look as

:13:51. > :13:52.if women are leading, but we are still not half even though we are

:13:53. > :14:46.more than half the population. Maseko continues to be really
