0:00:18 > 0:00:20Hello and welcome to the programme.

0:00:20 > 0:00:22Coming up...

0:00:22 > 0:00:23Delivering his Spring Statement, the Chancellor

0:00:24 > 0:00:30characterises his mood.

0:00:30 > 0:00:36I meanwhile am at my most positively Tigger - like today.

0:00:36 > 0:00:40But his Labour shadow is not amused.

0:00:40 > 0:00:42His complacency today is astounding.

0:00:42 > 0:00:46And YouTube gets a dressing down.

0:00:46 > 0:00:50It is shocking that you seem to know so little about who they are, what

0:00:50 > 0:00:54training they've had or if they are employed by your organisation.

0:00:54 > 0:00:58It used to be that cometh the spring, cometh the Budget.

0:00:58 > 0:01:02The full holding up the briefcase outside Number 11, how much a bottle

0:01:02 > 0:01:05of whisky was going up and a rabbit out of the fiscal hat.

0:01:05 > 0:01:08But that was in the old days, well, last year.

0:01:08 > 0:01:10It all changed when the Chancellor announced budgets were now

0:01:10 > 0:01:12to be autumnal affairs, with just a limited

0:01:12 > 0:01:14statement in the spring.

0:01:14 > 0:01:18So it was that Philip Hammond rose in the Commons with what he said

0:01:18 > 0:01:19would be a short statement.

0:01:19 > 0:01:20In fact, it was 36 minutes.

0:01:20 > 0:01:26He began with an attack on Labour.

0:01:26 > 0:01:29I reject the party opposite cosmic doom and gloom about the state of

0:01:29 > 0:01:42the nation. -- party opposite's doom and gloom. Every year since 2010,

0:01:42 > 0:01:45we've had to listen to the right honourable member for Hayes and

0:01:45 > 0:01:53Harlington predict a recession, none of which has actually happened. If

0:01:53 > 0:02:01there are any yours in the chamber, they're over there. -- Eeyores. I

0:02:01 > 0:02:09meanwhile I met my most positively Tigger-like today as I come amid the

0:02:09 > 0:02:14country which bases the future with unique strengths. Since autumn, I

0:02:14 > 0:02:23have committed to £60 billion of -- £16 billion of new spending shared

0:02:23 > 0:02:31between... With almost £9 billion extra per hour NHS and our social

0:02:31 > 0:02:45care system. £4 billion going into the NHS in 2018 - 2019 alone. If

0:02:45 > 0:02:47management and unions reach agreement on pay modernisation deal

0:02:47 > 0:02:57for our nation's nurses... Who have worked in very challenging

0:02:57 > 0:03:06circumstances to provide NHS care that we all value so highly. £2.2

0:03:06 > 0:03:17billion... Taking public investment in our schools, hospitals and

0:03:17 > 0:03:21infrastructure in this Parliament to its highest sustained level in 40

0:03:21 > 0:03:22years.

0:03:22 > 0:03:27The Shadow Chancellor was positively not Tigger-like.

0:03:27 > 0:03:36His complacency today is astounding. We face in every public service a

0:03:36 > 0:03:43crisis on a scale we've never seen before. Hasn't she listened to the

0:03:43 > 0:03:47doctors, nurses, the teachers, the police the carriers, and even his

0:03:47 > 0:03:58own counsellors? -- the carers. They are telling him to act now. For

0:03:58 > 0:04:01eight years they've been ignored by this government than today, they've

0:04:01 > 0:04:07been in Godard again. NHS trusts will end this financial year £1

0:04:07 > 0:04:11billion in deficit. Doctors and nurses are struggling, being asked

0:04:11 > 0:04:21to do more and more while there is 100,000 NHS posts going on Bill. --

0:04:21 > 0:04:28on fill. How many people have to die waiting in an ambulance before he

0:04:28 > 0:04:36acts? He's mentioned the payoff is of the NHS staff, and I was forced

0:04:36 > 0:04:43upon him by the Labour...

0:04:43 > 0:04:45The SNP leader at Westminster labelled the statement

0:04:45 > 0:04:48much ado about nothing.

