:01:57. > :02:07.plots, they are monitoring 3000 hard-core jihadis around the clock

:02:08. > :02:22.and keeping tabs, these are truly shocking figures. The police foil

:02:23. > :02:26.plot afterthought in the neck of time now they're being overwhelmed

:02:27. > :02:33.by the impossible scale of the task that they face, that task has

:02:34. > :02:41.reached this impossible scale and it is a damning indictment of the

:02:42. > :02:46.complacent British political establishment. An establishment

:02:47. > :02:51.which adopted way back in the 1980s mindset that said Islamist should be

:02:52. > :02:55.allowed to set up home in Britain because they would surely never

:02:56. > :03:02.attack the place that was giving them refuge. It is an establishment

:03:03. > :03:10.that has allowed hundreds of jihadis to return from five to four Islamic

:03:11. > :03:17.State in Syria, an establishment that has abolished control orders in

:03:18. > :03:22.place that was weakly, even as the Islamist threat was getting worse,

:03:23. > :03:28.it is an establishment that was content to whip up cries of racism

:03:29. > :03:39.against those of us who want clearer on a cause and called for a much

:03:40. > :03:44.tougher approach on immigration. The Prime Minister finally took a step

:03:45. > :03:50.towards acknowledging the problem, for far too long politicians in this

:03:51. > :03:57.country have lacked the courage to name the source of terror within our

:03:58. > :04:01.midst. I will do so again today. It is Islamist extremism. When I of

:04:02. > :04:07.this fact in the debate in Cambridge last week, I was roundly criticised

:04:08. > :04:15.by the leaders of the Labour Party, the Liberal Democrats, the Greens,

:04:16. > :04:17.the SNP and the rest. These leaders are not prepared to acknowledge the

:04:18. > :04:24.source of the problem means that they cannot even begin to start

:04:25. > :04:30.sorting it. I want to make it clear Islamist extremism isn't cancer

:04:31. > :04:39.within our society and it is a cancer that needs to be cut out. We

:04:40. > :04:46.must be prepared to reverse the cuts to the police budgets. This has led

:04:47. > :04:55.to 20,000 fewer police officers on our streets. We said this before.

:04:56. > :05:02.These cuts were wrong. In these times of heightened terror we need

:05:03. > :05:05.more police on the beat and an increase in community policing. We

:05:06. > :05:11.must all be referred to reverse the cuts to the prison services and to

:05:12. > :05:15.swallow the keepers referred to recruit 7000 more officers in an

:05:16. > :05:27.effort to curtail the radicalisation of our prisons. We must also

:05:28. > :05:31.properly control our borders. We are committed to recruiting 4000 more

:05:32. > :05:38.border guards, here today, any British citizen goes abroad to

:05:39. > :05:41.support bull fights for Islamic State should have their passports

:05:42. > :05:43.revoked, their citizenship removed and never be allowed back into this

:05:44. > :05:58.country. I also call on all parties to commit

:05:59. > :06:05.to a major increase in resources for MI5 to help it in its brilliant work

:06:06. > :06:11.in infiltrating, disrupting, and detecting Islamist terror plots. We

:06:12. > :06:18.must also open a debate in this country as to whether we routinely

:06:19. > :06:24.arm our police force, particularly in major cities. At the very least,

:06:25. > :06:29.we must double the number of armed police officers as soon as per. Some

:06:30. > :06:38.have said that some of my proposals have been extreme however I make no

:06:39. > :06:43.apologies for taking nothing off the table to ensure that our people are

:06:44. > :06:50.kept safe whether this includes tagging or indeed in the future

:06:51. > :06:56.detention orders. And we must demand more from the Muslim community

:06:57. > :07:03.itself. When it comes to reporting extremism. Here, the Labour Party is

:07:04. > :07:07.culpable with people like Andy Burnham pushing the idea that the

:07:08. > :07:14.Prevent strategy should be scrapped because it is uncomfortable for some

:07:15. > :07:20.people within the Moslem community. It is clear that there has been a

:07:21. > :07:27.breakdown of trust between Muslim leaders and the Prevent strategy.

:07:28. > :07:32.Indeed, the report suggested that only one in eight referrals to

:07:33. > :07:41.Prevent come from within the Muslim community itself. This is simply not

:07:42. > :07:50.good enough. It is unreasonable to accept -- that anyone within the

:07:51. > :07:57.community is on the path to violence. In fact, I would suggest

:07:58. > :08:01.it is the minimum that we would demand from any decent person. Ukip

:08:02. > :08:07.believes that Prevent should not be dropped but it should be redoubled.

