0:00:40 > 0:00:44Coming up in the half an hour. The continued and very secret expansion
0:00:44 > 0:00:51of this Yorkshire spy base. The families who say they are being
0:00:51 > 0:01:01forced to live in a run-down area. And the job fears of a wannabe
0:01:01 > 0:01:01
0:01:01 > 0:38:04Apology for the loss of subtitles for 2223 seconds
0:38:04 > 0:38:10generation according to Richard Welcome to the Politics Show for
0:38:10 > 0:38:13torture -- for Yorkshire and Lincolnshire. Coming up. Why peace
0:38:14 > 0:38:19campaigners are stepping up their opposition to this controversial
0:38:19 > 0:38:24spy base. Plus the families who say they face losing their homes
0:38:24 > 0:38:29because of a reduction in benefits. And the political apprentice from
0:38:29 > 0:38:39Lincolnshire who fears many young people are facing a bleak future.
0:38:39 > 0:38:40
0:38:40 > 0:38:44know some young people who have failed in 150 job applications.
0:38:44 > 0:38:49exactly one year's time, the Americans will go to the polls to
0:38:49 > 0:38:55decide whether Barack Obama should remain the US President or whether
0:38:55 > 0:38:59there should be a new phase in the White House. Whoever the new leader
0:38:59 > 0:39:08of the three world happens to be they will face the wrath of peace
0:39:08 > 0:39:14campaigners from Yorkshire. Guided walks in the rural North Yorkshire
0:39:14 > 0:39:24are fairly common, but not like this one. This is the cm deep
0:39:24 > 0:39:24
0:39:24 > 0:39:31guided walk to men with hell. They have even printed their own
0:39:31 > 0:39:41pamphlet. It is important that people get to see things in the
0:39:41 > 0:39:43
0:39:43 > 0:39:50context of where the left. This is nominally an RAF base. A but many
0:39:50 > 0:39:55Americans were here for the intelligence and security agency.
0:39:55 > 0:40:03Each of these golf balls is part of a system for eavesdropping on
0:40:03 > 0:40:10potential terrorists or tracking hostile missile launchers. This
0:40:10 > 0:40:16expansion has not stopped despite the end of the Cold War. These last
0:40:16 > 0:40:26two domes were only finished earlier this year. It brings the
0:40:26 > 0:40:28
0:40:28 > 0:40:35total to 33. Status is the launch. This is what are the latest
0:40:35 > 0:40:45expansion in Yorkshire is about. This is firing missiles into outer
0:40:45 > 0:40:54
0:40:54 > 0:41:04space. There are fears of a rogue states like Iran. Technicians here
0:41:04 > 0:41:06
0:41:06 > 0:41:11will be controlling those new missiles. On Tuesday night, as she
0:41:11 > 0:41:17does every Tuesday night, this veteran police campaigner held a
0:41:17 > 0:41:21small demonstration at the gates of the base. She had high hopes that
0:41:21 > 0:41:29incoming Barack Obama would stop the expansion here. That simply did
0:41:29 > 0:41:33not happen. This is an American base operated and controlled by the
0:41:33 > 0:41:40Americans. It is secretive and out of the control of the British
0:41:40 > 0:41:45Government. If the United Kingdom had bases in the US, can you
0:41:45 > 0:41:50imagine the American authorities allowing us to carry on the air
0:41:50 > 0:41:57without telling them exactly what was going on? Of course they would
0:41:57 > 0:42:04want to know. As for the British Government, they say this is at RAF
0:42:04 > 0:42:13base which operates with the United States and it is part of a
0:42:13 > 0:42:19defensive screen for the whole of the Western world. Our guests today
0:42:19 > 0:42:24are local MPs. Some would argue that if they were really keeping an
0:42:24 > 0:42:30eye on the bad guys they should be applauded and not subjected to
0:42:30 > 0:42:36constant protest, is that a fair point? I think it is. If you want
0:42:36 > 0:42:42to keep the peace in Britain you have to keep an eye on potential
0:42:42 > 0:42:47terrorists. You cannot do it as one country on your own. These days you
0:42:47 > 0:42:55have to work in tandem with other countries, countries which are
0:42:55 > 0:43:01members of NATO. The listening mechanisms need to be further away
0:43:01 > 0:43:08from the attacks are likely to happen. That is why Britain is the
0:43:08 > 0:43:14place where some of these interceptor missiles are. Fabian
0:43:14 > 0:43:19Hamilton does not agree been with you. He makes a fair point. If we
0:43:19 > 0:43:23wanted a spy base in Alabama the Americans would not allow that?
