:00:20. > :00:27.I like to start with the topic of presidential leadership. 28 years
:00:28. > :00:32.ago tomorrow night, Boyd Benson said the vice presidential debate was not
:00:33. > :00:36.about the qualifications for the vice presidency, but how, if tragedy
:00:37. > :00:42.should occur, the boy 's president has to step in without any margin
:00:43. > :00:45.for error, without time for preparation, to take over
:00:46. > :00:50.responsibility for the biggest job in the world. What about your
:00:51. > :00:57.qualities, skills and temperaments express equip you to step into that
:00:58. > :01:04.role at a moment's moment? Thank you for being here tonight, welcome to
:01:05. > :01:11.Governor p. It is so good to be here in Virginia. 65 years ago a lot -- a
:01:12. > :01:15.young, courageous woman, Barbara Johns, lead a walk out of high
:01:16. > :01:19.school. She made history by protesting school segregation. She
:01:20. > :01:22.believed the nation was stronger together, and that led to the
:01:23. > :01:27.education board decision which moved is down the path toward equality. I
:01:28. > :01:31.am so proud to be running with another strong, history making
:01:32. > :01:35.woman, Hillary Clinton, to be President of the United States. I am
:01:36. > :01:39.proud because her vision of stronger together, building an economy that
:01:40. > :01:51.works for all, not just those at the top, being safe in the world not
:01:52. > :01:53.only with a strong military but strong alliances to battle terrorism
:01:54. > :01:55.and climate change, and also to build a community of respect, just
:01:56. > :01:59.like Barbara Johns try to do 65 years ago. That is why I am so proud
:02:00. > :02:01.to be her running mate. Hillary told me why she asked me. She said the
:02:02. > :02:05.task of administration will not be the signing of passage of the bill.
:02:06. > :02:08.It will be whether we can make some body's life better, whether we can
:02:09. > :02:12.make a classroom of better learning environment for school kids or
:02:13. > :02:17.teachers. Whether we can make it safer. It will be about results. She
:02:18. > :02:25.said to me, you have been a missionary, a civil rights lawyer, a
:02:26. > :02:28.city councillor, a mayor, Lieutenant Governor and governor and now a
:02:29. > :02:31.senator, I think he will help me figure out how to govern this nation
:02:32. > :02:35.so we always keep in mind that the success of the administration is the
:02:36. > :02:41.difference we make in peoples lives. That is what I bring to the ticket,
:02:42. > :02:44.that experience, having served at all levels of Government. But my
:02:45. > :02:48.primary role is to be a strong supporter and right-hand person of
:02:49. > :02:52.Hillary Clinton, I relish that role, I am so proud of her. My wife and I
:02:53. > :03:04.trust Hillary Clinton with the most important thing in life. We have a
:03:05. > :03:05.son deployed overseas in the Marine Corps right now, we trust her as
:03:06. > :03:07.president and commander-in-chief. The thought of Donald Trump as
:03:08. > :03:15.commander-in-chief scares us to death. Governor Pence? Thank you to
:03:16. > :03:26.this university for the hospitality, it is humbling for me to be here. I
:03:27. > :03:29.am surrounded by my wonderful family and, Senator Kaine, it is an honour
:03:30. > :03:33.to be here with you. I would like to thank everybody looking into night,
:03:34. > :03:36.everyone who understands what an important time visitors in the life
:03:37. > :03:42.of the nation. For the last seven years we have seen America's place
:03:43. > :03:47.in the world we can, and economy stifled by more taxes, more
:03:48. > :03:51.regulation, a war on coal and health care reform being known as
:03:52. > :03:55.ObamaCare. American people know we need to make a change. I would like
:03:56. > :03:59.to thank you all for being with us tonight. I would like to thank
:04:00. > :04:04.Donald Trump for making that call and baked it is to be part of that
:04:05. > :04:09.ticket. I am a small-town boy from a place not too different to put
:04:10. > :04:12.Farmville, I had a cornfield in my backyard, my grandfather emigrated
:04:13. > :04:17.to this country out about my son's H. My parents built everything that
:04:18. > :04:23.matters in a small town in Indiana, a family, a good name and a business
:04:24. > :04:28.and raised a family. I dream Sunday of representing my hometown in
:04:29. > :04:31.Washington, DC. But, honestly, I would never imagine that I would
:04:32. > :04:35.have the opportunity to be governor of the state that I love, never mind
:04:36. > :04:40.sitting at a table like this in this kind of position. So to answer your
:04:41. > :04:46.question, I would say that I would hope that if the responsibility ever
:04:47. > :04:50.felt to me in this role, that I would meet it with the way that I
:04:51. > :04:55.will meet the responsibility should I be elected vice president of the
:04:56. > :04:58.United States, that is to bring a lifetime of experience, a lifetime
:04:59. > :05:02.growing up in a small town, a lifetime serving in the Congress of
:05:03. > :05:05.the United States, for I have led a state that works in the great state
:05:06. > :05:09.of Indiana. Whatever more responsibilities might fall from
:05:10. > :05:15.this I would hope and, frankly, I would pray, to be able to meet that
