:00:31. > :00:35.First Minister's Questions. A last week's unemployment figures

:00:35. > :00:40.reveal more jobs are being lost in Scotland than in any other part of

:00:40. > :00:43.the United Kingdom. This week, we are presented with more grim

:00:43. > :00:52.forecasts for the construction and retail sector. The First Minister

:00:52. > :01:01.needs to realise this about real people and real jobs. The plan has

:01:01. > :01:07.failed. Can he tell us to date why some of the jobs lost in the UK

:01:07. > :01:13.where Scottish jobs? The unemployment problem in

:01:13. > :01:17.Scotland is extremely serious. There is no question whatsoever.

:01:17. > :01:21.She should remember that the employment rate, the percentage of

:01:21. > :01:26.people employed in the economy, is higher in Scotland than in any

:01:26. > :01:30.other country in these islands. Inactivity rate, people who are not

:01:30. > :01:37.in the labour market, is much lower. These are good things about the job

:01:37. > :01:42.market. The recession and the slow recovery is impacting the lives of

:01:42. > :01:47.families in Scotland and across these islands. Shouldn't we turn

:01:47. > :01:52.our attention to what can be done about it in terms of the UK budget

:01:52. > :01:56.which is coming up, both in terms of increasing capital spending

:01:56. > :02:01.which has been demonstrated as a rapid and effective way of getting

:02:01. > :02:05.people back to work and also an increasing funding to small and

:02:05. > :02:12.medium-sized businesses. For they are the great drivers of the

:02:12. > :02:17.economy. Meant it as an operation has refused to deliver the full

:02:17. > :02:25.goods that was promised. -- Merlin. Let's turn our attention to what

:02:25. > :02:29.can be done. That is what the Scottish government is doing.

:02:29. > :02:35.ever, the First Minister focuses on other people's responsibilities are

:03:31. > :03:38.is extremely serious. This government has appointed a minister

:03:38. > :03:40.for youth employment which is why we are bringing forward initiatives

:03:40. > :03:46.like 125,000 modern apprenticeships -- apprenticeships over the next

:03:46. > :03:52.five years. 60% higher than the level of modern apprenticeships

:03:52. > :04:00.that we inherited. Every modern apprentice in Scotland has a job, a

:04:00. > :04:05.critical factor of the Modern apprenticeship system. We are

:04:05. > :04:09.offering a guaranteed to every 16- Nineteen-year-old in Scotland who

:04:09. > :04:15.is not in education or training or in a job or a modern apprenticeship,

:04:15. > :04:22.they will have a training or education opportunity. That it is

:04:22. > :04:28.very substantive action indeed to tackle the issue before us. We had

:04:28. > :04:32.come a couple of weeks ago, a forum for youth employment in Scotland.

:04:32. > :04:38.That United the unions, the employers, a whole variety of

:04:38. > :04:41.people in the voluntary sector and other political parties. People

:04:41. > :04:51.united to drive against the evil of youth unemployment and the prospect

:04:51. > :04:56.of seeing a lost generation as was seen in the 1980s. That was the

:04:56. > :05:01.time that a third of everybody at that forum. I would love to ask a

:05:01. > :05:06.Johann Lamont to think about whether she can take the good

:05:06. > :05:10.wishes and goodwill expressed in that forum into this chamber and

:05:10. > :05:16.demonstrate to Scotland that every party, every MSP is committed to

:05:16. > :05:22.fight the evil of youth unemployment.

:05:22. > :05:26.Of course we support that. We want the First Minister to do those

:05:26. > :05:30.things that need to beat them because the reality is it is not

:05:30. > :05:36.working. He talks about his new minister for employment. That is

:05:36. > :05:41.one job for one woman but what about the other 399 women who were

:05:41. > :05:45.losing their jobs every day? Of all the First Minister talks about it,

:05:45. > :05:50.despite the promise made by the First Minister at the election to

:05:50. > :05:55.protect public service workers, nearly 24,000 people to deliver

:05:55. > :05:59.public services lost their jobs last year. It has the First

:05:59. > :06:01.Minister to vote -- who chose to pass on the cuts are to local

:06:01. > :06:06.government and it was inevitable that women would bear the brunt of

:06:06. > :06:11.those cuts. Female unemployment is at its highest rate since records

:06:11. > :06:17.began. Why is the first -- Why has the First Minister broken his

:06:18. > :06:24.promise? A few things about labour's

:06:24. > :06:27.approach to these. Labour demanded in this chamber the employment of

:06:27. > :06:34.the minister for youth employment. What is the point of demanding

:06:34. > :06:42.something and then deriding it was that initiative is taken? -- wants

:06:42. > :06:47.that. Labour voted it is having 25,000 modern apprenticeships in

:06:47. > :06:57.Scottish society. It is also the case that two weeks ago they voted

:06:57. > :06:57.

