:00:26. > :00:29.86th rally I've addressed in this election campaign and after that,

:00:30. > :00:33.we're going to Colwyn Bay and then south and we end up tonight in my

:00:34. > :00:40.constituency in London. We started at 8am in Glasgow. Yesterday, we

:00:41. > :00:47.showed Labour covering the whole country. We had been in rallies to

:00:48. > :00:53.six places all over the country. This campaign is enthusiastic,

:00:54. > :01:00.strong, growing and very confident. I've got a present here for Mike

:01:01. > :01:05.Amesbury. Quite simple, Mike, no pressure, a win for all of us

:01:06. > :01:10.tomorrow. All of us. You will see the van that sparked behind me and

:01:11. > :01:14.you know what this election is about. Never before has there been a

:01:15. > :01:18.clever choice in British politics about which way we go. The

:01:19. > :01:27.re-election of a Tory Government tomorrow will mean five more years

:01:28. > :01:32.of cuts to our NHS, five more years of increased waiting lists and

:01:33. > :01:37.waiting times, five more years of more and more people waiting for

:01:38. > :01:41.social care, five more years of more and more people not getting the

:01:42. > :01:49.mental health support that they need. Five more years of austerity

:01:50. > :01:53.and cuts to the vast majority of people of this country. Our National

:01:54. > :02:00.Health Service, I think, is the most precious and civilised thing that we

:02:01. > :02:05.have in this country. Health care, free at the point of use for

:02:06. > :02:11.everybody. Something very special about that. Under these Tories, it's

:02:12. > :02:17.been underfunded, it's been privatised, the staff are on a pay

:02:18. > :02:21.freeze and, in reality, 14% pay cut over the past seven years. You know

:02:22. > :02:27.the reality of it, I know the reality of it. So a Labour

:02:28. > :02:30.Government, on day one, will suspend the sustainability and

:02:31. > :02:33.transformation plan, look at it all again to ensure there are accident

:02:34. > :02:39.and emergency departments covering the whole country. We will properly

:02:40. > :02:45.fund our National Health Service, we will properly fund our social care

:02:46. > :02:52.system and set up a national care service so that you are treated, if

:02:53. > :02:56.you get cancer, in a hospital, you will be treated just as well if you

:02:57. > :03:01.have dementia. At the moment, you get cancer free but not dementia

:03:02. > :03:04.free. It's all part of our belief in a caring society. I also pull

:03:05. > :03:10.strongly about the mental health crisis facing this country. Too many

:03:11. > :03:14.people, particularly young people, suffer alone, that the stigma and

:03:15. > :03:21.they suffer abuse. We want to properly fund mental health services

:03:22. > :03:24.but also, all of us together can do something about it. We can do

:03:25. > :03:29.something about it by supporting each other, ending the jokes, ending

:03:30. > :03:34.the stigma, and the isolation. We can all be in a bad place.

:03:35. > :03:39.Communities bring people together. This election is also about the

:03:40. > :03:44.feature of our young people. There is a change in the funding formula

:03:45. > :03:49.in our schools. Headteachers have been told, if you can't afford to

:03:50. > :03:52.pay your teachers, can't afford to sustain your school, then either

:03:53. > :03:59.tough or go and collect the money from your parents. Well, sorry, I

:04:00. > :04:04.want to live in a society where, yes, we all pay our taxes, we pay

:04:05. > :04:09.our taxes so that our children can be fairly educated in our schools.

:04:10. > :04:14.-- properly educated in our schools. So, starting at the younger stage,

:04:15. > :04:18.we will bring in free preschool places for all to four-year-olds

:04:19. > :04:24.irrespective of parental income or background, so that those children

:04:25. > :04:28.get to grow up together. Their first experiences growing up together,

:04:29. > :04:32.that is strong. Then in the primary schools, two very big things I am

:04:33. > :04:37.very keen on doing. The Tories brought in some limited numbers of

:04:38. > :04:42.free school meals in the country. They have now decided to take that

:04:43. > :04:47.away and, as you know, they are very challenged where maths is concerned,

:04:48. > :04:54.so we did some sums on their offer of school breakfast and it turns out

:04:55. > :04:59.to be just shy of 7p per day per child. I don't quite know what the

:05:00. > :05:03.exact prices of rice crispy today but I think you could manage about

:05:04. > :05:08.an a couple of rice crispies with that sort of money. It's a joke, an

:05:09. > :05:11.insult, quite frankly. Hungry children don't learn. Hungry

:05:12. > :05:16.children can't concentrate, hungry children don't achieve in primary

:05:17. > :05:20.school and that goes all the way through the years, and so I am

:05:21. > :05:25.determined, and it would cost, I know, but I am determined to do it,

:05:26. > :05:28.and determined that we would bring in free school meals for every child

:05:29. > :05:34.in every primary school across the country and they will eat together.