:05:16. > :05:22.with a lifetime of experience. Senator Kaine, you praised Hillary
:05:23. > :05:27.Clinton's character, yet 60% of voters do not think she is
:05:28. > :05:31.trustworthy. Why do so many people mistrust her, is it because they
:05:32. > :05:37.have questions about her e-mails and the Clinton foundation? Here is what
:05:38. > :05:40.people should look at when they look at a public servant. Do they have a
:05:41. > :05:44.passion in their life that showed before they were in public life,
:05:45. > :05:49.have they held onto that throughout their life regardless of whether
:05:50. > :05:54.they were in or not, succeeding or failing? Hillary Clinton has that
:05:55. > :05:57.passion from being a child in a Methodist youth group in Chicago,
:05:58. > :06:03.she has been focused on serving others, with a special focus on
:06:04. > :06:08.empowering families and kids. As a civil rights lawyer in the South,
:06:09. > :06:12.First Lady of Arkansas and the Secretary of State of this country,
:06:13. > :06:16.it has always been about putting people first, in sharp contrast with
:06:17. > :06:20.Donald Trump. Donald Trump always puts himself first. In the words of
:06:21. > :06:25.one of his campaign staff as he built his career on the little
:06:26. > :06:29.people, as a candidate he started his campaign with a speech calling
:06:30. > :06:33.Mexicans rapists and rapists and criminals and has pursued the
:06:34. > :06:38.discredited and outrageous lie that President Obama was not born in the
:06:39. > :06:40.United States. It is so painful to suggest that we go back to think
:06:41. > :06:45.about those days when an African-American could not be a
:06:46. > :06:52.citizen the United States, I can't imagine how Governor Pence can
:06:53. > :06:57.defend the selfish and insult driven style of Donald Trump. You have said
:06:58. > :07:01.Donald Trump is thoughtful, compassionate and steady, yet 67% of
:07:02. > :07:05.voters feel he is a risky choice and 65% feel he does not have the right
:07:06. > :07:12.temperament to be president. Why do so many Americans think he is too
:07:13. > :07:16.erotic? Well first and foremost, Senator, you at Hillary Clinton
:07:17. > :07:22.would know a lot about ten insult driven campaign. At a time when the
:07:23. > :07:26.heck -- in the wake of Hillary Clinton's tenure of Secretary of
:07:27. > :07:32.State, she was the architect of the Obama administration foreign policy,
:07:33. > :07:35.in tire portions of the world are spinning out of control. The
:07:36. > :07:39.situation we are watching in Syria today is a result of the failed and
:07:40. > :07:44.weak foreign policy that Hillary Clinton helped to lead in this
:07:45. > :07:50.administration and create. The newly build and aggression of Russia,
:07:51. > :07:55.whether it was Ukraine or... Daddy handed approach... Dubova have seen
:07:56. > :08:01.Vladimir Putin is... We will go to Russia in a moment. I want to get
:08:02. > :08:06.back to the question. Thank you, Senator. They praised by Toomua
:08:07. > :08:10.Putin as a great leader. We have that coming up. In the meantime, the
:08:11. > :08:15.questions were about your running mates. I must have hit a nerve. In a
:08:16. > :08:19.time of great challenge in the life of this nation, where we have
:08:20. > :08:23.weakened America's place in the world and stifled the American
:08:24. > :08:29.economy, the campaign of Hillary Clinton and Tim Kaine has been an
:08:30. > :08:33.avalanche of insults. Donald Trump has built a business, through hard
:08:34. > :08:39.times and good times. He has brought extraordinary business acumen,
:08:40. > :08:44.employ tens of thousands in this Kenji... And paid few taxes and lost
:08:45. > :08:52.$1 billion a year. Why the disconnect with your running mates?
:08:53. > :08:57.There is -- there is a reason why they mistrust Hillary Clinton,
:08:58. > :09:00.because they are paying attention. The Clinton Foundation accepted
:09:01. > :09:05.contributions from foreign governments when she was Secretary
:09:06. > :09:14.of State. Let me talk about this issue. I think I am still on my
:09:15. > :09:18.time. Isn't this a discussion? Let me interrupt you. The Clinton
:09:19. > :09:21.Foundation accepted foreign contributions from foreign
:09:22. > :09:28.governments and foreign donors while she was Secretary of State. She had
:09:29. > :09:33.a private server that was discovered... You have an
:09:34. > :09:37.opportunity later... Governor p does not think the world is going so well
:09:38. > :09:42.and will say it is everybody's faults. -- Governor Pence. When
:09:43. > :09:47.Hillary Clinton became Secretary of State, Osama bin Laden was alive. We
:09:48. > :09:52.had thousands of troops deployed in the battlefield in Iraq and
:09:53. > :09:56.Afghanistan. Iran was racing towards nuclear weapons and Russia was
:09:57. > :10:00.establishing its stockpile. She was part of the national public safety
:10:01. > :10:05.team that revived the dormant hunt against bin Laden and wiped him off
:10:06. > :10:11.the face of the earth. She worked with the Russians to reduce their
:10:12. > :10:15.chemical weapons stockpile. She negotiated with countries around the
:10:16. > :10:21.world to erratic way to the radio nuclear weapons programme. Without
:10:22. > :10:25.firing a shot. -- to eliminate the Arabian nuclear weapons programme.
