0:00:14 > 0:00:17On tonight's Late Kick Off: This is an emergency - how FIFA's -- new

0:00:18 > 0:00:27loan rules could Hammar our clubs. It would crucify us financially.

0:00:28 > 0:00:30

0:00:30 > 0:00:36It is awards night. And from penguin suits to winter

0:00:36 > 0:00:46woolies, but only one of our games was up casualty.

0:00:46 > 0:00:47

0:00:47 > 0:00:55I am joined by Danny Mills, Steve Harper and Neale Cooper. I am so

0:00:55 > 0:01:00relieved you're here, Steve. People will think this is a discussion

0:01:00 > 0:01:04programme about male pattern baldness. How are you? You are out

0:01:04 > 0:01:08on loan at Brighton but you may has been playing up again. It is just

0:01:08 > 0:01:12old age. I went to the surgeon last weekend I do not need any more

0:01:12 > 0:01:16surgery. I have had a couple of injections so I just need to get

0:01:16 > 0:01:21the swelling down and get the muscle back up and I will it -- I

0:01:21 > 0:01:31will be back in a couple of weeks. Was retirement concerning you?

0:01:31 > 0:01:32

0:01:33 > 0:01:40you get to my age... How old are you? 37 next week. But you can go

0:01:40 > 0:01:44on forever because you're a goalkeeper. Neale, welcome. Do you

0:01:44 > 0:01:50have a bit of unfinished business at Hartlepool? Possibly. I am

0:01:50 > 0:01:53grateful to be given the opportunity to be here again. I

0:01:53 > 0:01:56have only been here for five weeks and it feels like I have never been

0:01:56 > 0:02:01away. I have been made to feel welcome by the supporters and

0:02:01 > 0:02:05everyone at the club. I will give it a big push from now till the end

0:02:05 > 0:02:13of the season. Do you ever wonder what might have been? So close to

0:02:13 > 0:02:16the championship in 2005. I know. These things happen. I am just

0:02:16 > 0:02:22grateful to be given the chance again. I am thoroughly enjoying it

0:02:22 > 0:02:26and doing my best to get us higher up the league. Is this true about

0:02:26 > 0:02:30journalists contacting you? Somebody put your name into the hat,

0:02:30 > 0:02:35you knew nothing about it, a journalist rang to say, what is

0:02:35 > 0:02:41this about you coming back? And you thought, I will give it a go?

0:02:41 > 0:02:46a phone call saying that the bookies were saying that I had the

0:02:46 > 0:02:51best odds to get it. I had not heard nothing from anybody and it

0:02:51 > 0:02:54came out of the blue. They ran a story in the paper and it just

0:02:54 > 0:03:00seemed to escalate from there. I knew there were a lot of people in

0:03:00 > 0:03:03for it but I thought, why not? I just sent a letter anyway and got a

0:03:03 > 0:03:10couple of interviews. I am very grateful to be offered the job

0:03:10 > 0:03:16again. Some bits must have changed, it cannot be the same. Not that the

0:03:16 > 0:03:26club. A lot of the office staff are exactly the same. It is like

0:03:26 > 0:03:27

0:03:27 > 0:03:32Groundhog Day when you go back. Of the players, there is Richie and

0:03:32 > 0:03:38Micky Barron. Ritchie is still playing but also doing a lot of

0:03:38 > 0:03:43coaching. Brown was just coming through when I left. It is a whole

0:03:43 > 0:03:48new set of boys, and a really good bunch. They enjoy a laugh but they

0:03:48 > 0:03:58also worked really hard. If you can get that fine balance, you do not

0:03:58 > 0:04:01

0:04:01 > 0:04:11know what you can achieve. Steve, what a season at St James'. To be

0:04:11 > 0:04:12

0:04:12 > 0:04:21one. Back off the Champions League. Phenomenal, an incredible season. -

0:04:21 > 0:04:25- 1 point off the Champions League. People are expecting us to slip up

