0:01:02 > 0:01:06Organisers chose to make this a men only event and chose to treat the

0:01:21 > 0:01:23reported that the Foreign Secretary, Boris Johnson would pitch

0:01:23 > 0:01:28for a £100 million a week 'Brexit dividend' for England's NHS.

0:01:28 > 0:01:32Although in the end it's thought he didn't mention a 'specific

0:01:32 > 0:01:34figure' he was apparently backed by some colleagues and the principle

0:01:34 > 0:01:37that the NHS would get some of the money which will become

0:01:37 > 0:01:43available after the UK leaves in March 2019 was agreed.

0:01:43 > 0:01:47So, it was perhaps no surprise that that, along with broader concerns

0:01:47 > 0:01:50about how the NHS is coping this winter, was the focus

0:01:50 > 0:01:57of the Labour leader's attack at Prime Minister's Questions.

0:01:58 > 0:02:01Does the Prime Minister agree with the Foreign Secretary that the

0:02:01 > 0:02:10national health service needs an extra £5 billion?Well I think the

0:02:10 > 0:02:15right honourable gentleman as I recall, was here in the chamber for

0:02:15 > 0:02:21the autumn budget that was given by my right honourable friend, the

0:03:14 > 0:03:22million more people last year visiting accident and emergency ban

0:03:22 > 0:03:30in 2010. Our NHS is indeed, providing for patients. We were

0:03:30 > 0:03:35prepared for the winter, and we will in sure as we have done every year,

0:03:35 > 0:03:42under this conservative government that the NHS receives more funding.

0:03:42 > 0:03:46The Government would not underfund it, the labour government would not

0:03:46 > 0:03:49privatise the NHS, the labour government would underfund social

0:03:49 > 0:03:56care, a labour government would be committed to an NHS free for use as

0:03:56 > 0:04:00a human right.Our support for the NHS is about providing it with the

0:04:00 > 0:04:04finding that doctors and nurses and treatments and capabilities that it

0:04:04 > 0:04:09needs in order to be able to deliver for patients. And it is why we are

0:04:09 > 0:04:12ensuring that we are reducing the waste in the NHS of the taxpayer

0:04:12 > 0:04:19money is spent effectively and on patient care.It has been reported

0:04:19 > 0:04:24that a man froze to death waiting 16 hours for an fabulous, last week a

0:04:24 > 0:04:28young gentleman wrote to me saying that my friend's 90 pre-op father

0:04:28 > 0:04:33waited for hours for an ambulance after a fault. These are not

0:04:33 > 0:04:39isolated cases. These are common all over the country. It needs money, it

0:04:39 > 0:04:46needs the support, and it needs it now. The Prime Minister is in denial

0:04:46 > 0:04:51of the State of the NHS, even the app support secretary recognises

0:04:51 > 0:04:55that, but the Prime Minister is not listening. People are using the NHS

0:04:55 > 0:04:59can see from their own experience, it has been starved of resources.

0:04:59 > 0:05:04People are dying unnecessarily, in the back of ambulances and in

0:05:04 > 0:05:12hospital corridors. GB numbers are down, nurses are leaving, the NHS is

0:05:12 > 0:05:21in crisis, Mr Speaker Tory MPs might not like it, by asked the question

0:05:21 > 0:05:26to the Prime Minister, when is she going to face up to the reality and

0:05:26 > 0:05:35take action to save the NHS from debt by a thousand cuts?There is

0:05:35 > 0:05:40only one part of the NHS that has been cut in the finding, it is the

0:05:40 > 0:05:51NHS in Wales under labour government. This is a government

0:05:51 > 0:05:56that is backing the NHS plan but is putting more money into the NHS is

0:05:56 > 0:05:59recruiting more doctors and nurses and see new treatments to come on

0:05:59 > 0:06:03board which is where people are getting the best treatment that they

0:06:03 > 0:06:08need. Because this is a government that recognises the priorities of

0:06:08 > 0:06:11the British people. Parties to ensure that the NHS remains a

0:06:11 > 0:06:17world-class help care system indeed, the best health care system in the

0:06:17 > 0:06:20world. Parties to build homes that people need to make sure that our

0:06:20 > 0:06:25kids are in good schools, this is a government that is building a

0:06:25 > 0:06:31country for everyone. Any country in which... A country in which people

0:06:31 > 0:06:36can look to the future with optimism and hope. Theresa May.