:10:26. > :10:34.We now have 15,000 troops deployed overseas. And Iraq has been overrun
:10:35. > :10:42.by Isis. Hillary Clinton failed to renegotiate starters... We removed
:10:43. > :10:49.all our jobs from Iraq, Isis developed in the vacuum and overrun
:10:50. > :10:53.vast areas of Iraq. President Bush said we would leave Iraq at the end
:10:54. > :10:58.of 2011. Iraq did not want the troops to stay and would not give as
:10:59. > :11:01.protection for the troops. If a nation where our troops are serving
:11:02. > :11:10.does not want us to stay, we will not stay. It was a failure...
:11:11. > :11:12.Gentlemen, Senator Tim Scott, he was African-American, your fellow
:11:13. > :11:16.Republican, recently spoke on the Senate floor. He said he was stopped
:11:17. > :11:22.seven times by law enforcement in one year. He said, I have felt the
:11:23. > :11:28.anger, the frustration, the sadness and she many Asian that comes with
:11:29. > :11:32.feeling that you are being targeted for nothing more than being just
:11:33. > :11:41.yourself -- the sadness and unary Asian. What would you say to him? I
:11:42. > :11:44.have the deepest respect for him and he is a friend. We need to adapt
:11:45. > :11:51.Criminal Justice Bill for nationally. I saying this in
:11:52. > :11:56.Indiana, we're very proud of it. I worked on the second chance act in
:11:57. > :12:01.Congress. We had to do a better job of recognising and correcting the
:12:02. > :12:06.errors in the system that reflect an institutional bias in criminal
:12:07. > :12:12.justice. What Donald Trump and I are saying is let's not have the reflex
:12:13. > :12:17.of assuming the worst of men and women in law enforcement. We treat
:12:18. > :12:22.the -- truly believe that law enforcement... What would you say to
:12:23. > :12:25.Senator Scott? Law enforcement in this country is a force for good,
:12:26. > :12:34.they truly put their lives on the line every single day. I would
:12:35. > :12:37.suggest that what we need to do is assert a stronger leadership at
:12:38. > :12:42.national level to support law enforcement. Senator Kaine just
:12:43. > :12:46.rejected a stop in Frisk. I would suggest that the families living in
:12:47. > :12:57.inter-cities that are besieged by crime...
:12:58. > :13:02.Criminal justice is about respecting law and being respected by the law.
:13:03. > :13:08.There is a fundamental respect issue. I want to talk about the tone
:13:09. > :13:12.set from the top. Donald Trump has called Mexicans rapists and
:13:13. > :13:16.criminals, he has called women slobs, pigs, dogs, disgusting. I
:13:17. > :13:20.don't like saying about in front of my wife and mother. He attacked in
:13:21. > :13:23.Indiana born federal judge and said he was unqualified to hear a federal
:13:24. > :13:38.lawsuit because his parents were Mexican. He went after John McCain,
:13:39. > :13:41.a POW, and said he was not a hero because he was captured. He said
:13:42. > :13:43.African-Americans are living in hell and perpetrated an outrageous and
:13:44. > :13:44.bigoted like that President Obama is not a US citizen.
:13:45. > :13:47.If you want a society where people are respected and respect laws, you
:13:48. > :13:51.can't have somebody at the top demeaning every group that he talks
:13:52. > :13:54.about. Again, I cannot believe that Governor Pence will defend the
:13:55. > :14:00.insult of an campaign run by Donald Trump. I want to turn to
:14:01. > :14:04.immigration. Your running mates have both said that and documented
:14:05. > :14:08.immigrants who have committed violent crime should be deported.
:14:09. > :14:13.What would you tell the millions of undocumented immigrants who have not
:14:14. > :14:16.committed violent crimes? Donald Trump has laid out a plan to end
:14:17. > :14:21.illegal immigration once and for all. We have been talking it to
:14:22. > :14:25.death the 20 years. Hillary Clinton and Tim Kaine want to continue the
:14:26. > :14:34.policies of open borders, Amnesty, catch and release, century cities,
:14:35. > :14:39.all the things driving wages down in this country, and too off with
:14:40. > :14:42.criminal aliens in the country it has led to heartbreak. Donald Trump
:14:43. > :14:49.has a plan that he laid out in Arizona. It will deal systematically
:14:50. > :14:53.with illegal immigration, beginning with border security and internal
:14:54. > :14:58.enforcement. For the first time in the history of immigrations and
:14:59. > :15:01.Customs enforcement, their union endorsed Donald Trump as the next
:15:02. > :15:04.President of the United States, because they know they need help to
:15:05. > :15:09.enforce the laws of this country. Donald Trump has laid out a priority
:15:10. > :15:13.to remove criminal aliens, people who have overstayed their visas.
:15:14. > :15:17.Once we have accomplished all of that, which will strengthen the
:15:18. > :15:26.economy, the rule of law and make communities safer once the criminal
:15:27. > :15:28.aliens are right, then we'll deal with those that remain. I had to
:15:29. > :15:33.tell you, I was listening to the avalanche of insults coming out of
:15:34. > :15:42.Senator Cain. -- Senator Kaine. It is my time. He says ours is an
:15:43. > :15:47.insult driven campaign? Did you just hear that, I was this? To be honest
:15:48. > :15:50.with you, if Donald Trump had said all the things that you said he said
:15:51. > :15:54.in the way that he said, he still would not have a fraction of the
:15:55. > :16:01.insults that Hillary Clinton levelled when she said that half of
:16:02. > :16:06.our supporters were a basket of deplorables. She said they were
:16:07. > :16:14.irredeemable, not American. It is extraordinary. And then she laid one
:16:15. > :16:16.after another ism on millions of Americans who believe they can have
:16:17. > :16:21.a stronger America at home and abroad, who believe that get the
:16:22. > :16:27.economy moving again and end illegal immigration once and for all. This
:16:28. > :16:31.insult driven campaign, that is small potatoes compared to Hillary
:16:32. > :16:39.Clinton. She called half-out Trump's supporters a basket of deplorables.
