:00:22. > :00:24.Hello and welcome to our look ahead to what the the papers will be

:00:25. > :00:28.With me are the Home Affairs Editor of the Evening Standard,

:00:29. > :00:34.Martin Bentham, and the broadcaster Rachel Shabi.

:00:35. > :00:53.The Bank of England Governor's future makes the front page

:00:54. > :00:57.It says Mark Carney is likely to make a statement this week ending

:00:58. > :01:00.speculation that he will step down before Britain leaves the EU.

:01:01. > :01:06.It says the new FBI probe into Hillary Clinton's emails

:01:07. > :01:09.has cost her her lead over her Republican presidential

:01:10. > :01:16.The paper says a group of MPs say Theresa May's claims

:01:17. > :01:18.that the government is putting 10 billion pounds extra

:01:19. > :01:22.into the National Health Service is not true.

:01:23. > :01:25.The Independent leads with the US Election campaign.

:01:26. > :01:28.It shows Jennifer Lopez campaigning with Hillary Clinton in an appeal

:01:29. > :01:32.to the Hispanic population as the latest polls show

:01:33. > :01:35.Donald Trump may be winning over some of the undecided voters

:01:36. > :01:38.following the new FBI inquiry into Mrs Clinton's emails.

:01:39. > :01:41.The Telegraph leads on what it describes as the financial crisis

:01:42. > :01:45.It says nearly half of NHS authorities in England are drawing

:01:46. > :01:49.up plans to cut hospital beds and a third are proposing to close

:01:50. > :01:52.or downgrade Accident Emergency departments.

:01:53. > :01:54.The devastation of Italy's earthquake makes the front page

:01:55. > :01:59.of the Metro - the worst quake in nearly 40 years.

:02:00. > :02:05.It also accuses the FBI director - a republican of meddling in politics

:02:06. > :02:08.It also accuses the FBI director - a Republican - of meddling

:02:09. > :02:10.in politics as it opens a new inquiry

:02:11. > :02:15.the country chooses its next President.

:02:16. > :02:24.Let's start with the story on The Times - that any pet and set to

:02:25. > :02:32.launch a major attack. What is the suggestion here? -- Vladimir Putin.

:02:33. > :02:40.Western intelligence sources saying Vladimir Putin plans to intensify

:02:41. > :02:48.the launch of full-scale on Aleppo, half of which is rebel held, in

:02:49. > :03:04.Syria. The timing is thought to be coinciding with a I -- the US

:03:05. > :03:09.distracted by the election. He has been travelling to the eastern

:03:10. > :03:15.Mediterranean and the military buildup would seem to suggest an

:03:16. > :03:24.even more intense assault on the city by the Russians is imminent. "

:03:25. > :03:31.From Professor Michael Clarke comparing it to other appalling

:03:32. > :03:38.scenes of death we have seen across parts of Europe. It is a very

:03:39. > :03:45.powerful. We could beat ourselves up about this as we did in the former

:03:46. > :03:50.Yugoslavia. And he is right. When you look at the headlines, people

:03:51. > :03:59.have not been paying attention to it. People might be thinking, has it

:04:00. > :04:04.not already happened? That have been bombings for a long period, for at

:04:05. > :04:11.least the last month, in very intense fashion and it seems that it

:04:12. > :04:17.will get worse, trying to exploit the gap in US politics because of

:04:18. > :04:23.the US election. Whoever wins... There will be a period of...