:05:35. > :05:38.Education is about schools, it is about learning, it is about

:05:39. > :05:42.subjects, but it is also about our children unlocking their

:05:43. > :05:49.imagination. There is poetry in every child, art, music in every

:05:50. > :05:53.child. And so, we will bring in people arts premium so that every

:05:54. > :05:59.child can get to learn a musical instrument while they are in school.

:06:00. > :06:04.And I see that as part of the kind of society and community we want and

:06:05. > :06:08.as they go through the school years, many other things are also very

:06:09. > :06:11.important. But if you take away, as the Tories have done, the

:06:12. > :06:17.educational maintenance allowance, take away the maintenance grant for

:06:18. > :06:22.those going on to university, raise university fees up to ?9,000 a year,

:06:23. > :06:27.introduce college fees, introduce fees for adult education, what

:06:28. > :06:31.happens? Well, you know what happens. Fewer students from middle

:06:32. > :06:36.income or poorer families go to university, go to college to achieve

:06:37. > :06:40.what they want to in life. Two things happen then. They lose out

:06:41. > :06:44.because they are not following the career they wanted, not learning the

:06:45. > :06:49.trade or profession they wanted to. They lose out and we lose out

:06:50. > :06:52.because we don't get that nurse, that engineer, that Doctor, that

:06:53. > :06:59.skilled person he would contribute to our society. And so I am very

:07:00. > :07:06.keen, very keen that we will instead invest in our young people. And so,

:07:07. > :07:11.we've costed it and it does cost and it is expensive but I think it's

:07:12. > :07:16.absolutely the right thing to do, we will end university fees altogether.

:07:17. > :07:22.And to reintroduce the maintenance grant, because it cannot be right,

:07:23. > :07:26.it cannot be right that so many of our young people leave university

:07:27. > :07:30.with debts of 40 or ?50,000 around their neck merely because they

:07:31. > :07:35.wanted to get educated. I think we've got to invest in our future

:07:36. > :07:39.for all of us and so this election is about the kind of society and

:07:40. > :07:44.world we want to live in. We want an economy that works for all. I don't

:07:45. > :07:48.want an economy where 6 million people are earning less than the

:07:49. > :07:55.minimum wage, where 1 million ar on zero hour is contract. I want

:07:56. > :07:59.instead a real living wage, ?10 per hour by 2020, I want an end to the

:08:00. > :08:04.indignity of 0-hours contracts, where you wake up every morning

:08:05. > :08:09.wondering if you've got work that day. That's not right. So, we will

:08:10. > :08:14.be changing quite a lot of employment law. But we'll also be

:08:15. > :08:18.investing in our economy for the future and so we will be

:08:19. > :08:22.establishing a national investment bank. That national investment bank

:08:23. > :08:30.will invest over ten years ?500 million across the whole of the UK,

:08:31. > :08:34.regionally based, so that all the transport infrastructure investment

:08:35. > :08:36.doesn't just go to London and the south-east, it goes to every part of

:08:37. > :08:46.the country. APPLAUSE

:08:47. > :08:49.Jeering at -- CHEERING Yes, we will be investing in new

:08:50. > :08:54.technology and infrastructure and sustainable jobs.

:08:55. > :08:58.As a country, we have to improve our manufacturing capacity. It is half

:08:59. > :09:02.that of Germany and productivity is much lower. We have to do better and

:09:03. > :09:08.provide good quality skilled jobs for the young people of the future.

:09:09. > :09:12.Those things to me are very, very important and, people say to me,

:09:13. > :09:18.well, this manifesto, for the many not the view, they say, well, it's

:09:19. > :09:26.going to cost a lot of money. Well, yes, it is. I know that. But, be

:09:27. > :09:31.very clear about this, we happily costed it. 95% of the population

:09:32. > :09:36.will pay no more in tax, no more in National insurance, no more in VAT.