:16:40. > :16:42.Hillary Clinton said something on the campaign trail and
:16:43. > :16:47.the next day. Look for Donald Trump the next day. Look for Donald Trump
:16:48. > :16:51.apologising to John McCain for apologising to John McCain for
:16:52. > :16:56.saying he wasn't a hero, did Donald Trump apologise for calling women
:16:57. > :17:01.pics and slopes and disgusting? It is his two minutes, please. -- pigs
:17:02. > :17:08.and slobs. Did he apologise for and slobs. Did he apologise for
:17:09. > :17:15.saying African Americans are living in hell? Did he apologise for saying
:17:16. > :17:20.Barack Obama wasn't a citizen of the US? He never takes responsibility.
:17:21. > :17:29.Immigration, two plans, Hillary and I believe incompetence if
:17:30. > :17:37.immigration -- competent immigration. Keeping families
:17:38. > :17:41.together is the top goal. That will help focus enforcement efforts and
:17:42. > :17:45.those who are violent. We will do more border control. We will provide
:17:46. > :17:53.a path to citizenship for those who play by the rules. That is our
:17:54. > :17:57.proposal. Trump proposes to deport 16 million people. 11 million are
:17:58. > :18:01.here without documents. Trump and Mike Pence want to get rid of
:18:02. > :18:08.birthrights citizenship. So if you were born here, but your parents
:18:09. > :18:14.don't have documents, they want a -- to eliminate that. Deportation. They
:18:15. > :18:18.want to go house-to-house, school to school, business to business, and
:18:19. > :18:24.kick out 16 million people. That is nonsense. I cannot believe the
:18:25. > :18:28.governor would defend his running mate's claim that we should create a
:18:29. > :18:31.deportation force so they will all be gone. We have a deportation
:18:32. > :18:37.Foskett is called immigration and Customs enforcement. I would like to
:18:38. > :18:44.shift to the threat of terrorism. -- deportation force, it is called. Has
:18:45. > :18:51.the terrorist threat increased or decreased? It has decreased in some
:18:52. > :18:57.ways. Osama Bin Laden instead. It is decreased in some way because of the
:18:58. > :19:05.Errani nuclear weapon is programme has stopped. -- Iranians nuclear
:19:06. > :19:09.weapons programme has stopped. Other parts of the world are challenging.
:19:10. > :19:13.To beat terrorism there is only one candidate that can do that and that
:19:14. > :19:17.is Hillary Clinton. She was the senator from New York at 911. She
:19:18. > :19:22.was at the World Trade Center when they were searching for victims and
:19:23. > :19:27.survivors. That is seared onto her, the need to beat terrorism. And she
:19:28. > :19:32.has a plan to do it. She was part of the National security team that
:19:33. > :19:36.wiped out Osama Bin Laden. First, we have to keep taking out I saw's
:19:37. > :19:43.leaders. She was part of the team that got Osama Bin Laden. -- Isil.
:19:44. > :19:47.We had to disrupt financing networks. Third, disrupt their
:19:48. > :19:52.ability to recruit on the Internet and in safe havens. Fourth, we have
:19:53. > :19:55.to work with allies to share and surge intelligence. That is the
:19:56. > :20:00.Hillary Clinton plan. She has the experience to do it. Donald Trump
:20:01. > :20:03.cannot start a Twitter war with Miss universe without shooting himself in
:20:04. > :20:09.the foot. Donald Trump doesn't have a plan. He said I have a secret
:20:10. > :20:15.plan, and then he said, I know more than all of the generals about Isil.