0:06:36 > 0:06:39A businessman who helped to organise a fund-raising dinner,

0:06:39 > 0:06:40where hostesses were allegedly sexually-harassed, has quit

0:06:40 > 0:06:43the Department for Education board.

0:06:43 > 0:06:46The Education Minister Anne Milton announced that David Meller will no

0:06:46 > 0:06:51longer serve as a non executive member following allegations made

0:06:51 > 0:07:01about the President's Club gala.

0:07:01 > 0:07:05There are allegations of inappropriate behaviour, it is quite

0:07:05 > 0:07:09extraordinary to me Mr Speaker that in the 21st century, allegations of

0:07:09 > 0:07:13this kind are still emerging. Women have the right to feel safe where

0:07:13 > 0:07:18ever they work and allegations of this type of behaviour, are

0:07:18 > 0:07:19completely unacceptable.

0:07:19 > 0:07:21Turning to David Meller board members were expected to adhere

0:07:22 > 0:07:28to a code of conduct.

0:07:28 > 0:07:32David Mellor is stepping down as nonexecutive member for the

0:11:45 > 0:11:48There was much discussion of the proposed transition phase

0:11:48 > 0:11:50the period immediately following the withdrawal

0:11:50 > 0:11:53date of March next year.

0:11:53 > 0:11:56A Labour Committee member asked Mr Davis what would actually

0:11:56 > 0:12:02happen during that period.

0:15:32 > 0:15:35and took evidence from the head of the Prisons Service

0:15:35 > 0:15:38and the Justice Minister.

0:15:38 > 0:15:42MPs wanted to know how things had been allowed to get so bad that

0:15:42 > 0:15:46Livepool had been dubbed England's worst jail, with rats,

0:15:46 > 0:15:49cockroaches and blocked toilets a frequent feature especially

0:15:49 > 0:15:58as there had been repeated warnings about conditions.

0:15:58 > 0:16:02We had a run of significant difficulties. We had a number of

0:16:02 > 0:16:09disturbances leading up to Christmas 2016, 20 17. We had issues that I

0:16:09 > 0:16:13believe through 2017 were going to get better. Than the population

0:16:13 > 0:16:17increased and put more pressure on establishments. The impact of

0:16:17 > 0:16:20psychoactive substances is a big issue and Liverpool. Was actually a

0:16:20 > 0:16:24challenge for a lot of prisons. A lot of prisons were operating

0:16:24 > 0:16:30without the staffing opinion.You're making if I may say so, you're

0:16:30 > 0:16:35making the same reheated excuses. The fact is in Liverpool or 549 the

0:16:35 > 0:16:41staff against a benchmark of 460. The report makes crystal clear bras

0:16:41 > 0:16:44unusually, this is not issue of staffing. An issue of leadership and

0:16:44 > 0:16:47the question is is adjust the governor or his adieu, or who is

0:16:47 > 0:16:50adjust the governor or his adieu, or who was responsible? I think there

0:16:50 > 0:16:57is a responsibility at an organisational level.I need to just

0:16:57 > 0:17:02check those figures. I just need to check those things. There's no

0:17:16 > 0:17:20the point of a benchmark figures and where they are is that I am not

0:17:20 > 0:17:24saying that Liverpool was short of officers. I actually had said

0:17:24 > 0:17:27earlier that one of the things we had said earlier was putting

0:17:27 > 0:17:31additional officers into Liverpool. The difference of having staff above

0:17:31 > 0:17:34your benchmark is because we are recruiting staff to deliver the

0:17:34 > 0:17:39offender -- management model whip which were not yet trained but were

0:17:39 > 0:17:44on the books. And I made the point more generally about staffing. And I

