:01:18. > :01:34.This death of a teenager, this seems to be an issue which never seemed to
:01:35. > :01:41.go away. This as a result of a in Dasher investigation carried out, a
:01:42. > :01:46.government-sponsored investigative team set up to investigate
:01:47. > :01:53.allegations of war crimes against serving British soldiers during the
:01:54. > :01:57.Iraq war. In this particular case, the three servicemen, who have been
:01:58. > :02:02.told they may be facing charges, have already been cleared by a
:02:03. > :02:06.military investigation by 2006 of any wrongdoing in connection with
:02:07. > :02:12.this case. So this has caused consternation among the various
:02:13. > :02:21.ex-military serving MPs. Should a line be drawn under this? If it is
:02:22. > :02:24.deemed to be a criminal matter? Nobody denies that British soldiers
:02:25. > :02:32.need to be held to account if there are substantial allegations made but
:02:33. > :02:36.they have been through a judicial process already on there being
:02:37. > :02:41.dragged through with the possibility of another investigation. The
:02:42. > :02:47.psychological strain, not just on the three individuals, who are being
:02:48. > :02:51.put on trial again, but for other service personnel who may be
:02:52. > :02:54.connected to them all the fear they may be pulled into similar
:02:55. > :02:58.investigations, is huge. I am certain that there are military
:02:59. > :03:01.families up and down the country horrified by reading this and very
:03:02. > :03:07.worried about what might happen next.
:03:08. > :03:16.Another story, we have got long, I know Toby is champing at the bit!
:03:17. > :03:20.Tory MP sets up new group to push for Brexit. The group is called
:03:21. > :03:28.leave means lean. We know Brexit means Brexit, but nobody can tell us
:03:29. > :03:32.what that means! The comedy continues. Theresa May has a
:03:33. > :03:36.terrible task trying to execute something other than a total train
:03:37. > :03:40.wreck with Brexit. And looks like there is a hard-core of Eurosceptic
:03:41. > :03:46.Tory MPs who want to put pressure on her to go for hard Brexit, who don't
:03:47. > :03:50.care about access to the single market, they just want Britain out
:03:51. > :03:56.of the EU as soon as possible, come what may. This party is seems to
:03:57. > :04:01.have national interest at stake, but it seems to be riven by some strange
:04:02. > :04:05.mania. You may be reading too much into the Sunday Telegraph's
:04:06. > :04:11.headline, if you go into the detail, it only names three. Three, I
:04:12. > :04:20.thought says six? That doesn't as the pigment. Dominic Rob, Gerald
:04:21. > :04:24.Howarth and another. But it says the group supports John Whittingdale,
:04:25. > :04:29.who was part of the Vote Leave campaign and who demanded last week
:04:30. > :04:36.that the Article 15 process be triggered in a matter of weeks, not
:04:37. > :04:40.years. But Donald Tusk says that Theresa May has tipped him off that
:04:41. > :04:46.the process. In February, that is not far off. Yes, and Theresa May
:04:47. > :04:52.does not want to go into the next election with a question hanging
:04:53. > :04:56.over half. She doesn't want to refight the referendum in the next
:04:57. > :05:00.general election. She wants to fight Jeremy Corbyn's Labour Party and she
:05:01. > :05:07.is more likely to win if she fights the election on that basis.
:05:08. > :05:12.The Sunday Times. Scandal as war heroes charity millions banished.
:05:13. > :05:15.The suggestion that the Treasury gave away funds without checking.
:05:16. > :05:22.You have done a lot of work with service personnel, particularly what
:05:23. > :05:27.happens to them when they leave. These charities are doing a job on
:05:28. > :05:31.behalf of the state? This is a hugely important story that the
:05:32. > :05:35.Sunday Times has identified. The government knows that it has a huge
:05:36. > :05:39.problem in dealing with thousands of men and women coming back from Iraq
:05:40. > :05:43.and Afghanistan who have psychological injuries that can take
:05:44. > :05:47.many years to surface. We don't have a system in place to provide them
:05:48. > :05:52.with the care that they need to have a chance of getting well. The real
:05:53. > :05:58.tragedy is that with the right help, even people who feel damaged to
:05:59. > :06:07.their very core can sometimes make remarkable transformations. But
:06:08. > :06:09.throwing money at charities and hoping that that will somehow work
:06:10. > :06:12.is failing and this story is just another piece of evidence to support
:06:13. > :06:14.that conclusion. Isn't it the case that there are some good charities
:06:15. > :06:20.and some bad charities and some are well run, and some not? Yes, and the
:06:21. > :06:24.difficulty here is that, if the Sunday Times was right, is that a
:06:25. > :06:34.fund was set up by George was born in which 35 and in pounds were put.
:06:35. > :06:41.These funds paid by banks and -- 30 ?5 million. There was pressure to
:06:42. > :06:47.get this money out to charities and and the Chief Executive of one
:06:48. > :06:51.charity, not one of the ones accused of misusing money, he has said that
:06:52. > :06:55.they found ?5 million that has been misused and he thinks it is the tip
:06:56. > :07:00.of the eyes bug. But you wonder what else we do? I don't suppose the
:07:01. > :07:07.government wants to have to try and provide this kind of support on the
:07:08. > :07:10.taxpayer? That may be the case, that's a political decision. But
:07:11. > :07:16.there needs to be somebody in Westminster who is in charge of this
:07:17. > :07:21.brief. There is a Fetterman 's Minister, but there was nobody at
:07:22. > :07:25.the top of the pyramid -- veterans minister. But there is nobody at the
:07:26. > :07:31.top of the pyramid so is making sure the money is being spent on the
:07:32. > :07:36.right people in the right way. There has been a policy of shovelling this
:07:37. > :07:39.money at charities with different ideas and clashing personalities and
:07:40. > :07:44.expecting that it will deliver adequate service. Part of the
:07:45. > :07:47.problem is that there are large sums of government money going to
:07:48. > :07:55.charities. This feels like an echo of the case last year involving Kids
:07:56. > :07:59.Company which found that -- in which we found that money had been
:08:00. > :08:05.channelled to a charity that had not been properly scrutinised.