0:04:48 > 0:04:52We are ten years on from the financial crisis, the austerity is

0:04:52 > 0:04:57still with us. There was a lack of hope given to the people of the

0:04:57 > 0:05:02United Kingdom from this statement today. Mr Speaker, on the weekend we

0:05:02 > 0:05:06saw the honourable member and his other job as a linesman at the

0:05:06 > 0:05:13Glasgow Celtic versus Rangers football match, waving his flag

0:05:13 > 0:05:20enthusiast thing... If anybody deserves a red card today, it's the

0:05:20 > 0:05:21Chancellor.

0:05:21 > 0:05:23Several Labour MPs lined up to criticise the Chancellor,

0:05:23 > 0:05:24firstly on the NHS.

0:05:24 > 0:05:34Given that he knows that the budget is going to be two late -- too late

0:05:34 > 0:05:44to... That he knows that the doubling up all the Prime Minister

0:05:44 > 0:05:48and do a public apology to the staff and pigeons of the NHS who will have

0:05:48 > 0:05:54to endure Mr's crisis because of this failure.The Chancellor has

0:05:54 > 0:05:59been very upbeat today, but why is he so upbeat when the growth figures

0:05:59 > 0:06:05show that we have gone from near the top of the G-7 and the G20 growth

0:06:05 > 0:06:10lists to the bottom of both?

0:06:10 > 0:06:12STUDIO: A Conservative MP quoted from the economic forecast prepared

0:06:12 > 0:06:16by the Office for Budget Responsibility.

0:06:16 > 0:06:18The likelihood of unexpected political development leads to

0:06:18 > 0:06:24significant downside risks to forecasts. Nasa PCs any of those

0:06:24 > 0:06:29political downside risks sitting directly in front of him? -- can I

0:06:29 > 0:06:46ask the Chancellor if the...There is the risk...

0:06:46 > 0:06:48STUDIO: While Philip Hammond was delivering his statement,

0:06:48 > 0:06:50news came through that the US Secretary of State had been

0:06:50 > 0:06:51fired by President Trump.

0:06:51 > 0:06:55Rex Tillerson had only on Monday backed British authorities

0:06:55 > 0:06:57in blaming the Kremlin for the poisoning of a former

0:06:57 > 0:07:00Russian spy in Salisbury.

0:07:00 > 0:07:03This seemed to be a departure from the White House line which had

0:07:03 > 0:07:06declined to blame Russia.

0:07:06 > 0:07:09A note was passed to the Prime Minister as she was listening

0:07:09 > 0:07:11to the Chancellor, as you can see on the

0:07:11 > 0:07:12right of the picture.

0:07:12 > 0:07:14Perhaps the moment she got news of the sacking?

0:07:14 > 0:07:17After reading the note, she acknowledges it and then begins

0:07:17 > 0:07:22to digest its contents.

0:07:22 > 0:07:26Now, Labour has failed in a bid to block changes

0:07:26 > 0:07:29to Universal Credit, free school meals and childcare.

0:07:29 > 0:07:32It accused the Government of trying to deny free school meals

0:07:32 > 0:07:34to a million children.

0:07:34 > 0:07:36Ministers hit back saying that was "scaremongering

0:07:36 > 0:07:41and misinformation."

0:07:41 > 0:07:44But there was a concession to the DUP, with the Government

0:07:44 > 0:07:46announcing that plans to end the childcare voucher scheme

0:07:46 > 0:07:48would be put off for six months.

0:07:48 > 0:07:51The attack on the changes to the welfare system were led

0:07:51 > 0:07:56by the Shadow Education Secretary.

0:07:56 > 0:07:59Many people, including MPs, wrongly believed that all children in

0:07:59 > 0:08:04poverty already get free school meals. That is not currently the

0:08:04 > 0:08:07case. Under the transitional protection under Universal Credit,

0:08:07 > 0:08:16they would be entitled to that benefit and it's through this

0:08:16 > 0:08:20secondary legislation that they're pulling the rope from under the

0:08:20 > 0:08:24flash point the rug from underneath those families. No child would lose

0:08:24 > 0:08:28out their entitlement and that in fact 50,000 more children would

0:08:28 > 0:08:35benefit under our proposals when compared to the previous system.