0:04:25 > 0:04:31but the guys keep turning out the results. All of the players are

0:04:31 > 0:04:38really mucking in, doing a shift. To finish in the top seven or eight

0:04:38 > 0:04:41by the end of the season would be a wonderful achievement. What has the

0:04:41 > 0:04:48manager done that is special this time round to get Newcastle playing

0:04:48 > 0:04:52so well? A he is meticulous in his preparation. All of the managers I

0:04:52 > 0:04:56have had before have been good at preparing teams but he just seems

0:04:56 > 0:05:01to go that extra mile. He does a lot of the coaching himself. I

0:05:01 > 0:05:06think he has appointed well with John Carter. The manager takes a

0:05:06 > 0:05:12real hands-on approach. He is great with everybody, not just the guys

0:05:12 > 0:05:16on the pitch. I like his man management style. He made you feel

0:05:16 > 0:05:20special, no matter what. Is he still has seen? Yes. That is

0:05:20 > 0:05:26important over the course of the season. You're going to use

0:05:26 > 0:05:30virtually everybody. To be up there has surprised a lot of people, but

0:05:30 > 0:05:34I do not think it surprised the manager because he has put the time

0:05:34 > 0:05:39and effort in. If we can stay Lama can qualify for Europe it will be

0:05:39 > 0:05:47phenomenal. And you have Andy Woodman as the goalkeeping coach.

0:05:47 > 0:05:53Yes, he is unique, actually. He is doing a fantastic job with Tim. He

0:05:53 > 0:05:58has been outstanding this season. Everybody is riding the crest of a

0:05:58 > 0:06:01wave, and long may it continue. I am curious about the dynamic in

0:06:01 > 0:06:08the dressing room, because there were factions a few years ago and

0:06:08 > 0:06:13then there was a good, strong kind of English core, but now it has

0:06:13 > 0:06:19changed again, there is a real League of Nations in there. Is

0:06:19 > 0:06:29everybody staying together? Nobody splintering off? No, that would

0:06:29 > 0:06:34show on the pitch as well. It is working. People are talking about

0:06:34 > 0:06:36four or five big influences in the dressing room. We have big

0:06:36 > 0:06:39characters and the work ethic is showing on the pitch.

0:06:39 > 0:06:42The transfer window closed last week but that does not mean that

0:06:42 > 0:06:46everyone stays put until the end of the season. The emergency loan

0:06:46 > 0:06:50system allows clubs to strengthen their squads on a short-term basis

0:06:50 > 0:06:54outside of the January and summer windows. FIFA have ruled that

0:06:55 > 0:07:04emergency loans will not be allowed from the 2014-15 season. Our clubs

0:07:05 > 0:07:11

0:07:11 > 0:07:15think that could spell trouble Newcastle United have the lead.

0:07:15 > 0:07:25They are the stand-in strikers, the stop-gap stoppers, defenders of

0:07:25 > 0:07:27

0:07:27 > 0:07:33last resort. An absolute outrage, what they're trying to do, but that

0:07:33 > 0:07:37is FIFA for you. They make some absolutely crazy decisions.

0:07:37 > 0:07:42provision allows our clubs to take players as short-term cover for

0:07:43 > 0:07:52unexpected in this -- injuries or witnesses. Around 400 players each

0:07:52 > 0:08:01season are temporarily transferred under the emergency loan system.

0:08:01 > 0:08:11is a vital tool to bring in players from bigger, better clubs, to give

0:08:11 > 0:08:16them an opportunity of first-team Many have made a temporary move and

0:08:16 > 0:08:26thrived. Eight years ago, Stuart Dowling was loaned to Sunderland by

0:08:26 > 0:08:30

0:08:30 > 0:08:33But the system itself is on borrowed time. In a statement to

0:08:33 > 0:08:37Late Kick Off, FIFA said the emergency loan system is not

0:08:37 > 0:08:40compatible with general principles of the FIFA regulations on the

0:08:40 > 0:08:44status and transfer of players. In other words, it wants England to

0:08:44 > 0:08:48come in line with the rest of the world. For us, it would be a

0:08:48 > 0:08:51disaster. It would crucify us financially. It makes my job harder

0:08:51 > 0:08:59because you know the Revenue is not going to be there at the start of

0:08:59 > 0:09:02the season. Do you could overload yourself with players and cost

0:09:02 > 0:09:09yourself financial problems. I do not think there has been a lot of

0:09:09 > 0:09:16thought put into it. The bigger clubs might get away with it.

