:01:18. > :01:22.Thank you. Good evening. A woman whose daughter was sexually abused

:01:22. > :01:25.says Guernsey needs a sex offenders' register. The island's

:01:25. > :01:30.govern ment is to debate the new sexual offences law later this year

:01:30. > :01:35.which could bring in greater monitoring of sex offenders.

:01:35. > :01:40.This woman's 11-year-old daughter was sexually abused by a man living

:01:40. > :01:44.nearby. He already had a conviction for sexually assaulting the child

:01:44. > :01:48.and a string of allegations against him which she knew nothing about.

:01:48. > :01:52.Despite this, he was still allowed to live near children and monitored.

:01:52. > :01:57.She told me the abuse has devastated their lives. She was

:01:58. > :02:02.really sad. She was crying. She would sleep in a ball all curled up.

:02:02. > :02:07.The court case brought it all back again. The criminal who has

:02:07. > :02:12.committed the crime, in a couple of years, they are out. It is done.

:02:12. > :02:19.4th them, things carry on. A sex offenders' register would mean the

:02:19. > :02:22.man was monitored by the police and may not commit the crime. He was

:02:22. > :02:27.sentenced to four years but with time off for good behaviour and

:02:27. > :02:31.parole, he could end up serving only a third of his actual sentence.

:02:31. > :02:34.Guernsey police told me they do effectively monitor known sex

:02:34. > :02:39.offenders but without a register it is much easier for them to slip

:02:39. > :02:44.through the net. At the moment, there is no compulsion on people to

:02:44. > :02:48.let us know what they do and where they are going. So that is where

:02:48. > :02:52.the problem lies. The mother I spoke to is pleased there are plans

:02:52. > :02:56.to introduce a sex offenders' register but she says her daughter

:02:56. > :03:03.is living a life sentence. She says she hopes other parents do not have

:03:03. > :03:10.to go through the same thing. A 23-year-old labourer has appeared

:03:10. > :03:15.in Guernsey's magistrates' court after fire at a house in St Peter

:03:15. > :03:19.Port. Maxwell Charles Roberts did not enter a plea of threatening

:03:19. > :03:25.criminal damage to this house on the Millbrook estate. He was

:03:25. > :03:30.remanded in custody for two weeks. A 21 year-old-man has been charged

:03:30. > :03:34.in connection with a stabbing in St Peter Port. A 20-year-old man was

:03:34. > :03:40.attacked here at the Grange early on Sunday morning. Police have

:03:40. > :03:43.charged the alleged attacker with indecent assault and unlawful

:03:43. > :03:47.wounding with intent to cause grievous bodily harm. A second man

:03:47. > :03:50.has been bailed pending further inquiries.

:03:50. > :03:55.Guernsey police say a man found dead in a St Peter Port Street did

:03:55. > :04:00.not die in suspicious circumstances. The body of a 48 year-old-man was

:04:00. > :04:04.found early on Sunday morning. A Home Office pathologist was flown

:04:04. > :04:08.to the island and assisted with the post mortem investigation. Police

:04:08. > :04:11.say the man's family have been informed and an inquest into his

:04:11. > :04:15.death will be opened. Jersey police say crime has dropped

:04:15. > :04:21.to its lowest level for over a decade. Assaults at night in St

:04:21. > :04:25.Helier dropped by a 5th while theft was down by 6% and criminal damage

:04:25. > :04:29.fell 12 %. Please feel the drop is down to new ways of working which

:04:29. > :04:35.have been brought in since the start of this year. I do not think

:04:35. > :04:39.it is down to a lack of reporting. People in Jersey to report crimes.

:04:39. > :04:43.Hopefully it is associated with more licensed visits during the

:04:43. > :04:51.night time, more patrols during the day and consequently, less crime.

:04:51. > :04:56.Jersey States is reviewing a report which criticises the way the abuse

:04:56. > :05:01.inquiry was managed. One politician is concerned about its fairness.

:05:01. > :05:06.Now, a scrutiny panel has been set up to investigate.

