0:00:43 > 0:00:46The Metro reports on the mass shooting in Texas in which at least

0:00:46 > 0:00:5120 people are reported to have been killed.

0:00:53 > 0:00:55It also pictures the Queen, amid the Paradise Papers leak

0:01:21 > 0:01:34with the country set to suffer polar winds and snow.

0:01:34 > 0:01:43Take us to the Guardian and the Paradise Papers.The latest big

0:01:43 > 0:01:48tranche of information about people using tax havens. The big picture

0:01:48 > 0:01:57story is the Queen who indirectly has about 10 million invested in

0:01:57 > 0:02:02these tax havens. It is important to put this in a bit of context. She

0:02:02 > 0:02:07has about 500 million in assets managed by Duchy of Lancaster, her

0:02:07 > 0:02:15personal wealth. About 2% is in these private equity tax havens. It

0:02:15 > 0:02:22is not surprising. Very often private equity -based offshore. If

0:02:22 > 0:02:28you are looking at a comparatively wealthy person to the Queen comedy

0:02:28 > 0:02:33would expect this kind of allocation. This does not say that

0:02:33 > 0:02:37Duchy of Lancaster is right to have done it but the fact is, for a

0:02:37 > 0:02:43portfolio that size it is not unusual. The issue is, should they

0:02:43 > 0:02:50have been more cognisant about how this would have looked. Duchy of

0:02:50 > 0:03:01Lancaster will have questions to answer. Again, as I stress, we

0:03:01 > 0:03:10should get it in a bit of context.I sense agreement from you.I do. It

0:03:10 > 0:03:17is not the Queen, it is the Duchy of Lancaster who invests. They may have

0:03:17 > 0:03:24been more cognisant about the PR issue. But what is interesting about

0:03:24 > 0:03:33this story, these Paradise Papers, we have been here before. The Panama

0:03:33 > 0:03:39papers last year which picked up on David Cameron's father. And it

0:03:39 > 0:03:48brings the whole morality of tax haven. Zero tax, highly secret. In

0:03:48 > 0:03:55themselves, they are not necessarily doing anything illegal. This is

0:03:55 > 0:04:02about tax avoidance, the use the jargon term. But there is always the

0:04:02 > 0:04:09implication of something shady about this tax havens. Monaco, a shiny

0:04:09 > 0:04:16place for shady people. The question is, who to be the first mover about

0:04:16 > 0:04:22doing something like this. I suspect it will not be the British overseas

0:04:22 > 0:04:31territories because there is too much to lose.That is the problem.

0:04:31 > 0:04:34Unless everybody moves, there is always somewhere to put your money.

0:04:34 > 0:04:38That's right but we should not use that as an excuse not to act. One of

0:04:38 > 0:04:48the problems with the story, we have these leaks. It is almost Groundhog

0:04:48 > 0:04:57Day. What is the next stage? What policies do we need to see adopted?

0:04:57 > 0:05:02We came... Behind the scenes there was some decent work they came out

0:05:02 > 0:05:09after the Panama papers. We need transparency about the ownership of

0:05:09 > 0:05:16trusts. Fans are often offshore so it is not necessarily a huge issue.

0:05:16 > 0:05:24Bet with me for a moment I need to take us to Texas. This is the press

0:05:24 > 0:05:30conference after the shooting.We mourn their loss but we support

0:05:30 > 0:05:36their family members. We appreciate the first responders and what they

0:05:36 > 0:05:42have done to help respond to this challenge. They are continuing in

0:05:42 > 0:05:49their efforts as they put all the pieces of a very complex puzzle

0:05:49 > 0:05:55together, to try to provide the community all the answers they need

0:05:55 > 0:06:02and deserve. Unfortunately, I am sad to tell you, to confirm at least at

0:06:02 > 0:06:09this moment in time, there are 26 lives that have been lost. We do not

0:06:09 > 0:06:15know if that number will rise or not but we know it is too many. This

0:06:15 > 0:06:25will be long suffering morning for those in pain. We ask God's comfort,

0:06:25 > 0:06:33for God's guidance and for God's healing, for all those who are

0:06:33 > 0:06:40suffering. As governor, I ask for every mum and dad, at home tonight,

0:06:40 > 0:06:45that you put your arm around your kid, you give your kid a big hug and

0:06:45 > 0:06:50let them know how much you love them, knowing that support each

0:06:50 > 0:06:56other. Tell your friend and your neighbour that you support them and