0:43:23 > 0:43:29do have British personnel so bonded to work within US military
0:43:29 > 0:43:39establishments. It is one of the things that comes from us being
0:43:39 > 0:43:49
0:43:49 > 0:43:53part of a military alliance will stop it is not a million miles away
0:43:53 > 0:44:01from you Pudsey constituency, do we have a right to know what goes on
0:44:01 > 0:44:06there? With the Cold War may be over, there are still other rogue
0:44:06 > 0:44:12nations have out there and we still need to be secured. Parliament has
0:44:12 > 0:44:17a vast array of mechanisms to ensure we communicate with those
0:44:17 > 0:44:23working in this place. It is vital that we have the facility
0:44:23 > 0:44:29protecting us for our future. er you totally happy with the fact
0:44:29 > 0:44:33that missiles which could be fired from the Czech Republic are being
0:44:34 > 0:44:38controlled from North Yorkshire? is because we are potentially a
0:44:38 > 0:44:45target that we have to have defences against people who have
0:44:45 > 0:44:49malign intentions. We know from the cold war period that having weapons
0:44:49 > 0:44:59to retaliate against an attack actually deters people from
0:44:59 > 0:45:03
0:45:03 > 0:45:13attacking. Sadly, well intentioned as they are, CND by were wrong then
0:45:13 > 0:45:15
0:45:15 > 0:45:20and they are now. Now we want to talk about the decision to close
0:45:20 > 0:45:28the Leeds faced a hard unit. This little lad here was saved there.
0:45:28 > 0:45:35His parents were glad he did not have to travel to Newcastle for
0:45:35 > 0:45:41surgery. This is what will happen if we switch to fewer regional
0:45:41 > 0:45:44centres. I believe you are one of the MPs against the closure. It is
0:45:44 > 0:45:51inevitable that it will close now, is that the information you are
0:45:51 > 0:45:56getting? Not really. None of us know, that is the point. There is
0:45:56 > 0:46:05the judicial review that will be held which will delay it until
0:46:05 > 0:46:10December. The final decision has not been made and we have picked up
0:46:10 > 0:46:16an argument for why it should remain. There is a very strong
0:46:17 > 0:46:23message. It is not over yet. Even if it goes against as there are
0:46:23 > 0:46:33still avenues we need to consider. Are you still optimistic? I am a
0:46:33 > 0:46:36
0:46:36 > 0:46:42very optimistic person and be a campaign is so strong. It is not
0:46:42 > 0:46:47just about as losing leads. If Leeds closes I cannot see how
0:46:47 > 0:46:51Newcastle can reach its 400 operations per year as suggested.
0:46:51 > 0:46:55People in South Yorkshire would gravitate towards Birmingham.
0:46:55 > 0:46:59Others would gravitate towards Liverpool so Newcastle would
0:46:59 > 0:47:03struggle to reach their figures which I believe we then make them
0:47:03 > 0:47:09under threat leaving the whole of the North of England with just one
0:47:09 > 0:47:14unit. That is not acceptable. Politics Show can reveal that many
0:47:14 > 0:47:19of our town halls have had an increase in the number of inquiries
0:47:19 > 0:47:23they receive from people who are worried about losing their homes.
