:00:31. > :00:33.from that session of exchanges between the First Minister and

:00:34. > :00:40.opposition leaders, but we can be sure. They will open with

:00:41. > :00:50.condolences regarding the tragic events at the Academy. We are

:00:51. > :00:57.approaching 12 midday, in advance of that, First Minister's questions,

:00:58. > :01:02.backbench MSP 's are posing questions. Is that business draws to

:01:03. > :01:13.a close, we will move to the main event of the week Holyrood. Ahead of

:01:14. > :01:19.the Autumn Conference, the SNP conference, taking place in Perth,

:01:20. > :01:22.there will also be questions from the leader of the Conservative party

:01:23. > :01:27.and other members of the Scottish Parliament. The Chamber is filling

:01:28. > :01:36.up for that session, and the public galleries also almost full. Here is

:01:37. > :01:42.the presiding officer. Would like to welcome the ambassador of the

:01:43. > :01:48.Argentine Republic to the United Kingdom. A warm welcome to the

:01:49. > :01:56.ambassador from Argent Tina. We now move to First Minister's questions.

:01:57. > :02:05.Question number one. I know that I speak for all sides when I say that

:02:06. > :02:11.the thoughts and prayers of everyone in this chamber with the family of

:02:12. > :02:12.Bailey Gwynne, who was stabbed and killed at school yesterday. We offer

:02:13. > :02:14.our full support to the parents, pupils and staff at this tragic

:02:15. > :02:16.time. And I asked the First Minister what engagement she has planned for

:02:17. > :02:21.the rest of the day? May I begin today by expressing my shock and

:02:22. > :02:25.sadness at the incident which occurred yesterday in Aberdeen. I

:02:26. > :02:29.also want to convey my deepest sympathy and condolences to the

:02:30. > :02:33.family and friends of Bailey Gwynne, who tragically died in the

:02:34. > :02:38.incident. The circumstances of this young man's death are subject to

:02:39. > :02:42.ongoing and thorough police investigation. I'm sure the whole

:02:43. > :02:46.chamber will want all those who loved Bailey Gwynne, and all those

:02:47. > :02:51.who have been affected by this tragedy, to know that our thoughts

:02:52. > :02:59.are very much with them that this desperately sad time. Later today, I

:03:00. > :03:02.have engagement is to follow the programme for Scotland. I appreciate

:03:03. > :03:05.that statement and I know the First Minister will be shocked as anyone

:03:06. > :03:08.by the incident. I have four questions here and I will use most

:03:09. > :03:13.of them to hold the government to account in the normal way but I'd

:03:14. > :03:16.like to use my first question to ask about the death of Bailey Gwynne. We

:03:17. > :03:19.don't know all the details of the case yet but there are countless

:03:20. > :03:24.families across the country who will feel this pain and sorrow today. It

:03:25. > :03:29.is every parent's worst nightmare, sending their child to school in the

:03:30. > :03:32.morning for them to never return home again. In the First Minister

:03:33. > :03:36.reassure parents across the country that everything that can be done is

:03:37. > :03:43.being done to keep our children safe. Yes, indeed, of course I can

:03:44. > :03:47.and should give that assurance. The Chamber may want to know that I have

:03:48. > :03:51.this morning spoken to the leader of Aberdeen City Council to offer our

:03:52. > :03:57.sympathies and condolences but also to convey directly to her that any

:03:58. > :04:01.support and assistance that the council or the school needs from the

:04:02. > :04:05.Scottish government in the days, weeks and months ahead will be

:04:06. > :04:11.forthcoming. Incidents like this are deeply shocking and deeply tragic.

:04:12. > :04:16.The impact on the lives of those who knew and loved Bailey Gwynne are

:04:17. > :04:20.impossible for any of us to imagine. Notwithstanding that, of course, it

:04:21. > :04:25.is also important to remember and to remind ourselves the tragic

:04:26. > :04:28.incidents like this one are thankfully extremely rare in our

:04:29. > :04:33.schools. That does not of course take away at all from the tragic

:04:34. > :04:35.nature of this incident. The Scottish government will in the

:04:36. > :04:39.fullness of time make sure that any lessons are required to learn from

:04:40. > :04:44.this incident and learnt. And while I give the assurance that we will

