:56:54. > :56:58.conductsing the review. It is important that people understand

:56:58. > :57:02.this review didn't commence after the Grand National. Conversations

:57:02. > :57:05.about been taking place and discussions had taken place in

:57:05. > :57:09.consideration had commenced as far back as November last year. It was

:57:09. > :57:15.something that was in our mind all that time ago. Is the whip properly

:57:15. > :57:19.placed in racing for the best racing? You know, we have to

:57:19. > :57:22.acknowledge the Grand National did bring it on to the front page. With

:57:22. > :57:26.that the BHA took the step of making the public statement that we

:57:26. > :57:31.would be conducting a review which we are doing.

:57:31. > :57:34.Kevin, you will be there as the voice of the jockeys. How many

:57:34. > :57:37.jockeys find it difficult to work within the guidelines and how many

:57:37. > :57:41.are happy with them? Before I answer that Clare, for the viewers

:57:41. > :57:45.watching today, although we don't condone what Frankie did yesterday

:57:45. > :57:49.in respect to the amount of times he hit the horse, I can assure them

:57:49. > :57:53.that had that horse been feeling pain, he would have stopped. He

:57:53. > :57:57.wouldn't have gone forward. But going back to your question,

:57:57. > :58:00.obviously the jockeys are aware that it is all about public

:58:00. > :58:04.perception and we are pleased that we are going to be a part of this

:58:04. > :58:08.review and hopefully by collating the information from the different

:58:08. > :58:12.constituents within the industry we will be able to find rules that

:58:12. > :58:14.will be, you know, compliant to the jockeys and will be acceptable to

:58:14. > :58:20.the public and people watching racing from the outside.

:58:20. > :58:27.It is worth stressing that we are talk being air cushioned whips.

:58:27. > :58:31.There is a serious penalties if abuse is caused or is happening in

:58:31. > :58:37.racing. Jenni that's not the case, but -- Jenni that's not the case,

:58:37. > :58:40.but there are a lot of offences? need to look at what rules will

:58:40. > :58:44.cause behavioural change in the jockeys and to everyone's credit

:59:03. > :59:06.hurting the horse. We are looking at that. It is part of the review.

:59:06. > :59:10.Additionally we are looking at the penalty structure and we are

:59:10. > :59:15.looking at the education of riders because that's where the change can

:59:15. > :59:19.start in the educational process so it is a far reaching review and to

:59:19. > :59:22.this state, we have been encouraged. The guidelines as they stand at the

:59:22. > :59:32.moment, 13 times is the maximum that you can hit a horse in the

:59:32. > :59:35.

:59:35. > :59:39.for jockeys in in the heat of the moment to be counting and certainly

:59:39. > :59:44.counting that much. There seems to be an argument for bringing it down

:59:44. > :59:49.to make sure that people know where they are. It is easy to count to

:59:49. > :59:52.five than 13? Looking at those numbers, the jockeys will tell you,

:59:52. > :59:57.can we condone those numbers? It is about feel when you are on the

:59:57. > :00:02.horse. Is the horse responding to the whip? We have got to take into

:00:02. > :00:06.consideration what jockeys feel. They are the horsemen, they know

:00:06. > :00:08.what the horse needs to keep it going and to keep its momentum and

:00:09. > :00:12.we have got to give them credit where it is due, but they

:00:12. > :00:13.appreciate that there is a problem out there and it is a public

:00:13. > :00:18.perception that we have got to address.