0:47:23 > 0:47:27Some Yorkshire parents say that a cap on housing benefit will force
0:47:27 > 0:47:36them to leave the areas where they were or where they have brought
0:47:36 > 0:47:41their children up. This church has been providing shelter for the
0:47:41 > 0:47:47homeless for a century. Last winter they struggled but managed to find
0:47:47 > 0:47:57a bed for everyone. It is ski area and freezing. No matter what you
0:47:57 > 0:48:01
0:48:01 > 0:48:05have got on, even quilts, it is very cold. -- scary. We are
0:48:05 > 0:48:10beginning to see a greater proliferation of people coming,
0:48:10 > 0:48:20people from professional backgrounds. A high number of dead
0:48:20 > 0:48:28
0:48:28 > 0:48:33people are between 16 and 25. the people. Low-paid families used
0:48:33 > 0:48:39to be able to claim enough housing benefit to make sure they had few
0:48:39 > 0:48:44worries about their rent but some say that is no longer the case.
0:48:44 > 0:48:48Most of the people I have spoken to say they have a shortfall of 150
0:48:48 > 0:48:54per month. When they have approached the council to explain
0:48:54 > 0:49:01their predicament they are actually being told to move to a cheaper
0:49:01 > 0:49:06area. That presents problems in itself. A lot of the low income
0:49:06 > 0:49:10workers are working end teeters on our nursery workers on a working at
0:49:10 > 0:49:16the checkouts in supermarkets. If that happens we will lose the
0:49:16 > 0:49:21workforce that are keeping the city running. These women are so worried
0:49:21 > 0:49:27they have formed a local group. They want to know why low-paid
0:49:27 > 0:49:31families are being left to sort out the Government's budget deficit.
0:49:32 > 0:49:37The Chancellor has said a new measures are needed because the
0:49:37 > 0:49:42cost of housing benefit has risen to 21 billion per year. As a
0:49:42 > 0:49:50country he says we are now spending more on housing benefit than we do
0:49:50 > 0:49:55on the police and our universities combined. This is the emergency
0:49:55 > 0:50:05homelessness hotline at City of York council. Calls you have gone
0:50:05 > 0:50:15up by one-third in a year. It is also happening elsewhere. We have
0:50:15 > 0:50:16
0:50:16 > 0:50:2350% of our household incomes around 23,000. There are recommendations
0:50:23 > 0:50:33that you should not spend more than 25 % of your income on housing so
0:50:33 > 0:50:40
0:50:40 > 0:50:44they are having problems. Bradford council has seen a 46 % rise.
0:50:45 > 0:50:51Private rents in Yorkshire and expected to rise by 20% over the
0:50:51 > 0:50:55next five years. The Government is promising a tougher benefit system
0:50:55 > 0:51:03following reform. For the next generation there might literally be
0:51:03 > 0:51:09no place like home. Some interesting statistics there. The
0:51:09 > 0:51:15housing benefit bill costing more than the police and universities
0:51:15 > 0:51:22combined, can you understand why they had to take action? The reason
0:51:22 > 0:51:32for this is high cost is like York are being grouped together with low
0:51:32 > 0:51:35
0:51:35 > 0:51:40rent areas. The rent paid to people in York is less than people need.
0:51:40 > 0:51:49If they lose 20 or 30 miles away for a cheaper rent they lose their
0:51:49 > 0:51:53jobs. If you cannot afford to live where you Levet is on your bike?
0:51:53 > 0:52:02were right to see the housing benefit cost has doubled over the
0:52:02 > 0:52:06last 10 years. We have got to deal with that. A lot of private
0:52:06 > 0:52:13landlords are seeing the housing benefit as a benchmark for what
0:52:13 > 0:52:19they can charge, we have to get a reality in the housing market. It
0:52:19 > 0:52:26is part of a much wider problem. Not enough has been done to build
0:52:26 > 0:52:33affordable social housing over the last 20 years. We need to help
0:52:33 > 0:52:38people to live where they want to. We heard in the report, Nasri
0:52:38 > 0:52:45workers, supermarket checkout staff, low-paid workers being pushed out.
0:52:45 > 0:52:52It is the poorest people again bearing the burden of deficit cuts.