:04:45. > :04:49.continue to take all steps to ensure as far as any government can the

:04:50. > :04:53.safety of young people in schools, it is worth also remembering that

:04:54. > :04:56.violent incidents, incidents of people possessing knives and

:04:57. > :05:01.dangerous weapons, are on the decline. Now, that is no reason for

:05:02. > :05:06.complacency because, as the tragic events of the last 24 hours have

:05:07. > :05:11.reminded us, one incident like this is one too many, and we are united

:05:12. > :05:13.they in our determination to make sure no young person has to ever

:05:14. > :05:18.they in our determination to make through this again. Can I thank the

:05:19. > :05:23.First Minister for that very welcome and fulsome reply. I'd like to turn

:05:24. > :05:30.out to the question of student finance. Figures published this week

:05:31. > :05:36.show that under the SNP government the average student bursary or grant

:05:37. > :05:39.has been cut by almost 30%. It is the poorest students who are

:05:40. > :05:44.suffering. Students from deprived backgrounds being forced to take on

:05:45. > :05:48.an even greater debt burden. Students who have the potential to

:05:49. > :05:52.get on in life and do great things parents don't have a lot of money.

:05:53. > :05:53.It is that parents don't have a lot of money.

:05:54. > :08:18.than before class on Serb but reality is... -- a

:08:19. > :08:25.lot of gloss on that answer but the reality years, the poorest students

:08:26. > :08:31.have the highest debt. I ask the very specific question about student

:08:32. > :08:35.debt. On this occasion, the First Minister did know the answer but she

:08:36. > :08:42.was too ashamed to say it out loud. Because the value of student debt in

:08:43. > :08:51.Scotland stands at 2.7 alien pounds -- 2.7 Ilion pounds. Presiding

:08:52. > :08:56.Officer, the value of student debt in Scotland is more than the

:08:57. > :09:00.combined cost of the new Forth Road crossing, and the Queen Elizabeth

:09:01. > :09:04.Hospital in Glasgow. In fact, the value of the accumulated debt of

:09:05. > :09:09.students in Scotland is now the government's single biggest

:09:10. > :09:15.financial asset. The student debt monster the SNP wants promised to

:09:16. > :09:21.dumped is now a debt mountain. Did the First Minister ever have any

:09:22. > :09:28.intention of keeping that promise? What Kezia Dugdale simply cannot

:09:29. > :09:33.escape is that average student loan debt in Scotland is significantly

:09:34. > :09:36.lower than anywhere else in the UK. And Scottish domiciled students and

:09:37. > :09:43.here I will talk about tuition fees do not have to pay fees of up to

:09:44. > :09:48.?27,000 charged for tuition elsewhere in the UK. That is a real

:09:49. > :09:52.saving that doesn't become a debt in Scotland in the way it does in other

:09:53. > :09:58.parts of the UK and, currently, the least well off students took up the

:09:59. > :10:03.maximum amount of student loan during the term of their degree. In

:10:04. > :10:11.the students would commit ?12,000 more than Scottish students. We have

:10:12. > :10:16.the best student support package in the UK. Average student debt in

:10:17. > :10:22.Scotland is less than it is in any other part of the UK. We are taking

:10:23. > :10:32.steps to increase the bursary element of this student support

:10:33. > :10:36.package and that, stands in sharp conduct contrast to what Kezia

:10:37. > :10:41.Dugdale is proposing, that they are going to abolish bursaries

:10:42. > :10:50.altogether and move to loan funding, something the Scottish government

:10:51. > :10:55.will not do. That is all from a First Minister who told students

:10:56. > :11:01.their debt would be zero! Judge me on my record, we were told by the

:11:02. > :11:06.First Minister. So, here it is. The reality is it is easier to be poor

:11:07. > :11:11.and get to uni in England even under the Tories than it is in Scotland

:11:12. > :11:19.under the SNP. I heard cries of shameful. Yes, it is shameful! She

:11:20. > :11:24.promised to abolish student debt. Instead, it has increased. She

:11:25. > :11:28.promised to expand grants. Instead, they have been cut. Isn't it the

:11:29. > :11:32.case is that despite all the promises and all the moments of

:11:33. > :11:38.self-congratulation, the SNP government is letting down

:11:39. > :11:43.Scotland's poorest students? Firstly, as I just said, and I think

:11:44. > :11:46.both of my previous answers, we have in this academic year increased the

:11:47. > :11:57.bursary element of the student support package. Order, order. It

:11:58. > :12:01.led the NUS to say the Scottish government should be congratulated.