0:06:56 > 0:07:03that you will work with them. I am very proud of the way that we have

0:07:03 > 0:07:10so many people working together to respond to this. Already, talking to

0:07:10 > 0:07:17the emergency team in Texas, it has been reported that the emergency

0:07:17 > 0:07:23medical task force from San Antonio was deployed to help respond to the

0:07:23 > 0:07:30magnitude of this tragedy. San Antonio area hospitals and trauma

0:07:30 > 0:07:34centres have called a naked with regards to patient movement and

0:07:34 > 0:07:40patient care. The Red Cross has set up family assistance centres to help

0:07:40 > 0:07:48all families affected by this. One thing that is very important for

0:07:48 > 0:07:52everybody is affected by this, whether you are a family member Ora

0:07:52 > 0:08:00non- family and member is that you reach out to counselling research is

0:08:00 > 0:08:08made readily available in abundance. Now, we have so many people who have

0:08:08 > 0:08:16helped respond and co-ordinate already. I express my gratitude to

0:08:16 > 0:08:23the President, who called from overseas. My gratitude to senators

0:08:23 > 0:08:27who I have spoken to as well as members of the Texas Legislature.

0:08:27 > 0:08:34When you look at the robust response from just the immediate area, I want

0:08:38 > 0:08:49attorney from this area. And to DPS regional director. Each of those

0:08:49 > 0:08:58three will be speaking shortly. To the man of Stockdale, to the

0:08:58 > 0:09:04Department of Homeland Security, to the ATF and the FBI, the sheriff

0:09:04 > 0:09:14office, the various county office and police departments. And I have

0:09:14 > 0:09:23no doubt that there are other law enforcement and agencies that have

0:09:23 > 0:09:30responded to this. No we appreciate the profound way in which everybody

0:09:30 > 0:09:36has come together. I just turned things over to sheriff Joe Tackit in

0:09:36 > 0:09:42whose jurisdiction the crime occurred and in whose jurisdiction

0:09:42 > 0:09:49we are here now.Thank you governor. Thank you for your kind words. We

0:09:49 > 0:09:55all in here know what happened today and it is something we all say does

0:09:55 > 0:10:01not happen in small communities but we found out today it does. We need

0:10:01 > 0:10:09your support. Media, do not blow it out that it should never have

0:10:09 > 0:10:17happened because it does happen and we are sincerely feel sorry for all

0:10:17 > 0:10:27the people involved. We do not know names of any of the victims at this

0:10:27 > 0:10:32time because we are still working the crime scene. As we get names, we

0:11:10 > 0:11:15have bad news to bear they need to hear it before it is announced in

0:11:15 > 0:11:20the media. We have lots of law enforcement working well together

0:11:20 > 0:11:25both Federal and local state agencies and we highly commend the

0:11:25 > 0:11:30professionalism that is occurring. It was we need to make sure the

0:11:30 > 0:11:35crime scene is handled properly, it takes time and, unfortunately, that

0:11:35 > 0:11:41leaves a lot of victims families wanting ans is which we do not have

0:11:41 > 0:11:48at the moment. We will provide that information as soon as we can say

0:11:48 > 0:11:54they have the information they need. We appreciate the work of all law

0:11:54 > 0:11:59enforcement. We do not feel the reason it continuing threat and I

0:11:59 > 0:12:03think the media has done a pretty good job to make sure that has been

0:12:03 > 0:12:07pronounced to the public. We are working diligently both to inform

0:12:07 > 0:12:12the family and preserve the crime scene so it can be investigated

0:12:12 > 0:12:22properly.The DPS regional director is next.

0:12:22 > 0:12:28Everybody here wants facts and information. But if you want to know

0:12:28 > 0:12:29the motive, you'll

0:12:29 > 0:12:30information. But if you want to know the motive, you'll be disappointed.