0:17:44 > 0:17:48except, and I have excepted again, that yes we should have failings of

0:17:48 > 0:17:52Liverpool and dealt with them earlier, and yes there were

0:17:52 > 0:17:57responsibility for the local level. And responsibility at the

0:17:57 > 0:17:59organisation, including a mile. And I'm simply putting the context of

0:17:59 > 0:18:06play. And what about the issues of rats and caucuses -- cockroaches in

0:18:06 > 0:18:16the report? I don't think that we are tackling a robustly. It's a very

0:18:16 > 0:18:20visible difference in the level of cleanliness in the jail. But we are

0:18:20 > 0:18:23at a very early part of the journey and I think the thing is that we

0:18:23 > 0:18:31need to keep added. At it with focus.Just on that point if I may,

0:18:31 > 0:18:33you've see this issue, it seems from what you are saying that you are

0:18:33 > 0:18:37grabbing it. Is actually any good excuse for not having been gripped

0:18:37 > 0:18:43by the previous government? I have been hearing about the greatest

0:18:43 > 0:18:48government, is a good man, nothing wrong with him is moved into a new

0:18:48 > 0:18:54role, is actually any good reason why he could not quit this is Mac is

0:18:54 > 0:18:58a difficult question for me to answer, but I think loneliness is

0:18:58 > 0:19:02definitely within our gift.I think there is no excuse for an unclean

0:19:02 > 0:19:07jail. I think those are issues that we have to tackle and we cannot make

0:19:07 > 0:19:09excuses.

0:19:09 > 0:19:12So what is the Justice Minister two weeks in to his new role

0:19:12 > 0:19:14going to do about Liverpool and several other struggling

0:19:14 > 0:19:16prisons in England?

0:19:16 > 0:19:20I needed this job, and I'm aware that making grand statements about

0:19:20 > 0:19:23the prison service is quite difficult when I'm two weeks in. --

0:19:23 > 0:19:29I'm new to this job. But I am on a back to basics campaign. So if I

0:19:29 > 0:19:33achieve nothing else in this job, if we did have these places clean and

0:19:33 > 0:19:39decent. So had a proper broken window policy. We could reduce the

0:19:39 > 0:19:43flow of drugs into these places. If you have a house for someone to go

0:19:43 > 0:19:47to would relieve the present, and a decent set of education provisions,

0:19:47 > 0:19:52I think that's good start. A good reason to be proud of this job.

0:19:52 > 0:19:55And the subject of failing prisons was one of the issues raised

0:19:55 > 0:19:57at questions time in the Lords.

0:19:57 > 0:20:00A former Chief Inspector of Prisons now an independent or crossbench

0:20:00 > 0:20:03peer, said it was very disturbing that ten jails were

0:20:03 > 0:20:10in special measures.

0:20:10 > 0:20:14The dropping of the prisons part of the prisons and courts dealt, and

0:20:14 > 0:20:18the recent appointment of the fourth Justice Secretary and third prison

0:20:18 > 0:20:25Minister since 2015 election, how high does prison reform feature in

0:20:25 > 0:20:31the Prime Minister's list of priorities.Our prisons remained a

0:20:31 > 0:20:37priority for this government. There have been challenging issues. And we

0:20:37 > 0:20:42need to address them. And we will address them. As regards them matter

0:20:42 > 0:20:45of special measures where prisons go to special measures, they are

0:20:45 > 0:20:50provided with central supports. Potentially it can cover a number of

0:20:50 > 0:20:56areas, it can cover expert advice, they can cover the provision in some

0:20:56 > 0:21:02instance as capital, it can provide direction to the governor and staff

0:21:02 > 0:21:03of the individual prisoner.

0:21:03 > 0:21:05A Labour peer said 7000 prison officer posts had been

0:21:05 > 0:21:11abolished during the time of the coalition government.

