5:46:21 > 5:46:24One of the things I've done since I became leader of the Labour Party

5:46:24 > 5:46:26is understand where we got things wrong in government,

5:46:26 > 5:46:28and changed them.

5:46:28 > 5:46:31And one of the things we didn't get right was immigration,

5:46:31 > 5:46:33and that's why I've got a new approach.

5:46:33 > 5:46:36Millions of people in this country are concerned about immigration,

5:46:36 > 5:46:38and if people are concerned about it,

5:46:38 > 5:46:42the Labour Party I lead is going to be talking about it.

5:46:42 > 5:46:45Britain's diversity is a source of our great strength.

5:46:45 > 5:46:49It makes us a more successful country,

5:46:49 > 5:46:53but people can lose out if migration isn't properly managed.

5:46:53 > 5:46:55The pace of change can be too fast,

5:46:55 > 5:46:58or people can see their wages undercut,

5:46:58 > 5:47:02so it's not prejudiced when people worry about immigration.

5:47:02 > 5:47:04It's understandable.

5:47:04 > 5:47:10And we were wrong in the past when we dismissed people's concerns.

5:47:10 > 5:47:13Low-skill migration has been too high and we need to bring it down.

5:47:13 > 5:47:16That means the maximum transitional controls for new countries

5:47:16 > 5:47:18coming in from Eastern Europe.

5:47:18 > 5:47:21It means properly enforcing the minimum wage

5:47:21 > 5:47:24so people aren't brought here to undercut workers already here,

5:47:24 > 5:47:28and it means, "Let's give proper training to workers already here,

5:47:28 > 5:47:33so that they have a fighting chance of filling the vacancies that exist."

5:47:35 > 5:47:39There's nothing wrong in employing people from abroad, but the rules

5:47:39 > 5:47:42need to be fair so that local people get a fair crack of the whip.

5:47:42 > 5:47:46I met young people at the college who are learning to be car mechanics,

5:47:46 > 5:47:48learning how to be bricklayers,

5:47:48 > 5:47:50but they're desperate for apprenticeships,

5:47:50 > 5:47:52they're desperate for help.

5:47:52 > 5:47:54We need more apprenticeships

5:47:54 > 5:47:57and we need more technical colleges like the one I'm in.

5:48:01 > 5:48:05For recruitment agencies, some of whom do a good job,

5:48:05 > 5:48:10they can't engage in bad practices like saying, "We're only going to employ people from abroad."

5:48:10 > 5:48:13That's wrong, and we would change it.

5:48:13 > 5:48:15We would say to all recruitment agencies,

5:48:15 > 5:48:18"You can't just exclude people because they happen to be living in Britain."

5:48:22 > 5:48:25I've come to Acton College in west London,

5:48:25 > 5:48:29and this is the college where my dad came 70 years ago

5:48:29 > 5:48:33after fleeing from the Nazis, and he studied English here.

5:48:35 > 5:48:40He knew he couldn't get on in life, couldn't get on in Britain if he didn't learn English,

5:48:40 > 5:48:43and I think everyone who comes to live and work here should learn English.

5:48:51 > 5:48:53What was really striking to me

5:48:53 > 5:48:58was talking to the women in the classroom about learning English.

5:48:58 > 5:49:00They said to me overwhelmingly,

5:49:00 > 5:49:03"Look, we've got to be able to learn English, because otherwise..."

5:49:03 > 5:49:06as one of them said, "..how can we be part of our society?"

5:49:06 > 5:49:08I'll make some simple changes.

5:49:08 > 5:49:11English language teaching has been cut back in recent years,

5:49:11 > 5:49:13but talk to the people at this college

5:49:13 > 5:49:15and they say that's much more important

5:49:15 > 5:49:19than some of the non-essential translation services, so we'll make

5:49:19 > 5:49:23English language teaching a priority, and the priority it deserves to be.

5:49:23 > 5:49:25And we'd also have a very simple rule,

5:49:25 > 5:49:29which says that if you work in the public sector, in a job face-to-face

5:49:29 > 5:49:32with the public, you need to be able to speak English.

5:49:33 > 5:49:36I'm going to tell people what I believe,

5:49:36 > 5:49:40and I believe that diversity is good for Britain,

5:49:40 > 5:49:44but it's got to be made to work for all and not just for some.

5:49:44 > 5:49:46And that means everybody taking responsibility,

5:49:46 > 5:49:50everybody playing their part and contributing to the country.

5:49:50 > 5:49:54That is what One Nation is all about, and that's the Britain I want to build.
