0:00:20 > 0:00:24Hello and welcome to the programme. Coming up, and a comfortable morning

0:00:24 > 0:00:31of questioning for Oxfam bosses. We are sorry for the damage that Oxfam

0:00:31 > 0:00:36has done the.MPs demanded the law is changed to help a 6-year-old boy.

0:00:36 > 0:00:42I would urge them to break the law because the law in this case is

0:00:42 > 0:00:47cruel and lacks compassion. And the case for a bridge across the

0:00:47 > 0:00:52channel.It is a curiosity that two of the most powerful economies in

0:00:52 > 0:00:56the world separated by barely 21 miles of water are connected by only

0:00:56 > 0:01:01one railway line.Oxfam has lost 7000 regular donors since it emerged

0:01:01 > 0:01:12some of its staff paid... MPs spent two hours grilling senior executives

0:01:12 > 0:01:19on the accusations. Then there were the comments made by Oxfam's chief

0:01:19 > 0:01:23executive.In your interview published on Saturday, you appeared

0:01:23 > 0:01:29to be downplaying the scandal, using the parallel with the murder of

0:01:29 > 0:01:34babies in their cots which many people regarded as grossly

0:01:34 > 0:01:41inappropriate. I give you opportunity to apologise?Certainly.

0:01:41 > 0:01:48I do apologise. I was thinking under stress. I had given it interviews. I

0:01:48 > 0:01:54had given many decisions to try and lead Oxfam's response to this. I was

0:01:54 > 0:01:56thinking about the amazing work I had seen Oxfam do across the world

0:01:56 > 0:02:06for refugees coming from EMR. I should not have said those things.

0:02:06 > 0:02:14It is not for Oxfam to judge things as far as Porsche elegy --

0:02:14 > 0:02:21personality. I am sorry. We are sorry for the damage that Oxfam is

0:02:21 > 0:02:25done, both for the people of Haiti but also for wider aid and

0:02:25 > 0:02:30development, possibly undermining the book support.People in our

0:02:30 > 0:02:36country behaved well as citizens not because they are pleased... This is

0:02:36 > 0:02:42about aligning our people with the values of Oxfam. Some hideous men

0:02:42 > 0:02:48came into our organisation and abused the trust of the British

0:02:48 > 0:02:55people, the supporters. But they were able to get away. This was

0:02:55 > 0:03:00wrong. We are going to change that culture and working on that culture

0:03:00 > 0:03:07cost money.A Conservative said she had been highlighting the problem of

0:03:07 > 0:03:10sexual explication for two years but no one had taken any notice.

0:03:10 > 0:03:16Everybody knew this happened. Everybody knew that the aided sector

0:03:16 > 0:03:19was pretty rotten because it had got all these people who were abusing

0:03:19 > 0:03:25women and girls regularly in all countries. But nobody, not one

0:03:25 > 0:03:28organisation, was actually tackling it in doing anything about it.

0:03:28 > 0:03:34That's shocking. You are all supposed to be good people trying to

0:03:34 > 0:03:37help the world but it would appear you are not as good as you should

0:03:37 > 0:03:46be.It's really heartbreaking that we are in the situation. But I want

0:03:46 > 0:03:52to assure you that we are not doing nothing. We working on it but we

0:03:52 > 0:04:00have reached a point where the world has woken up to the situation in a

0:04:00 > 0:04:03very special way and we find ourselves not to of done enough. But

0:04:03 > 0:04:08we did something. We have been improving every year, but we are not

0:04:08 > 0:04:15where we want to be.But your organisations are not the victims in

0:04:15 > 0:04:19this. It is the women and girls who are being abused by the men who you

0:04:19 > 0:04:25employed and other agencies. This is so shocking. No wonder the world is

0:04:25 > 0:04:29angry and no wonder the people are questioning whether anybody should

0:04:29 > 0:04:32be giving to charities. Sadly, the people who should benefit from this

0:04:32 > 0:04:36are the poor people in the different countries and they're going to lose

0:04:36 > 0:04:42out because of all of your behaviours in the Aida sector.I can

0:04:42 > 0:04:50see that indeed, some people entered our system who did not share our