:20:16. > :20:18.Then he said he was going to call them to figure out a plan. Finally
:20:19. > :20:23.he said he was going to fire all of the generals. He does have dangerous
:20:24. > :20:26.ideas. He trashed talks the military. The military is a
:20:27. > :20:34.disaster. John McCain is no hero. The generals need to be fired. And I
:20:35. > :20:37.know more than them. Nato was obsolete. And will only work
:20:38. > :20:47.together with Israel if they pay bigger league. He has a personal

:21:02. > :21:06.Vladimir Putin, Gaddafi, and King John and. When he was told wait a
:21:07. > :21:10.minute, terrorists could get those, proliferation could lead to war,
:21:11. > :21:12.Donald Trump said, go ahead, folks, enjoy yourselves. I would love to
:21:13. > :21:19.hear what he thinks is enjoyable and hear what he thinks is enjoyable and
:21:20. > :21:23.work on that one a long time? That work on that one a long time? That
:21:24. > :21:29.had creative minds in it. I want to see if you can defend any of it. I
:21:30. > :21:33.can make it clear to the American people. After travelling millions of
:21:34. > :21:37.miles as our secretary of State, after being the architect of the
:21:38. > :21:42.foreign policy in this administration, America is less safe
:21:43. > :21:46.today than it was before Barack Obama became president. It is
:21:47. > :21:50.inarguable. We have weakened America's place in the world. It has
:21:51. > :21:57.been a combination of factors. But maybe a lack of leadership. I was in
:21:58. > :22:04.Washington, DC and 911. I saw the clouds of smoke rise. I was in
:22:05. > :22:07.Virginia, in the Pentagon. I know, we all live through that day as a
:22:08. > :22:13.nation. It's heartbreaking. I want to give the president credit for
:22:14. > :22:19.bringing Osama Bin Laden to justice. Truth is, he let Al-Qaeda. The
:22:20. > :22:25.primary threat today is Isis. Because Hillary Clinton failed to
:22:26. > :22:29.renegotiate an agreement which would have allowed some American combat
:22:30. > :22:35.troops to remain in Iraq and secure the hard-fought gains the American
:22:36. > :22:42.soldiers had won by 2009, Isis was able to be conjured up out of the
:22:43. > :22:46.desert, these overrun vast areas, that the American soldier had not
:22:47. > :22:53.won. My heart breaks for the likes of Lance Corporal Scott 's
:22:54. > :23:01.Grabowski. He fought hard through some of the most difficult days in
:23:02. > :23:06.operation in Iraqi Freedom. And he paid the ultimate sacrifice for our
:23:07. > :23:12.freedom. That nation was secured in 2009. But because Hillary Clinton
:23:13. > :23:16.and Barack Obama failed to provide a status of forces agreement and leave
:23:17. > :23:22.sufficient troops in there, we are back at war. More troops have been
:23:23. > :23:27.deployed to the ground. And the Lance Corporal's mother would always
:23:28. > :23:35.come to see me. I would always give her a hug and say we will never
:23:36. > :23:38.forget her son. We never will. Syria, 250,000 people, 100,000 of
:23:39. > :23:45.them children, are under siege in Aleppo. Weapons and bombs are being
:23:46. > :23:50.dropped on them by Russian and civilian military 's. Does the US
:23:51. > :23:55.civilians and prevent mass civilians and prevent mass
:23:56. > :24:01.casualties on the scale. -- militaries. About Aleppo and Syria.
:24:02. > :24:08.What America ought to do right now is established safe zones. So that
:24:09. > :24:12.families and vulnerable people can move out of those areas, work with
:24:13. > :24:18.our Arab partners, real-time, right now, to make that happen. Second,
:24:19. > :24:24.the provocations by Russia need to be met with American strength. If
:24:25. > :24:29.Russia chooses to be involved and continue to be involved in this
:24:30. > :24:32.barbaric attack on civilians in Aleppo, the US should be prepared to
:24:33. > :24:39.use military force to strike military targets of the Assad
:24:40. > :24:43.regime. To prevent them from this humanitarian crisis that is taking
:24:44. > :24:48.range of other things we ought to range of other things we ought to
:24:49. > :24:51.do. We ought to deploy a missile defence shield to the Czech Republic
:24:52. > :24:57.and Poland which Hillary Clinton and Barack Obama pulled back and for
:24:58. > :25:01.fear of offending the Russians in 2009, we just need to have American
:25:02. > :25:04.strength on the stage. When Donald Trump becomes president, Russia and
:25:05. > :25:07.other countries in the world will know they are dealing with a strong
:25:08. > :25:19.American president. Hillary and I agree that the establishment of
:25:20. > :25:26.be a very good idea. You mentioned a be a very good idea. You mentioned a
:25:27. > :25:30.setting up a safe sound? How would setting up a safe sound? How would
:25:31. > :25:37.you keep it safe? First and foremost, Donald Trump support our
:25:38. > :25:43.troops. But he won't pay taxes. Do you not take deductions? Please, I
:25:44. > :25:51.would like to ask... It is about our troops. I understand why he won't
:25:52. > :25:56.change the subject -- what he would like to change the subject. Do you
:25:57. > :26:01.think Donald Trump... Gentlemen, we will have time to get to that...
:26:02. > :26:04.What we are dealing with... There is an old proverb that says the Russian
:26:05. > :26:08.Bear never dies it just hibernates. Truth of the matter is we can
:26:09. > :26:11.factors foreign policy if Hillary factors foreign policy if Hillary
:26:12. > :26:19.Clinton and Barack Obama has awakened and aggression in Russia.
:26:20. > :26:23.Now they are moving into the wider Middle East and all the while, all
:26:24. > :26:26.we do is fold our arms and say we are not having talks and more. To
:26:27. > :26:33.answer your question, we need American strength. We need to
:26:34. > :26:38.marshal the resources of our allies in the region. And in the immediate,
:26:39. > :26:41.we need to act, and act now to get people out of harms way. How would
:26:42. > :26:47.those safe zones work? How would they remain safe? They would have to
:26:48. > :26:51.be, as the senator said, there is already a framework that has been
:26:52. > :26:54.recognised by the international community. The US needs to be
:26:55. > :26:59.prepared to work with our allies in the region to create a route for
:27:00. > :27:02.safe passage and then to protect people in those areas, including
:27:03. > :27:07.with a no-fly zone. This is tough stuff. I served on the Foreign
:27:08. > :27:11.Affairs Committee for a decade, I travelled in and out of that area
:27:12. > :27:16.for decades. I saw what the American soldier won in the operation Iraqi
:27:17. > :27:21.Freedom. To see the weakened, feckless leadership Hillary Clinton
:27:22. > :27:27.was the architect of... Let me come back and talk about that... That is
:27:28. > :27:31.deeply troubling to me... He doesn't want act knowledge that we stopped
:27:32. > :27:35.the Iranians nuclear weapons programme. You didn't. He doesn't
:27:36. > :27:39.want act knowledge that Hillary Clinton was part of the team that
:27:40. > :27:43.got Osama Bin Laden. I just did. And that it is a good thing, not a bad
:27:44. > :27:48.thing, that we are down and troops deployed. Let me tell you what would
:27:49. > :27:58.make the Middle East dangerous. Donald Trump... Ronald Reagan said
:27:59. > :28:05.proliferation. He said the problem proliferation. He said the problem
:28:06. > :28:10.with it is that some fool or maniac could trigger a catastrophic event.
