:00:52. > :00:55.The move was passed by the island's Government today as part of plans
:00:55. > :01:01.to control Jersey's immigration. Supporters say it will not be like
:01:01. > :01:07.an ID card but it has provided -- but it has proved equally divisive.
:01:07. > :01:15.One of the hottest political issues, had to control the population are
:01:15. > :01:20.of the island. The senator bringing it the proposals forward at the
:01:20. > :01:24.moment is here. How will this help control the population. We will
:01:24. > :01:28.have more information about people. When people come to the island they
:01:28. > :01:33.will have to have a registration card. It will allow them to gain
:01:33. > :01:39.access to housing and to work. There have been concerns today that
:01:39. > :01:45.the registration card resembles the controversial Bude -- ID card in
:01:45. > :01:52.the UK that was thrown away. recognised we did not want to go to
:01:52. > :02:00.the identity card. Senator Ferguson has been looking into these. Do you
:02:00. > :02:04.think it will work? It is a long- term policy. Immigration is a
:02:04. > :02:10.problem for most countries now. Under this there will be a degree
:02:10. > :02:17.of control over whether you can actually get a job. We have two
:02:17. > :02:22.types of immigration where we are having problems. The category of
:02:22. > :02:25.people that is reasonably well- controlled and at the moment it is
:02:25. > :02:30.open house for everybody else so we have a lot of people coming over on
:02:30. > :02:33.the boat. Some may have come last week and does a job. Those will not
:02:33. > :02:39.come into the registration card system until they actually changed
:02:39. > :02:43.jobs. These are the people who in five years' time will want access
:02:43. > :02:49.to income support and in ten years' time access to affordable for
:02:49. > :02:52.social rented housing. It is a terrific problem and there is a
:02:52. > :02:57.great deal of work to be done. lot of changes including
:02:57. > :03:01.registration cards and an island- wide registration system. We will
:03:01. > :03:04.not be seen any of these changes for about a year.
:03:04. > :03:07.Elsewhere in Jersey States, the Home Affairs Minister has declined
:03:07. > :03:15.to give more information on the reasons a senior police officer
:03:15. > :03:20.resigned from his post after just two months. Superintendent orange
:03:20. > :03:27.gravity -- Superintendent Bernard gravity was said to have left
:03:27. > :03:30.Jersey for personal reasons. When questioned, 70 Ian Le Marquand said
:03:30. > :03:35.personal reasons should not be made public.
:03:35. > :03:40.Smoking will be banned in bars, pubs and restaurants in Sark. The
:03:40. > :03:45.new legislation was voted in by 16 votes to six with one at sedation

:04:00. > :04:04.Guernsey are struggling to meet UK standards for air quality. We
:04:04. > :04:06.report on the three hotspots which have been identified, and the
:04:06. > :04:10.proposals to introduce local standards.
:04:10. > :04:16.Many of us use cars to get around the island but vehicle emissions
:04:16. > :04:21.are the biggest source of air pollution in Guernsey. We are
:04:21. > :04:27.measuring to particular concentrations and we are measuring
:04:27. > :04:33.30 minutes and one hour. Down here we are measuring nitrogen dioxide
:04:33. > :04:38.and nitrogen oxide. On this machine we are measuring saw the dioxide.
:04:38. > :04:43.This bit of kit is run by Guernsey's Environmental Health
:04:43. > :04:49.unit, which has been monitoring air quality for the last 20 years.
:04:49. > :04:53.week can tell that probably 75 %, may be as high as 80% is from
:04:53. > :04:59.traffic fumes. The rest is probably from domestic coal burning and so
:04:59. > :05:02.on and a small amount of industrial process. Three hotspots have been
:05:02. > :05:08.identified where the air quality is worst and a There are fears any
:05:08. > :05:12.future developments in the area can tip the balance. This is one here
:05:12. > :05:16.at the bottom of Fountain Street where lots of vehicles travel every
:05:16. > :05:21.day. Environmental Health wants to ensure that the air quality here
:05:21. > :05:24.does not get any worse. We do not have any local standards against
:05:24. > :05:30.which to measure air pollution. So what we will be proposing later
:05:30. > :05:33.this year is that we introduce local air quality standards.
:05:33. > :05:38.Introducing local standards could mean any new industrial class would
:05:38. > :05:45.need licences to ensure emissions are monitored. But for now, this
:05:45. > :05:49.little bit of kit is the best that can see has got.
:05:49. > :05:53.It has emerged that Guernsey Police deal with an average one missing
:05:53. > :05:57.person every day. The majority involved children who are found
:05:57. > :06:02.within 24 hours, sometimes in a family home. Around half those
:06:02. > :06:06.reported missing are children in care. Guernsey Police says it has a
:06:06. > :06:12.significant effect on police resources. The social workers have
:06:12. > :06:15.the same powers as a parent would so there is nothing stopping any
:06:16. > :06:20.child leaving their house. There was nothing stopping these children
:06:20. > :06:25.climbing out of a window, opening a door and running through it so yes,
:06:25. > :06:28.that is a problem. Air South West is suspending all
:06:28. > :06:31.flights from Plymouth Airport later this month. The airline currently
:06:32. > :06:37.serves Plymouth and Newquay from Jersey and Guernsey. Passengers
:06:37. > :06:41.will be diverted to Newquay and thus to Plymouth instead. The
:06:41. > :06:46.company says it is because vital military radar will not be
:06:46. > :06:52.available over the city from Friday 29th July to Monday 29th August.

:07:20. > :07:24.island. How can you keep your mobile phone
:07:24. > :07:29.safe and the personal details secure? They have become an
:07:29. > :07:33.everyday essential. Most people use them, store information on them and
:07:33. > :07:38.simply cannot afford to lose them. So how can you save your friend
:07:38. > :07:43.from nifty fingers? Jersey Police want me to sign up your friend to a
:07:43. > :07:49.national website. It encourages members of the public to register
:07:49. > :07:54.their phone for free to the website. All that is required is that they
:07:54. > :07:58.insert a number on to the website. This word -- for this number is a
:07:58. > :08:03.code unique to your friend that police can stand if they find
:08:03. > :08:10.you're missing phone. This is a box of mobile phones that have been
:08:10. > :08:15.lost by people in Jersey. It is hoped initiatives such as this will
:08:15. > :08:20.result in fewer medals in here and more being returned to their owners.