:05:06. > :05:11.Operation rectangle was the police investigation into allegations of

:05:11. > :05:16.abuse at Haut de la Garenne. It cost half a million pounds,

:05:16. > :05:21.thousands of pounds over budget. A local accounts company, BDO Alto,

:05:21. > :05:26.produced a report. But now Trevor Pitman has introduced a scrutiny

:05:26. > :05:30.panel to look at if the report was fair and accurate. What I would

:05:30. > :05:34.like to do is to put this to bed. We can see if everything was done

:05:34. > :05:38.above board, fairly and transparency and both sides of the

:05:38. > :05:42.story were heard so hopefully we can move on. A man who was heavily

:05:42. > :05:48.criticised in the report was Lenny Harper, the senior investigating

:05:48. > :05:53.officer. When I read through the BDO Alto report I was absolutely

:05:53. > :05:56.shocked at the number of mistaken assumptions and wrongful

:05:56. > :06:01.assumptions and downright factual inaccuracies which were in the

:06:01. > :06:05.report. I'm hoping it will clear those up as well. The Minister for

:06:05. > :06:09.Home Affairs says the BDO Alto report, combined with reports from

:06:09. > :06:15.Wiltshire Police into the handling of the abuse inquiry was sufficient.

:06:15. > :06:19.I am surprised they are doing this. It is a matter of public importance

:06:19. > :06:26.two years after the reports came out. There were two reports. The

:06:26. > :06:31.first report was Wiltshire report and I view the BDO Alto report as

:06:31. > :06:35.merely providing more detail. Alto did not want to comment on the

:06:35. > :06:41.plans to investigate their report. The scrutiny panel will hold a

:06:41. > :06:45.public hearing in July and will then report to the States.

:07:00. > :07:05.First, growers in the Channel Islands say now is one of their

:07:05. > :07:09.busiest times of the year. Jersey plants direct export fruit and

:07:09. > :07:14.flowers from Jersey to the UK and so this year is one of their best.

:07:14. > :07:21.It comes after an established company was forced to offer --

:07:21. > :07:25.issue a profits warning. Aad Jersey Plants Direct bucking the trend?

:07:25. > :07:30.Packing up and sending away, this factory line in a greenhouse is

:07:30. > :07:36.non-stop at the moment. These boxes are being sent off to the UK full

:07:36. > :07:41.of plants. Our typical customer is over 55. A lot of them are retired

:07:41. > :07:45.so we get a lot of our orders in the post. Tim Birmingham is in

:07:45. > :07:51.charge here and he says now has one of his busiest. At the moment, we

:07:52. > :07:56.have about 70 people here. We have four acres of glass. We grow a lot

:07:56. > :08:00.of bedding plants. That is the majority of the products we send

:08:00. > :08:05.out. We are in the middle of our peak sending season at the moment.

:08:05. > :08:10.The company claimed people from the UK would rather order plants from

:08:10. > :08:15.the Channel Islands rather than go to a garden centre because they

:08:15. > :08:20.claim the quality is better. But at the time that rivals have forced --

:08:20. > :08:25.reported a plunge in profits, what is this company doing right? Hour

:08:25. > :08:28.at sales have not been affected by the economy in the UK. Our

:08:28. > :08:32.customers are buying more plants this year. That may be because we

:08:32. > :08:36.are taking trade from our competitors because we have got a

:08:36. > :08:41.different strategy to them. Customer demand is helping this

:08:41. > :08:45.company to bloom. Others will also be helping -- hoping they can

:08:45. > :08:50.benefit from its green shoots of successful stock that is it from me

:09:09. > :09:13.some medals from athletics, cycling, sailing, basketball and too many

:09:13. > :09:18.sports to mention. Before the competition started it was the

:09:18. > :09:25.opening ceremony featuring the former Olympic champion, Lord Coe.

:09:25. > :09:32.There was a long procession through the streets of ride town centre.

:09:32. > :09:42.Local schoolchildren cheered on the islanders -- Ryde town centre.

:10:01. > :10:06.Four - at 4,000 athletes, 15,000 And we have found Alderney. Peter,

:10:06. > :10:16.how are you feeling leading Oldham into the island games? Wonderful.

:10:22. > :10:28.And we have spied a bit of green. Guernsey is in the house. How are

:10:28. > :10:38.you feeling? A bit hot now the sun is out. It is great for everybody.