0:12:30 > 0:12:35We have certain facts we can release, but to protect the

0:12:35 > 0:12:38investigation's integrity, we will have two release it in a timely

0:12:38 > 0:12:41fashion and collect the facts and make sure it is correct before we

0:12:41 > 0:12:47release it. We are here assisting the sheriff. There are multiple

0:12:47 > 0:12:54agencies involved. Where are all working together to support the

0:12:54 > 0:13:06sheriff in this situation. At approximately 11:20, a suspect was

0:13:06 > 0:13:14seen at a petrol station, crossed the street to the church, and

0:13:14 > 0:13:19started a fire at the church. That suspect into the church and

0:13:19 > 0:13:23continued to fire. As he exited the church, a local resident grabbed

0:13:23 > 0:13:28this rifle and in gauge that suspect. The suspect dropped this

0:13:28 > 0:13:38rifle, which was a worker assault rifle will stop a local citizen

0:13:38 > 0:13:47pursued him at that time. -- Ruger. A short time later, at the suspect,

0:13:47 > 0:13:51right at the county line, it he crashed out and was found deceased

0:13:51 > 0:13:57in this vehicle. At this time, we do not know who was self-inflicted or

0:14:08 > 0:14:14was a young light male, maybe in this early 20s, dressed in All Black

0:14:14 > 0:14:19tactical type gear and was wearing a ballistic vest. The way of getting

0:14:19 > 0:14:22him identified is that there were multiple weapons in the vehicle,

0:14:22 > 0:14:28which is being processed by our special operations group. There is a

0:14:28 > 0:14:34lot of work to be done in this investigation. We know that there

0:14:34 > 0:14:38are 23 found deceased inside the church. Two were deceased outside

0:14:38 > 0:14:42the church. One that was being transported, injured, has deceased,

0:14:42 > 0:14:50bringing the total to 26. We have approximately 20 that are being

0:14:50 > 0:14:56transported with injuries that range from minor to very severe. We know

0:14:56 > 0:15:04that ages range from five years old to 75. There is a lot of work to be

0:15:04 > 0:15:09done. We are only hours into this investigation, which is going to

0:15:09 > 0:15:12take a significant length of time. We will continue to provide

0:15:12 > 0:15:17information as it becomes available. We know that you have many questions

0:15:17 > 0:15:22and many we cannot answer. We have multiple crime scenes. Where the

0:15:22 > 0:15:26church, outside the church, where the vehicle was located... We have

0:15:26 > 0:15:31following up on the suspect and where he is from, this residence. We

0:15:31 > 0:15:34have many people to interview. Web Texas Ranger is that all the

0:15:34 > 0:15:42hospitals, identifying those who are injured. So not a lot of information

0:15:42 > 0:15:53at this time. But we have many people working on this. Every

0:15:53 > 0:15:58resource we have available is working. At the end of this

0:15:58 > 0:16:01investigation, we will be out to answer any reasonable question as to

0:16:01 > 0:16:07what happened.So we're going to take you away from that press

0:16:07 > 0:16:13conference at this point in time. The central message you would have

0:16:13 > 0:16:21heard from Greg Abbott was that 26 people have been confirmed damp at

0:16:21 > 0:16:25that shooting in Sutherland Spring 's. He said the shooting was the

0:16:25 > 0:16:31worst in the state's history, and pressed the work of the emergency

0:16:31 > 0:16:40services. -- confirmed dead. We interrupted the press review in

0:16:40 > 0:16:46order to bring you the latest air from Texas. So it makes sense at

0:16:46 > 0:16:51this time to turn to what the papers were already saying about events in

0:16:51 > 0:16:57Texas prior to the press conference. This is the Daily Express, with the

0:16:57 > 0:17:01front page strapped with a photograph of the church, Saint 27

0:17:01 > 0:17:10were dead. We now know 26. But a lot of detail inside.Yes, you just

0:17:10 > 0:17:14shrug your head in despair when you read the story. I ramble when Ben

0:17:14 > 0:17:19and are deeply pavers last time, we were on the back of the lost leg

0:17:19 > 0:17:24shootings, and all the debate was about gun control in the United

0:17:24 > 0:17:29States, where it seems too easy to get lethal weapons and use them.

0:17:29 > 0:17:36Whether anything will happen after this is extremely doubtful. But

0:17:36 > 0:17:39these massacres were just go on and on and on because there is nothing

0:17:39 > 0:17:47to stop them. It is dreadful.Is that you're reading as well, Ben? --

0:17:47 > 0:17:54your.Yes. This is within weeks of the lost leg as massacre where more

0:17:54 > 0:18:00than 50 people were killed and hundreds injured. There is a numbing

0:18:00 > 0:18:05effect to these massacres. When they come in this sort of succession,

0:18:05 > 0:18:09people, you know, cannot process, and cannot think of a response. Just

0:18:09 > 0:18:17listen to that testimony, one of things struck me was that he wasn't

0:18:17 > 0:18:22- a member of the public to the arrival of certifying on him. And

