:00:34. > :00:39.Thelma, teacher, experienced campaigner, standing up for

:00:40. > :00:43.education and housing. She is the kind of person you want as your MP,

:00:44. > :00:51.she is the kind of person that will represent you in Parliament and make

:00:52. > :00:59.sure that the sustainability and plans designed to reduce A all

:01:00. > :01:04.around the country are suspended when John Ashworth becomes the

:01:05. > :01:11.Health Secretary. Give us a chance to look again at all of these to

:01:12. > :01:15.make sure there are good quality A departments within reach of

:01:16. > :01:23.everybody. That is the whole point behind our strategy. Today, we

:01:24. > :01:27.launched our manifesto in Bradford. That manifesto sets out a very clear

:01:28. > :01:33.path for this country. Either we can continue going down the road of low

:01:34. > :01:39.investment, greater inequality, greater poverty, more homeless

:01:40. > :01:45.people, more food banks, more debt, more young people underachieving,

:01:46. > :01:51.more schools where headteachers are told the solution to the problem is

:01:52. > :01:57.to collect from the parents to pay the teachers salary, or we could

:01:58. > :02:04.say, 95% of us will not be paying more in tax, VAT or National

:02:05. > :02:07.Insurance, but those with the broadest shoulders, those largest

:02:08. > :02:20.corporations will be asked to pay a little more. APPLAUSE

:02:21. > :02:22.So that we can establish and ensure a fairness of investment for

:02:23. > :02:28.manufacturing and service industries all over the country. They properly

:02:29. > :02:30.invested transport infrastructure for all parts of Britain, not just

:02:31. > :02:46.London and the South East. CHEERING Your rail lines need upgrading just

:02:47. > :02:53.like rail lines all over the country as well. That is why we are going to

:02:54. > :02:56.set up a national investment bank, so there is a fairness in the

:02:57. > :03:02.distribution of those farms all over the country. -- so there is a

:03:03. > :03:09.fairness in the distribution of those funds all over the country.

:03:10. > :03:15.Looking at all of the other issues we face, fundamentally our unfair

:03:16. > :03:20.society. We are just covering a couple of subjects. In education, I

:03:21. > :03:27.am utterly fed up with the way in which school funding formula is so

:03:28. > :03:30.unfair. It tends to be, the poorest schools with the poorest children,

:03:31. > :03:40.achieve less because they received the least. It is wrong. And so we

:03:41. > :03:49.will change that. Making sure there is proper funding. And I want all

:03:50. > :03:55.our children to be properly fed because a child coming into school

:03:56. > :03:59.hungry finds it hard to concentrate. A child coming into school hungry

:04:00. > :04:05.finding it hard to concentrate is less likely to succeed in primary

:04:06. > :04:10.school. Leaving primary school without all the skills they should

:04:11. > :04:14.be equipped with, less likely to do well in secondary school, less

:04:15. > :04:21.likely to do A-levels or any other qualification, less likely to get to

:04:22. > :04:27.college or university. That means a poor child growing up in poverty

:04:28. > :04:30.does not get to be the teacher, the engineer, the doctor, the lawyer, or

:04:31. > :04:36.to achieve what they want in their lives. Two people lose because of

:04:37. > :04:40.that, one is that child who hasn't achieved what they wanted in life,

:04:41. > :04:51.their ambitions, the other people who lose all of us because that

:04:52. > :04:55.bright child didn't get to be the doctor, the lawyer or whatever else

:04:56. > :05:01.they wanted to be. They underachieved in life. So I am

:05:02. > :05:04.utterly determined that we will find our schools properly, we will pay

:05:05. > :05:13.our teachers properly and not force them to leave under stress levels

:05:14. > :05:20.that are unbearable. And we will make sure children are properly fed

:05:21. > :05:32.and primary schools are giving every child a good lunch every day. And,

:05:33. > :05:39.I'm sure you agree with me and that we all share this, learning is about

:05:40. > :05:44.English, it is about maths, science, geography and history, all

:05:45. > :05:48.absolutely crucial and important subjects. But it is also about

:05:49. > :05:57.unlocking the creativity and imagination that is the air in all

:05:58. > :06:02.of us. -- that is there in all of us. It is about being part of a

:06:03. > :06:09.wider community, the great African saying is, it takes a village to

:06:10. > :06:15.bring up a child, it takes a child to educate a village. That is the