:04:24. > :04:30.Exactly. While the US back is turned, hammer even harder. You

:04:31. > :04:35.could only dread to think what that could mean for the people in the

:04:36. > :04:42.city. Britain, of course, watched as this Russian ship came through the

:04:43. > :04:54.Channel, thinking it was heading to Syria but it is saying it is trying

:04:55. > :05:03.to tip the balance in Assad's favour. That is exactly what it is

:05:04. > :05:08.for. It is the only aircraft carrier they have what it is going to enable

:05:09. > :05:13.a much more brutal assault on the city fan has been the case and it is

:05:14. > :05:19.hard to imagine because it has been so brutal and relentless already. So

:05:20. > :05:26.many civilians are killed, hospitals strike, so it really is chilling. To

:05:27. > :05:32.consider that as a prospect. The problem is it is suggesting it is

:05:33. > :05:36.trying to exploit the US political situation and the unfortunate

:05:37. > :05:41.reality is the US and every other country that has the potential role

:05:42. > :05:47.to play has not really got an answer to this anyway. Everybody is

:05:48. > :05:53.involved... But what I mean is they do not have a role in terms of what

:05:54. > :06:01.to do with Vladimir Putin's strong support for President Assad. When it

:06:02. > :06:08.comes to it, if he does it, what is the waste going to do in response?

:06:09. > :06:14.That they have not got a proper answer at the moment. In the Daily

:06:15. > :06:25.Mail, Hillary and Donald club neck and neck. It does not seem so long

:06:26. > :06:29.ago since the sexes videos which had a damaging effect on him in the

:06:30. > :06:36.polls and now it seems to be swinging the other way. It seemed he

:06:37. > :06:40.was dead in the water stop it seemed inconceivable was going to come back

:06:41. > :06:44.but here we are. Of course, holes up poles and they are not very

:06:45. > :06:49.reliable, certainly not in this country. There are other polls with

:06:50. > :06:54.slightly different margins but all of them seem to be showing that the

:06:55. > :07:00.gap has narrowed very, very dramatically and a lot of it is down

:07:01. > :07:04.to these e-mail investigation, the FBI investigation into a new batch

:07:05. > :07:19.of e-mails that has been found on the server of her. --A. This opening

:07:20. > :07:26.of this investigation... It is such a huge drop, losing that 12 point

:07:27. > :07:35.lead, again with all the usual caveat about the polls. The Clinton

:07:36. > :07:39.campaign are trying to say, you know, she will still win but of

:07:40. > :07:45.course they will feel devastated and especially because this e-mail batch

:07:46. > :07:50.that they are investigating, you know, we're not even a certain it is

:07:51. > :07:55.a new batch. It might be the same batch that has been cleared ready,

:07:56. > :08:02.it might not even the hope e-mails. There is nothing to suggest there is

:08:03. > :08:06.anything new that it does seem skewed to have released this

:08:07. > :08:14.information at this time, so close to the investigation. It reopens one

:08:15. > :08:23.of the weak fronts, the weak area, and so, unfortunately for her, a lot

:08:24. > :08:30.of spin in the agenda is something that you would not be wanting to

:08:31. > :08:36.talk about it, regardless of why it happened. It is there and it is a

:08:37. > :08:43.grenade. In The Guardian, Theresa May's claim on health funding not

:08:44. > :08:50.crew according to some MPs. Disputing the idea that the NHS has

:08:51. > :09:02.received ?10 billion extra? Theresa May gave an interview last and she

:09:03. > :09:09.said -- last month and she said the NHS at us extra funding to make up

:09:10. > :09:15.the fall. That in fact it was going to get ?10 billion extra per this

:09:16. > :09:19.party is saying it is not even a true and that at best it is getting

:09:20. > :09:24.?6 billion and even that has been done while agreeing to cut things,

:09:25. > :09:31.critical spending on things like training and various health

:09:32. > :09:36.programmes and so this is of course part of the much bigger problem

:09:37. > :09:43.which is that the NHS is devastatingly underfunded and there

:09:44. > :09:48.has been warning for some time and the result is that hospitals are now

:09:49. > :09:54.looking at how many beds they are going to have to cut, or which a and

:09:55. > :10:01.E department they are going to have to cut because there is no way to

:10:02. > :10:04.deal with these kind of funding. A lot of units have already been

:10:05. > :10:11.downgraded and closed anyway. Exactly. Fairly stark statistics.