0:08:35 > 0:08:41While I understand that is the nature of the opposition to oppose,

0:08:41 > 0:08:44scaremongering and misinformation from that side of the House have

0:08:44 > 0:08:53surely reached a new low.Repeated ad nausea... That isn't much good

0:08:53 > 0:08:57for people. It is just being a shift from out of her poverty into in work

0:08:57 > 0:09:03poverty, we note there has been a rise in and work poverty and that

0:09:03 > 0:09:10six to 7% of children, 67% of children who are currently living in

0:09:10 > 0:09:15poverty do so in a family where at least one person works.Might I

0:09:15 > 0:09:22suggest that seeing as the Government does like to make Liberal

0:09:22 > 0:09:28Democrat policy, with the income tax threshold, I'm not precious, you can

0:09:28 > 0:09:32have another one, extend free school meals to all children in primary

0:09:32 > 0:09:37schools. And if not that, then at least extend it to all children

0:09:37 > 0:09:44under Universal Credit. The party opposite frequently looked to us to

0:09:44 > 0:09:47improve the situation and the lives of the most vulnerable. That's what

0:09:47 > 0:09:52this policy is doing. That's with these regulations are doing today.

0:09:52 > 0:09:57But unfortunately, the party opposite seem not to live seem not

0:09:57 > 0:10:02to lot get facts in the way -- get in the way of a good story. They're

0:10:02 > 0:10:08putting that before people. We are talking about young mums who are

0:10:08 > 0:10:15probably reentering the labour market for the first time. We are

0:10:15 > 0:10:19this incentivizing them from working. The problem with the policy

0:10:19 > 0:10:27here is that it's breaking that principle of the Universal

0:10:27 > 0:10:35Credit,...This motion is not about -- this motion is about playing

0:10:35 > 0:10:41politics. Government have taken the time to understand how best to

0:10:41 > 0:10:45transfer a lump sum benefits like free school meals into a system like

0:10:45 > 0:10:53Universal Credit. By the way, taxpayers...

0:10:53 > 0:10:55At the end of the debate their was a concession

0:10:55 > 0:10:57on the childcare voucher scheme.

0:10:57 > 0:11:04Given the concerns raised across this House, that there should be a

0:11:04 > 0:11:08delay on the closure of that scheme to allow for the concerts to be

0:11:08 > 0:11:12addressed.Madam Deputy Speaker I have heard the concerns that have

0:11:12 > 0:11:16been raised about this and the timing and they can confirm that we

0:11:16 > 0:11:23will be able to keep the voucher scheme open for a further six

0:11:23 > 0:11:27months...

0:11:27 > 0:11:30STUDIO: Later, all four of Labour's motions were rejected by MPs.

0:11:30 > 0:11:33You're watching Tuesday in Parliament with me, Mandy Baker.

0:11:39 > 0:11:44The Conservative MP who represents Telford has told ministers that

0:11:44 > 0:11:46girls are being traded for sex in "a routine way."

0:11:46 > 0:11:49It's been reported that hundreds of children could've fallen victim

0:11:49 > 0:11:54to abusers over a 40-year period in the Shropshire town.

0:11:54 > 0:11:58These young girls are too often white working-class, with multiple

0:11:58 > 0:12:06from her abilities and that is what perpetrators are targeting, that is

0:12:06 > 0:12:11why perpetrators are targeting them. It is also why so often they are

0:12:11 > 0:12:15miscast as bringing it on themselves. They are miscast as

0:12:15 > 0:12:21being indulging in risky behaviour, as being promiscuous. As somehow

0:12:21 > 0:12:25being to blame for what is happening to them. Had those girls been from a

0:12:25 > 0:12:28different background, had they been able to articulate more clearly what

0:12:28 > 0:12:33it was that was happening to them, have deep been able to identify that

0:12:33 > 0:12:41it was a crime, -- had they been able to do...

