:00:13. > :00:15.Hello, and welcome to our look ahead to what the papers

:00:16. > :00:23.We are not sure that people in southern England can watch this

:00:24. > :00:29.because of Storm Imogen affecting people's satellite dishes.

:00:30. > :00:31.With me are the broadcaster, Alice Arnold and

:00:32. > :00:39.The FT reports that the US is urging China to punish

:00:40. > :00:41.North Korea after it launched a long-range missile without warning.

:00:42. > :00:44.The Independent says David Cameron is poised to turn his back

:00:45. > :00:46.on the Conservatives tough policy on prisons

:00:47. > :00:49.by admitting the stance has been a "scandalous failure" for years.

:00:50. > :00:51.The Daily Mail's take on that same story is summed up

:00:52. > :00:54.in its scathing headline: "Lock up prisoners just for weekend".

:00:55. > :00:56.The Express claims the former Shadow Home Secretary David Davis

:00:57. > :00:59.has warned that the Prime Minister's deal on EU reform won't

:01:00. > :01:03.The Guardian says the EU is preparing new legislation to make

:01:04. > :01:05.global firms more transparent over their tax dealings.

:01:06. > :01:08.The Metro alleges that a so-called Islamic State fanatic made his way

:01:09. > :01:12.to Syria on a convoy organised by former MP George Galloway.

:01:13. > :01:17.In a statement tonight he insisted he didn't know Alexanda Kotey.

:01:18. > :01:19.The Times suggests that agency medics are using

:01:20. > :01:24.the junior doctors dispute to demand higher rates of pay for shifts.

:01:25. > :01:26.And finally, the Mirror says a father who lost

:01:27. > :01:29.his daughter in the 7/7 terror attacks says he was upset that

:01:30. > :01:33.a bus was blown up as part of a film stunt near the Houses of Parliament

:01:34. > :01:49.I feel breathless after that with a lot to get through. We start with

:01:50. > :01:58.the Telegraph. Grexit brings the jungle to Kent -- Brexit. We would

:01:59. > :02:02.have thought that a Brexit would mean people would not come to

:02:03. > :02:06.Britain but David Cameron is trying to warn that if we are not in the EU

:02:07. > :02:11.we won't have border guards in France as they are now to catch

:02:12. > :02:16.people before coming on the back of lorries and on trains. And therefore

:02:17. > :02:20.they would get to Britain and set up camps because they wouldn't have

:02:21. > :02:25.anywhere to go. The other argument would be that if we were not in the

:02:26. > :02:29.EU then these people perhaps would not be bothered about coming in the

:02:30. > :02:36.first place because they would not get the advantages of being in the

:02:37. > :02:41.European country so I don't quite know what he is saying. People might

:02:42. > :02:47.want to come here because they will claim asylum anyway, irrespective of

:02:48. > :02:54.whether we are in the EU. Britain is an attractive country. There is the

:02:55. > :02:59.subtext - the PM has realised the tide is going in favour of exit from

:03:00. > :03:05.the EU community and he is pressing the buttons on the people, things

:03:06. > :03:08.they will be scared off. If you leave the European community you

:03:09. > :03:18.will get more migrants. It is a Daily Mail kind of approach. I think

:03:19. > :03:21.it is a fatuous argument but it is a worrying sign that perhaps they fear

:03:22. > :03:27.the country will vote to leave the European Community. We have a way to

:03:28. > :03:33.go. We don't even know when the vote will be. He is playing the security

:03:34. > :03:39.issue, rather than economic. Interesting that he is playing that

:03:40. > :03:43.card. It would be more rational to say that the economic links are so

:03:44. > :03:49.strong that extricating ourselves would cause problems. Some

:03:50. > :03:56.businesses don't think so. They say we carry on as we are. I think it is

:03:57. > :04:04.much more complex. If we leave the EU, you will get more migrants.