:10:43. > :10:47.High expectations? Definitely, high And carrying the flag for Jersey,

:10:47. > :10:51.Neil is a swimming coach. How are you feeling? It is a great

:10:51. > :10:55.atmosphere. Fair play to the Isle of Wight, they have put on a

:10:55. > :11:05.tremendous Carnival. It is great to see all the children involved as

:11:13. > :11:16.And we have got Stefan. How do you think Sark will do? Hopefully

:11:16. > :11:26.extremely well. We have punched well above our weight in the

:11:30. > :11:35.previous five games so let's hope And say our teams make their way

:11:35. > :11:39.into the official opening ceremony where the games will be started by

:11:39. > :11:43.former Olympic medal-winner and London 2012 chairman Lord Coe.

:11:43. > :11:48.one thing I know from my previous career as an athlete is the

:11:48. > :11:54.athletes sitting in front of me are not really wanting to be here for

:11:54. > :12:04.very much longer and they certainly don't want long speeches. So I am

:12:04. > :12:11.

:12:11. > :12:16.going to hereby formally declare So, we have got the go-ahead from a

:12:16. > :12:22.man who is no stranger to winning medals. Now it is down to this lot

:12:22. > :12:26.to go for gold. And go for gold they did. First

:12:26. > :12:31.thing on Sunday morning with strong showings from Guernsey and Jersey

:12:31. > :12:38.in the half marathon. There were very mixed fortunes for

:12:38. > :12:43.our undoubted stars of the show. Feeling relaxed before her big race,

:12:44. > :12:50.Jersey runner Katie Thomson has come to the Games for one race and

:12:50. > :12:53.one race only, the half marathon. And she has not come alone. On the

:12:53. > :12:59.sidelines, her husband and daughters were cheering Peron.

:13:00. > :13:06.it was fun, wasn't it? It was kind of fun but you had to run around to

:13:06. > :13:11.catch up. It probably adds a bit of a boost if you are feeling like you

:13:11. > :13:16.need a bit of a push so screaming and shouting from the side is

:13:16. > :13:23.always encouraging. It was going so well for Katie until disaster

:13:23. > :13:29.struck. An old injury in her foot returned with a vengeance forcing

:13:29. > :13:33.her to pull out of the marathon. Unfortunately, Katie had to pull

:13:33. > :13:38.out of the race. She has damaged her for it and she has been taken

:13:38. > :13:43.off to hospital to find out what is wrong with it but she is very

:13:43. > :13:47.disappointed. She has been planning and training for this all year so

:13:47. > :13:52.she has had to pull out and she is devastated. While Katie and her

:13:52. > :13:57.family made their way to hospital, Guernsey favourite Lee Merrien

:13:57. > :14:04.scored gold in the half marathon. The first one for the island.

:14:04. > :14:08.worked hard, it was a tough course. It was a good workout and I am

:14:08. > :14:12.pleased with the run. Guernsey were also awarded team gold but they

:14:12. > :14:20.were not the only Channel Islanders standing on the podium. Katie

:14:20. > :14:25.hobbled her way back to receive team silver. They said where is

:14:25. > :14:29.your third member and they said she was not able to complete the whole

:14:29. > :14:34.thing because of her injury and they said we have three medals and

:14:34. > :14:38.we think she deserves it to come up which was very nice of them! It has

:14:38. > :14:46.been a day of high is and lows for this athlete but it has ended with

:14:46. > :14:52.a medal and a smile. Unfortunately, Katie's injury was

:14:52. > :14:56.not the only one on day one of the Games. The cycling race claimed

:14:56. > :15:00.eight cyclist before the race even began. Dozens of cyclists in

:15:00. > :15:04.blistering heat tearing down narrow roads, you could say it was an

:15:04. > :15:09.accident waiting to happen. Underneath the baking sun and

:15:09. > :15:16.beneath these sunglasses are cool characters with legs and nerves of

:15:16. > :15:20.steel. Cycling at this level is tough. It is fast, aggressive and

:15:20. > :15:24.dangerous. And Jersey's Chris Spence was dealt a cruel blow when

:15:24. > :15:29.he was involved sodium five bike smash. Chris broke his collarbone

:15:29. > :15:35.and had to go to accident and emergency with two other riders.

:15:35. > :15:39.One who escaped serious injury was the Jersey rider Greg Mansell.