0:04:50 > 0:04:55values. They abused the trust of Oxfam, the power of Oxfam in their

0:04:55 > 0:05:00hands, they abused the trust of the British public. And turned on the

0:05:00 > 0:05:05very people they were supposed to protect.Over in the comments of the

0:05:05 > 0:05:07International Development Secretary gave a verdict on the previous

0:05:07 > 0:05:13leadership, using directors of putting the reputation of Oxfam

0:05:13 > 0:05:21above the people they were supposed to help.We must trust organisations

0:05:21 > 0:05:24to report and follow-up incidents of wrongdoing when they occur. In the

0:05:24 > 0:05:29this duty, Oxfam failed under the watch of Barbara stocking and Penny

0:05:29 > 0:05:33Lawrence. They did not provide a full report to the charity

0:05:33 > 0:05:36commission. They did not provide a full report to their donors. They

0:05:36 > 0:05:41did not provide any report to press getting authorities. In my view, Mr

0:05:41 > 0:05:49Speaker, they misled quite possibly deliberately.Eight Labour shadow

0:05:49 > 0:05:54was equally appalled, but she said the good UK good to do...Even at

0:05:54 > 0:06:01this darkest moment far exceeds evil. The Secretary of State says

0:06:01 > 0:06:05she believes in aid but I have not heard her call out those simple

0:06:05 > 0:06:08opportunities, including her own predecessor and many in her own

0:06:08 > 0:06:14party who have jumped on this scandal and attacked aid. If she

0:06:14 > 0:06:18won't, then I will. Because it is wrong. It does an injustice to our

0:06:18 > 0:06:23country and it will distract us from what's really happened needs to

0:06:23 > 0:06:26happen to happen, which are reforms. The Ministers that she did not

0:06:26 > 0:06:31recall hearing anyone doing that. When Conservative had a blunt

0:06:31 > 0:06:34question.Should the UK Government ever be working with an organisation

0:06:34 > 0:06:40that thinks they are above the law in one of the poorest countries of

0:06:40 > 0:06:44the world, which is Haiti? There is no organisation that is too big for

0:06:44 > 0:06:50our work with them too complex to have us withhold funding if they do

0:06:50 > 0:06:55not meet the standards.Penny Mordaunt. Karen Bradley has to

0:06:55 > 0:06:58become is that Northern Ireland cannot remain in a state of limbo.

0:06:58 > 0:07:03She promised to provide clarity on a budget for civil servants to work

0:07:03 > 0:07:06from a soon as possible. This the no functioning government in Stormont

0:07:06 > 0:07:11for more than a year after the coalition collapsed in a bitter row.

0:07:11 > 0:07:14That Northern Ireland Secretary also said she was looking into the

0:07:14 > 0:07:17salaries of Assembly Members who are still being paid.A number of

0:07:17 > 0:07:22challenging decisions will have to be taken. Ultimately, the Government

0:07:22 > 0:07:25has a responsibility to ensure good governance and the continued

0:07:25 > 0:07:29delivery of public services. In particular as the head of the

0:07:29 > 0:07:31Northern Ireland civil service is made clear, the Nice to be certainty

0:07:31 > 0:07:35and clarity about a budget for Northern Ireland for next year as

0:07:35 > 0:07:40soon as possible. I intended to take steps to provide clarity on the

0:07:40 > 0:07:43budget and I will update the House as soon as I'm in a position to do

0:07:43 > 0:07:47so. This is clearly not what I want to be but in the absence of an

0:07:47 > 0:07:50executive in Northern Ireland, I have no other choice.Talks between

0:07:50 > 0:07:59the DUP and Sinn Fein last week over legislation for the Irish language,

0:07:59 > 0:08:04with both sides isolating each other.I must commend the Secretary

0:08:04 > 0:08:07of State for the Herculean optimism that she continues to still hope for

0:08:07 > 0:08:13a deal to be done and for the clear statement that she's rejecting the

0:08:13 > 0:08:20calls to exceed to direct with immediate effect. Optimism the vital

0:08:20 > 0:08:24ingredient in Northern Ireland... I will not criticise the Government

0:08:24 > 0:08:28for remaining hopeful. But clarity and contingency planning has also