:04:05. > :04:08.Let's look at the Times. Bank builds $98 billion Brexit warchest to save

:04:09. > :04:15.the pound. The markets don't like uncertainty. I think this is a more

:04:16. > :04:22.coherent argument, that those who want to stay in the EU can put

:04:23. > :04:25.forward. There is always the Law of unintended consequences, when

:04:26. > :04:30.something comes along that was unexpected, whether for the good or

:04:31. > :04:38.the bad -- law. They built up this war chest. They have built lots of

:04:39. > :04:44.dollars to save the pound. The idea is to buy pounds with dollars if the

:04:45. > :04:51.pound is threatened. NHS locums exploit crisis to get higher rates

:04:52. > :04:57.of pay. Yes. Supply and demand. This is because locums, who are not

:04:58. > :05:02.staff, are working in different areas. If they can get a job

:05:03. > :05:07.somewhere else that pays them more, that's where they go, and they are

:05:08. > :05:11.leaving hospitals in trouble because they are not working in that

:05:12. > :05:17.hospital. The answer would be to have more stable staff that you are

:05:18. > :05:21.using, and fewer locums and agency staff. If you have staff committed

:05:22. > :05:27.to you then you would not have a problem. Modern business - let's cut

:05:28. > :05:33.cost. We are doing great! Look at the bottom line. Oh, we need a

:05:34. > :05:40.freelancer. It happens all of the time. The illusion of management and

:05:41. > :05:46.cuts. It doesn't work. The NHS would be better getting a better body of

:05:47. > :05:53.staff and so you don't need freelancers. This is not private

:05:54. > :05:58.business but the NHS. Whether it is the BBC or the NHS, the same things

:05:59. > :06:03.happen. The illusion of management and savings, when it does not bring

:06:04. > :06:11.the any savings. No, you dare not, not in here! Londoners identified as

:06:12. > :06:18.part of ISIS hostage cell with a picture of one of the men, Alexanda

:06:19. > :06:21.Kotey, from west London, believed to have been an important recruiter,

:06:22. > :06:27.encouraging others to go to Serie A. Several papers have this story --

:06:28. > :06:36.Syria. They have identified another kind of gain, with Emwazi, this man

:06:37. > :06:40.was called Alexanda Kotey, he went over some years ago and they have

:06:41. > :06:48.pictures identifying him as coming from west London -- another kind of

:06:49. > :06:54.gang. It is not set in stone. Some people do not say this is confirmed.

:06:55. > :07:01.There is another member of the gang who has been confirmed. It is just

:07:02. > :07:07.identifying that this group of four went over and have now joined ISIS.

:07:08. > :07:11.They seem to have gone for a different reason, not to fight

:07:12. > :07:19.necessarily but to help with the aid effort. The focus of the story,

:07:20. > :07:23.George Galloway, who arranged it. We are focusing on how they got there,

:07:24. > :07:29.not how they got their mentally and intellectually. We need to look at

:07:30. > :07:32.how to stop these young Muslim kids who have become disenfranchised

:07:33. > :07:38.about of tune with society that they want to go and fight for ISIS. --

:07:39. > :07:43.and out of tune. I think that the government would disagree with you.

:07:44. > :07:49.I don't think they are even beginning to get to the problem of

:07:50. > :07:52.the problem. It is quite hidden. Radicalisation is a difficult

:07:53. > :07:58.problem to spot. We've been through as similar thing before. We can look

:07:59. > :08:04.at Northern Ireland. The communities in Northern Ireland were

:08:05. > :08:11.radicalised. The population with the least criminal convictions became a

:08:12. > :08:20.terrorist situation. Yes, we do have the data and knowledge of. The

:08:21. > :08:31.exclusive in the Guardian regarding Google and tax. -- knowledge. Tax

:08:32. > :08:36.avoidance by global firms. The idea is that you reach a certain level of

:08:37. > :08:41.profits and they look into it. What's interesting is that one of

:08:42. > :08:48.the leading initiatives is from Joel -- Jean-Claude Juncker, who created

:08:49. > :08:53.this tax haven for these companies in Luxembourg. I think the

:08:54. > :08:56.realisation has come that the political pressure of seeing these

:08:57. > :09:00.huge companies getting away with paying no tax and making huge

:09:01. > :09:06.profits is massive across the European community. It is

:09:07. > :09:14.interesting, because a lot of the companies they want to target were a

:09:15. > :09:17.-- originally based in America. They say it is unfair picking on their

:09:18. > :09:22.companies, which distribute the profits across the world, and then

:09:23. > :09:26.they would have to be publicly declared in the whole of Europe and

:09:27. > :09:32.pay tax in Europe. The United States is not happy because they say they

:09:33. > :09:38.are being unfairly targeted. I want to go back to that story on Alexanda

:09:39. > :09:42.Kotey, travelling on an aid convoy to Syria, organised by George

