:01:54. > :01:58.seize refugees' possessions. It is hard to see how this will work. It

:03:30. > :03:35.that country there is hysteria sufficient that the need to do

:03:36. > :03:41.something like this. Although the focus is on the proposal to seize

:03:42. > :03:45.valuables, refugee groups are more concerned about the fact that

:03:46. > :03:53.refugees will not be allowed to bring their families for three

:03:54. > :03:57.years. I suppose that is the proposal that might have the biggest

:03:58. > :04:02.bearing on a migrant refugee thinking they do not want to go to

:04:03. > :04:07.Denmark. If you think that you want something to have the desired effect

:04:08. > :04:10.of not having people arrive in Denmark, saying he will be separated

:04:11. > :04:15.from your spouse and children for three years, this seems to be a

:04:16. > :04:28.stronger case than the laptop that you can have any more. It would not

:04:29. > :04:33.make such a good headline. They have planned their way to the top. Ofsted

:05:44. > :05:51.inspector gives out altogether makes up his mind. A lot of people reading

:05:52. > :06:00.this story would say, good on them. I am not sure that it will be... It

:06:06. > :06:09.thought since the only instance that they are considering here is

:06:24. > :06:28.expression of a teacher, this doesn't just apply to pupils but the

:06:29. > :06:32.staff, I am sure any inspector would have said that there was a problem

:06:33. > :06:37.with communication there. I'm pretty sure that she would have mentioned

:06:38. > :06:42.it. That is why these people are classrooms to do these inspections.

:06:43. > :06:47.I find it hard to see what has changed other than the language has

:06:48. > :06:51.been rendered specific to the Vale. I think it feels a little bit like a

:06:52. > :06:57.big press release of the back of what is probably quite a small but

:06:58. > :07:01.of their daily work. Flood risk areas raise council tax increases.

:07:02. > :07:08.This is the front page of The Daily Telegraph. This is another story

:07:09. > :07:15.that you look at the headline and you don't think it is the worst idea

:07:16. > :07:20.in the world, but then you read it and think, wait a moment. Not just

:07:21. > :07:27.areas that might be flooded will be paying, but areas that are close to

:07:28. > :07:33.places that Ford will also be included. Those people will be

:07:34. > :07:38.paying a sort of tax on being in the same environment as places that

:07:39. > :07:41.flood, which begs the question why is it not national? Why we're not

:07:42. > :07:49.doing this nationally? Where I live this not floods but I would pay ?15

:07:50. > :07:55.for people who are getting flooded. It seems like an unhappy fudge and a

:07:56. > :08:05.local solution has been found for what is quite a big national

:08:06. > :08:09.problem. Someone has to pay for it and we clearly need more defences

:08:10. > :08:15.against flood risk. It is a tiny sum. That cannot add up to a big

:08:16. > :08:20.story. There are two things that make it into a splash. The

:08:21. > :08:25.background is that when the coalition came to power the

:08:26. > :08:29.dramatically cut spending on for the fences and many planned the fences

:08:30. > :08:33.were approved. People are aware that the government have refused to pay

:08:34. > :08:40.for defences. It is the local taxpayer that is going to pay. We

:08:41. > :08:48.also got used to council tax freezes. Now it is going to go up by

:08:49. > :08:54.2% as a standard increase to pay for social care and another 1.5% to pay

:08:55. > :09:04.for flood protection. These are quite significant council tax rises.

:09:05. > :09:09.The Daily Star says he will have to pay muggers attacked if you are the

:09:10. > :09:15.winner. And if you are not only pretend to be UK get ten years. Stop

:09:16. > :09:21.pretending, people who do not have a lottery ticket for ?33 million, that