0:09:16 > 0:09:20Smaller clubs will be massively against it. You must let us do our

0:09:20 > 0:09:24trading all year round and scrub the window.

0:09:24 > 0:09:27Graham Kavanagh's move to Brunton Park was in -- was initially an

0:09:27 > 0:09:32emergency loan. The very history of Carlisle United would have been

0:09:32 > 0:09:42very different had it not been for a special moment from an on-loan

0:09:42 > 0:09:43

0:09:43 > 0:09:50goalkeeper called Jimmy Glass. corner kick comes in and the keeper

0:09:50 > 0:09:55has scored! Jimmy Glass, the goalkeeper, has scored a goal for

0:09:55 > 0:09:59Carlisle United! The system only allows emergency

0:09:59 > 0:10:02loans to be made to clubs below the Premier League, but that does not

0:10:02 > 0:10:08mean our top-flight managers are any happier. I think that would be

0:10:08 > 0:10:14a problem because, for our younger players, the experience the game

0:10:14 > 0:10:20when they go out on loan is essential. It allows them to play

0:10:20 > 0:10:26at the level we a rat. We are lending some players out at this

0:10:26 > 0:10:36moment to championship teams to further their education, for want

0:10:36 > 0:10:43of a better word. Hopefully they can come back, having played 5, 6,

0:10:43 > 0:10:53seven games in a relatively short period of time it can only be good

0:10:53 > 0:10:57

0:10:57 > 0:11:01news. -- period of time. It can only be good news.

0:11:01 > 0:11:11Manchester City are relaxed about the end of the rule. If the system

0:11:11 > 0:11:13

0:11:13 > 0:11:16was taken away, I think a club like ours would be fine. If you are not

0:11:16 > 0:11:18capable of getting the right players and you are struggling in

0:11:18 > 0:11:20the league and you need more players, perhaps you have not done

0:11:20 > 0:11:26your business right at the beginning.

0:11:26 > 0:11:32At Middlesbrough, the manager says the system creating new

0:11:32 > 0:11:40opportunities. Clubs will have to look at their systems. Maybe you

0:11:40 > 0:11:49will have to dig deep into your own resources and a different system

0:11:49 > 0:11:56will be forced clubs to play their younger players.

0:11:56 > 0:12:00Great to hear the voice of the legendary late BBC Radio Cumbria

0:12:00 > 0:12:06commentator Derek Lacey. The emergency loan window opens this

0:12:06 > 0:12:10week, Neale, and stays open until the 4th Thursday of March for

0:12:10 > 0:12:13Football League clubs. Greg is out raged. How vital tool is it for

0:12:13 > 0:12:18clubs of your size to be able to borrow players when they have got a

0:12:19 > 0:12:26gap because the squad is not big enough? I think it is very

0:12:26 > 0:12:31important. I think what Greg has said is true. I have been watching

0:12:31 > 0:12:39teams for the last three of four wakes, trying to get players on

0:12:39 > 0:12:49loan. Maybe he does not know yet! I think it is vital. -- the last

0:12:49 > 0:12:51

0:12:51 > 0:12:54three a four weeks. The man Agers of the clubs that you're taking

0:12:54 > 0:12:58them from expect them to go when the team. It doesn't always happen

0:12:58 > 0:13:03and that can be awkward. I think it is vital for a lot of the smaller

0:13:03 > 0:13:07teams. You must have seen quite a few bodies go out of Newcastle over

0:13:08 > 0:13:14the years, to go out and be honed. That is the argument from the big

0:13:14 > 0:13:19clubs'' side. You get battle- hardened. That was the start of my

0:13:19 > 0:13:22career - I went to Hartlepool and had three months in what was leaked

0:13:22 > 0:13:24to them and then went straight to Huddersfield in what is now the

0:13:24 > 0:13:32championship. I had a full season and then was in the first-team

0:13:32 > 0:13:38squad at Newcastle. It works, or there are examples of its there.