:09:43. > :09:49.Galloway. We have had a statement from him, his statement said he had

:09:50. > :09:53.never heard of Alexanda Kotey until his name appeared in the press. The

:09:54. > :09:58.aid convoy predates the formation of Islamic State. There were 120

:09:59. > :10:04.vehicles and 500 people part of this convoy and neither he, George Ore

:10:05. > :10:07.have any recollection of this guy. His name was not known to George

:10:08. > :10:11.until now and it is possible that he could have been on the trip but he

:10:12. > :10:19.just does not know his name -- George or I. It predates Isla next

:10:20. > :10:27.eight. Moving on to the Mail and the Independent. -- Islamic State. Soft

:10:28. > :10:32.justice fears as David Cameron plans to free offenders from Monday to

:10:33. > :10:38.Friday. But treat prisoners as assets, says the Independent, not

:10:39. > :10:41.liabilities, as David Cameron says we have to see prison reform, which

:10:42. > :10:47.is not always what we hear from the Conservatives. This is the first

:10:48. > :10:53.time a conservative Prime Minister has taught on prison reform in 20

:10:54. > :10:55.years. Clearly, the prison system isn't working. The Daily Mail is a

:10:56. > :11:00.brilliant paper. It knows its audience so well. It knows out to

:11:01. > :11:06.press the buttons easily. The prison system is not working. It is costing

:11:07. > :11:11.money. People who are going to jail go back in. There is no

:11:12. > :11:15.rehabilitation for many people. It is becoming a growing, a bigger and

:11:16. > :11:20.bigger business and we need to stop it. The Daily Mail knows the

:11:21. > :11:26.leadership won't agree with this. The Daily Mail will make it sound as

:11:27. > :11:31.if these violent criminals will be let out on the street, which is not

:11:32. > :11:34.at all what is being said. We have a massive overcrowding problem. And

:11:35. > :11:39.because of that, they cannot do the work they might do, which is to

:11:40. > :11:43.rehabilitate and train prisoners so that they can have a job when they

:11:44. > :11:49.get out of prison and can set their lives back on the right path. That

:11:50. > :11:57.is good for everybody. Scottish Daily Mail. This is different from

:11:58. > :12:04.the rest of the country. NHS shares our details every day. Fears over

:12:05. > :12:09.privacy and cyber crime. Who is it sharing our details with?

:12:10. > :12:13.Presumably, other agencies within the NHS. I didn't really see the

:12:14. > :12:20.problem with this story when I looked at it. I always find it

:12:21. > :12:26.difficult to get excited about identity theft cyber crime stories.

:12:27. > :12:31.If it happened to us we would think differently probably. How often does

:12:32. > :12:37.it happen? I think it happens a lot. We are led to believe. So we are

:12:38. > :12:41.told. I have seen no statistics to prove it. I think it is a modern

:12:42. > :12:46.myth that has come a long which can be dragged up at any time. And

:12:47. > :12:52.saying, they are sharing our details! What are they going to do?

:12:53. > :13:03.Someone goes to the doctor and says, yes, I have his bad knee. They

:13:04. > :13:08.can be fined lots of money. They don't want them to share the

:13:09. > :13:11.information with taxmen, airports and solicitors. There would be

:13:12. > :13:18.issues with insurance policies if the information was known. The Daily

:13:19. > :13:24.Mail, Aronica, tasteless, thoughtless, the exploding bus as

:13:25. > :13:30.part of a film set was frightening for people caught up in terra

:13:31. > :13:33.attacks -- moronic. I live in that area. It is obvious. Someone said

:13:34. > :13:39.they live in that area. It is obvious. Someone said they lives out

:13:40. > :13:47.for them. -- they lived out there and it was not obvious for them. --

:13:48. > :13:53.terror attacks. Becky said it would have shaken her because she was not

:13:54. > :13:58.aware that it was... It is difficult to warn everybody. I saw that

:13:59. > :14:02.picture and I thought, golly, I haven't seen that in the news today.

:14:03. > :14:08.That is the aim of the Daily Mirror, to make everyone think it was real.

:14:09. > :14:13.Very convincing. It has been very lively tonight on Twitter. Thank you

:14:14. > :14:16.for your comments. Thank you Alex and Tony. That is it for the papers.

:14:17. > :14:18.Now it is time for the Film