0:21:11 > 0:21:17The Government is revealed that the cost of rights since, due no doubt

0:21:17 > 0:21:24to inadequate staffing, runs to 9,000,360 3000, 900 £64. The

0:21:24 > 0:21:27contract was with beryllium. Wouldn't have been better to have

0:21:27 > 0:21:34kept those prison staff on?My lords, we are halfway to the target

0:21:34 > 0:21:39of recruiting to a half thousand extra prison officers. Of course,

0:21:39 > 0:21:45reference is made to the past, we as a government learn from the past. We

0:21:45 > 0:21:46plan for the future.

0:21:46 > 0:21:49Now back to Prime Minister's Questions where the SNP's

0:21:49 > 0:21:51Westminster leader returned to a campaign he's been pursuing

0:21:51 > 0:21:56doggedly in recent weeks, the proposal by the Royal Bank

0:21:56 > 0:21:58of Scotland to close 22 of its branches, which he says

0:21:58 > 0:22:05will mean 13 towns will be left without a bank branch at all.

0:22:05 > 0:22:09By closing Visa branches and replacing some with mobile banking

0:22:09 > 0:22:15which do not provide the disability access, the Royal Bank of Scotland

0:22:15 > 0:22:18appears to be in breach of the United Kingdom equality act.

0:22:18 > 0:22:23Wheelchair users have described experience of banking outside as

0:22:23 > 0:22:28degrading. But the Prime Minister agree that RBS have a legal

0:22:28 > 0:22:33responsibility to offer a quality of service to disabled customers, and

0:22:33 > 0:22:39will she hold RBS to account on this issue?To the right honourable

0:22:39 > 0:22:42gentleman come oh of course we all want to be able to see you all

0:22:42 > 0:22:46customers are able to access the services that they need. That is

0:22:46 > 0:22:50both customers who are disabled, and customers who live in remote areas.

0:22:50 > 0:22:54As I've said to him this is a commercial decision that has been

0:22:54 > 0:22:59taken by the Royal Bank of Scotland. It is not, banks are closing

0:22:59 > 0:23:04branches, other breaks -- other bags at closing branches. It is actually

0:23:04 > 0:23:08less use being made of those branches.

0:23:08 > 0:23:11Now to the collapse of construction firm Carillion.

0:23:11 > 0:23:14Labour had put down a debate on the firm and the sustainability

0:23:14 > 0:23:18of outsourcing and asking that the Government release any risk

0:23:18 > 0:23:24assessments relating to Carillion to the Public Accounts committee.

0:23:24 > 0:23:27The ordinary man or woman industry can only draw one conclusion, which

0:23:27 > 0:23:36is that this been a complete racket. The company calls a clear and

0:23:36 > 0:23:39present risks to the taxpayer. And as we've seen the Government failed

0:23:39 > 0:23:44to act. But worse they had a close relationship with many of the key

0:23:44 > 0:23:46decision-makers, some of whom were active Tory supporters.

0:23:46 > 0:23:49Now normally if there's a vote on an opposition day motion

0:23:49 > 0:23:51the result isn't binding on the Government, but Labour has

0:23:51 > 0:23:54found a way of wording these kind of motions so that Ministers do

0:23:54 > 0:23:57have to act.

0:23:57 > 0:24:03So, when he got up to speak the Cabinet office Minister made it

0:24:03 > 0:24:09clear he would release the papers Labour was asking for to the Public

0:24:09 > 0:24:12I want to make it clear that if the motion passes that the Government

0:24:12 > 0:24:19will of course... The committee does already possess powers to require

0:24:19 > 0:24:23the Government to supply it with papers. And whether or not this

0:24:23 > 0:24:29motion passes this evening, it is my intention to share with the

0:24:29 > 0:24:36committee of Public accounts as I reasonably can. That will help them

0:24:36 > 0:24:43with their inquiries. And he defended the use of outsourcing. He

0:24:43 > 0:24:48resorted to ideology instead of looking at the people of -- our

0:24:48 > 0:24:52constituents actually use the services. And who benefit from the

0:24:52 > 0:24:59better value for money, the innovative quality, that

0:24:59 > 0:25:03private-sector contractors are able to bring and have brought
