:00:07. > :00:12.And the provision by the Academy. I want people to aspire to come to a
:00:13. > :00:17.Welsh institution to train to be a teacher because they are the best
:00:18. > :00:24.institutions that deliver that training. Time is a real issue and
:00:25. > :00:27.constructions in budgets to make the time for professional learning a
:00:28. > :00:31.real challenge. But why we have got to be much more creative about how
:00:32. > :00:35.we provide professional learning opportunities, not in the very
:00:36. > :00:38.old-fashioned way. There is so much to be games simply by department to
:00:39. > :00:42.department working. One of the real challenges we have got in schools is
:00:43. > :00:45.not that that school is better than that school over there in another
:00:46. > :00:52.county, it is in-school variation. We can have high performing
:00:53. > :00:55.departments in one area and a low performing one in another. Getting
:00:56. > :01:04.the school to work itself together to raise its stone is -- it
:01:05. > :01:10.standards internally is a situation I would like to see happen more.
:01:11. > :01:16.This has to be taken as a whole package. It will not succeed without
:01:17. > :01:20.reforms to initial teacher education, so it is very important
:01:21. > :01:24.we look at all this in the picture and this is about creating education
:01:25. > :01:30.system that is a source of national pride and holds the profession up to
:01:31. > :01:37.be the high status profession we would all wanted to be. Thank you to
:01:38. > :01:40.your statement, Cabinet Secretary. If the Academy is responsible for
:01:41. > :01:44.brokering and quality assuring leadership programmes, it is going
:01:45. > :01:48.to need to employ staff, I don't dispute that. The question I want to
:01:49. > :01:51.ask is what size the Academy is likely to be, how many are likely to
:01:52. > :01:55.be on the board and how many employees will it need? How will the
:01:56. > :02:00.board of the Academy be held to account for the performance of the
:02:01. > :02:03.Academy? Will we wind up with a similar situation as health boards
:02:04. > :02:07.where, despite repeated failings, known on the health board is held
:02:08. > :02:11.properly to account? You also state you are continuing to consult on the
:02:12. > :02:15.full role and remit of the Academy. Can you give any indication as to
:02:16. > :02:23.when the Academy's fal Rolan dream it will be finalised and the details
:02:24. > :02:28.announced? -- full role and remit. I would like you to confirm whether it
:02:29. > :02:31.will be equal across Wales. The Cabinet Secretary states the Welsh
:02:32. > :02:33.Government has also been improving a range of leadership programmes for
:02:34. > :02:39.heads and middle leaders but can the Cabinet Secretary please clarify
:02:40. > :02:43.whether those programmes brokered by the Academy will replace all set by
:02:44. > :02:48.those already in existence? If it is the latter, will the Cabinet
:02:49. > :02:51.Secretary please explain how the new programmes will be coordinated with
:02:52. > :02:57.existing ones? I support the Cabinet Secretary's objective to improve
:02:58. > :03:01.leadership in schools and give school leaders the help they need
:03:02. > :03:05.but there is a lack of detail in this statement and I look forward to
:03:06. > :03:08.hearing that detail engine course. I genuinely hope this Academy will
:03:09. > :03:16.succeed but we will see what happens. Thank you. Can I thank
:03:17. > :03:22.Michelle for her optimistic outlook on the future of school leadership
:03:23. > :03:26.in Wales. What I should have done, in answer to perhaps questions from
:03:27. > :03:32.Darren and Clare Griffiths and indeed to Michelle, the chair of the
:03:33. > :03:38.Shadow board I am sure would be very happy to meet with spokespeople or
:03:39. > :03:43.indeed other Assembly members to gain a deeper understanding of the
:03:44. > :03:48.full processes. I'm fortunate that I get to meet and on a regular basis
:03:49. > :03:50.but I'm sure she wouldn't mind if I extend that opportunity to Assembly
:03:51. > :03:55.members if they would like to engage with her on that. It is my
:03:56. > :03:58.anticipation that the existing programmes will come into the
:03:59. > :04:02.Academy, but some of the questions Academy, but some of the questions
:04:03. > :04:07.that Michelle raised, we simply haven't got the answers yet. That is
:04:08. > :04:13.the focus of our ongoing work. As I said in my statement, we have road
