0:01:02 > 0:01:06but they are failing to provide the basic helping hand

0:01:12 > 0:01:16But despite the huge budget cuts handed down by the Tories in Westminster,

0:01:16 > 0:01:19Welsh Labour-run councils are innovating

0:01:19 > 0:01:22and making a real difference for local residents,

0:01:22 > 0:01:25from building council homes,

0:01:25 > 0:01:29helping to deliver the best GCSE and A-level results ever,

0:01:29 > 0:01:35working in partnership with the Welsh Labour government to support small businesses,

0:01:35 > 0:01:38and creating more jobs closer to home.

0:01:38 > 0:01:43And we have done all that while keeping council tax low.

0:01:43 > 0:01:46Council tax is £171 lower in Wales with Welsh Labour

0:01:46 > 0:01:51than under the Tory Government in England, and council tax there

0:01:51 > 0:01:55continues to rise more quickly than here in Wales.

0:02:03 > 0:02:07Welsh Labour's driving principle is fairness.
