:15:08. > :15:20.major impact on rugby in Wales. It is here that in likelihood, it will

:15:55. > :16:02.tournaments about what they see as the obstructive interference. So why

:16:02. > :16:07.is this competition hitting the skids? There are a number of

:16:07. > :16:11.reasons. It comes down to money and power. The English and French clubs

:16:11. > :16:17.robbery do not have enough of either. They were fed up with a

:16:17. > :16:24.system that saw some pro 12 sides qualify automatically while there's

:16:24. > :16:25.had to fight to get into the top six of their domestic leagues. They also

:16:25. > :16:45.claim they were being short-changed. They say it should be split three

:16:45. > :16:56.ways, with each league getting a third. We are not involved after

:16:56. > :17:01.this season because we have served notice, a valid notice, as have the

:17:01. > :17:14.French that nobody has been surprised about are challenged. - -

:17:14. > :17:18.or challenged. It does not mean we are done with European competition.

:17:18. > :17:24.What we have done is put a stake in the ground and said, we are moving

:19:47. > :19:53.already. It is a significant chunk of money. Last week, we learnt the

:19:53. > :20:00.Blues were not able to offer Sam Warburton a new contract because of

:20:00. > :20:04.the ongoing financial uncertainty. A number of other senior

:20:04. > :20:07.internationals are out of contract at the end of this season as well as

:20:07. > :20:14.Sam Warburton. £1 million has been set aside to help people in Wales,

:20:14. > :20:18.but that would be released until certain conditions are met. One

:20:18. > :20:25.sticking point is the signing of a new participation agreement. Scrum

:20:25. > :20:28.five understands the regions are reluctant to put pen to paper until

:20:28. > :20:34.they know what competitions they will be playing in next season.

:20:34. > :20:43.Everybody has to manage their risk accordingly. Risk has been taken.

:21:20. > :21:33.will be signed between July this year and December this year. We now

:21:33. > :21:37.await that. Without that, there is no certainty for the regions or

:21:38. > :21:42.ourselves. What are the consequences if the regions don't sign this

:21:42. > :21:49.agreement? He said the deadline is Christmas. - - you said the deadline

:21:49. > :22:01.is Christmas. What are the consequences? This timescale was

:22:01. > :22:05.agreed together. If one doesn't sign the agreement, there is no region.

:22:05. > :22:18.That is a consequence of not signing. We have two thing, what is

:22:18. > :22:26.the future. What would it mean practically? It means they would not

:22:26. > :22:28.be playing in Europe, not receiving the money from the Welsh Rugby Union

:22:28. > :22:33.World Cup they would not have insurance for their players, and

:22:33. > :22:37.they would not have any referees. This is an extreme case scenario.

:22:37. > :22:42.But it shows how damaging effect can be. The regions could find

:22:42. > :22:48.themselves between a rock and a hard place. Sign up and potentially have

:22:48. > :23:00.no European rugby. Break ranks and find themselves stuck as well. The

:23:00. > :23:03.fans feel powerless in this. Political manoeuvring aside, what

:23:03. > :23:10.they want to know is quite simply, will it survive? It has to be

:23:10. > :23:32.compromise, give and take. With the right people, I feel we can get this

:23:32. > :23:36.competition up and running again. We hope teams come to some consensual

:23:36. > :23:42.position where they realise this is in their interest. We are losing

:23:42. > :23:54.times in Wales in signing some of the Welsh stars.

:23:54. > :24:02.So, a stark warning from Nigel Davies. On the regions being between

:26:34. > :26:43.mentioned, it is a bad time for recruitment. People are being

:26:43. > :26:51.poached by the French clubs. You feel sorry for the regions. That is

:26:51. > :27:01.a related issue, isn't it? The uncertainty. How are we in this

:27:01. > :27:14.situation where six are out of contract? It is a business. A player

:27:14. > :27:26.is not going to turn himself - - tie himself up before a Lions tour. It

:27:26. > :27:33.is a professional game now. That is just a game. Five or six of the big

:27:33. > :27:46.players will not want to stay in Wales. Because of all that has gone

:27:46. > :27:53.on, nothing can be done at the moment. The union won the regions to

:27:53. > :28:01.sign this participation agreement before Christmas. - - want the

:28:01. > :28:05.regions. We think there are some strings attached. Do you think that

:28:05. > :28:16.million pounds that has been mentioned is a significant amount of

:28:16. > :28:22.money? Is it enough? I understand it is between the regions.

:29:45. > :29:49.squads, yes, maybe they will not be going to the big French teams, but

:29:49. > :29:56.to sustain it out the year in the competition, it is still a long way