:12:02. > :12:06.There's been a 50% increase since 2006 in applications to university

:12:07. > :12:10.from the 20% most deprived areas in our country. Young people are more

:12:11. > :12:15.likely to participate in higher education by the time they are 30

:12:16. > :12:19.than was the case in 2006. And on the precise issue of student debt,

:12:20. > :12:23.let me repeat some of the figures because these are the figures that

:12:24. > :12:29.matter to people and to students across Scotland. An average student

:12:30. > :12:37.loan debt in Scotland is 9400 pounds. In England, it is ?21,180.

:12:38. > :12:40.In Wales, which the last time I looked, was governed by a Labour

:12:41. > :12:50.administration, average student loan debt was 19,000 ?10. -- ?19,000,

:12:51. > :12:54.double what it is in Scotland. We live in tough financial times.

:12:55. > :12:58.Everybody knows that. Tough choices always have to be made but we will

:12:59. > :13:01.continue to make sure we are providing good support from students

:13:02. > :13:05.so that more of our students from the most deprived parts of our

:13:06. > :13:09.country can take the opportunity to go to university, so we will

:13:10. > :13:14.continue to get on with the job, and, as usual, we will leave

:13:15. > :13:21.Labour, regardless what we do, to moan about it and whinge from the

:13:22. > :13:26.sidelines. Can I add the condolences of myself and my party to those that

:13:27. > :13:29.have already been expressed by the First Minister and the whole

:13:30. > :13:32.parliament to the family and loved ones of Bailey Gwynne. Our thoughts

:13:33. > :13:36.and prayers are with those who have been affected by the tragedy. But I

:13:37. > :13:40.also asked the First Minister when she will next meet the prime

:13:41. > :13:48.Minister. I have no plans in the immediate future. We've just heard a

:13:49. > :13:50.series of quite serious exchanges regarding funding and access to

:13:51. > :13:56.university but in none of those exchanges did I hear a credible

:13:57. > :13:59.alternative plan on how we found bursaries for poorer students and

:14:00. > :14:08.ensure the wider access we all say we want. So here is one. Under our

:14:09. > :14:12.plans, we would ask all graduates to pay back a contribution once they'd

:14:13. > :14:16.got a decent job. That money could then be used to help increase

:14:17. > :14:21.bursaries for poorer students who, under the current scheme, can't even

:14:22. > :14:24.get a foot through the door. This plan is sensible, it is moderate,

:14:25. > :14:31.and it would help those most in need. Can I ask what reason, other

:14:32. > :14:37.than an ideological one, would this First Minister have for not

:14:38. > :14:41.considering it? Credit to Ruth Davidson, she is putting forward a

:14:42. > :14:44.policy, which is to support the introduction of tuition fees, and

:14:45. > :14:48.she is entitled to put that before the Scottish people at the election

:14:49. > :14:53.in a few months' time and allow them to cast their verdict on it. We have

:14:54. > :14:57.an honest disagreement. I believe in free education. I benefited from it

:14:58. > :15:01.as a young person and I believe I have no right to take it away from

:15:02. > :15:02.any other young person today so we will have that debate in the months

:15:03. > :15:14.to come. Students who graduate and to benefit

:15:15. > :15:21.from a university education payback that through taxation. That is what

:15:22. > :15:26.I believe should happen, not to have tuition fees or a graduate tax or

:15:27. > :15:32.whatever terminology Ruth Davidson wants to use. We will continue to

:15:33. > :15:37.take the steps I outlined to Kezia Dugdale to support students from our

:15:38. > :15:40.poorest backgrounds to go to university. We have increased the

:15:41. > :15:44.bursary element of the student support package. I have cited the

:15:45. > :15:49.figures that showed the lower levels of student loan debt here in

:15:50. > :15:54.Scotland. Ruth Davidson will also be aware that right now we have a

:15:55. > :16:01.commission on widening access under way to advise the government of what

:16:02. > :16:04.additional steps we required to support poorer students into

:16:05. > :16:08.university. We will continue to do that hard and serious work and have