0:12:41 > 0:12:43Lucy Allan called for an independent inquiry.

0:12:43 > 0:12:45The minister said this was the worst of all crimes.

0:12:46 > 0:12:50The scale of it is now being encountered by the independent

0:12:50 > 0:12:53inquiry of child sex abuse and I think the Government recognises that

0:12:53 > 0:12:59the inquiry will take a long time. And I think where there are

0:12:59 > 0:13:04incidents where we can intervene earlier to try and prevent sexual

0:13:04 > 0:13:08exploitation, I think we should.

0:13:08 > 0:13:11A senior official at YouTube has apologised to MPs for the company's

0:13:11 > 0:13:13slowness in removing extremist and offensive videos,

0:13:13 > 0:13:15in particular those produced by neo-Nazi groups such as National

0:13:15 > 0:13:17Action.

0:13:17 > 0:13:19William McCants faced a barrage of questions

0:13:19 > 0:13:23from the Home Affairs committee.

0:13:23 > 0:13:29I want to say to begin, we apologise for those videos being on our

0:13:29 > 0:13:33platform. They should not have been there. You should not have had to

0:13:33 > 0:13:39come back to us repeatedly. These four videos, because they are from a

0:13:39 > 0:13:42proscribed terrorist organisation should not have remained up on our

0:13:42 > 0:13:46platform.Do you have any reviewers based in the United Kingdom?I

0:13:46 > 0:13:50believe we have a large team of reviewers based in Ireland.Which is

0:13:50 > 0:13:56not in the UK.Right, but I'm not sure. We have of course full-time

0:13:56 > 0:13:59employees that work on this, but if you are asking me about contractors

0:13:59 > 0:14:03that we use, I'm not sure if they are based in the UK were not.So you

0:14:03 > 0:14:09put some of these decisions out to contract?Sertraline, and that's

0:14:09 > 0:14:14part of the trouble here, that these videos were going to people --

0:14:14 > 0:14:17certainly, and we're not able to identify them, that's why they will

0:14:17 > 0:14:20be routed to specialist and why the general reviewers will be given

0:14:20 > 0:14:24training in order to identify the city of.How many of the people who

0:14:24 > 0:14:30make these decisions are actually not YouTube employees?Generally I

0:14:30 > 0:14:33don't know a number.Do you do the training for these contractors or

0:14:33 > 0:14:38was that contracted out as well?I do not know who conduct the

0:14:38 > 0:14:41training. I certainly know our trust and safety teams are intimately

0:14:41 > 0:14:45involved in designing the curriculum. This is new information

0:14:45 > 0:14:49for us and I have to say it is shocking, really shocking and you

0:14:49 > 0:14:53don't even know where your review teams are based, who they are,

0:14:53 > 0:14:56whether they are done through contract to other companies or

0:14:56 > 0:15:01organizations or whether it is done by YouTube. All of the statements

0:15:01 > 0:15:04that you gave us at the beginning of this evidence session about how much

0:15:04 > 0:15:08it mattered to you personally, if these things are actually being

0:15:08 > 0:15:13implemented by staff on your behalf or by people on your behalf, it is

0:15:13 > 0:15:16frankly shocking that you seem to know so little about who they are,

0:15:16 > 0:15:20where they are, what training they have had or even whether they are

0:15:20 > 0:15:26employed by your organisation. You have no response to that?I've been

0:15:26 > 0:15:29brought on to deal with counterterrorism policy. I worked on

0:15:29 > 0:15:33it at a very high level. Our trust and safety teams are charged with

0:15:33 > 0:15:38making sure that reviewers get the training that they need.Is that

0:15:38 > 0:15:41from now on you'll be looking at it like a hawk and take personal

0:15:41 > 0:15:44responsibility for this. There is no space for that. Is that then mean

0:15:44 > 0:15:48that if you are back here in six months' time this material is still

0:15:48 > 0:15:52there that you will personally take responsibility step down because you

0:15:52 > 0:15:55are not performing as performing?I will take responsibility for

0:15:55 > 0:16:00ensuring that this content does not remain online. If it somehow gets