0:08:28 > 0:08:31been important features of the process, Mr Speaker. So people know

0:08:31 > 0:08:36where they are in the process and what it will follow if there is no

0:08:36 > 0:08:40progress. And on this question, Mr Speaker, I fear that many in

0:08:40 > 0:08:45Northern Ireland will be with all the wiser after the Secretary of

0:08:45 > 0:08:47State's statements afternoon.I've just come from a meeting of a group

0:08:47 > 0:08:53of charities and others who want somebody to lobby the Minister to

0:08:53 > 0:08:58argue about mental health funding in Northern Ireland. There've been no

0:08:58 > 0:09:02Ministers for 13 months. That cannot continue. It's time Secretary of

0:09:02 > 0:09:05State to set a budget, let the efforts for devolution continue post

0:09:05 > 0:09:09ideas, we want to see devolution but it is a dereliction of duty to

0:09:09 > 0:09:13continue without a budget without ministerial decisions. It's time to

0:09:13 > 0:09:21get on with it.Does the Secretary of State sure my exact he said some

0:09:21 > 0:09:26of the drumbeat coming from the hard Brexit causes of the debate to the

0:09:26 > 0:09:34Good Friday Agreement has failed, that it's outlived its usage?" Which

0:09:34 > 0:09:38he did this opportunity to reassert the Government's view that nothing

0:09:38 > 0:09:42should be done to jeopardise this carefully brokered peace settlement?

0:09:42 > 0:09:46No Brexit ideology, no attempts to justify introducing any order. But

0:09:46 > 0:09:52the Government is 100% the Good Friday Agreement.Mr Speaker, I can

0:09:52 > 0:09:57confirm the Government is 100 behind the goods to the Mac -- Belfast

0:09:57 > 0:10:00agreement and that it was specifically referenced in the

0:10:00 > 0:10:06report...The people of Northern Ireland want their assembly up and

0:10:06 > 0:10:12running. It is their assembly. And they were extremely disappointed and

0:10:12 > 0:10:17very angry last week when he talks collapse. I'm not putting the

0:10:17 > 0:10:21figure. That's not going to help anybody. The people of Northern

0:10:21 > 0:10:26Ireland will also be externally angry at and LA's receiving their

0:10:26 > 0:10:33full salary. What possible justification can there be from

0:10:33 > 0:10:35paying their full salary? The Minister said the sellers were being

0:10:35 > 0:10:38discussed and eight decision will be made shortly. You're watching

0:10:38 > 0:10:46Tuesday in Parliament with me, Mandy Baker. The home honest Minister said

0:10:46 > 0:10:51the Government explore every option in the current law to try and help a

0:10:51 > 0:10:566-year-old boy who has a rare form of epilepsy -- the Home Office

0:10:56 > 0:11:05industry. He as many as 30 violent seizures a day. His parents wanting

0:11:05 > 0:11:08to be treated with cannabis oil, which is illegal in the UK. His

0:11:08 > 0:11:15condition improved he took the drugs abroad...Failure for the Government

0:11:15 > 0:11:21to move from its current position would sentence out feedback to the

0:11:21 > 0:11:24steroid macro likely to give an early psychosis and a premature

0:11:24 > 0:11:33death. It also means that British citizens are being denied more

0:11:33 > 0:11:42potential medical... To cannabis based medicines. If we don't spend

0:11:42 > 0:11:46the money to do the research cannot they went after the product. And we

0:11:46 > 0:11:49will not have to rely on the wisdom of crowds on the source and

0:11:49 > 0:11:55unreliable product but on pure brewed -- peer-reviewed...It is

0:11:55 > 0:11:57clear there are some special circumstances to this case which

0:11:57 > 0:12:03needs to be respected. I have undertaken to meet the family and I

0:12:03 > 0:12:10would do that as quickly as possible, and undertake to explore

0:12:10 > 0:12:14every option within the current regulatory framework that exists. I

0:12:14 > 0:12:20give that undertaking. It's not just one case. There are thousands of

0:12:20 > 0:12:27people who have the choice of suffering terrible pain and seizures

0:12:27 > 0:12:30every day or can mobilise themselves by breaking the law. I would urge