:06:57. > :07:02.increasing capital spending. -- voted against. Labour have of

:07:02. > :07:07.course the five-point plan for growth. Four of which I issues for

:07:07. > :07:12.the United Kingdom government. Four out of five labour's plan for

:07:12. > :07:14.growth that is used for the United Kingdom government. How unearthed

:07:15. > :07:23.birds Johann Lamont say we should not be calling on the UK Government

:07:23. > :07:28.to do think when the Labour Party's plan is? On the issue of women in

:07:29. > :07:36.the workforce, female employment in Scotland is higher than elsewhere

:07:53. > :08:01.apprenticeships. The figure was 27% of the total figure of

:08:01. > :08:05.apprenticeships. In 2010, in a larger group of apprenticeships,

:08:05. > :08:09.9,000 women when into apprenticeships. That was 45% of

:08:09. > :08:19.modern apprenticeships. I would like to see that figure even higher

:08:19. > :08:22.

:08:22. > :08:27.incidentally. They should not criticise the party that has

:08:27. > :08:32.increased modern apprenticeships by 60% and the number of young women

:08:32. > :08:36.taking that live opportunity by Foley 20%. Let us see if Johann

:08:36. > :08:46.Lamont has the grace to welcome that substantial employment a

:08:46. > :08:51.slight improvement in female participation. It is breathtaking

:08:51. > :09:01.complacency by the First Minister. In the face of unemployment figures

:09:01. > :09:02.

:09:02. > :09:07.that have made his blood run cold to suggest everything is OK. The

:09:07. > :09:11.First Minister was giving a lecture in London about separation when the

:09:11. > :09:15.figures were released as that maybe you can take advice and listen for

:09:15. > :09:21.a change to its Labour government in Wales and dozen other parts of

:09:21. > :09:25.the United Kingdom where their figures have gone better not worst.

:09:25. > :09:31.Unemployment heads to a quarter of a million mark in Scotland under

:09:31. > :09:38.the First Minister's watch. When will the First Minister get on with

:09:38. > :09:42.the job of running the country and addressing people's real concerns?

:09:43. > :09:48.I asked if it to one Lamond had the grace to acknowledge a huge

:10:21. > :10:29.Wales wears as Scotland is serious. The First Minister of Wales and

:10:29. > :10:34.myself have called jointly for the action from the UK Government in

:10:34. > :10:40.order to address this crisis of employment. One of the keys to

:10:40. > :10:50.addressing it is to do it what is government dead, bringing forward

:10:50. > :10:56.

:10:56. > :10:59.capital investment. -- government did. Last week, there was a chink

:12:01. > :12:08.On Thursday of last week, the Deputy First Minister was caught

:12:08. > :12:13.out on a radio programme suggesting the O A C D endorsed a claimed that

:12:13. > :12:16.Scotland would be the six independent writers country. Come

:12:16. > :12:24.the First Minister confirm the statistics are not in fact endorsed

:12:24. > :12:29.by the O A C D and are not official? For the government -- but

:12:29. > :12:36.they are government statistics. Their rankings at the number of

:12:36. > :12:46.countries in the organisation of development, an independent

:12:46. > :12:48.

:12:48. > :12:51.Scotland would be six in it the list. It does support the previous

:12:51. > :12:56.comments from Ruth Davies when she acknowledged that an independent

:12:56. > :13:02.Scotland would be good enough and rich enough to be an independent

:13:02. > :13:10.country. Before she starts to talk about other people being caught out

:13:10. > :13:14.on the radio, I think we should examine the records of her own

:13:14. > :13:20.remarkable interview in Newsnight Scotland when faced with a

:13:20. > :13:30.difficult year trying to reconcile Lord Forsyth and David Cameron's

:13:30. > :13:31.

:13:31. > :13:37.views on Scotland in the constitution, she used a remarkable

:13:37. > :13:46.wedding to agree with them both! The Prime Minister agrees with me.

:13:46. > :13:52.On the issue that I raised with the First Minister, on Friday afternoon,

:13:52. > :13:57.on Friday afternoons, the First Minister's adviser was scrabbling

:14:43. > :14:46.but the First Minister authorised the release of information based on

:14:46. > :14:52.these figures to the media and if he is prepared to be so slippery on

:14:53. > :15:00.this issue, how can anybody have any faith in anything he ever says?

:15:00. > :15:07.Yes, I bed and they will gladly republish the information. -- I bed.

:15:07. > :15:12.You have to take the it gross domestic total of Scotland and

:15:12. > :15:17.tickets from what is excluded from the government figures. You may say

:15:17. > :15:24.why should we put in the oil and gas production from the North Sea?