:08:06. > :08:10.This paper has found three people who are suffering from a rare blood
:08:11. > :08:15.cancer who might not get a stem cell operation because the NHS has got to
:08:16. > :08:23.fund this HIV drug. Is this just a case of competing demands on NHS
:08:24. > :08:29.funds? This is quite an alarming story and it says that it looks as
:08:30. > :08:32.though it is the cost of this particular HIV treatment which is
:08:33. > :08:38.why it is being stopped. And I guess it is part of a larger story about
:08:39. > :08:43.the NHS is being strapped for funds. And the NHS has been told it had to
:08:44. > :08:48.at least consider funding this HIV treatment by the court. It's a
:08:49. > :08:55.dilemma as to whether you invest money upfront to prevent a higher
:08:56. > :09:01.cost further down the line... With HIV sufferers. Yes, but in the
:09:02. > :09:05.meantime you see people losing out. It must be heartbreaking for people
:09:06. > :09:09.going through this chemotherapy to be told that this treatment will not
:09:10. > :09:15.be available. Mail on Sunday, migrants flying
:09:16. > :09:20.migrant in on Ryanair. I'm not sure has a bit airline is, but the
:09:21. > :09:26.significance of what they have done is what, Matthew? Dramatic headline,
:09:27. > :09:31.the story is not quite so dramatic! A Syrian migrant has apparently been
:09:32. > :09:35.given a fake passport, bought a Ryanair ticket in cash, went through
:09:36. > :09:40.the checks on a fake passport and came to the UK where he probably
:09:41. > :09:43.claimed asylum. Sounds like the system is working quite well if he
:09:44. > :09:52.turned himself into the authorities on arrival! But fake passport? Yes,
:09:53. > :09:58.the story is the creation of this anarchist pro-refugee group, no
:09:59. > :10:03.borders. This is the kind of thing that people will do to show that
:10:04. > :10:07.there are loopholes in anti-refugee security apparatus. If anything,
:10:08. > :10:14.this will make the British Border Force tighten controls on refugees
:10:15. > :10:18.potentially coming in on full staff bought on airlines rather than
:10:19. > :10:22.actually help the No Borders calls, so it is an odd one for them to be
:10:23. > :10:29.involved with. They have shot themselves in the foot. Typically,
:10:30. > :10:33.the stories are done with newspapers with anti-refugee agenda. We only
:10:34. > :10:37.know of one particular case but it highlights the fact that it can be
:10:38. > :10:42.done, people can get through. Yes, but that's not really news, is it?
:10:43. > :10:47.It's a new way of doing it, by a different group.
:10:48. > :10:55.Let's finish with this story in the Independent. It's a fantastic story,
:10:56. > :10:59.a picture of fishermen in Senegal landing a cache of sardines. You
:11:00. > :11:05.think, fine, but the argument is that it is exclusive, these fish
:11:06. > :11:14.stocks are needed in Africa and they are being brought to the West. Yes,
:11:15. > :11:19.that's the story. That the potential impact on the population of West
:11:20. > :11:23.Africa. It can be devastating. Because they won't have as much fish
:11:24. > :11:26.to eat because their fish stocks are being depleted by these various
:11:27. > :11:34.companies who are funnelling the finish to check on, salmon and pig
:11:35. > :11:38.farms in the West. I'm not sure from the fish point of view it's such a
:11:39. > :11:46.tragedy, the story says "Fish destined for human mouths in South
:11:47. > :11:50.Africa", it's as if the fish swimming happily towards a west
:11:51. > :11:55.African mouth and they have been rudely diverted by Western capital.
:11:56. > :12:00.A strange way of framing the story. But there is a series is seeing in
:12:01. > :12:06.that the state of our oceans, it is parlous. The population of fish
:12:07. > :12:10.stocks, fished by humans has collapsed by 50% over the last few
:12:11. > :12:18.decades. We know that climate change is causing ocean acidification and
:12:19. > :12:22.be seen the bleaching of coral reefs in the last few months. This is a
:12:23. > :12:26.tragedy for fishermen in West Africa but it is a global problem that we
:12:27. > :12:31.will all pay the price for. The argument of this article is that
:12:32. > :12:37.this food is needed in Africa, a constant which of course has food
:12:38. > :12:40.insecurity. Yes, fish is the main protein source for coastal
:12:41. > :12:45.communities. But the fact is, this fish is being hoovered up by these
:12:46. > :12:52.enormous floating industrial plants. They look like Manhattan tower
:12:53. > :12:56.blocks on their sides at night, covered in light, hoovering up these
:12:57. > :13:00.fish and they are being pulped and used as chicken feed so that we can
:13:01. > :13:04.have cheaper chicken. It is obviously insanity. It is the kind
:13:05. > :13:10.of thing that is wrecking the planet. That is it for this hour,