:08:08. > :08:14.Six weeks ago, at the beginning of this general election campaign Ukip

:08:15. > :08:18.launched its integration agenda. At the centre of this agenda was a

:08:19. > :08:24.determination that every young person from every community should

:08:25. > :08:29.have the chance to enjoy the full fruits of British society and make

:08:30. > :08:35.their maximum contribution to it. That we believe is the way forward.

:08:36. > :08:41.Many of our suggestions, including banning face coverings, banning

:08:42. > :08:49.sharia councils, mandatory checks for girls at risks of FGM were

:08:50. > :08:54.widely derided by the Westminster establishment. Caroline Lucas of the

:08:55. > :09:03.Green Party accused our integration agenda of being full throttled

:09:04. > :09:09.Islamophobia. The Lib Dem Lynne Featherstone said that our policies

:09:10. > :09:14.to stamp out FGM were outrageous. We were even accused of going to war

:09:15. > :09:21.with the entire Moslem religion. I utterly refute that our integration

:09:22. > :09:26.agenda is in any way Islamophobic or divisive. It is about bringing

:09:27. > :09:30.communities together and ensuring that community cohesion is improved.

:09:31. > :09:36.And I predict that history will prove that Ukip was head of its time

:09:37. > :09:43.in highlighting these issues. Finally, it is clear that we need to

:09:44. > :09:53.do more to prevent impressionable young minds from being is --

:09:54. > :09:57.influenced by extremists. The authorities must get a grip on Saudi

:09:58. > :10:04.funding of radical imams and mosques. It is time to close down

:10:05. > :10:14.mosques where extra inversions of Islam are preached. -- extreme

:10:15. > :10:17.versions. We know that the government has conducted research

:10:18. > :10:24.into this and we call on them to release their findings. I repeat my

:10:25. > :10:30.call for the banning of all Saudi and Qatari funding of mosques in

:10:31. > :10:38.Britain. For all of the criticisms I have of Mrs May who I believe has

:10:39. > :10:42.been complex and at best during her time -- commonplace and at best

:10:43. > :10:46.during her time as Home Secretary they pale into insignificance in

:10:47. > :10:52.comparison to the prospect of Jeremy Corbyn or a Diane Abbott government.

:10:53. > :10:58.It would be reckless in my opinion to have as Prime Minister in these

:10:59. > :11:04.dangerous times someone who has opposed every single piece of

:11:05. > :11:09.anti-terrorism legislation put forward. Someone who has gone out of

:11:10. > :11:12.his way to befriend terror groups in both Northern Ireland and the Middle

:11:13. > :11:17.East, someone who has opposed allowing the police to shoot to kill

:11:18. > :11:29.when confronted with armed terrorists. I want to make it clear

:11:30. > :11:35.if there is a Ukip candidate go out and vote Ukip to ensure that these

:11:36. > :11:42.policies are enacted. However, I have no hesitation in saying that

:11:43. > :11:46.out of more than the 200 constituencies where Ukip has stood

:11:47. > :11:53.aside in this election there are only a handful were I would

:11:54. > :11:59.recommend a Labour vote. Kate Hoey, and Frank Field come to mind. In the

:12:00. > :12:06.vast majority of other seats, Labour cannot be trusted on Brexit and

:12:07. > :12:11.national security. The same is true of the Liberal Democrats everywhere.

:12:12. > :12:18.So where Ukip is not on the ballot, I hope that those who voted for us

:12:19. > :12:24.in 2015 will bear that in mind as they make their choice on Thursday.

:12:25. > :12:31.Whatever the result, I will be proud of Ukip's campaign. We have set the

:12:32. > :12:36.agenda as before on Brexit and immigration but we have also marked

:12:37. > :12:42.out new priorities for our country and we have been the 1-party with

:12:43. > :12:51.the guts to tell it how it is an integration and security. I have

:12:52. > :12:57.never had any doubt that we would be vindicated on these issues and, in

:12:58. > :12:59.fact, I'm only sorry that this vindication has come too soon and

:13:00. > :13:10.has involved so much blood being shared. -- shed. If the terrible

:13:11. > :13:14.events of the spring and early summer 2017 mark a genuine turning

:14:21. > :14:24.What's your personal view on this. Should all police be armed? I notice

:14:30. > :14:34.British people would like to see the majority of the police being armed.