:19:22. > :19:28.interest, that Rab Wilson who sought the freedom of information

:19:28. > :19:33.request is a personal friend of mine and a great character. He was

:19:33. > :19:37.involved in the critical incident in September of 2006. Can I welcome

:19:37. > :19:44.the way that John Scott has introduced the subject and support

:19:44. > :19:49.his welcome for the actions of Health Secretary. The answers to

:19:49. > :19:54.his question is question and the Secretary has instructed the

:19:54. > :19:58.trustoted review their policy and report within the week to ensure

:22:21. > :22:28.Parliament a comprehensive Report covering freedom of information,

:23:06. > :23:10.the underlying issue that is health and safety and the procedures that

:23:10. > :23:13.are in place is the key to improvement as well. So the twin

:23:13. > :23:18.action of making sure freedom of information is enforced in a body

:23:18. > :23:23.which is covered by it and looking at the underlying issue of the

:23:23. > :23:29.safety procede yuers I think is an appropriate action for the Health

:23:29. > :23:33.Secretary to take. To is the First Minister given the impact what

:23:33. > :23:39.action the Scottish Government is taking to ensure competition

:23:39. > :23:45.remains on ruepts from Scotland to Heathrow airport. -- routes.

:23:45. > :23:49.Government is working with airlines and the operators of airports to

:23:49. > :23:55.improve connectivity. The focus on business, investment and tourism.

:25:16. > :25:20.and the key solution should be to exemplify in Scotland what the

:25:20. > :25:25.United Kingdom Government is offering to Northern Ireland. The

:25:25. > :25:32.devolution of air passenger duty, so we can can make sure our

:25:32. > :25:36.airports are competitive to expand. And that if I remember was one of

:25:36. > :25:40.recommendations of the Calman Commission which somehow has

:25:40. > :25:46.disappeared from the legislation going through the houses of

:25:46. > :25:54.Parliament in Westminster. Just let's in case anyone thinks there

:25:54. > :25:59.is not support outside the chaim we are - chamber. I have a letter

:25:59. > :26:03.saying, air passenger duty is a barrier to growth and I welcome the

:26:03. > :26:06.continuing efforts of Scottish Government to do devolve it to

:26:06. > :26:16.Scotland so decisions affecting the future can be made in Scotland in

:26:16. > :26:19.the best interests of Scotland's airports. So say all of us! To ask

:26:19. > :26:25.the First Minister what actions the Scottish Government is taking to

:26:25. > :26:28.improve confidence in the construction sector. In the face of

:26:28. > :26:34.a United Kingdom Conservative/liberal Government cut

:26:34. > :26:39.to our budget of over 30%, a cut first put in place by Alistair

:26:39. > :26:43.Darling, cuts that were to be deeper and tougher according to the

:26:43. > :26:50.former Chancellor than those of Margaret Thatcherer, the Scottish

:26:50. > :26:55.Government is max miegz spending by supporting jobs. We're switching

:26:55. > :27:00.money from resource to capital at the most difficult time. We're

:27:00. > :27:05.taking forward a new programme of investment worth �2.5 billion. As a

:27:05. > :27:12.result capital spending will grow over the review period. Of course

:27:12. > :27:18.with cap pal borrowing powers, we could do more. -- capital. The same

:27:18. > :27:24.old record and unlike the Scottish construction sector the First

:27:24. > :27:29.Minister's confidence is not at minus 28. Is he complacent that two

:27:29. > :27:33.thirds of spri expect construction activity to fall and only one tenth

:27:33. > :27:38.expect an increase. Is he complacent that 30,000 jobs have

:27:38. > :27:44.been lost in the sector? And is he complacent that the annual rate of

:27:44. > :27:50.new house building is at its lowest level since records began? And does

:27:50. > :27:55.he not consider it is time to consider whether reducing the

:27:55. > :28:01.affordable housing supply budget by 30% in the current year is not the

:28:01. > :28:06.correct policy when the sector is so depressed, or does he in fact

:28:06. > :28:14.believe that the Chinese will build Scotland's houses as well as our

:28:14. > :28:18.bridges? Is she unaware of what has happened to public sector capital

:28:18. > :28:23.budget? Normally, when we talk about the squeeze on the revenue

:28:23. > :28:29.budgets in Scotland, Labour can say we have said it is too far and too

:28:29. > :28:35.fast we go slower. Of course, in term of dramatic cuts of 30% in the

:28:35. > :28:39.capital budget, the plans left by the Labour party were to go even

:28:39. > :28:44.paster. So there is nothing in the sliegest complacent about this

:28:44. > :28:50.Government in terms of capital the end e spending, but time Labour

:28:50. > :28:54.accepted for laying plans which saw the greatest reduction in public

:28:54. > :28:59.capital investment in the last generation. And to Elaine Murray,

:29:27. > :29:31.she casts her mind back to when this Government was able to

:29:31. > :29:35.accelerate capital investment and she will find the construction

:29:35. > :29:41.sector outperformed the rest of the UK proving that investment can have

:29:41. > :29:46.an effect on the economy. Is it therefore too much to ask her to

:29:46. > :29:52.respond to the challenge of agreement that Johann Lamont kubg -