:15:40. > :15:49.hope Chris Spence get better soon. There was a massive crash first lap

:15:49. > :15:56.and I could not believe it.. After the race restarted, the men battled

:15:56. > :16:00.it out with Guernsey's Tobin Horton taking gold with a well-timed

:16:00. > :16:07.breakaway sprint. I used my head as much as possible. I did not plan to

:16:07. > :16:10.attack but I did and I thought I would go for it. I pulled a bit of

:16:10. > :16:16.a sneaky move just before a corner and managed to get a gap and held

:16:17. > :16:22.it. Watching the nail biter was there for me - a former Formula 1

:16:22. > :16:28.champion Nigel Mansell whose son took silver. The camaraderie, the

:16:28. > :16:33.competition, it is fantastic. It is intense. I am worn out after that

:16:33. > :16:41.race. The games have been good so far for Guernsey whose ladies' team

:16:41. > :16:46.also triumph. The Guernsey ladies also took the team gold. There were

:16:46. > :16:52.a lot of nerves this morning in our mobile home. I think that has

:16:52. > :16:57.really settled us for the week. For Sam, it is her first Island Games

:16:57. > :17:00.in cycling. To settle the nerves and make them realise they are

:17:00. > :17:05.there and they are competitive. move among the riders is friendly

:17:05. > :17:15.but be under no illusion, cycling at this Island Games has been a

:17:15. > :17:18.

:17:18. > :17:22.With over 600 Channel Islanders competing at hear from four

:17:22. > :17:26.different islands in 14 different sports, but as a whole lot of sport

:17:26. > :17:29.to cover. I will have the latest on the medals tables and a couple of

:17:46. > :17:53.It was a case of spot the boat on Sunday morning as sailing got off

:18:04. > :18:08.on whether. Nine times that of 10, the weather is good enough to sail.

:18:19. > :18:24.Indoors, there was better news for Guernsey's ladies basketball team.

:18:35. > :18:45.football, sadly not for one of our islands. Alderney was thrashed 6-1

:18:53. > :18:56.the table tennis. Jersey were triumphant and progress to the next

:18:56. > :19:01.stage. It was a great start for Jersey's

:19:01. > :19:05.men's volleyball team winning their first set against Greenland. But it

:19:05. > :19:15.did not last long. Their opponents came back fighting and took the

:19:15. > :19:20.

:19:20. > :19:26.So, a great start for our two biggest teams out here, Jersey and

:19:26. > :19:31.Guernsey and I am joined now by the bosses of both teams, chairman of

:19:31. > :19:36.the Island Games Association and team manager. Guernsey are leading

:19:36. > :19:42.the medals table at the moment so John, we should start with you.

:19:42. > :19:47.Absolutely fantastic week. It is unbelievable. What more does

:19:47. > :19:54.Guernsey have to do this week? is a nice place to work away from.

:19:54. > :19:58.Hopefully, some more medals tonight. Coming to you now, Steve, Jersey

:19:58. > :20:04.are perhaps going to be a late bloomer, what are we looking out

:20:04. > :20:08.for? We certainly hope for. Tonight we are in 10 finals in the swimming

:20:39. > :20:46.having a good time? What is the atmosphere like? Lots of happy

:20:46. > :20:52.campers? There is in our camp, very much so. No problems, very good.

:20:52. > :20:56.team Jersey in high spirits? Yes, we are in a big camp. We have

:20:56. > :21:00.Alderney and Gibraltar with us. Everyone has settled in and got

:21:00. > :21:08.used to wear things are. I think we have one of the better camps, very

:21:08. > :21:14.close to Shanklin. I have to say how welcome the locals have made us.

:21:14. > :21:19.There are thousands of people out there, more than we have had before.

:21:19. > :21:24.There were 40,000 in the opening ceremony. It is great. Of course,

:21:24. > :21:28.Jersey is hosting the Island Games in 2015 and both Jersey and

:21:28. > :21:33.Guernsey have hosted it before, what you make of the organisation

:21:33. > :21:38.and support? The support has been fantastic. The 40,000 at the

:21:38. > :21:44.opening ceremony, that will never be beaten. On the whole, the games

:21:44. > :21:50.are very well run. Do you have any tips for 2015 was Mac yes, we have

:21:50. > :21:55.all the members of the organising committee taking notes. We take

:21:55. > :21:59.note of what the athletes want as well as the public. We try not to

:21:59. > :22:06.make the opening ceremony long- winded but the spectacle like the

:22:06. > :22:11.Isle of Wight put on would be hard to beat. Watch this space for

:22:30. > :22:40.gold, silver and bronze in Men's mountain biking. In shooting, Sark

:22:40. > :22:45.were not to be out done. And it has been a fascinating day and a half.
