:08:48. > :08:54.to do here so the team dynamics are so important it is the marginal

:25:56. > :26:00.throughout the world, and has been used in Ireland since the dawn of

:26:00. > :26:05.professional rugby. We took a trip across the Irish Sea to see how

:26:05. > :26:11.they do things there. One of the most pressing concerns facing the

:26:11. > :26:17.game in Wales is the access of our top stars across the French channel.

:26:17. > :26:22.It isolates them from the national side, weakens the regions, and we

:26:22. > :26:27.can speak Pro 12. Recent success in the Test arena has shone a

:26:27. > :26:35.spotlight on our brightest talent but the battle to security seems

:26:35. > :26:40.peculiarly a problem for Wales. Why to the likes of Brian O'Driscoll

:26:40. > :26:45.and Johnny Sexton, all of whom could command huge salaries abroad,

:26:45. > :26:50.choose to stay here in Ireland? French clubs can get anybody that

:26:50. > :26:54.they want, really. If they come in for Johnny Sexton, they will be

:26:54. > :27:01.able to offer him more money than we can pay, that is just the way it

:27:01. > :27:06.is. What you hope is that your home players want to stay at home, like

:27:07. > :27:15.staying at home, because it is far easier to live in your native

:27:15. > :27:20.speaking language than it is in one of the French clubs. Also, I think

:27:21. > :27:26.he probably will get longer out of your career because of the player

:27:26. > :27:32.welfare system that is in operation here. I am not saying it is perfect

:27:32. > :27:36.but it seemed to keep them going longer. The best 20 players in

:27:36. > :27:42.Ireland are employed directly by the Irish rugby union, who pay

:27:42. > :27:47.their wages, and also contribute to the salaries of 20 players in the

:27:47. > :27:53.pan, with the provinces paint the balance. There's also a big tax

:27:53. > :27:59.incentive for Irish players, who are entitled to a sizable rebate if

:27:59. > :28:04.they finish the contract in Ireland. In Wales, the regions of the soul

:28:04. > :28:08.employers. Although they are given money for their times away at

:28:08. > :28:13.internationals, they have complained of being short changed.

:28:13. > :28:20.It is hard to argue against it, what has happened in our country.

:28:20. > :28:25.It suited us, it suits the national team and the provincial team. We

:28:25. > :28:31.have serious rosewood Union about player release, player availability

:28:31. > :28:37.and it is a healthy kind of complaint. It there is one man

:28:37. > :28:42.place to comment on this, it is Mike Ruddock, who has worked at

:28:42. > :28:46.regional and national level for both Wales and Ireland. He sees

:28:46. > :28:49.contracting players as just one piece of the jigsaw. If you're

:28:49. > :28:56.going to start investing in players don't you need to invest in the

:28:56. > :29:04.whole structure, from top to bottom. In terms of owning the regions, if

:29:04. > :29:10.you have got the cheque book, you dictate. At the moment, their heart

:29:10. > :29:16.two different bodies, if you like, trying to work with the same

:29:16. > :29:22.players. The provinces want the best, and the regions want the best

:29:22. > :29:28.for Wales, but there are complex at times about one is his best to rest

:29:28. > :29:33.the player and when to play a player. If it was all under one

:29:33. > :29:39.umbrella tonight would have thought it would be much more effective.

:29:39. > :29:45.That would mean the union taking control with the region's becoming

:29:45. > :29:51.branches of the WRU, as the provinces are in Ireland. But the

:29:51. > :29:54.provinces have always existed in Ireland, Wales was always club-

:29:54. > :30:01.based. The regions were created when it was realised there was not

:30:01. > :30:08.enough money to keep the clubs afloat. But a look at the finances

:30:08. > :30:17.has revealed, in the words of Roger Lewis, a lot of self-inflicted

:30:17. > :30:22.wounds. Talks are continuing to try to find a solution but with more

:30:22. > :30:26.and more players been linked with moves abroad, and the gulf widening

:30:27. > :30:31.between the regions and the Irish provinces, time is of the essence.

:30:31. > :30:37.It would seem to me to have reached the stage where they need to thrash

:30:37. > :30:41.out some sort of deal. If they are talking, I think that is great. If

:30:41. > :30:44.anybody wants to talk to us about the pros and cons, I'm sure anybody

:30:44. > :30:54.from the union or from one of the provinces will be more than happy

:30:54. > :30:57.

:30:57. > :31:04.We understand there has been a bit of tension behind the scenes over

:31:04. > :31:11.this. Our central contracts a viable solution in Wales? We listen

:31:11. > :31:17.to the regions and we heard Mike Dawson St they need to thrash a

:31:17. > :31:21.deal out. He also said they have seen this argument with the editor

:31:21. > :31:28.of the Union. Why do we have to copy someone? That is the first

:31:28. > :31:33.thing. Ireland they have got it right regionally, I think, but

:31:33. > :31:37.Wales, England and France have been better in the Six Nations and in

:31:37. > :31:41.the World Cup than Ireland. At the moment it is not cost-effective for

:31:41. > :31:48.the regions to have a lot of international players. I just think

:31:48. > :31:52.again it is a little bit of common sense and the regions and Louis

:31:52. > :31:57.need to sit down and thrash out something sensible for Wales. At

:31:57. > :32:01.the moment, they are like the fifth region and a lot of the players

:32:01. > :32:07.seem to be playing a lot better for Wales and for the regions. But how

:32:07. > :32:12.long is that going to continue? Wales needs strong regions because

:32:12. > :32:17.if you have a strong regions, players are going to want to stay

:32:17. > :32:20.there and if they are successful, then Wales are going to be

:32:20. > :32:26.successful. So you are always bickering. Welsh rugby is going to

:32:26. > :32:34.lose out. Looking at the facts, at the moment �6 million is played to

:32:34. > :32:38.the regions by the union every year to compensate for the players in

:32:39. > :32:44.away. As we understand it that money was going to be used for

:32:44. > :32:50.those settled contracts. So can you understand why the regions have

:32:50. > :32:57.denied it? Yes, it is a grey area so we do not know the in and outs

:32:57. > :33:03.of where the money is spent but it is common sense. If the Welsh

:33:04. > :33:11.regions have more money safe from paying international players, they

:33:11. > :33:14.can get players in. Look at the history of the Irish players. It

:33:14. > :33:17.strengthens the whole squad, brings the younger players through and

:33:17. > :33:22.then you do not have to have the international players. They are not

:33:22. > :33:26.as important for the regions because the money is used elsewhere.

:33:26. > :33:32.Again, we always began argue that we have to look at the bigger

:33:32. > :33:39.picture. It is best for the players, best for the region and best for

:33:39. > :33:42.Wales that is important. One of the reasons central contracts has been

:33:42. > :33:46.bandied about is to try to stop this flood of our best players to

:33:46. > :33:50.France. Do you think having central contracts with do that? If you are

:33:50. > :33:59.getting offered a three or four times your weight over in France,

:33:59. > :34:01.it is difficult to turn it down. -- your wage. You will still lose some

:34:01. > :34:05.players because of different personal circumstances but I think

:34:05. > :34:12.it would definitely help. It is not as badly as it used to be. Players

:34:12. > :34:17.are torn between the region or the Union. What the union will do as

:34:17. > :34:24.well is get all the infrastructure in place. That is why Wales is so

:34:24. > :34:28.successful. Behind the scenes. Bumping in so much money to help

:34:28. > :34:34.the players. That is probably one area where the region's really