0:16:00 > 0:16:04passed our failsafes, I am not doing my job to make sure we are doing the

0:16:04 > 0:16:09right thing to remove this content. When we had evidence from YouTube in

0:16:09 > 0:16:12the past you were very clear when there is copyrighted material such

0:16:12 > 0:16:18as songs, albums, the minute they appear he removed them within

0:16:18 > 0:16:22minutes and yet you have got nothing, you have not invested

0:16:22 > 0:16:29anything to match that kind of copyright material and yet this

0:16:29 > 0:16:32stuff is dangerous. It leads to people losing their lives. It is

0:16:32 > 0:16:39illegal. It is a cancer in society, terrorism, and yet you are not

0:16:39 > 0:16:44putting the effort into it and frankly I feel insulted that YouTube

0:16:44 > 0:16:48sent you to answer the questions. This is not about your competence in

0:16:48 > 0:16:51your field, but actually as an organisation as big as YouTube

0:16:51 > 0:16:54sending someone who does not know the basic answers to the questions

0:16:54 > 0:17:00and yet you have had nearly a week's noticed to be answering this.I

0:17:00 > 0:17:04share your description of terrorism as a cancer. That is why YouTube is

0:17:04 > 0:17:09dedicated to removing that content from its platform and we are putting

0:17:09 > 0:17:13in place fixes every day, spending millions of dollars to address this

0:17:13 > 0:17:17problem. Our technology is getting faster and we are expanding the

0:17:17 > 0:17:20number of personnel who work on this issue and we continue to make

0:17:20 > 0:17:25improvements. Are we perfect? No. Will we be perfect? No, but we are

0:17:25 > 0:17:33getting better and better. This is not about perfection. You being the

0:17:33 > 0:17:36wrong person before this committee and not having a clue what you are

0:17:36 > 0:17:38talking about. That is what I feel has just happened in this evidence

0:17:38 > 0:17:39session.

0:17:39 > 0:17:40The blunt conclusion of Naz Shah.

0:17:40 > 0:17:42Britain's first female Muslim Cabinet minister has said

0:17:42 > 0:17:44she won't be intimidated by letters inciting violence against Muslims.

0:17:44 > 0:17:47On Monday, MPs condemned the letters encouraging people to take part

0:17:47 > 0:17:52in a "Punish a Muslim" day.

0:17:52 > 0:17:58I received a message my lords from a friend, long message at the end of

0:17:58 > 0:18:03it which she said I urge you please do not go out on the 3rd of April.

0:18:03 > 0:18:07It is punished for today. My lords, I will along with many other Muslims

0:18:07 > 0:18:11be going out on the 3rd of April because we will not be intimidated

0:18:11 > 0:18:16in this way.The Government condemns the content of the letters, as I

0:18:16 > 0:18:23said in my original statement, as a boring and misplaced in recent

0:18:23 > 0:18:27society. I know the prime Minister who as home Secretary to the number

0:18:27 > 0:18:30of initiatives in partnership with my noble friend will want to reflect

0:18:30 > 0:18:33on the exchanges yesterday in the Other Place, the exchange of today,

0:18:33 > 0:18:36to see whether we can build on some of the initiatives my noble friend

0:18:36 > 0:18:40has referred to and see whether there is further action we can take

0:18:40 > 0:18:44in order to counter hate crime in this country today.Lord Young.

0:18:44 > 0:18:47From next year some British institutions will no longer be able

0:18:47 > 0:18:49to return works of art looted by the Nazis to their

0:18:49 > 0:18:50rightful owners.

0:18:50 > 0:18:56A Conservative MP wants to change that.

0:18:56 > 0:19:02Throughout the 1930s and 40s, property of all kinds was

0:19:02 > 0:19:06systematically stolen from millions of people as part of Hitler's

0:19:06 > 0:19:11horrific genocidal campaign against Europe's Jewish community. That

0:19:11 > 0:19:14included many precious works of art.