:04:14. > :04:17.shows organised for next month and the establishment of an internal
:04:18. > :04:22.Welsh Government Project board to take the project forward. By July, I
:04:23. > :04:26.expect work to begin to set up the Academy, including the articles of
:04:27. > :04:30.association, the terms of reference, board members and transition from
:04:31. > :04:33.the Shadow board to the new board. Once the counties are established
:04:34. > :04:37.for priorities will be given to the public appointment of a CEO and
:04:38. > :04:43.chair and I want that to be under the terms of Nolan and public
:04:44. > :04:47.appointments and then from the spring, the board, the Shadow board,
:04:48. > :04:52.will morph into the new organisation. Some of the details
:04:53. > :04:57.Michelle has asked for have not yet been agreed. Like I have done today,
:04:58. > :05:03.I am willing to come back to the chamber to update the chamber as
:05:04. > :05:08.those decisions are taken by me. We have three more speakers and can I
:05:09. > :05:12.just remind everybody that we have had one spokesperson from every
:05:13. > :05:18.party now, so can I just ask for a short preamble and short questions
:05:19. > :05:25.and shorter answers? Thank you. I would like to warmly support the
:05:26. > :05:28.passion you have a nurturing leadership as a way of achieving
:05:29. > :05:33.excellence in standards. Can I just ask a couple of questions about how
:05:34. > :05:36.you see this sitting within the existing landscape of initiatives,
:05:37. > :05:40.bearing in mind we are meant to be doing fewer things and keeping
:05:41. > :05:43.things simple. How in particular juicy this fitting in with the
:05:44. > :05:48.consortia and local education authorities -- do you see this. We
:05:49. > :05:51.have a cluttered landscape. Secondly, we have an emphasis on
:05:52. > :05:54.school to school support for raising school standards and there is, as
:05:55. > :05:58.winner, excellence already in leadership all across Wales. How do
:05:59. > :06:02.we see existing leaders supporting emerging leaders and finally, you
:06:03. > :06:06.mentioned in your statement that you said the quality of the education
:06:07. > :06:10.system cannot exceed the quality of our teachers. As we know, half the
:06:11. > :06:18.school workforce learning support assistants and I do feel they are a
:06:19. > :06:22.neglected part of the. How do you see that workforce being captured
:06:23. > :06:28.within the spirit of the Academy? You wanted to give short answer is
:06:29. > :06:31.that those are big questions, big, big questions. Ahn higher level
:06:32. > :06:37.teaching assistants, you're quite right, they are a crucial part of
:06:38. > :06:40.our workforce and we have seen the development of high level teaching
:06:41. > :06:45.assistants over the last Assembly term and we want to accelerate the
:06:46. > :06:48.number of teaching assistants that can access those training
:06:49. > :06:52.opportunities to raise their qualifications and as I said in
:06:53. > :06:55.answer earlier, while the Academy will look at school leaders and
:06:56. > :07:01.potential leaders, we want the Academy to look at leadership at all
:07:02. > :07:06.levels, including teaching assistants. With regards to school
:07:07. > :07:09.to school working, it's absolutely crucial as part of the self
:07:10. > :07:13.improving system that we provide those opportunities for people to
:07:14. > :07:17.see what good looks like. Sometimes, when you go to a school, it's not
:07:18. > :07:21.because people want to get up and do a bad job in the morning but simply
:07:22. > :07:25.they do not know what good looks like and giving them the opportunity
:07:26. > :07:29.to see what excellent leadership and what great teaching looks like is
:07:30. > :07:32.absolutely crucial and as part of our work on school to school
:07:33. > :07:38.working, that is what we are focusing on, to give people the
:07:39. > :07:44.opportunity to meant all, to work together and work together in
:07:45. > :07:53.classrooms to use excellent practice we already have. . I totally about
:07:54. > :07:55.improving learning, if you go to the firm partnership, their professional
:07:56. > :08:07.learning is developed by live coaching. Teachers are actively
:08:08. > :08:08.professional learning as they professional learning as they
:08:09. > :08:13.deliver this lesson. Try this, have you thought about this? So we are
:08:14. > :08:15.investing in that kind of support.
