:09:30. > :09:33.enforced spell away from rugby. By December he had received his first
:09:34. > :09:38.cycle of treatment and was far from knowing whether he would fully
:09:39. > :09:43.recover. It has been a tough six weeks, especially with the operation
:09:44. > :09:47.and waiting for the results of the biopsy. It has been hard, but
:09:48. > :09:53.staying positive. Last Christmas while he was a patience, his
:09:54. > :09:59.team-mates showed their support by raising money for the hospital with
:10:00. > :10:03.a sponsored head shave. Just four months after being first diagnosed,
:10:04. > :10:09.Mattie was told he could think about rugby again. You have had the all
:10:10. > :10:18.clear, any idea when you might be back on the field? Not really, one

:20:16. > :20:20.order for him to implement his alternative vision.
:20:21. > :20:28.He is the colourful character who keeps coming back. Chief executive
:20:29. > :20:32.of the WRU from 2002-2005, David Moffett revolutionised rugby in
:20:33. > :20:35.Wales. Creating the region's falling out with plenty of fans when one of
:20:36. > :20:40.them, the Celtic Warriors, was disbanded. He left before the end of
:20:41. > :20:46.his contract to return to New Zealand. But then he came back in
:20:47. > :20:50.2008 as chief executive of Regional Rugby Wales. Representing them
:20:51. > :20:58.against the WRU, in a High Court battle over player release. And now
:20:59. > :21:03.he is back again. Hello, everybody. This time, he wants to be the
:21:04. > :21:07.chairman of the WRU. On Friday he unveiled his vision for the future
:21:08. > :21:11.of Welsh rugby. Among other things the manifesto includes proposals to
:21:12. > :21:17.invest more money in grassroots rugby, to change the way the game is
:21:18. > :21:20.governed and the introduction of five-year rolling franchises for the
:21:21. > :21:24.professional sides. Before we get stuck into the detail, a lot of
:21:25. > :21:28.cynics raised their eyebrows when you did return to Wales. Let's get
:21:29. > :21:32.this out of the way first. How can you reassure the doubters that this
:21:33. > :21:39.is not just a big ego trip? Well, I am never one to have an ego anyway.
:21:40. > :21:44.I like to think that I am reasonably humble sort of guy. Why I am here is
:21:45. > :21:47.because I have an incredible passion for Welsh rugby and hopefully that
:21:48. > :21:52.came through today. You say you want to resurrect the community game. You
:21:53. > :21:58.feel it is currently being kept poor. Why is that? What would you do
:21:59. > :22:02.to change that? It is being kept poor for a number of reasons. The
:22:03. > :22:07.first is that the union decided to play down the debt earlier than it
:22:08. > :22:12.needed to, so it is a bit like you saying to your family, I am going to
:22:13. > :22:16.pay down my mortgage very quickly and you guys can't eat for the next
:22:17. > :22:21.three or four years. It is that sort of thing. They did not need to do
:22:22. > :22:25.that. You don't buy their story that they are tied to this covenant,
:22:26. > :22:28.which means they can't restructure? You see, that sort of an attitude is
:22:29. > :22:37.what prevailed over Europe. They said, you know, that ERC will never
:22:38. > :22:43.be removed and it will always be run by the unions. But that is not the
:22:44. > :22:47.way it happened. So all those things can be negotiated with the bank.
:22:48. > :22:52.Like the interest rates, like the term, like the covenants. The
:22:53. > :22:54.manifesto stressed the need for investment to nourish the
:22:55. > :22:57.grassroots, but where would the extra cash come from? Moffat
:22:58. > :23:04.believes it is already sitting in the union's accounts. There is a
:23:05. > :23:10.reserve their off ?11 million. They have refused to answer me what it is
:23:11. > :23:14.represented by. That is what you would -- that is where you would
:23:15. > :23:19.start. They say the reserves do not exist. But why are they in the
:23:20. > :23:27.annual report? As liquid reserves, or assets, which cannot be asked --
:23:28. > :23:30.accessed. An acid is something you can get access to. Access to top
:23:31. > :23:34.players is another pressing priority. This season we have seen
:23:35. > :23:39.Sam Warburton become Wales' first and so far only centrally contracted
:23:40. > :23:43.player but David Moffett has a different plan. I think central
:23:44. > :23:46.contracts are in trouble right around the world. I came up with the
:23:47. > :23:51.suggestion of combined player contract, where the union, the
:23:52. > :23:56.professional team and the player are all signatories to it and the money
:23:57. > :24:00.from it comes from both the union and the professional teams. I
:24:01. > :24:04.believe that a combined player contract will be the way of the
:24:05. > :24:08.future and I think Wales can be right at the forefront of actually
:24:09. > :24:14.deciding some -- designing something that is innovative and is
:24:15. > :24:18.successful. David Moffett's ambition to return to the helm of Welsh rugby
:24:19. > :24:23.is clear but a number of obstacles remain, not least garnering support
:24:24. > :24:27.from the community game that women -- that will enable him to stand for
:24:28. > :24:31.election. We have canvassed opinion, beginning at Pontypridd, where his
:24:32. > :24:36.legacy is a little tarnished. He did Pontypridd no favours 11 years ago
:24:37. > :24:41.and we don't see why he would do it for is a game so I don't think we
:24:42. > :24:45.will support his attempt to become an independent chairman of the WRU.