:28:11. > :28:15.And I think that is who his running mate is. Exactly who president
:28:16. > :28:20.Reagan worried us about. That is pretty low, even for you. Do you
:28:21. > :28:24.think we should have more nuclear weapons in the world, that that
:28:25. > :28:30.would make us safer? Ronald Reagan also said a nuclear war should never
:28:31. > :28:35.be fought because it can never be won. The USA needs to make
:28:36. > :28:41.investment in modernising our nuclear figures... You defend
:28:42. > :28:48.Trump's claims... Let me go back to this Iran saying. He keeps saying
:28:49. > :28:51.Hillary Clinton started the deal with the Iranians and that it
:28:52. > :28:57.prevented Iran from getting nuclear weapons. That is what the joint
:28:58. > :29:05.chiefs of staff are saying. That is not what Israel thinks. You can go
:29:06. > :29:08.and check it. I know you boycotted Benjamin Netanyahu. I visited him in
:29:09. > :29:14.his office. You boycotted his speech. This so-called Iran deal,
:29:15. > :29:20.what it did was essentially guaranteed... When I was in Congress
:29:21. > :29:22.I fought hard and a bipartisan basis with Republican and Democrat members
:29:23. > :29:29.to move forward the toughest sanctions. Literally in the history
:29:30. > :29:33.of the US. Then Hillary Clinton used them. We were bringing them to heel.
:29:34. > :29:36.With the goal that we would only lift the sanctions if Iran
:29:37. > :29:44.ambitions. They have not renounced ambitions. They have not renounced
:29:45. > :29:49.their nuclear ambitions. When the deals period runs out there is no
:29:50. > :29:53.limitation and obtaining weapons. $1.7 billion in a ransom payment...
:29:54. > :29:59.We need to talk about Russia quickly. Six times tonight I have
:30:00. > :30:02.said to govern appends by donor how you can defend your running mate's
:30:03. > :30:18.position on one issue after the next. -- Governor Pence and how you
:30:19. > :30:24.can defend. I think this just underlines... I will take them one
:30:25. > :30:31.at a time if he wants. More nations should get nuclear weapons? Try to
:30:32. > :30:36.defend that. He has never said that. Gentleman, Russia, Vladimir Putin
:30:37. > :30:42.invaded Ukraine, annexed Crimea, and has given military support to the
:30:43. > :30:46.Assad regime. What stops would your Administration taken to counter
:30:47. > :30:50.tough and Russia. Let's start by not tough and Russia. Let's start by not
:30:51. > :30:59.leader. -- and Russia. He and Donald leader. -- and Russia. He and Donald
:31:00. > :31:01.Trump has said he is a great leader. Donald Trump has business pleadings
:31:02. > :31:07.with Russia that he refuses to disclose. Hillary Clinton has gone
:31:08. > :31:10.toe two Toe with Russia. She went toe to toe with Russia as Secretary
:31:11. > :31:21.of State to do the new start agreement, to reduce Russia's
:31:22. > :31:25.nuclear stockpile. -- toe-to-toe. She protested when they went into
:31:26. > :31:29.Georgia. We have that punishing economic sanctions and Russia that
:31:30. > :31:33.we need to continue since they invaded Ukraine. Donald Trump did
:31:34. > :31:36.not know that Russia had invaded the Crimea. He was on the TV show and he
:31:37. > :31:40.said, I guarantee you this, Russia is not going into Ukraine. He had to
:31:41. > :31:55.be reminded that they had gone into the Crimea two years before. Hillary
:31:56. > :32:00.Clinton has gone toe-to-toe with Russia. She stood up to them on
:32:01. > :32:03.issues of Syria and their invasion of Georgia. You have to have the
:32:04. > :32:07.ability to do that and Hillary does. And the other hand you have Donald
:32:08. > :32:11.Trump who is somebody who praises Vladimir Putin all the time. America
:32:12. > :32:18.should wonder about a president tramp who had a campaign manager
:32:19. > :32:25.with ties to Vladimir Putin. -- president Trump. When he is sitting
:32:26. > :32:30.down with Vladimir Putin, is it going to be America's Bottom Line,
:32:31. > :32:36.or Donald Trump's Bottom Line with all of his business deals? This
:32:37. > :32:41.could be solved if Donald Trump would release his tax returns. I
:32:42. > :32:45.know he is laughing at this. What has that got to do with Russia?