0:13:38 > 0:13:41The problem is, if they do not have the option of a loan, they will

0:13:41 > 0:13:45have to have a bigger squad, which is more of a financial strain.

0:13:45 > 0:13:51the other end of the scale, you have been on loan at Brighton this

0:13:51 > 0:13:55season, which obviously... I would hope to do it again. When it closes

0:13:55 > 0:14:01again in March, I would like that opportunity. We are all getting our

0:14:01 > 0:14:04message is out tonight! I would like to go for the last month of

0:14:05 > 0:14:08the season on loan somewhere. not think the system is bad at all.

0:14:08 > 0:14:13I think it benefits everybody. You have big clubs getting their

0:14:13 > 0:14:17younger players out for experience. The likes of Hartlepool get those

0:14:17 > 0:14:22players in, have a better quality player, the fans are happy,

0:14:22 > 0:14:26watching better quality football. More experienced players that have

0:14:26 > 0:14:29been out on loan, younger players learn from them. I think it is a

0:14:29 > 0:14:35winner. I hear you. Here is the problem: It

0:14:35 > 0:14:42is a FIFA rule and FIFA make the rules for football. Somehow the

0:14:42 > 0:14:46Football League have been getting away with this. The FA Premier

0:14:46 > 0:14:53League has different rules to the Football League and we have three

0:14:53 > 0:14:57or four tiers after that. Financially, it would cripple the

0:14:57 > 0:15:02smaller clubs. Fans would disappear and clubs would go out of business.

0:15:02 > 0:15:04You do not have to sell it to me but the whole point is that,

0:15:04 > 0:15:14somehow, at the moment, the Football League had been getting

0:15:14 > 0:15:15

0:15:15 > 0:15:19We talk about a player purchases being like purchasing a p sold

0:15:19 > 0:15:24equipment from an oil company. He did not have a budget and have to

0:15:24 > 0:15:30make a case. How does that work? They make a big picture and he says,

0:15:30 > 0:15:36I was the Polish? He is supportive. I have gone out looking for players,

0:15:36 > 0:15:40and if the club can budget to bring them in, then we have got to send,

0:15:40 > 0:15:49obviously, all the details about the player and their strengths to

0:15:49 > 0:15:59the company for them to have a look at. It really does look at it for

0:15:59 > 0:16:00

0:16:00 > 0:16:02me business point of view? I do not think it is that bad. He just wants

0:16:02 > 0:16:07to question the acquisition that you are trying to bring into the

0:16:07 > 0:16:16club. There is nothing wrong with that. It is your decision. Will he

0:16:16 > 0:16:22strengthen the team? Now you just look at Newcastle in the days of

0:16:22 > 0:16:29the multi-million pound signings. It might have been a much maligned

0:16:29 > 0:16:34by the fans at the time, but if you look at many of the signings, there

0:16:34 > 0:16:39is more preparation and scouting done. At into character as well,

0:16:39 > 0:16:46and important thing for Newcastle. That business model may be the way

0:16:46 > 0:16:50football is going. You have to do ing boys into your club that fit

0:16:50 > 0:16:56with what you have. I have seen boys into Hartlepool who are good

0:16:56 > 0:17:00lad. You need to bring in the right characters. Newcastle is far bigger

0:17:00 > 0:17:07than the likes of Hartlepool, but you cannot bring in people who will

0:17:07 > 0:17:11upset your camp. If you would like to e-mail us with your thoughts on

0:17:11 > 0:17:16the closure of the transfer window, the address is at the bottom of the

0:17:16 > 0:17:24screen. If you fancy a break from Troy Barton's philosophising, we

0:17:24 > 0:17:27are on Twitter. -- from and Julia Barton. Still to come, there is

0:17:27 > 0:17:37always a good turnout when a female is a on offer.

