0:00:16 > 0:00:18Making Government spending transparent,

0:00:18 > 0:00:21so you can see where your money goes.

0:00:21 > 0:00:25Giving voters the right to sack MPs who do wrong.

0:00:25 > 0:00:27Giving people a voice,

0:00:27 > 0:00:31through internet petitions that actually get debated, not ignored.

0:00:31 > 0:00:33But the most important part of accountability

0:00:33 > 0:00:38is politicians being judged on whether they keep their promises.

0:00:38 > 0:00:41During the general election campaign two years ago,

0:00:41 > 0:00:43I signed a contract with the British public.

0:00:43 > 0:00:46In it, I spelled out what the Conservative Party would do

0:00:46 > 0:00:48if we were elected.

0:00:48 > 0:00:50I know we haven't got everything right,

0:00:50 > 0:00:54but we've made a start, delivering the changes we set out.

0:00:54 > 0:00:56We said we'd tackle the national debt,

0:00:56 > 0:01:00and we've taken strong, decisive action to bring it under control.

0:01:00 > 0:01:03This has allowed us to keep mortgage rates low,

0:01:03 > 0:01:05unlike other European countries.

0:01:05 > 0:01:07We promised to help with the cost of living,

0:01:07 > 0:01:10by cutting fuel duty and freezing council tax,

0:01:10 > 0:01:12and we've done just that.

0:01:12 > 0:01:14We said we'd reform the welfare system

0:01:14 > 0:01:18and, despite opposition from Labour, we've introduced a benefits cap,

0:01:18 > 0:01:23so that families always earn more in work than they do on welfare.

0:01:23 > 0:01:26We promised more apprenticeships, to help young people.

0:01:26 > 0:01:30Last year, we created an extra 177,000

0:01:30 > 0:01:33and we're on course to go even further this year.

0:01:33 > 0:01:36We said we'd increase health spending,

0:01:36 > 0:01:39and we're investing more money in the NHS every year -

0:01:39 > 0:01:43an extra £12.5 billion by 2014.

0:01:43 > 0:01:47We said we'd raise the basic state pension and, from next April,

0:01:47 > 0:01:50it will rise by £5.30 a week -

0:01:50 > 0:01:53that is an extra £275 a year,

0:01:53 > 0:01:55the biggest increase in history.

0:01:55 > 0:01:58Now, there are areas where we need to work harder.

0:01:58 > 0:02:00Immigration, for example, is still too high,

0:02:00 > 0:02:03and we'll do everything in our power to try and bring it down.

0:02:03 > 0:02:07I also know that people want more than just a list of promises kept

0:02:07 > 0:02:10or policies delivered.

0:02:10 > 0:02:12They want to see a change in values,

0:02:12 > 0:02:14a Government that's on their side,

0:02:14 > 0:02:16supporting those who do the right thing,

0:02:16 > 0:02:18cracking down on those who don't.

0:02:18 > 0:02:20Caring for those in need,

0:02:20 > 0:02:22but stopping people taking out

0:02:22 > 0:02:25when they have no intention of putting back in.

0:02:25 > 0:02:28Protecting our free NHS, but reforming it

0:02:28 > 0:02:32to make sure it will be there for our children and grandchildren.

0:02:32 > 0:02:37Recognising that the family is the most important thing of all.

0:02:37 > 0:02:39Those are my values.

0:02:39 > 0:02:41That is the change that Britain needs,

0:02:41 > 0:02:43and that is the change we will deliver.