:32:46. > :32:51.Every president since Richard Nixon has done it. The only way the
:32:52. > :32:58.American public will see if he has a conflict of interest will be if you
:32:59. > :33:02.release -- if he released his tax returns. I'm just trying to keep up
:33:03. > :33:08.with the insult driven campaign. I'm just saying facts about your running
:33:09. > :33:09.mate. Senator, please. Do not put words in my mouth. I'm not defending
:33:10. > :33:19.him. Most of what you said is false. him. Most of what you said is false.
:33:20. > :33:22.The American people know that. This is not like the old days where you
:33:23. > :33:28.say stuff and people just believe it. This is the alternate universe
:33:29. > :33:35.of Washington facing reality. Hillary said her number one priority
:33:36. > :33:40.was reset Russia. That resulted in the invasion of Ukraine. After the
:33:41. > :33:44.infiltrated with what they called Little Green men, Russian soldiers
:33:45. > :33:48.who were dressing up like Ukrainian dissidents. Then they went into the
:33:49. > :33:51.Crimea and took the peninsula. Donald Trump knew that happened. He
:33:52. > :33:58.said it won't happen again. The truth of the matter is... What you
:33:59. > :34:07.have in the rise of aggressive Russia, which has influenced its --
:34:08. > :34:13.which strengthened its influence in Iran. The leading state of terror in
:34:14. > :34:18.the world in Iran now has a closer working relationship with Russia
:34:19. > :34:24.because Hillary Clinton and Barack Obama's foreign policy allowed it.
:34:25. > :34:28.And then the sanctions were lifted. And then Syria, this is
:34:29. > :34:34.extraordinary, Syria is imploding. View asked a thoughtful question
:34:35. > :34:43.about the disaster in Aleppo. Isis is headquartered in Raqqa. They have
:34:44. > :34:51.taken areas that the American soldier won. They are saying that
:34:52. > :34:55.the foreign policy of Hillary Clinton and Barack Obama somehow
:34:56. > :35:01.made the world more secure. It really is astonishing. We have wiped
:35:02. > :35:07.out the leader of Al-Qaeda. Please. We delivered 400 million in cash as
:35:08. > :35:21.a ransom payment for Americans held by the radical leader in terror --
:35:22. > :35:25.in Tehran. Vladimir Putin is a dictator. He isn't a leader. Anybody
:35:26. > :35:31.who things otherwise doesn't know Russian history or Vladimir Putin.
:35:32. > :35:36.Clinton knows who this guy is. John McCain said I looked in his eyes and
:35:37. > :35:40.I see KGB. Hillary has the same feeling. How do you deal with him?
:35:41. > :35:45.We have to deal with Russia in lots of ways. There are areas where we
:35:46. > :35:49.can cooperate. It was Clinton who worked with Russia and the new start
:35:50. > :35:53.treaty to reduce their nuclear weapons stockpile. Clinton worked
:35:54. > :35:59.with Russia to get them engaged in a community of nations to stop the
:36:00. > :36:03.Iranians nuclear weapons programme. She is not praising Vladimir Putin
:36:04. > :36:08.is a great guy. But she knows how to sit down at a table and negotiate
:36:09. > :36:12.tough deals. This is a challenging part of the world. We ought to have
:36:13. > :36:15.a commander-in-chief who is prepared and has done it, rather than
:36:16. > :36:20.somebody who goes around praising Vladimir Putin is a great leader. I
:36:21. > :36:24.would like to ask about North Korea and the threat of nuclear weapons.
:36:25. > :36:28.North Korea recently conducted its fifth and most powerful nuclear
:36:29. > :36:33.test. What specific steps would you take to prevent North Korea from
:36:34. > :36:42.producing a nuclear armed missile capable of reaching the US? We need
:36:43. > :36:46.to make a commitment to rebuild our military. Including modernising our
:36:47. > :36:52.forces. We also need an effective American diplomacy that will marshal
:36:53. > :37:06.the resources of nations in the Asian Pacific rim to put pressure on
:37:07. > :37:09.North Korea, on Kim Jong-un. We must take nuclear weapons away from the
:37:10. > :37:18.Korean peninsula. When Donald Trump is president we won't have the kind
:37:19. > :37:21.of posture in the world that has Russia invading Crimea and Ukraine.