:14:35. > :14:38.I certainly would like to see more armed police, particularly in cities

:14:39. > :14:48.guarding places of interest, guarding places where obviously of

:14:49. > :14:53.tourist interest as well. We work in different times. I work in Brussels,

:14:54. > :15:00.Strasbourg as well. You see armed police everywhere. Particularly in

:15:01. > :15:06.Brussels. You have to realise that we are living in a different world

:15:07. > :15:17.where a small group of people hate us, hate what we are and want to

:15:18. > :15:24.kill us. Is that yes? In our cities, yes. You have put forward plans of

:15:25. > :15:32.reversing cuts to prisons and borders. How would you from that? We

:15:52. > :15:57.than we are here in Britain. Everything is fully costed. It would

:15:58. > :16:05.cost ?2.1 billion. Peter Walker in the Guardian. You've been adamant

:16:06. > :16:16.that you are not in Islamophobic party. Yet your spokesman has called

:16:17. > :16:20.Islam a barbaric death cult. Do voters not take these protestations

:16:21. > :16:25.of Ukip not been Islamophobic seriously or do not have power over

:16:26. > :16:35.them? It is like Groundhog Day. Every press conference. They aren't

:16:36. > :16:39.my views. My views are that Islamist extremism is a cancer within our

:16:40. > :16:43.country. Gerard has got his terminology wrong. They don't

:16:44. > :16:48.represent the views of the party as a whole. But, you know, we do have a

:16:49. > :16:51.problem in this country. It is something that needs to be cut out

:16:52. > :16:56.and I think what I'd lay down today are a series of proposals that go

:16:57. > :16:59.some way to ensuring that we don't have the kinds of attacks that we

:17:00. > :17:05.saw on London Bridge the other night. Harry. You have made an

:17:06. > :17:10.explicit call today for tactical voting. Is that going to be Ukip's

:17:11. > :17:19.role in coming years to be the tactical voting party? No. Can you

:17:20. > :17:23.blame your voters and supporters for lending their vote to a strong

:17:24. > :17:27.Brexit backing Tory in a seat that you are standing in and don't have

:17:28. > :17:34.chance of winning? If there is a Ukip candidate, go out and vote

:17:35. > :17:39.Ukip. There is clear water between ourselves and other parties. We are

:17:40. > :17:43.the only ones who really want to cut immigration. Not the Tory Jackanory

:17:44. > :17:48.where they say they want to get it down to ten thousands but never

:17:49. > :17:52.really want to do it. We have a real policy on cutting migration. If you

:17:53. > :17:57.believe that the foreign aid budget should be cut and put into NHS and

:17:58. > :18:02.social care, you go out and vote Ukip. There is clear water between

:18:03. > :18:07.ourselves and other parties. If there is a Ukip candidate, go out

:18:08. > :18:12.and vote Ukip. As for the future, is tactical voting what Ukip is about?

:18:13. > :18:16.No. This is a unique election. A one-off. It won't be happening in

:18:17. > :18:22.the future. That is why a number of our branches have stood down for

:18:23. > :18:30.this one election only. One of your spokesman has said that mosques that

:18:31. > :18:36.preach hatred should be closed down. Is that something you agree with? I

:18:37. > :18:41.think that some mosques that poison the minds of young people in the

:18:42. > :18:47.country should be shut down. I also believe that the funding of mosques

:18:48. > :18:50.from Saudi Arabia and Qatar should be stopped. It is happening in

:18:51. > :18:58.Austria and it should happen in this country as well. You say that

:18:59. > :19:02.nothing is off the table. Would you consider a travel ban such as

:19:03. > :19:07.outlined by Donald Trump? No. I have made that perfectly clear in a

:19:08. > :19:15.number of press conferences. Tactical voting. Where ever there

:19:16. > :19:24.isn't a Ukip candidate and apart from a handful of Labour candidates

:19:25. > :19:37.that you mentioned, Ukip supporters should vote Conservative. INAUDIBLE

:20:28. > :20:32.seat. Go out and vote for the Brexit candidate. I know that a lot of our

:20:33. > :20:36.chairmen have had conversations with candidates from other political

:20:37. > :20:41.parties. We need to get as many Brexit MPs in the next House of

:20:42. > :20:48.Commons as possible. You talk about arming more police. Where do you

:20:49. > :20:58.start on personal gun control? Would you like to see a relaxation of

:20:59. > :21:04.that? No. And on costings, do you have any costings? You talk about

:21:05. > :21:07.increases. We'd like to see 20,000 more police officers on the beat,

:21:08. > :21:16.with training we estimate that will cost about 1.2 billion pounds. There

:21:17. > :21:21.will be added training involved in putting more armed police on the

:21:22. > :21:26.streets but, as I say, Ukip has a policy that if anyone has served in

:21:27. > :21:30.the Armed Forces for 12 years, they will automatically be offered a job

:21:31. > :21:36.in the police service. They are already firearms trained anyway.
