:00:09. > :00:12.Welcome to the BBC in the Channel Islands. Senator numbers slashed,

:00:12. > :00:19.but will fewer island-wide politicians damage democracy?

:00:19. > :00:25.Also tonight: Muddying the waters. Calls for Guernsey States to come

:00:25. > :00:28.clean about fishing compensation claims.

:00:28. > :00:38.And fantastic gymnastic. Find out which island is the king of the

:00:38. > :00:44.

:00:44. > :00:48.The number of senators in Jersey's States will go down as planned,

:00:48. > :00:51.despite an 11th hour attempt to have the decision reversed.

:00:51. > :00:58.Politicians spent all day debating whether to ask the Privy Council in

:00:58. > :01:01.the UK not to approve a law, which they'd already passed in January.

:01:01. > :01:04.The law will cut the number of senators by four. The move is

:01:04. > :01:07.designed to save money by reducing the overall number of States

:01:07. > :01:10.members. It's part of a reform that would make all Senators, elected on

:01:10. > :01:16.an island wide mandate, serve four- year terms, all elected on the same

:01:16. > :01:25.day. A petition signed by at least 2,000 islanders had been handed to

:01:25. > :01:29.the privy council. It claimed the right of islanders to elect their

:01:29. > :01:38.politicians has been reduced by a third. One of those against the cut

:01:38. > :01:41.is Deputy Carolyn Labey. Christie Tucker spoke to her earlier.

:01:41. > :01:46.The sale last ditch effort to change the decision made by the

:01:46. > :01:50.state before it gets approval from the Privy Council. This debate has

:01:50. > :01:55.been had a number of times before. Why did you want to bring his fog

:01:55. > :02:01.again? This is the second time I have brought it forward. I think it

:02:01. > :02:11.is fundamentally important to hour constitution and to intellectual

:02:11. > :02:11.

:02:11. > :02:16.rights. People have trust with the senatorial seats. To seek their

:02:16. > :02:20.mandated diminished and eroded in the way we have done -- to seek the

:02:20. > :02:23.mandate diminished and eroded in the way we have done is a backward

:02:23. > :02:26.step for democracy. The States of Guernsey is being

:02:26. > :02:32.strongly criticised by the island's fishing community over what it

:02:32. > :02:35.claims is an "appalling lack of transparency". The States recently

:02:35. > :02:38.struck a deal with UK fishermen but has refused to release details of

:02:38. > :02:41.the settlement. Mike Wilkins reports.

:02:41. > :02:44.Protecting the likes of him and also ensuring there's plenty of

:02:45. > :02:47.them. Those were the good intentions of 2003 when the States

:02:48. > :02:54.wanted to introduce licences for non-local fishing boats as a way of

:02:54. > :03:00.managing fish stocks. But over the years the States has been hit with

:03:00. > :03:03.compensation claims by foreign fishermen. The Privvy Council also

:03:03. > :03:06.ruled that the States hadn't implemented the law correctly.

:03:06. > :03:12.We've been told a deal has been struck with some of the UK

:03:12. > :03:14.fishermen. But when it comes to open government Guernsey isn't

:03:15. > :03:22.playing ball. The States is refusing to reveal the details of

:03:22. > :03:31.the settlement and for the people on the frontline it's unacceptable.

:03:31. > :03:36.I am appalled at the lack of transparency since the settlement.

:03:36. > :03:39.The tax payer and the fishermen of the silent deserve to know the fact.

:03:39. > :03:42.I contacted several government departments as well as the law firm

:03:42. > :03:50.representing the States but none would give me any information. So

:03:50. > :03:54.for now some feel it's up to the public to put the pressure on.

:03:54. > :04:02.sincerely hope the public shout for more answers, to know where their

:04:02. > :04:06.taxes and going, now and for the future. They deserve their

:04:06. > :04:10.accountability and justification of where their hard-earned tax money

:04:10. > :04:14.is being spent. I would like to tell you the outcome of this, but

:04:14. > :04:19.after eight years and a long and costly dispute, this is all that

:04:19. > :04:24.you and I have got. A statement from a policy council, saying the

:04:24. > :04:26.state is satisfied with the outcome, and there is no further comment.