:16:09. > :16:13.an honest debate about funding options as we approach the election

:16:14. > :16:18.next. I would like to thank the First Minister for that answer and

:16:19. > :16:24.the pointing out it is an ideological point of view. The SNP

:16:25. > :16:34.has written free education on a tablet of stone. It is bad that --

:16:35. > :16:38.it is sad that the First Minister is too stubborn to recognise change

:16:39. > :16:42.because change is needed. You are three and a half more time is likely

:16:43. > :16:48.to go to university if you are rich. She talks about her situation

:16:49. > :16:54.growing up. My situation was similar. I had a full grant and that

:16:55. > :16:58.is what helped me to get there. This SNP government has singularly failed

:16:59. > :17:04.to close the gap between rich and poor in access to university in more

:17:05. > :17:07.than eight years of office. Providing Officer, we have a

:17:08. > :17:14.solution and it works and all we ask is that the First Minister has the

:17:15. > :17:19.courage to ditch the stone carvings and vanity projects and moved to

:17:20. > :17:27.practical solutions for our poorest students. Will she? Ruth Davidson

:17:28. > :17:34.calls it ideological, I call it usable. It will be the people of

:17:35. > :17:38.Scotland to make up their minds. I will put forward my policy at the

:17:39. > :17:41.election and I am happy to allow the Scottish people to be the judge of

:17:42. > :17:46.that. In the meantime we will continue the hard work to make sure

:17:47. > :17:51.everyone has the chance of going to university. That is why we have

:17:52. > :17:58.established the widening access commission. Since 2006, there has

:17:59. > :18:06.been a 50% increase in applications to university from those who are the

:18:07. > :18:10.poorest. I will take no lectures from a representative of a party who

:18:11. > :18:18.is right now increasing the taxes for the poorest members of our

:18:19. > :18:24.community as a result of the working tax credit cuts. Ruth Davidson will

:18:25. > :18:27.be better advised to wonder what effects those cuts would have to

:18:28. > :18:44.those in the poorest parts of our community. Is the First Minister

:18:45. > :18:49.aware of the aquamarine wave energy company going into administration.

:18:50. > :18:57.Come the First Minister offer a reassurance that the government is

:18:58. > :19:05.doing everything in its power to ensure an early exit from

:19:06. > :19:10.administration and will she get involved with discussions with

:19:11. > :19:26.stakeholders as to how we secure the further success of the Marine

:19:27. > :19:38.industry? The news that they had entered administration was

:19:39. > :19:42.saddening. The Scottish Government remains committed to the marine

:19:43. > :19:48.energy sector, but also to doing everything we can to help secure a

:19:49. > :19:55.buyer for aquamarine power. It is also important to point out that we

:19:56. > :20:04.took steps to use don't then our commitment to the sector by

:20:05. > :20:08.establishing wave Scotland. We did that because we recognise the

:20:09. > :20:12.challenge the industry faces at the moment, particularly the lack of

:20:13. > :20:18.Private backers. We will do everything we can to back those who

:20:19. > :20:25.work in this to collect company at what will be a difficult and

:20:26. > :20:31.challenging time. I am sure we all appreciate the way the community has

:20:32. > :20:55.rallied round in Aberdeen following the horrific tragedy. I have just

:20:56. > :21:01.listened to exchanges between the First Minister, Ruth Davidson and

:21:02. > :21:06.Kezia Dugdale. For five years I have been lectured on student finance by

:21:07. > :21:16.the First Minister. All the while, government was breaking its promise

:21:17. > :21:24.to dump the debt. Order! Order. Let us hear Mr Rennie. I have been

:21:25. > :21:29.lectured for five years. It has not been dumped, it has been doubled,

:21:30. > :21:33.but the question I want to ask the First Minister is this. When will

:21:34. > :21:38.the government publish an estimate of the potential number of refugees

:21:39. > :21:43.who could be accommodated in Scotland? That estimate will help to

:21:44. > :21:46.keep up the pressure on the Conservative government to be

:21:47. > :21:53.compassionate to the plight of refugees by accommodating more here.