:06:16. > :06:21.philosophy that will be behind it and I am very proud of what we are

:06:22. > :06:24.doing. We are also going to introduce a pupil premium so every

:06:25. > :06:36.child in every school can learn a musical instrument. CHEERING

:06:37. > :06:40.And before some incredible expert writes for one of our broadsheet

:06:41. > :06:45.papers, tells me this is all unnecessary and excessive and

:06:46. > :06:50.nonsense, I simply say this, you do well at music, you do well at music,

:06:51. > :06:58.you do well at maths, you do well at music. Science and arts are not that

:06:59. > :07:05.far apart. But we also have other challenges. Students going on in the

:07:06. > :07:10.university, those who want to be nurses, held back because the

:07:11. > :07:15.Government has cancelled the nurse bursary. I was talking to a group of

:07:16. > :07:19.nurses in Bristol last week and they had decided to go into nursing, they

:07:20. > :07:24.had done other jobs in their lives and they wanted to go into nursing.

:07:25. > :07:27.Absolutely brilliant because they are bringing that life experience

:07:28. > :07:31.into nursing. But they told me they could only do it because they had

:07:32. > :07:36.got the nurse bursary to help them through the training. The Tories

:07:37. > :07:44.cancelled, the force there will be a shortage of nurses. A Labour

:07:45. > :07:53.Government on June ninth will bring it back.

:07:54. > :08:04.As well as being in Parliament, I have been a long enough to remember

:08:05. > :08:06.when going to university was a choice, not something you approach

:08:07. > :08:10.with trepidation because you wondered what will happen in the

:08:11. > :08:14.future. We have gone through it all very carefully and we are utterly

:08:15. > :08:21.determined to get rid of student fees so everyone can go to

:08:22. > :08:28.university. CHEERING So, these things are all very

:08:29. > :08:33.important. What is also important is the way in which we approach the

:08:34. > :08:39.other issues that are facing so many. I am constantly angry and

:08:40. > :08:42.shocked at the number of people I meet in all our towns and cities who

:08:43. > :08:47.are sleeping rough, who are homeless. Those that have suffered

:08:48. > :08:52.all kind of problems in their lives end up sleeping rough. What is it

:08:53. > :08:57.with modern Britain? What is it with modern Tory Britain that somehow or

:08:58. > :09:02.other, we just condone it? We just accept it as one of those things? It

:09:03. > :09:08.is not, it hasn't always been like that. So, we will have a housing

:09:09. > :09:10.strategy that does support the homeless, that does make sure

:09:11. > :09:25.everyone... CHEERING But in many ways, those farmers are

:09:26. > :09:31.a symptom of the problem, a symptom of a country that has not developed

:09:32. > :09:35.enough secure lifetime tenancy Council housing, that has not

:09:36. > :09:40.ensured that those who want to buy get a chance because the deposits

:09:41. > :09:44.are too high or their income to low and those who are living in a

:09:45. > :09:48.private renting sector in some parts of the country paid far too much and

:09:49. > :09:53.in all parts of the country are living in an insecure way in an

:09:54. > :09:58.insecure place, so next week in Birmingham we will be launching our

:09:59. > :10:02.comprehensive housing strategy that supports the homeless, to give them

:10:03. > :10:06.somewhere to live, to build the council housing we need, we want a

:10:07. > :10:09.million new homes in five years, half of which will be council

:10:10. > :10:16.housing, and we want to regulate the private renting sector and ensure

:10:17. > :10:21.those that want to buy are able to get that start.

:10:22. > :10:26.CHEERING Because I do not measure the success

:10:27. > :10:30.of a housing policy by the number of big-time investors that can buy

:10:31. > :10:33.luxury homes in London and the south-east and keep them empty while

:10:34. > :10:37.the prices rise and sell them on without them ever being used. There

:10:38. > :10:44.is something offensive about places being kept empty while there are

:10:45. > :10:49.people who are homeless. It will be different. It will be a very, very

:10:50. > :10:56.different philosophy. And it is also the world in which we live. We are

:10:57. > :10:59.faced, our generation, we are faced with the issues of climate change.