0:17:37 > 0:17:38

0:17:38 > 0:17:47Our cameras were at awards night. - - when a free meal.

0:17:47 > 0:17:5220 years at Newcastle. A lot of that time as number two to others,

0:17:52 > 0:17:57what is going through your mind at that time? What kind of the

0:17:57 > 0:18:07mentality does it take to be able to play that role at a big football

0:18:07 > 0:18:09

0:18:09 > 0:18:16club? I came in a very raw. It was my attitude that got me kept on. I

0:18:16 > 0:18:22went on loan and was neck-and-neck, but then they just kept on. You end

0:18:22 > 0:18:27up in some dark places, mentally. Under Graeme Souness, I played the

0:18:27 > 0:18:32first game of the season in Slovakia -- in Slovakia, and never

0:18:32 > 0:18:36played for the rest of the season. I thought I had a good game. It is

0:18:36 > 0:18:41tough, and you start to doubt yourself. When you get the

0:18:41 > 0:18:49opportunity, you tried to hard. It is hard, and looking back on it,

0:18:49 > 0:18:59maybe I would change it. I was going to say, if you had your time

0:18:59 > 0:19:02

0:19:02 > 0:19:07again, would you change it? All I ever wanted to do was play. That

0:19:07 > 0:19:13championship season was fantastic. Half of the season last year was

0:19:13 > 0:19:20really good. Looking back, who knows? You cannot change what is

0:19:20 > 0:19:27done and, as I mentioned, there is still life in me yet. You did have

0:19:27 > 0:19:37you how I in 2010. You were ever present in that team. That was your

0:19:37 > 0:19:41high, obviously. That was a special season. The crowds were coming in.

0:19:41 > 0:19:50It was a difficult time for the club, but the atmosphere in the

0:19:50 > 0:19:54dressing room was something I will never forget.

0:19:54 > 0:20:01Carlisle bounced back from the beating you give them. Are they

0:20:01 > 0:20:07commercial contenders? I thought commercial contenders? I thought

0:20:08 > 0:20:17they were defeated more than once in nine. They had a less defeats

0:20:18 > 0:20:18

0:20:18 > 0:20:25and over 17 games had not lost a game. They would be looking to get

0:20:25 > 0:20:34on the next lead, and it is competitive a new division. They

0:20:34 > 0:20:39are a good side and like to play football. Miller was sent off early

0:20:39 > 0:20:43in the game, but at that time, they were 2-0 up. I thought we played

0:20:43 > 0:20:47were 2-0 up. I thought we played better when it was 11 versus 11. I

0:20:47 > 0:20:57think we will definitely be up there contending if we get a little

0:20:57 > 0:20:58

0:20:58 > 0:21:08run. We will try and get as high as we can. And borough lumber up for a

0:21:08 > 0:21:11nil-nil against Crystal Palace. -- forays t 0-0 against Crystal Palace.

0:21:11 > 0:21:16forays t 0-0 against Crystal Palace. With a smaller squad of young lad,

0:21:16 > 0:21:26we said it was always going to happen. They might win it if they

0:21:26 > 0:21:27

0:21:27 > 0:21:37play with a bit more freedom and expression. They came up against a

0:21:37 > 0:21:38

0:21:38 > 0:21:45rampant Sunderland. Martin O'Neill has a terms that club around.

0:21:45 > 0:21:49are flying now. If you miss any of are flying now. If you miss any of

0:21:49 > 0:21:59tonight's show, we are on the height there. Warning, there is

0:21:59 > 0:22:15

0:22:15 > 0:22:19For 31 years, north-east that all's glitterati has gone together to

0:22:19 > 0:22:21celebrate the beautiful game at club -- across the region as the

0:22:21 > 0:22:26North East football writers pay tribute to their teams, managers

0:22:27 > 0:22:36and players, and he gets to swallowed usual attire for

0:22:37 > 0:22:42

0:22:42 > 0:22:52something more luxurious. A what are you looking at my hair for?

