:10:36. > :10:41.What is the justification for that? You can't be that broke as a service
:10:42. > :10:45.and allow this to happen. They are caring for them in hospital. They
:10:46. > :10:50.doubt they do it on purpose, it just happening because I think the system
:10:51. > :10:58.is not connecting up properly. There is no social care at home. They
:10:59. > :11:01.maybe too busy, they can't work out, it is the system not connecting up.
