:00:44. > :00:49.Telegraph. It has picked jerk chicken from the mobile phone
:00:50. > :00:54.footage we have in showing of this man dressed in black who attracted
:00:55. > :00:58.the attention of the person with a mobile phone from the other side of
:00:59. > :01:03.the street. Then we heard 20 shots ring out, very discreet shots,
:01:04. > :01:14.rather than the sound of automatic gunfire. At least six shot dead and
:01:15. > :01:21.the city is locked down. Since this front page was printed we know that
:01:22. > :01:26.more people that have died. Yes. It is terrifying, obviously, but mostly
:01:27. > :01:32.because it is visual, it has been captured on video that has probably
:01:33. > :01:36.gone viral. We think that security forces may have been pursuing the
:01:37. > :01:41.attackers down the street. The city has shut down. It is the third
:01:42. > :01:48.terror attack in Europe in about a week. We don't yet know who the
:01:49. > :01:56.attackers are. There is some speculation. It is pure terror in
:01:57. > :02:00.the sense of an unknown, violence incidents in the heart of a country
:02:01. > :02:05.that has not known at terror attack in 30 years. People could recognise
:02:06. > :02:11.straightaway that it was gunfire. Those people were so close to the
:02:12. > :02:18.man that they knew exactly what he was doing. The fact that they are
:02:19. > :02:24.still at large is the reason that the city is inferior tonight. It is
:02:25. > :02:29.certainly the most explicit video I have ever seen of this kind of
:02:30. > :02:38.attack. There have been many of these attack. It is terrifying. The
:02:39. > :02:40.fact that the shooters are still at large is adding to the atmosphere of
:02:41. > :02:47.insecurity that has been building across Europe since the attacks in
:02:48. > :02:55.Brussels in 2014. Since then we have seen this huge cycle of violence and
:02:56. > :03:08.gone right across Western Europe. Terror at them all it says in the I.
:03:09. > :03:18.Please ask saying about 20 people are being treated in hospital at the
:03:19. > :03:24.moment -- police. Many people are saying to us tonight that Munich is
:03:25. > :03:29.quiet, pretty cosmopolitan, not much happens there in some respects

:03:41. > :03:44.moment, even though it has been identified as a terrorist attack.
:03:45. > :03:51.There was some speculation in other papers that it was a right-wing
:03:52. > :03:55.attack. It is the anniversary of the Anders Brevik attack and there has
:03:56. > :04:01.been an increase in right-wing violence across Europe, and across
:04:02. > :04:05.Germany, following a big wave of immigration so there is some
:04:06. > :04:13.speculation about that but at the moment we don't know very much. The
:04:14. > :04:19.police are saying they suspect to the terror attack and then they
:04:20. > :04:25.toughen the line and said they were treating it as a terror attack. They
:04:26. > :04:28.were very clear that they didn't know what the links were. Because of
:04:29. > :04:31.the heightened tensions in many parts of Europe, it is very
:04:32. > :04:35.dangerous to speculate on who might be responsible and wide. Deeply
:04:36. > :04:38.dangerous. To say they are treating it as a terrorist attack is probably
:04:39. > :04:46.the most cautious they can be. Whether it is an extremist right
:04:47. > :04:52.wing or a jihadist and Isis related attack remains to be seen. The
:04:53. > :04:57.reality is, Germany is still reeling from what was at terror attack a few
:04:58. > :05:02.days ago, the 17-year-old Afghan migrant who attacked passengers on
:05:03. > :05:08.the train in Bavaria with an axe, he alleged to be higher jihadist, the
:05:09. > :05:10.witch and that he did not have any official Isis links. There is
:05:11. > :05:21.clearly going to be speculation about who he is safe. We are seeing
:05:22. > :05:27.these highly... This has been the running theme of the summer. In
:05:28. > :05:34.America, just a few weeks ago we saw terror in Dallas, terror in Baton
:05:35. > :05:42.Rouge, this was the theme of Donald Trump at his convention make America
:05:43. > :05:45.safe again. And in Orlando. In Britain, terrorism was at the
:05:46. > :05:53.forefront of the idea that we should leave Europe. It was a way to kind
:05:54. > :06:01.of stir up worries. Many people would say that if we are in control
:06:02. > :06:07.of a wrong borders -- control of our own borders... This would seem to
:06:08. > :06:15.underline that we should be in charge of a room immigration. We
:06:16. > :06:23.don't know any of that. This person, the man on the roof, saying I am
:06:24. > :06:27.German. We will come to more of that in the second. Here it is in the
:06:28. > :06:30.Daily Mail, another day, yet another terror attack. There is an
:06:31. > :06:36.expectation that we will be kept safe by the security services, but
:06:37. > :06:41.we don't get to hear about so many of the attacks that they managed to
:06:42. > :06:45.foil. I think the sense of being kept safe, and the social and
:06:46. > :06:52.political pressure around that is going to grow. No matter if he ends
:06:53. > :06:56.up being responsible for that, the knock-on effect will be political
:06:57. > :07:01.and social. There is a sense, whether it is related to migrant
:07:02. > :07:06.flow or economic and security or a general loss of control, a loss of
:07:07. > :07:12.trust in general, this will reinforce that sense. We will
:07:13. > :07:17.rapidly be speculating that it will be linked to migrant flow. Germany
:07:18. > :07:25.has had a million migrants in the last year. Discussions are going on
:07:26. > :07:33.now with Theresa May about migrant flow and the access to markets. This
:07:34. > :07:38.will come out in the days to come. In the Times, terror in Munich is
:07:39. > :07:42.the headline. Germany prospect is large terror attack in 30 years. One
:07:43. > :07:50.of the things that this man under which supposedly said his bloody
:07:51. > :07:54.foreigners, please excuse the language that is how it translates.
:07:55. > :08:03.It all has be confirmed. We don't know what we are dealing with in
:08:04. > :08:07.terms of motivation. Germany has apparently got some very, very good
:08:08. > :08:10.security services. They share information well with the
:08:11. > :08:15.neighbours. Yes, perhaps that is part of the reason why we haven't
:08:16. > :08:19.seen anything for 30 years. Perhaps worrying moments that something has
:08:20. > :08:29.actually happened is there are now on this scale. Yes, as you were
:08:30. > :08:32.saying, there has been a lot of concern to ride immigration in
:08:33. > :08:41.Germany since last summer. There have been some arson attacks on
:08:42. > :08:47.refugee camps from the right. That might be added to the mix. Again, we

:09:11. > :09:19.centre across Europe safe? Exactly. Even though Britain is about to go
:09:20. > :09:22.out of Europe, there is a lot of concerns among security staff that
:09:23. > :09:27.this will decrease our intelligence because we will be sharing so freely
:09:28. > :09:31.with the rest of Europe and it will decrease our border security. That