0:52:52 > 0:52:55People who are on low income and see others who are not working
0:52:55 > 0:53:01living on housing benefit in better properties. We have got to balance
0:53:01 > 0:53:06that out. We have to ensure there are not unintended consequences but
0:53:06 > 0:53:11there is a serious crisis. Where would Labour have find the money to
0:53:11 > 0:53:21pay for housing benefit if you were still in power? Social security
0:53:21 > 0:53:21
0:53:21 > 0:53:27policies to incentivise people to get off benefit and into work. If
0:53:27 > 0:53:33you force people to move 20 or 30 miles to somewhere where there are
0:53:33 > 0:53:38no jobs then you increase the number of people who are unemployed.
0:53:38 > 0:53:42Therefore you increase the benefits bill. A short-term attempt to
0:53:42 > 0:53:46squeeze the housing benefit will end up costing the Government more.
0:53:46 > 0:53:51That is a move in the wrong direction. Stay with us.
0:53:51 > 0:53:56Homelessness and unemployment were a big talking point in the House of
0:53:56 > 0:54:01Commons on Friday. Members of the UK Youth Parliament filled the
0:54:01 > 0:54:06famous green benches. We caught up with the teenage entrepreneur from
0:54:06 > 0:54:12Lincolnshire who feels young people have been let down by the older
0:54:12 > 0:54:22generation of politicians. first debate today will be sued
0:54:22 > 0:54:24
0:54:24 > 0:54:32university education be made for me? My Name Is Joseph, I am a
0:54:32 > 0:54:36serving member of parliament. I am 18. The most pressing issue is
0:54:36 > 0:54:42child poverty in the UK and the issue of youth unemployment. We
0:54:42 > 0:54:45need to work together to give young people hope and opportunities. We
0:54:45 > 0:54:50have to look at the opportunities for young people that need to be
0:54:50 > 0:54:54developed. There are a lot of projects that the Government need
0:54:54 > 0:54:59to recognise and we need to Unite together to make its young people
0:54:59 > 0:55:02feel welcome and feel like they have opportunities. We have to make
0:55:02 > 0:55:07sure we have an economically competitive economy because our
0:55:07 > 0:55:13young people are the future of that economy. I want to highlight the
0:55:13 > 0:55:18skills and talents that young people have. Young people have been
0:55:18 > 0:55:23stigmatised and isolated. We need to redefine just how amazing young
0:55:24 > 0:55:30people are and make it clear they are the future of our country. I
0:55:30 > 0:55:35know some people who have failed in 150 job applications. They feel
0:55:35 > 0:55:45they cannot be entrepreneur's. You can be what you want to be. That is
0:55:45 > 0:55:46
0:55:46 > 0:55:55my message to young people. Good morning and welcome. You have only
0:55:55 > 0:56:05to look at how many young people vote to see that decisions are made
0:56:05 > 0:56:08
0:56:08 > 0:56:13by older people at the top. message to any key decision makers
0:56:13 > 0:56:16is simple, we need to recognise young people's achievements,
0:56:16 > 0:56:26celebrate their skills and talents and give them the opportunities
0:56:26 > 0:56:27
0:56:27 > 0:56:32they deserve. I am sure he will go far. He says young people have been
0:56:32 > 0:56:39stigmatised by politicians, is that fair? I do not think entirely, but
0:56:39 > 0:56:43I do get his point. The older generation do sometimes brush aside
0:56:43 > 0:56:48the younger generation. We all see as MPs the tremendous contribution
0:56:48 > 0:56:57that young people make to our society. The lobby very effectively
0:56:57 > 0:57:03in Parliament. People like Joseph are at Credit. Can you understand
0:57:03 > 0:57:11quite young people feel let down by politicians of a certain
0:57:11 > 0:57:20generation? Somewhat, some would be the answer. This young man makes us
0:57:20 > 0:57:25proud. What a contrast with those we saw in the riots. The message to
0:57:25 > 0:57:29politicians is listen to what young people have to say. They want
0:57:29 > 0:57:36skills, they want to build businesses, they want to have
0:57:36 > 0:57:40apprenticeships and build a future for themselves. Thank you both for