0:19:14 > 0:19:16Legislation enacted in 2009 allowed some institutions to ignore

0:19:16 > 0:19:18statutory restrictions which prevent them from giving away items

0:19:18 > 0:19:20in their collections - but that permission expires

0:19:20 > 0:19:29in November next year.

0:19:29 > 0:19:32Nothing can make up for the trauma and suffering of those who

0:19:32 > 0:19:38experienced the Holocaust at first hand, or lost loved ones in that

0:19:38 > 0:19:41horror, but at least we can give them back to precious works of art

0:19:41 > 0:19:46which were stolen from them. That is what my proposal is designed to

0:19:46 > 0:19:47achieve.

0:19:47 > 0:19:48Theresa Villiers added that her proposed Bill

0:19:48 > 0:19:52was supported by the Government.

0:19:52 > 0:19:55Fears about a trade war with the United States and the take

0:19:55 > 0:19:57over battle for engineering giant GKN were among the questions put

0:19:57 > 0:19:59to Business Department ministers.

0:19:59 > 0:20:02GKN employs 6,000 people in the UK mostly in aerospace

0:20:02 > 0:20:06and automotive technology.

0:20:06 > 0:20:08It became a takeover target after it issued profit

0:20:08 > 0:20:09warnings late last year.

0:20:09 > 0:20:19Some MPs have been calling for a recent bid to be blocked.

0:20:19 > 0:20:23G8 -- GKN was forged in our country's first Industrial

0:20:23 > 0:20:27Revolution, build the tanks used in the D-Day landings and its

0:20:27 > 0:20:30innovative battery technology will power our future economy. The

0:20:30 > 0:20:34Government industrial strategy identifies potteries as a vast

0:20:34 > 0:20:38batteries as a key technology and manufacturing as a priority sector.

0:20:38 > 0:20:43Yet the Secretary of State has nothing to say about the hostile

0:20:43 > 0:20:47takeover of this great firm. So will he answer this question. Why is it

0:20:47 > 0:20:53that as with arm and Unilever, all too often the Secretary of State's

0:20:53 > 0:20:58industrial strategy seems to leave great British success stories less

0:20:58 > 0:21:03great were less British? Will the honourable Lee I would have thought

0:21:03 > 0:21:08informed her so as to the responsibility of Ministers --

0:21:08 > 0:21:12honourable Lady, Ministers under the enterprise act. The enterprise act

0:21:12 > 0:21:172000 to pass under the previous labour government, which requires

0:21:17 > 0:21:20that Ministers can only intervene in mergers that raise public interest

0:21:20 > 0:21:25concerns on the grounds of national security, financial stability and

0:21:25 > 0:21:29media plurality. But she should know that the Government reforms of

0:21:29 > 0:21:35corporate governments have made sure that GKN had longer to prepare their

0:21:35 > 0:21:39defence, preventing the kind of smash and grab raid that Taber --

0:21:39 > 0:21:42Cadbury is what subject to under the previous government. And permission

0:21:42 > 0:21:46has been made for legally binding undertakings to be given in takeover

0:21:46 > 0:21:46bids.

0:21:46 > 0:21:49Labour was worried about the impact of the recent announcement by the US

0:21:49 > 0:21:54of import tariffs on steel and aluminium.

0:21:54 > 0:21:57The president has revealed an appetite for a trade war which began

0:21:57 > 0:22:01with the announcement of steel tariffs and now includes cuts to put

0:22:01 > 0:22:07them on EU cars which could hit our industry hard. Will the Secretary of

0:22:07 > 0:22:10State tell this House when he is doing to avoid a trade war with the

0:22:10 > 0:22:15US? And should act in such tariffs come into play what he will do to

0:22:15 > 0:22:18protect our steel and automotive sector. It does no one any good if

0:22:18 > 0:22:23we have tariffs in place that impede trade and I would have thought that

0:22:23 > 0:22:26her endorsement of the approach that the Trade Secretary has taken would

0:22:26 > 0:22:26be welcome.

0:22:26 > 0:22:32And a Conservative had a question on the issue of US tariffs too.