:10:12. > :10:18.Almost half are planning to cut death and to close and cut down

:10:19. > :10:25.units. It exactly shows the impact, potentially, of these funding gap

:10:26. > :10:30.and, of course, the government will say they are putting more money in

:10:31. > :10:34.but the problem is money is not enough to keep at pace with the

:10:35. > :10:40.rising cost of demand and services for the population. And all of this

:10:41. > :10:48.just creates an ever tighter financial situation which, at some

:10:49. > :10:55.point, it appears to becoming ever sooner according to the Telegraph,

:10:56. > :11:01.is coming into a crunch. If you are moving from one area, public health

:11:02. > :11:05.programmes and so on, to try to plug the gap in the NHS you could be

:11:06. > :11:12.creating further problems down the health. It is not just the

:11:13. > :11:18.government imposing these cuts on the NHS but also on social care

:11:19. > :11:22.which will have a knock-on effect on the NHS because of the service is

:11:23. > :11:29.not available through social care will put pressure on the NHS. It is

:11:30. > :11:35.like a double prong cut. To be fair to them, it is not so much a cut but

:11:36. > :11:40.not enough the amount of money. I do not feel like being fed when it

:11:41. > :11:47.comes to the NHS. The Bank of England, it wants to steer the

:11:48. > :11:53.economy through Brexit. Glutton for punishment? It is a great challenge.

:11:54. > :11:59.You might think that it is an interesting challenge and it would

:12:00. > :12:04.be fantastic for him to have achieved. It is an interesting story

:12:05. > :12:10.because it has been speculated in the last week that he was fed up

:12:11. > :12:14.with being identified with some pro- Brexit MPs and disappointed at the

:12:15. > :12:24.very least by comments by Theresa May in her conference speech.

:12:25. > :12:30.Basically inflated asset prices. He was therefore going to in a

:12:31. > :12:36.disgruntled fashion but the FT is saying he is going to stay on,

:12:37. > :12:44.albeit the story has a slight caveat. Just in case. I hoping he

:12:45. > :12:52.does because broadly, the right clearly criticisms about the way he

:12:53. > :12:56.gave warnings before the referendum but I think he has done a pretty

:12:57. > :13:01.good job and the stability it would help. You would not want a new

:13:02. > :13:06.governor coming in this point? Know, and especially when he was the

:13:07. > :13:12.man... He has been described as the only adult in the room after Brexit.

:13:13. > :13:18.He was a man that stood there and pumped lots of money into the

:13:19. > :13:23.economy to stop the pound crashing. It did plummet but not as much as it

:13:24. > :13:28.could have. He tried to reassure businesses that everything was OK

:13:29. > :13:32.stop it seems like the kind of guy that you would want to stick around,

:13:33. > :13:36.given the sort of rising cost and plummeting pound and rising

:13:37. > :13:49.inflation that we are now facing. Let's finish with the FT. This tells

:13:50. > :13:56.us that ?472 million spending on Halloween is going to boost British

:13:57. > :14:02.retailers this year. We around disabled or not care for it, do we?

:14:03. > :14:08.Why not? It was not much of a thing when I was a boy. We had mischief

:14:09. > :14:16.night on November four, that was the think, the proper night. Halloween

:14:17. > :14:23.was a bit of apple bobbing. All very tame. We just did fireworks, bonfire

:14:24. > :14:31.night. I do not remember this being a big thing but this is the

:14:32. > :14:36.retailing spree bonanza holiday. I cannot from Cardiff on the train and

:14:37. > :14:42.just looking at half the people on the train, but with these really

:14:43. > :14:46.elaborate costumes at sea can see where the money is spent. A lot of

:14:47. > :14:53.effort. When kids come trickle cheating, what do you do was make I

:14:54. > :15:04.keep the lights off. I have a back of sweets. I might put it to the

:15:05. > :15:08.test tomorrow. That is it for the papers, thank you very much. Don't

:15:09. > :15:22.forget all the papers are online and you can eat a detailed review of

:15:23. > :15:27.them on the BBC website. Thank you to Martin and Rachel Stott now it is

:15:28. > :15:32.time for the film review.