:24:46. > :24:49.We were the ones to lose out with the demise of the Warriors. You want
:24:50. > :24:53.something more fresh, and I don't know if David Moffett is the man to
:24:54. > :25:01.do it to be honest. We took a trip to division five's Southwest, where
:25:02. > :25:06.other grave where laying. I am sure the changes he is proposing in his
:25:07. > :25:11.manifesto will do a world of good. We need something shaking up in
:25:12. > :25:17.Welsh rugby at the moment. He might have the support, see how close you
:25:18. > :25:22.can get. This will do something here because club rugby at this level is
:25:23. > :25:28.virtually dying on its feet. He's got the interests of rugby in Wales
:25:29. > :25:31.that his heart. Whether he sees enough to write things down on paper
:25:32. > :25:37.where he can carry them out is another matter. So what is next for
:25:38. > :25:41.you, David? You have launched the manifesto today. You are looking for
:25:42. > :25:45.nomination to run for the board and then ultimately to try and take over
:25:46. > :25:49.the chairmanship. Do you genuinely believe it can happen? Well, I would
:25:50. > :25:53.not be verified or not. A lot of people have always underestimated me
:25:54. > :25:58.in my life and I am happy with that because I can surprise them. If you
:25:59. > :26:02.do become chairman, would you work alongside Roger Lewis as Chief
:26:03. > :26:06.Executive? My view about that is very simple. The Chief Executive
:26:07. > :26:10.actually has to work alongside the chairman, because that is the chain
:26:11. > :26:17.of command. The chairman is the chairman of the board. The board
:26:18. > :26:19.appoints the Chief Executive. So it is entirely up to the chief
:26:20. > :26:26.executive to work with the chairman of the board foot and it is not the
:26:27. > :26:32.other way around. I am here for the long-term. That needs to understood.
:26:33. > :26:34.But if I have not been able to convince people that there is a
:26:35. > :26:41.middle way of doing things then I will take that on the chin.
:26:42. > :26:45.Interesting stuff and that manifesto, a thousand words, he has
:26:46. > :26:49.put a lot of work into that, a lot of thought into it. I discussed it
:26:50. > :26:53.on Friday night's programme, Martyn said you have to give the guy a
:26:54. > :26:58.chance to air his views if he has put that work into it. He has worked
:26:59. > :27:04.for regional or be before and the WH, what have you made of his return
:27:05. > :27:07.to the fray? Whatever anybody has made of it, it is democracy, we want
:27:08. > :27:11.to see people, he is coming back into Wales and has people talking
:27:12. > :27:15.about things and has guys on their toes and we're not just electing Joe
:27:16. > :27:19.down the road because we know him well and he is a good old boy. He
:27:20. > :27:24.really is coming in with a statement and there is a long way to go to
:27:25. > :27:28.displace a become the new chairman but it is interesting. He has put
:27:29. > :27:32.work into it. He is an intelligent guy. You could argue the regional
:27:33. > :27:36.debate is a massive one, but would we have won as many titles and been
:27:37. > :27:40.successful at national level if we did not have that change back in the
:27:41. > :27:46.day? I don't know. The Academy seems to work well. He knows his stuff.
:27:47. > :27:51.His CV is very good. I think he is a long way from becoming the chairman.
:27:52. > :27:54.He does have to persuade the grassroots to believe in this plan.
:27:55. > :27:58.We had a taster of some views from some clubs in that piece, by no
:27:59. > :28:03.means scientific. He will divide opinion, he is a controversial guy.
:28:04. > :28:07.Let's talk about the specifics in the manifesto, one of which make the
:28:08. > :28:10.headlines. The notion of combined contracts. We have talked about
:28:11. > :28:16.central contracts and he mentioned he thinks they are a thing of the
:28:17. > :28:20.past globally. It makes sense to have a dual contracts between the
:28:21. > :28:24.union and the regions? It is total sense and to hear him say he thinks
:28:25. > :28:28.central contracts are dying globally, I thought that was the way
:28:29. > :28:33.forward and the dual contract is the way forward because speaking to the
:28:34. > :28:36.coaches and the administrators at the regions, a huge part of their
:28:37. > :28:41.budget goes on Welsh players and they don't see them for a handful of
:28:42. > :28:45.games. It makes sense for both parties to work together, to keep
:28:46. > :28:48.the best players in Wales. We have missed the boat in many ways because
:28:49. > :28:51.so many of the great players have gone but I think going forward if
:28:52. > :28:55.they could come to an agreement together and have a dual contract
:28:56. > :29:02.player, that is definitely the way forward. The coach's perspective? I
:29:03. > :29:06.agree, they need to work together. It makes sense. The regions can't
:29:07. > :29:11.keep picking up if a player decides he has an opportunity in France, the
:29:12. > :29:14.regions pick up the salary and they still get the same amount of time
:29:15. > :29:18.out of that player. It is only right that they work together and it is
:29:19. > :29:21.the way forward. Briefly, another thing mentioned was the ideal of
:29:22. > :29:27.rolling franchises for the professional teams, five-year
:29:28. > :29:30.rolling franchises. A team that is not currently having professional
:29:31. > :29:34.status can aspire to that and perhaps it would raise standards. If
:29:35. > :29:41.a failing franchise is not living up to its name it has the threat of
:29:42. > :29:44.being taken away. If it is failing in terms of the infrastructure and
:29:45. > :29:50.not delivering on a number of things, fine, but in terms of the
:29:51. > :29:53.team not performing well, I don't understand how for example in Super
:29:54. > :29:58.League there is already teams existing as a franchise, already to
:29:59. > :30:06.going there as a business already prospering butter... With the
:30:07. > :30:09.stadium, With academies, making the tradition, they have a competition
:30:10. > :30:48.to play in. What would happen if one of the regions,