0:12:30 > 0:12:38them to break the law because the law in this case is cruel and lacks

0:12:38 > 0:12:42compassion.And I have a constituent, Vicki Clark, who is now

0:12:42 > 0:12:48just five stone in weight in Saint Giles hospice in my constituency

0:12:48 > 0:12:52suffering from the final stages of multiple sclerosis. Her husband

0:12:52 > 0:12:59under the only drug that cured her pain or alleviated her pain was

0:12:59 > 0:13:04cannabis and twice he has been investigated by the police. We urge

0:13:04 > 0:13:07the UK Government to look again very seriously at decriminalizing the use

0:13:07 > 0:13:14of cannabis for medicinal use. If they do not, we would ask they

0:13:14 > 0:13:18devolve the power of Scotland said the Scottish Government can take the

0:13:18 > 0:13:20appropriate steps. We say we would like this for everybody in the

0:13:20 > 0:13:28United Kingdom.There are good reasons for the Government's current

0:13:28 > 0:13:33position but as I said, I made very clear in the statement we are

0:13:33 > 0:13:37looking very closely at what other approaches taken by other countries

0:13:37 > 0:13:46and we have a keen eye and what the global experts, the WHO, conclude in

0:13:46 > 0:13:52terms of the therapeutic and medicinal benefits of cannabis.May

0:13:52 > 0:13:56I help the Minister and suggest that he speak to his colleague, the

0:13:56 > 0:13:58Secretary of State for Health, and ask about the extensive trial known

0:13:58 > 0:14:05as Delta nine which took place in the royal hospital 40 years ago?

0:14:05 > 0:14:09With cannabis. To be an excellent prophylactic against nausea. The

0:14:09 > 0:14:19data is there, the evidence is there. Why does he not save time and

0:14:19 > 0:14:21trouble and talk to the Secretary of State for Health and let's resolve

0:14:21 > 0:14:33this matter for once and for all?In addition to the... Sufferers denied

0:14:33 > 0:14:40access to cannabis for medicinal purposes.

0:14:40 > 0:14:45I think that answer is the standard by the Department of Health. What I

0:14:45 > 0:14:49am keen to register at the Hess is our determination to try and explore

0:14:49 > 0:14:59every option to see if we can support this case. The Education

0:14:59 > 0:15:02Secretary has admitted that changes to higher education in England

0:15:02 > 0:15:05haven't delivered the range of choice and Ministers wanted. On

0:15:05 > 0:15:09Monday Theresa May launch a government review of tuition fees

0:15:09 > 0:15:14and university funding. Putting a little flesh on the bones, it was

0:15:14 > 0:15:18told MPs that reviews would look up parts of the system that were not

0:15:18 > 0:15:24working well.Does not always offer a copper handset range of

0:15:24 > 0:15:28high-quality alternative routes for the money and people to receive a

0:15:28 > 0:15:31technical or vocational path at that stage. And universities have not

0:15:31 > 0:15:36seen the extent of an increase in choice that we would have wanted.

0:15:36 > 0:15:43The great majority is to be same level and three-year courses... Even

0:15:43 > 0:15:49the funding system has built-in protections the elements are not

0:15:49 > 0:15:55always entirely understood. He said the review would also look at the

0:15:55 > 0:15:59cost of higher education. We must maintain a protect key elements of

0:15:59 > 0:16:03our education system network a while already. We will maintain the

0:16:03 > 0:16:05principle that students should contribution because of their

0:16:05 > 0:16:09studies and we will not place account on the number of students

0:16:09 > 0:16:19who can benefit from it. In Scotland controls as the numbers continue to

0:16:19 > 0:16:24restrict the aspirations of young people.Amid welcome the Prime

0:16:24 > 0:16:26Minister his admission yesterday that the system is not working.