:09:37. > :09:43.Taxation for corporations will go up for the big ones. We will be at the

:09:44. > :09:47.same time supporting small businesses and there will be some

:09:48. > :09:53.tax rises for those on very large incomes. I think that is the right

:09:54. > :10:02.thing to do, because we've had seven years of austerity, seven years in

:10:03. > :10:06.which the banking crisis of 2008, 2009 has been paid for by the low

:10:07. > :10:11.wages in the public sector, by unemployment, by insufficient

:10:12. > :10:16.housing, by public services being cut all over the country. This

:10:17. > :10:18.generation is being damaged by the austerity created by the banking

:10:19. > :10:24.crisis. APPLAUSE

:10:25. > :10:27.CHEERING Al manifesto offers something very,

:10:28. > :10:33.very different for the future. Our manifesto offers something that

:10:34. > :10:38.is opportunity for the whole country, rather the change in our

:10:39. > :10:43.whole attitude. We are putting to the British people this programme

:10:44. > :10:47.because we believe very strongly in it and tomorrow, we've got the

:10:48. > :10:51.chance to vote for it and elect Labour MPs like Mike and many others

:10:52. > :10:55.to carry it through. And when we carry it through, we want to be

:10:56. > :10:59.measured by the numbers of people that are no longer homeless, the

:11:00. > :11:03.numbers of children that are no longer poor, the number of people

:11:04. > :11:09.who are no longer living in poor quality, overcrowded housing, with

:11:10. > :11:15.better chances that everybody has got. And by our environmental

:11:16. > :11:20.sustainability, by the way in which we approach the whole of society.

:11:21. > :11:25.And I'm very, very excited by the opportunities offered by it. And so,

:11:26. > :11:30.the election of a Labour Government tomorrow will be the election of

:11:31. > :11:34.Labour MPs to make sure that carried out, that's true, but you know what,

:11:35. > :11:38.over the seven weeks of this campaign, a lot has changed. A lot

:11:39. > :11:43.has changed because the Tory party thought it was going to be a walk in

:11:44. > :11:48.the park. They just thought, wherein a lovely park today, enjoy your

:11:49. > :11:52.walk, they just thought, walk in the park, what have they got to offer?

:11:53. > :11:56.We've got something very important to offer here. The difference...

:11:57. > :12:03.CHEERING The difference is this. A Tory

:12:04. > :12:07.Government will continue with all the policies they are doing at the

:12:08. > :12:11.present time, continue with the indignity of the way they treat

:12:12. > :12:15.those with disabilities, the way in which they treat those that are

:12:16. > :12:20.hardest up in our society. The way they walk by on the other side when

:12:21. > :12:24.people are in desperate need. We offer something very different. If

:12:25. > :12:29.you look around yourself in this rally here today, this fantastic

:12:30. > :12:35.crowd here today, look at all of us. We are young, old, black, white,

:12:36. > :12:40.men, women, gay, straight, we have problems, we have EV lives, we are

:12:41. > :12:46.lots of different things, but you know what? Do you know what unites

:12:47. > :12:51.us together? A common belief in humanity, a common belief in what we

:12:52. > :12:56.can achieve together. Either you go down the Harwich Road of Tory cuts,

:12:57. > :13:03.Tory closures, Tory privatisation, Tory inequality or you take the

:13:04. > :13:06.other road. Those bold and brave people that lead our party in the

:13:07. > :13:13.desperate days after the Second World War had that vision of a

:13:14. > :13:20.National Health Service, of an inclusive society. This Labour Party

:13:21. > :13:25.in the 21st-century has that vision, that vision that you share the

:13:26. > :13:30.wealth, that you said the ability, you contribute to your society and

:13:31. > :13:31.your community and you need no one, no community and no place behind.

:13:32. > :13:44.CHEERING in a and in a positive campaign we

:13:45. > :13:50.have fought. -- I am very proud of the positive campaign we have

:13:51. > :13:54.fought. Those young people on top of that rock, please don't fall!

:13:55. > :14:00.Otherwise I will get the blame if you do! We've refrain from personal

:14:01. > :14:06.abuse because I don't believe that gets us anywhere.

:14:07. > :14:14.CHEERING I understand because my neighbours

:14:15. > :14:20.tell me that some people have said some very unkind things about me but

:14:21. > :14:28.I think it all. And I ask you, all of you, in the few hours that remain

:14:29. > :14:33.until the polls open tomorrow, think very hard. Talk to your friends,

:14:34. > :14:39.your neighbours, everyone in the community, of the choice before us

:14:40. > :14:46.tomorrow. To me, it's the choice of the kind of country we want to live

:14:47. > :14:51.in. It's a choice of this or cuts, closure and privatisation.

:14:52. > :14:59.CROWD JEERS It's between hope or fear!

:15:00. > :15:02.CHEERING Get people to vote tomorrow so that

:15:03. > :15:04.we elect that Government, the Government that can work the good of