:11:00. > :11:04.We are faced with the issues of environmental destruction and

:11:05. > :11:09.sustainability. I have a very strong view on all of this. I want to bring

:11:10. > :11:15.the Government that develops an energy policy where 60% of our power

:11:16. > :11:19.is generated from renewable sources. CHEERING

:11:20. > :11:25.I want to be the Government that does pay respect to the natural

:11:26. > :11:28.world, our ecosystems and does play its part in understanding and

:11:29. > :11:33.supporting global emission agreements and doing everything we

:11:34. > :11:38.can to protect this planet on which we all live. And so, you will find a

:11:39. > :11:44.Government that is serious about environmental policies and politics

:11:45. > :11:47.and serious about sustainability. Because we need to leave this planet

:11:48. > :11:52.in a better state for our children and grandchildren...

:11:53. > :12:02.CHEERING And all of this is not romantic

:12:03. > :12:06.optimism. What it is is serious about people's lives, serious about

:12:07. > :12:14.our communities and serious about how we invest in our economy and

:12:15. > :12:18.that is why I started by a short contribution today. But really it is

:12:19. > :12:22.about what we do to convince people between now and June the 8th how

:12:23. > :12:28.they are going to vote and what choice they are going to make. Since

:12:29. > :12:31.this campaign started, we are going on 41 events all around the country

:12:32. > :12:37.and the numbers of people coming are enormous and if you look around

:12:38. > :12:41.yourselves at this crowd here today, we are young, we are old, we are

:12:42. > :12:46.black, we fight, we are women, we are men, we are every part of our

:12:47. > :12:52.community. -- we are black, we are white. Get that message across,

:12:53. > :12:58.communities doing things together. Some things you can legislate for.

:12:59. > :13:03.You can legislate to improve health, improve education, you can spend

:13:04. > :13:06.money to improve housing. You can invest to improve our economy and

:13:07. > :13:11.get better rights at work. You can do many of those things. What we can

:13:12. > :13:21.also do is understand the crisis people go through. I'm very proud of

:13:22. > :13:24.the section of our manifesto on mental health and Brian who spoke

:13:25. > :13:27.this morning in Bradford at our launch about his own problems and

:13:28. > :13:32.his own life and what he was trying to do about it, and what he was

:13:33. > :13:38.trying to do to help others. Just as much as those people that are living

:13:39. > :13:41.in difficult lives with mental health, waiting months to get

:13:42. > :13:43.support, they need help and we need a mental Health Service that works

:13:44. > :13:52.for them. CHEERING

:13:53. > :13:58.We also need to recognise that those that rely on pensions, if you are of

:13:59. > :14:07.an older age, need the security of a triple lock. We will guarantee the

:14:08. > :14:10.triple lock for all pensioners. Which is something the Conservatives

:14:11. > :14:15.are incapable of doing. And we also recognise the way in which the Busby

:14:16. > :14:20.women have been so short-changed by this Government and will indeed

:14:21. > :14:24.deliver for them. Because I am determined at the end of the period

:14:25. > :14:30.of a Labour Government, this will be a society not riven by injustice,

:14:31. > :14:35.inequality, necessary poverty and under of so many of our people but

:14:36. > :14:39.will instead be stronger communities, stronger public

:14:40. > :14:43.services and a more efficient economy that works for role, with a

:14:44. > :14:48.real living wage for all of ?10 an hour.

:14:49. > :14:55.CHEERING None of this... None of this will be

:14:56. > :15:00.achieved if you are not registered to vote and don't vote. None of this

:15:01. > :15:06.will be achieved if we don't ensure that we gain constituencies we don't

:15:07. > :15:10.hold at the moment. This place is historic beyond belief in political

:15:11. > :15:17.terms. The political battles through Carn Valley go back hundred years or

:15:18. > :15:22.more. I have read the history of it but I don't have time to give it to

:15:23. > :15:27.you now. But in the steps of those that went before, for victory, for

:15:28. > :15:33.justice, social justice, decent housing, decent health and a decent

:15:34. > :15:40.and fair society, I invite you all to get behind Delmar, work with her,

:15:41. > :15:51.knock on those doors... CHEERING

:15:56. > :16:04.that this area once again returns to the local polls are Labour MP, who

:16:05. > :16:14.will deliver the things we are determined to do. The manifesto

:16:15. > :16:24.hasn't made it from the bus to my hands but Thelma has one. Seamless.

:16:25. > :16:29.There you are. For the many, not the few. That's our slogan, that's our

:16:30. > :16:31.watchword, that's our message, that's our inspiration. Go through