0:16:26 > 0:16:32Surely talked about the choices facing a working-class teenage girl

0:16:32 > 0:16:38today. I have faced those choices as a working-class teenage go myself

0:16:38 > 0:16:43but every part of the education system that helped me has been

0:16:43 > 0:16:47attacked by this government. The truth is that a year-long review is

0:16:47 > 0:16:54an unnecessary waste of time and energy when action is needed now. So

0:16:54 > 0:17:00let me offer him a simple conclusion to his review. A fully costed plan

0:17:00 > 0:17:07to scrap tuition fees, bring back maintenance support and reverse the

0:17:07 > 0:17:12rest... It is called for the many not be few. And that is exactly what

0:17:12 > 0:17:22our education system should be.An SNP MP re-highlighted the Scotland

0:17:22 > 0:17:30education.This support package works, the Scottish 18-year-olds

0:17:30 > 0:17:35from the most disadvantaged backgrounds are now 67% more likely

0:17:35 > 0:17:41to apply to higher education than 12 years ago. And they graduate with

0:17:41 > 0:17:49the lowest debt in the UK. Isn't it time that we stop the nonsense and

0:17:49 > 0:17:53abolish the fees is? And match not just Scotland but the rest of the

0:17:53 > 0:17:58developed world? One fifth to a third of graduates are not getting

0:17:58 > 0:18:03graduate jobs. And the number of state school graduates have gone

0:18:03 > 0:18:06down in the past year. Is it not the case that our home education system

0:18:06 > 0:18:10is not providing value for money from any disadvantaged people? That

0:18:10 > 0:18:14is why this review must focus on skills and addressing social

0:18:14 > 0:18:19injustice.There is no such thing as free and higher education. Somebody

0:18:19 > 0:18:24must pay. There only two types of people who confront higher

0:18:24 > 0:18:27education, the people who have benefited from and we know that over

0:18:27 > 0:18:30their lifetimes they typically earn much more and narrative people who

0:18:30 > 0:18:35have entered. There is a public subsidy that goes towards education

0:18:35 > 0:18:38and O'Reilly reflects the societal benefit that we do think it is right

0:18:38 > 0:18:42that if you are one of those ones who benefits you should contribution

0:18:42 > 0:18:47to the cost. The alternative, the labour alternative is to have the

0:18:47 > 0:18:51tab picked up by other taxpayers entirely. Many of whom will not have

0:18:51 > 0:18:57benefited from this advantage is. About is a regressive policy, it

0:18:57 > 0:19:00would mean less money going to universities and fewer people going

0:19:00 > 0:19:07to university. To be a policy for the few, not the money. The

0:19:07 > 0:19:11Education Secretary. I'm Boris Johnson propose the 22 mile long

0:19:11 > 0:19:15bridge connecting tent with France last month experts are quick to

0:19:15 > 0:19:19point out the hazards of a giant concrete structure in the middle of

0:19:19 > 0:19:22one of the worlds busiest shipping lanes and the matter came up again

0:19:22 > 0:19:30at four and office questions. You'll be aware of the warning that the

0:19:30 > 0:19:33Channel ports face gridlock if I transition arrangement for Brexit is

0:19:33 > 0:19:40not simple lace urgently. What is the point of a 20 mile Bridge

0:19:40 > 0:19:47affairs went to be a 20 mile queue to get onto it?I congratulate the

0:19:47 > 0:19:52honourable member for crowbar and Brexit and to that question. I think

0:19:52 > 0:19:58most people would appreciate that the euro tunnel, the existing

0:19:58 > 0:20:03channel tunnel is likely at the present rate to be full within the

0:20:03 > 0:20:10next seven years. It is a very short time. It is a curiosity that to have

0:20:10 > 0:20:14the most powerful economies in the world, separated by barely 21 miles

0:20:14 > 0:20:19of water are connect it by only one railway line. And I think it is a

0:20:19 > 0:20:29matter for legitimate reflection by our two countries. In terms of links

0:20:29 > 0:20:32across the channel with France and many other European partners,

0:20:32 > 0:20:37yesterday the Brexit select committees on Michel Barnier and it

0:20:37 > 0:20:43is absolutely clear that the ED partnership that we are looking for

0:20:43 > 0:20:47will be a unique and specific agreement. -- deep relationship that

0:20:47 > 0:20:50will benefit the side of the channel anonymously. As the Foreign

0:20:50 > 0:20:53Secretary agree with me that this should be the outcome of the talks

0:20:53 > 0:21:05that will be starting again soon?On the subject of crowbarring the

0:21:05 > 0:21:14question is about a fixed link, not about Brexit.If I may say so I

0:21:14 > 0:21:17think my honourable friend has hit upon the notion of a metaphorical

0:21:17 > 0:21:24fixed link, a great swollen, throbbing connection of trade

0:21:24 > 0:21:32between us. Each side neutrally nourishing the other. I very much

0:21:32 > 0:21:38approve of the note about to visit many strikes. In 1971 the French and

0:21:38 > 0:21:41the English counterparts started talking about the Channel tunnel.