:37:22. > :37:28.That has the Chinese building islands. That has the world flouting
:37:29. > :37:33.back to the days of peace through back to the days of peace through
:37:34. > :37:38.strength. I have to tell you that all this talk about tax returns, and
:37:39. > :37:47.I get it, you want to keep bringing it up, but... Hillary Clinton and
:37:48. > :37:49.her husband set up a private foundation called the
:37:50. > :37:52.foundation. While she was Secretary foundation. While she was Secretary
:37:53. > :37:56.of State the Clinton foundation accepted tens of millions of dollars
:37:57. > :38:05.from foreign governments. And foreign donors. You all need to
:38:06. > :38:08.know. This is basic stuff. Foreign donors and foreign governments
:38:09. > :38:11.cannot participate in the American political process. They cannot make
:38:12. > :38:16.financial contributions. But the Clintons figured out a way to create
:38:17. > :38:21.a foundation where foreign governments and foreign donors could
:38:22. > :38:26.we found out that more than half of we found out that more than half of
:38:27. > :38:29.her private meetings when she was secretary of state were given to
:38:30. > :38:33.major donors of the Clinton foundation. You talk about all of
:38:34. > :38:38.these baseless rumours about Russia and the rest, Hillary Clinton... You
:38:39. > :38:43.asked a trustworthy question at the beginning. Averna, your two minutes
:38:44. > :38:49.are up. They are looking at the pay to play politics she operated with
:38:50. > :38:55.the Clinton foundation. -- Governor. I will talk about the foundation
:38:56. > :38:59.then North Korea. And the foundation, I'm glad we talked about
:39:00. > :39:05.it. The Clinton foundation is one of the highest rated charities in the
:39:06. > :39:09.world. It provides aids drugs to around 11.5 million people. It helps
:39:10. > :39:13.Americans deal with opiate overdoses. It gets higher rankings
:39:14. > :39:18.for its charity than the American Red Cross does. The Clinton
:39:19. > :39:22.foundation does a lot of good work. Hillary Clinton as Secretary of
:39:23. > :39:25.State took no action to benefit the foundation. The State Department did
:39:26. > :39:30.an investigation and concluded everything she did as secretary of
:39:31. > :39:33.state was completely in the interest of the US. The foundation does good
:39:34. > :39:38.work. Hillary Clinton acted in the work. Hillary Clinton acted in the
:39:39. > :39:43.interest of the US. Let's compare this with the Trump Organisation and
:39:44. > :39:47.the trump foundation. The Trump organisation is an octopus like
:39:48. > :39:50.organisation with tentacles all over the world, whose
:39:51. > :39:54.conflict-of-interest could only be known if Donald Trump would release
:39:55. > :40:00.his tax returns. He has refused to do it. His sons have said that the
:40:01. > :40:03.organisation has a lot of business dealings in Russia. Remember, the
:40:04. > :40:07.Trump organisation is not a nonprofit, it is putting money in
:40:08. > :40:12.Donald Trump's pockets and into the pockets of his children. The Clinton
:40:13. > :40:18.foundation is nonprofit. No Clinton family member takes any salary. In
:40:19. > :40:22.addition, Donald Trump has a foundation. The foundation was just
:40:23. > :40:28.find for illegally contributing foundation dollars to a political
:40:29. > :40:31.campaign. They made an illegal contribution. Then they tried to
:40:32. > :40:36.hide it by disguising it as somebody else. The person they donated it was
:40:37. > :40:42.somebody whose office was charged with investigating Trump University.
:40:43. > :40:47.This is the difference between a foundation that does good work. And
:40:48. > :40:50.somebody who is conflicted into doing work around the world and will
:40:51. > :40:54.not share with the American public what he is doing and what those
:40:55. > :40:58.conflicts are. I will give you 30 seconds to respond. This was about
:40:59. > :41:05.North Korea. LAUGHTER
:41:06. > :41:12.Thank you. The trump foundation is a private family foundation. They give
:41:13. > :41:21.virtually every cent to charitable causes. A $20,000 portrait of Donald
:41:22. > :41:29.Trump? The Clinton foundation as barely given money to charitable
:41:30. > :41:32.causes. 90%. It has allowed them to travel the world, have staff. We
:41:33. > :41:36.would know a lot more about it if Clinton would turn over the 33,000
:41:37. > :41:44.e-mails that she refused... Thank you. If you had intelligence... If
:41:45. > :41:48.you had intelligence that North Korea was about to launch a missile,
:41:49. > :41:56.a nuclear armed missile capable of reaching the US, would you take
:41:57. > :42:02.pre-emptive action? A president should take actions. The president
:42:03. > :42:06.has to do that. Exactly what action, you would have to determine what
:42:07. > :42:10.you were of that, but you would have you were of that, but you would have
:42:11. > :42:16.to take action. How do we deal with North Korea? We just did an
:42:17. > :42:24.extensive sanctions package against North Korea. The UN followed and it
:42:25. > :42:27.virtually the same package. China will often use their veto in the
:42:28. > :42:31.Security Council to veto a package like that. But they are starting to
:42:32. > :42:34.get worried about North Korea. So they supported the package. Even
:42:35. > :42:41.though many of the sanctions are against Chinese firms. We are
:42:42. > :42:44.working together with China. And we need to. China is one of those
:42:45. > :42:50.relationships where it is competitive, challenging and in
:42:51. > :42:54.times like North Korea we need to be able to cooperate. Hillary Clinton
:42:55. > :42:57.knows that. She once stood up and human rights meeting, look them in
:42:58. > :43:02.the eye and said women's rights are human rights. They didn't want her
:43:03. > :43:05.to say that but she did. She also worked on lots of diplomatic,
:43:06. > :43:09.important diplomatic deals with China, and that is what it is going
:43:10. > :43:15.to take. What I would worry about is that Donald owes around $650 million
:43:16. > :43:19.to banks, including the Bank of China. I'm not sure he could stand
:43:20. > :43:23.up so tough to the people who have loaned him money. This concludes the
:43:24. > :43:26.vice presidential debate. My thanks to the candidates, the commission,
:43:27. > :43:31.and to you for watching. Please tune in this Sunday for the second
:43:32. > :43:35.presidential debate at Washington University, Saint Lewis, and the
:43:36. > :43:45.final debate on the 19th of October at the University of Nevada, Las
:43:46. > :43:47.Vegas. Good night. -- Saint Louis.