0:22:32 > 0:22:35Can my right honourable friend reissue of the House of the effort

0:22:35 > 0:22:39he is making to secure exemption for UK produced steel and aluminium

0:22:39 > 0:22:45products from next week's imposition of terrorist.I can assure the right

0:22:45 > 0:22:51honourable friend I was in Brussels yesterday meeting with the other

0:22:51 > 0:22:54European Union Ministers and trade union leaders and the representative

0:22:54 > 0:22:56employees to make sure that we do exactly what he says.

0:22:56 > 0:22:57Richard Harrington.

0:22:57 > 0:23:01Ministers were accused of being complacent about the impact

0:23:02 > 0:23:05What should britain's response be to the salisbury nerve agent attack?

0:23:05 > 0:23:07That was a questions posed during a Westminster Hall debate

0:23:07 > 0:23:10on the diplomatic service and its resources.

0:23:10 > 0:23:14The suggestions put forward by one of the experts to respond to

0:23:14 > 0:23:19Russia's action was to withdraw from the World Cup in Russia. Instead

0:23:19 > 0:23:24have the World Cup in England. That would be an impressive way of

0:23:24 > 0:23:29putting pressure on Russia to bring about change. It's a diplomatic way

0:23:29 > 0:23:31perhaps but maybe an undiplomatic way of doing it but important way of

0:23:31 > 0:23:37doing it.I don't think it's a serious, nearly serious enough for

0:23:37 > 0:23:40the kind of step I believe this government will need to take against

0:23:40 > 0:23:44Russia. I think to say you will not send a lot of dignitaries to the

0:23:44 > 0:23:47World Cup is nowhere near good enough and it's a pathetic response.

0:23:47 > 0:23:52We will need to do much better and much tougher than that. So that they

0:23:52 > 0:23:55understand across the full spectrum that this is the kind of behaviour

0:23:55 > 0:23:57of which we will not put up with.

0:23:57 > 0:23:59The Shadow foreign office minister argued there had been a reduction

0:23:59 > 0:24:00in the department's budget.

0:24:00 > 0:24:08The smallest cut one can glean from looking at the numbers is about 60%,

0:24:08 > 0:24:13which is nonetheless extremely large. And it does seem to me that

0:24:13 > 0:24:18it is difficult for the Government to project this global Britain role

0:24:18 > 0:24:25while at the same time reducing resources in the foreign office.

0:24:25 > 0:24:26The minister said the government

0:24:26 > 0:24:29was committed to making sure the diplomatic service received

0:24:29 > 0:24:32the resources that it needed.

0:24:32 > 0:24:34Now finally just to return to the Spring Statement.

0:24:34 > 0:24:37And the Chancellor is always looking for new ways to increase revenue.

0:24:37 > 0:24:40The longest-serving MP - the Father of the House -

0:24:40 > 0:24:42is Ken Clarke, a former Conservative Chancellor

0:24:42 > 0:24:43himself of course.

0:24:43 > 0:24:48He had an idea.

0:24:48 > 0:24:53Can I suggest that he looks at some of the extraordinary tax anomalies

0:24:53 > 0:24:58he's inherited in the tax treatment of older, prosperous people in

0:24:58 > 0:25:06full-time work in this country. It cannot be right...LAUGHTER

0:25:12 > 0:25:15I think I'm perfectly well placed.

0:25:15 > 0:25:17Philip Hammond said he would be

0:25:17 > 0:25:18looking at all options

0:25:18 > 0:25:22before the next budget.

0:25:22 > 0:25:26In the meantime, Mr Speaker, I can tell my right honourable friend that

0:25:26 > 0:25:31there is a mechanism for voluntary donations to her Majesty's treasury

0:25:31 > 0:25:34and in case it is misled I will send a copy of our bank details.

0:25:34 > 0:25:35One Conservative later made

0:25:35 > 0:25:39the point that perhaps imposing a new tax targeted at a core element

0:25:39 > 0:25:43of the party's support may not be a good idea after all.

0:25:43 > 0:25:44And that's it.

0:25:44 > 0:25:50So for now from me, Mandy Baker goodbye.