0:21:41 > 0:21:47And they were mocked. Can we have more visionary and less mockery of

0:21:47 > 0:21:55the ideas of havoc and take forward future relationships?I would remind

0:21:55 > 0:22:04honourable members opposite, it is invariably conservative of

0:22:04 > 0:22:08ministrations to come forward with these things it was the

0:22:08 > 0:22:11Conservatives who revive the east End of London with the Canary

0:22:11 > 0:22:16project and it was Margaret Bacher who green-lighted the first channel

0:22:16 > 0:22:22tunnel. A bridge to France, it could yet happen. Is too much money being

0:22:22 > 0:22:28spent on sports? That too few of us actually play? Several MPs have

0:22:28 > 0:22:32claimed up basketball is a popular sport that has been unfairly

0:22:32 > 0:22:36deprived of funds by the UK sport government body which helps recruit

0:22:36 > 0:22:45promote. A London Labour MPs said basketball is very important for

0:22:45 > 0:22:52inner-city youngsters.Almost 60% of adults in this sport are from black,

0:22:52 > 0:22:58Asian or minority backgrounds. 75% if you look at the figure for adult

0:22:58 > 0:23:06men particularly. But a staggering. What that is in reality is role

0:23:06 > 0:23:10models, I desperately need. You cannot have role models that there

0:23:10 > 0:23:16is no prospect of making it you'll eat. And so I say to the Minister,

0:23:16 > 0:23:22one of the cookie figures I have to ask for this urban sport and this

0:23:22 > 0:23:27sport which attracts black, Asian and minority ethnic communities in

0:23:27 > 0:23:32the number is that it does, why is it that hockey received 28.1 million

0:23:32 > 0:23:40and the rugby league received 51.6 million? Why is it that canoeing,

0:23:40 > 0:23:48cycling, rowing all do so much better? Where is the equity in that

0:23:48 > 0:23:54formula? And can she satisfy herself that there is no unintended or

0:23:54 > 0:23:58unconscious bias in the way that judgements are being made about that

0:23:58 > 0:24:03funding?But the Minister was not convinced. As other colleagues have

0:24:03 > 0:24:08mentioned, basketball is the only Olympic sport that UK sport do not

0:24:08 > 0:24:14find. It can offer great opportunities in communities, many

0:24:14 > 0:24:19other sports can send out equally credible reasons to receive equal

0:24:19 > 0:24:28support.Finally the House of Lords has a new black rod, for the first

0:24:28 > 0:24:34time in 650 years it is a woman. Sarah Clark, previously ran the

0:24:34 > 0:24:39Wimbledon tennis championships and will be known as the lady Usher of

0:24:39 > 0:24:43the black rod. She replaces David and a role that involves more than

0:24:43 > 0:24:50having a door slammed in your face. As a Leader of the House explained

0:24:50 > 0:24:55in her tribute.Behind the scenes during his time as black rod, David

0:24:55 > 0:24:59was responsible for arranging a six state openings, a huge operation

0:24:59 > 0:25:03which he and his team including the doorkeepers always managed with

0:25:03 > 0:25:09skill and sensitivity. David supervised nine state visits and the

0:25:09 > 0:25:15six addresses by number of notable heads of government and states. The

0:25:15 > 0:25:16shadow Leader of the House recorded particularly memorable state

0:25:16 > 0:25:24openings.The Queen's Speech unfortunately clashed with the

0:25:24 > 0:25:30previous commitment and the overall calendar. In a full House of Commons

0:25:30 > 0:25:33such formal ceremony, it was a delight to watch David to struggle

0:25:33 > 0:25:43to keep a straight face.Ladysmith on the delights that await the new

0:25:43 > 0:25:51black rod. But as I would have time for, goodbye.