:21:54. > :21:58.When will get that estimate? Firstly, can I thank Willie Rennie

:21:59. > :22:05.from the very bottom of my heart. He bravely reminds the Scottish

:22:06. > :22:20.electorate of the Liberal Democrats record on tuition fees. That was

:22:21. > :22:25.indeed... Order. Order. That was indeed a most charitable thing for

:22:26. > :22:35.him to have done, but on the very serious and important matter of

:22:36. > :22:41.refugees, I am very happy for Willie Rennie to be updated on the task

:22:42. > :22:46.force I established. We want to and are willing to and are preparing to

:22:47. > :22:51.take a proportionate share of the number of refugees that come to the

:22:52. > :22:53.United Kingdom. Clearly, the number that are permitted to come to the

:22:54. > :22:58.United Kingdom is not something within our control, it is determined

:22:59. > :23:05.by the UK Government. The Prime Minister has said 20,000 over the

:23:06. > :23:11.life of this Westminster government will be omitted from the camps. We

:23:12. > :23:16.are arguing for that number to go higher and for it to extend to

:23:17. > :23:20.refugees who have already made the journey to Europe. The task force is

:23:21. > :23:25.ensuring that everyone that needs to be involved in this are working

:23:26. > :23:30.together to make sure we have plans to accommodate refugees. We don't

:23:31. > :23:34.know yet precisely the numbers of profile of the 20,000 that has been

:23:35. > :23:38.committed to already. We would expect to see some refugees coming

:23:39. > :23:41.to Scotland before Christmas and we're working hard to make sure we

:23:42. > :23:52.can accommodate them and look after them properly. Just for completeness

:23:53. > :23:59.on student finance... Order. Let us hear Mr Rennie, please. We will take

:24:00. > :24:04.every opportunity to remind people that this government that it would

:24:05. > :24:09.dump the debts, but it has double the debt. We will take every

:24:10. > :24:19.opportunity to remind people, but on refugees... Order. It is all well

:24:20. > :24:29.and fine for people to laugh about refugees. We need an estimate of how

:24:30. > :24:33.many Scotland could take, but her minister said to us this week they

:24:34. > :24:37.have prepared no such estimate after months on the job. The First

:24:38. > :24:44.Minister has said Scotland will take its on it share of refugees, but

:24:45. > :24:50.surely we should be more compassionate than a technical

:24:51. > :25:01.accounting for when lives are at stake? I think the members should

:25:02. > :25:09.listen... I think, Mr Rennie, you should just get on with it. Winter

:25:10. > :25:12.is coming, which will leave many refugees vulnerable. We could send a

:25:13. > :25:17.powerful message to be Conservative government by agreeing to take more.

:25:18. > :25:25.We should act now. Does she not agree? I don't want to overstate

:25:26. > :25:31.this, but I think Willie Rennie should be mildly ashamed of himself

:25:32. > :25:35.over the tone of this question. Willie Rennie sat around a table at

:25:36. > :25:49.the summit I convened the Wii 's ago. We agreed the degree of

:25:50. > :25:56.consensus that we would take. It is an appropriate starting point to say

:25:57. > :26:08.that we will take the relevant share of refugees. I am also saying I

:26:09. > :26:13.would like to see the Prime Minister go further than that in two ways.

:26:14. > :26:17.Firstly in terms of the number and secondly in terms of the reach of

:26:18. > :26:21.the programme. That is the appropriate way to behave to argue

:26:22. > :26:26.for a more expansive approach from the UK Government, but to do the

:26:27. > :26:30.hard work to make sure we have the practical preparations in place to

:26:31. > :26:34.take that proportionate share. We will get on with that work and I

:26:35. > :26:38.really do hope, and this is a genuine invitation to Willie Rennie,

:26:39. > :26:41.that he will come back into the consensus rather than trying to make

:26:42. > :26:51.cheap political points out of an issue that is so important. To as

:26:52. > :26:53.the First Minister what correspondence the Scottish

:26:54. > :26:59.Government has had with the UK Government on its discredited plans

:27:00. > :27:05.to cut tax credits by 2016. The Deputy First Minister read to the

:27:06. > :27:17.Chancellor in early live to set out Scotland's nes and is about cutting

:27:18. > :27:31.tax credits. On July 20th, along with others, we voted against it. I

:27:32. > :27:37.would take this opportunity again to urge the Chancellor to think again

:27:38. > :27:44.and to abandon a misguided policy that will penalise hard working

:27:45. > :27:47.families across Scotland and the UK. Can I take this opportunity to

:27:48. > :27:50.remind members that you should keep to the words that are actually on

:27:51. > :27:57.the order sheet and not add additional words to it. John

:27:58. > :28:07.McAlpine. Can the First Minister offer any advice as to how the

:28:08. > :28:12.Chancellor would proceed with his plans regarding tax credits? I think

:28:13. > :28:17.he should abandon them. I'd then think they are right or necessary.