0:22:52 > 0:22:52

0:22:52 > 0:22:59I was having a little look. Turn the light off. Have you gone for

0:22:59 > 0:23:09the day will bid tonight? You have gone for the Dilbert. --

0:23:09 > 0:23:16

0:23:16 > 0:23:20have you gone for idea velvet. two brothers?

0:23:20 > 0:23:25It is one of the rare occasions in the North East then we can come

0:23:25 > 0:23:29together with their rivalry and raise money for a good cause.

0:23:29 > 0:23:35is a fabulous place to play football. If you are not going too

0:23:35 > 0:23:39well, you can get it as well. me something, do you carry this

0:23:39 > 0:23:45around with you everywhere you go? When you go to the supermarket and

0:23:45 > 0:23:53car were? It is actually, can you hold that?

0:23:53 > 0:24:03It is too cold for me. Do you know where you're a ward is? You want

0:24:03 > 0:24:10

0:24:10 > 0:24:17this a few years ago. I do not know. This evening was

0:24:17 > 0:24:21actually postponed at last year after the sad death of Gary Speed.

0:24:21 > 0:24:26Last year, it was Darren bench he got his grubby mitts on this little

0:24:26 > 0:24:36beauty. They are so -- there is so much more to these awards than just

0:24:36 > 0:24:40

0:24:40 > 0:24:44the big prize itself. He will have to help me, I have the

0:24:44 > 0:24:53pamphlet that comes with the award, I'm not actually sure what it is

0:24:53 > 0:24:59that you have won. This is in recognition of my testimonial year.

0:24:59 > 0:25:09It is a real honour. It has been a real proud 12 months for me, on top

0:25:09 > 0:25:11

0:25:11 > 0:25:15of the previous 10 seasons, too. You could feel the entity in the

0:25:15 > 0:25:24room. When you got on stage, people were giving you one of the loudest

0:25:24 > 0:25:34applause of the night. We feel at the hole there be north-east, if

0:25:34 > 0:25:39

0:25:39 > 0:25:49but the country are behind us. The people do not realise that you're

0:25:49 > 0:25:50

0:25:50 > 0:25:55at the Borough Academy and got released. I got a scholarship and

0:25:55 > 0:26:05it has been good since then. A big thank-you to Tony Mowbray for

0:26:05 > 0:26:36

0:26:36 > 0:26:46I want to thank we family, the staff and my team-mates. I enjoy

0:26:46 > 0:26:48

0:26:49 > 0:26:54playing for one of the best club say in England.

0:26:54 > 0:26:58You must a really good night mates. I am sorry you could not make it.

0:27:03 > 0:27:13applause that went on for three minutes.

0:27:13 > 0:27:17

0:27:17 > 0:27:24-- there was eight huge tribute to Gary Speed. We are still in a bit

0:27:24 > 0:27:34of shock, really. Myself and Allen. A great player. And manager. He

0:27:34 > 0:27:36

0:27:36 > 0:27:39looked set for a great spell as a national team manager. You're a boy

0:27:39 > 0:27:49Ritchie Humphreys a right fully recognised. He is a dying breed and

0:27:49 > 0:27:54we will never see his like again. Few people have stayed at a club as

0:27:54 > 0:27:58long as he has, he has played over 500 games for them. A wonderful

0:27:58 > 0:28:08that, and a great pro. You do not get many like a Red Sea, and I am

0:28:08 > 0:28:10

0:28:10 > 0:28:13very pleased for him that he received the award last night.

0:28:13 > 0:28:22planning for the future at the moment? You mentioned you had

0:28:22 > 0:28:27planned. Yes I have. I have been refereeing school games but he will