0:18:22 > 0:18:28this is the myth in America that you have your guns to protect against

0:18:28 > 0:18:32maniacs and criminals. But they don't stabilise. This guy managed to

0:18:32 > 0:18:36kill six people. He might have stopped going higher, but arming

0:18:36 > 0:18:45people to the teeth is hardly a way to create a safe society.You cannot

0:18:45 > 0:18:51protect a church, can you?You cannot protect an open society. Las

0:18:51 > 0:18:54Vegas was extraordinary. Airy was in the hotel and smash through the

0:18:54 > 0:18:58window and shot at random at these defenceless people. It was

0:18:58 > 0:19:02extraordinary.The front of the Financial Times. Then, this is

0:19:02 > 0:19:09interesting, because we don't necessarily talk about Saudi Arabia

0:19:09 > 0:19:14having a crackdown on corruption, but here is a front page to that

0:19:14 > 0:19:19effect.Yes, usually when we talk about corruption, it is them trying

0:19:19 > 0:19:24to cover it up, if you remember the BAE story from a few years ago. But

0:19:24 > 0:19:28this is the opposite way. A crackdown, as you say. The real

0:19:28 > 0:19:34power in Saudi Arabia now, Prince Mohammed Salman, he gets information

0:19:34 > 0:19:38if you weeks ago that there was going to be a crackdown, and this is

0:19:38 > 0:19:46being played out in dramatic style with 11 Princes, at dozens of senior

0:19:46 > 0:19:50officials, and businessmen, including a big investor in Twitter

0:19:50 > 0:19:55and Citigroup amongst those detained. So a big and unusual

0:19:55 > 0:19:59story, underlying that something big is happening in Saudi Arabia.People

0:19:59 > 0:20:07who might have thought they were untouchable, Ruth?Yes. The Crown

0:20:07 > 0:20:11Princess Novy will escape regardless if he was a minister or a prince.

0:20:11 > 0:20:17And there are plenty of Princes in Saudi Arabia, because the founder of

0:20:17 > 0:20:21Saudi Arabia had thousands of children, and they had thousands of

0:20:21 > 0:20:26children, and they are all princes, or princesses, as it may be. But

0:20:26 > 0:20:31this Crown Prince is being extremely progressive because obviously women

0:20:31 > 0:20:35can now drive cars, which is insured Nri. That in which amused me about

0:20:35 > 0:20:40this was that they had to close the private airport at Riyadh, because

0:20:40 > 0:20:43they did not want these arrested people to get in their private jets

0:20:43 > 0:20:48and fly away. So there you are. Moral tale: Don't have a private

0:20:57 > 0:21:07worry.Then, looking at the Times. This story is about wait times.Yes,

0:21:15 > 0:21:20the GB. And that might be offputting to some people, because they want to

0:21:20 > 0:21:25speak to a GP, and you might get a second-rate service. But others

0:21:25 > 0:21:29might say this is great, because you don't have to walk down to the GP's

0:21:29 > 0:21:33surgery when you just need some advice or sunny whatever, but it is

0:21:33 > 0:21:43coming. The NHS bosses have signed up on it. We will see how it goes.

0:21:43 > 0:21:47It is early days. We will see how the public will like it.I mean,

0:21:47 > 0:21:52there are one or two concerns being added this piece, Ruth?Yes, I think

0:21:52 > 0:21:58a lot of doctors, they would like to the patients, and vice-versa. But if

0:21:58 > 0:22:08your symptoms are vice -- straightforward, it could be useful.

0:22:08 > 0:22:12We will see hard work. This is only a trial. What worries me about it is

0:22:12 > 0:22:18that if something goes is really wrong, and somebody has a false

0:22:18 > 0:22:22analysis over the phone, then there will be all hell to play, I suspect,

0:22:22 > 0:22:29and that could damage the whole idea. But an idea.There is an

0:22:29 > 0:22:33interesting warning there about greeting a two tier NHS.Yes. This

0:22:33 > 0:22:38is sort of saying that with all the smart phone patients be the young

0:22:38 > 0:22:43fit ones, and the ones clogging up the surgery will be the old Abercraf

0:22:43 > 0:22:47at once. I don't see that as an issue. It could be, but isn't that

0:22:47 > 0:22:59the best use of NHS resources? -- old unhealthy ones. You could use

0:22:59 > 0:23:07less resources than you are using at the moment.If it works.Yes, and on