:28:18. > :28:21.George Osborne has said that he is in listening mode, but if he is

:28:22. > :28:27.serious about listening, he will admit he has made a serious mistake

:28:28. > :28:39.and reverse these damaging proposals. The impact on Scotland's

:28:40. > :28:53.means -- on Scotland means that a quarter of a million people could be

:28:54. > :29:00.affected. These changes will be unconscionable and I hope the

:29:01. > :29:08.Chancellor uses his Autumn Statement to show he is not proceeding with

:29:09. > :29:22.them. For a reduction in the number of training places for nurses and

:29:23. > :29:31.matrons increase the use of agency nurses? There has been an increase

:29:32. > :29:47.of 5% we have historically high levels of nurses and midwives in the

:29:48. > :29:57.NHS. Regarding agency nurses, we have reduced significantly the

:29:58. > :30:03.number of agency nurses working in the NHS.

:30:04. > :30:11.The First Minister says we should judge the SNP on their record.

:30:12. > :30:16.Order, order! Audit Scotland pass judgment on her record last week.

:30:17. > :30:20.The First Minister herself took the decision to cut training places when

:30:21. > :30:25.she was Health Secretary. Scotland's nurses have told us the

:30:26. > :30:32.consequences could quadruple agencies spent from 3.9 million to

:30:33. > :30:37.?16 million. This mismanagement led her to the damning report card she

:30:38. > :30:42.was given last week. After eight years in government, and her failure

:30:43. > :30:46.to address previous warnings, does the First Minister now agree with

:30:47. > :30:52.audit Scotland that we need fundamental change in how we staff

:30:53. > :30:56.are health service? Of course, it is this government coming forward with

:30:57. > :30:59.those change proposals from the transformation in primary care

:31:00. > :31:01.those change proposals from the through to the expansion of elective

:31:02. > :31:03.treatment centres, this is a government that

:31:04. > :31:28.treatment centres, this is a the job. Let me just turn to

:31:29. > :31:33.vacancy rates are broadly the same. There was 3.6% when we took office,

:31:34. > :31:39.3.7% now. Agencies spend is lower than when we took office. She cites

:31:40. > :31:44.the figure of ?16 million. It is worth pointing out to the Chamber

:31:45. > :31:48.that is 13% lower than the ?18 million it was when we inherited the

:31:49. > :31:50.position from the last Labour government so, presiding officer,

:31:51. > :33:52.our NHS today, government so, presiding officer,

:33:53. > :33:59.the same emphasis on job quality. Isn't it time to start putting as

:34:00. > :34:02.much emphasis on job quality when we decide on the eligibility for

:34:03. > :34:09.government support services and grants paid for by the taxpayer? I

:34:10. > :34:12.think that is a fair point and through the fair work convention and

:34:13. > :34:17.the approach we've taken we will continue to consider issues like

:34:18. > :34:22.that. I also think for people across the country, job numbers matter, but

:34:23. > :34:26.he's right to say that the quality of work matters as well. We want to

:34:27. > :34:32.see more full-time work for people who want it rather people being in

:34:33. > :34:35.jobs where they are working fewer hours than they want to work. And we

:34:36. > :34:42.want to make sure people in jobs are being paid a decent living wage,

:34:43. > :34:46.they have good living conditions and they are well rewarded. That is the

:34:47. > :34:52.whole focus of the business Pledge and the fair work convention.

:34:53. > :35:02.Crucially, this gets to the heart of why we are seeking a partnership

:35:03. > :35:06.with business. They should do these things because it is good for

:35:07. > :35:09.business as long as society. I think we are making headway on that

:35:10. > :35:15.argument in Scotland and I hope we have the support of the Chamber to

:35:16. > :35:22.push further ahead on it. That ends First Minister 's questions.