:04:26. > :04:30.Wards at Guernsey's Princess Elizabeth Hospital are to undergo a

:04:30. > :04:33.radical overhaul. The Health and Social Services Department made the

:04:33. > :04:39.decision after looking at the costs of clearing asbestos from Ozanne

:04:39. > :04:41.Ward. Several wards will now undergo what the Department is

:04:41. > :04:44.calling a re-profiling which entails reviewing the configuration

:04:44. > :04:46.and quality of the facilities to better meet patients' needs.

:04:46. > :04:50.The Jersey government's funding a new post to help voluntary

:04:50. > :04:52.organisations in Jersey. The States is giving 120,000 over two years

:04:53. > :04:54.for a professional coordinator for the Third Sector Forum. It'll help

:04:54. > :04:58.local charities and non-profit- making community organisations

:04:58. > :05:01.promote the work of volunteers in the island.

:05:01. > :05:05.The owner of Jersey Gas has been fined 89,000 by the island's

:05:05. > :05:10.competition regulator. Brookfield Asset Management failed to notify

:05:10. > :05:14.the JCRA of its intention to buy Jersey Gas and Kosangas last year.

:05:14. > :05:22.It's the biggest fine issued by the competition body in six years and

:05:22. > :05:27.they've got a warning for other companies. One of the things we

:05:27. > :05:33.want to do on the back of this is in early autumn use the opportunity

:05:33. > :05:38.to remind businesses of the fact that if mergers at been completed

:05:38. > :05:44.in Jersey involving companies with an interest in Jersey, they do need

:05:44. > :05:47.to keep their mind on competition. You're watching the BBC in the

:05:47. > :05:50.Channel Islands. Later in Spotlight with Justin and Natalie: David

:05:50. > :05:58.Braine escapes the studio for the harbour, as 70 boats go head to

:05:58. > :06:00.head in a race. Guernsey's emergency services have

:06:01. > :06:03.been taking part in a training exercise today learning to deal

:06:04. > :06:05.with fires at sea. The Fire and Rescue Service, paramedics and a

:06:06. > :06:08.Portland Coastguard Helicopter were involved in winching volunteers

:06:08. > :06:14.from the sea. The training takes place every two years for

:06:14. > :06:18.volunteers from the Maritime Incident Response Group. There has

:06:18. > :06:22.only been one men occasion when I have been flown out by helicopters

:06:22. > :06:29.to see. We are on the ship for a number of days. It is not very

:06:29. > :06:32.often, but we need to keep up the training to be ready at all times.

:06:32. > :06:35.Parents in Guernsey are being given a helping hand to ensure they keep

:06:35. > :06:38.their children safe online. A magazine called Digital Parenting

:06:38. > :06:41.is being sent to the homes of every year six pupil in States schools.

:06:41. > :06:44.It highlights the positives and negatives about what young people

:06:44. > :06:50.might be able to do with modern technology. And it's hoped it'll

:06:50. > :06:54.help mums and dads keep track of what their children are up to.

:06:54. > :06:58.grown-up, you were concerned whether children no more than you

:06:58. > :07:02.do. It is a case of keeping on top of things. They use these things

:07:02. > :07:05.all the time and then you have to use them better than we do.

:07:05. > :07:08.It was the only major sport not to feature in the Island Games last

:07:08. > :07:11.week. But that didn't stop more than 80 competitors from islands as

:07:11. > :07:13.far as Bermuda taking part in the inter-island Gymnastics final today.

:07:13. > :07:18.The competition was tough, the athletes focussed, and Jersey's

:07:18. > :07:21.facilities shone despite the cloudy weather. Anisha Shah was there.

:07:21. > :07:24.Before 12 deliberating judges, searching for the height of talent,

:07:24. > :07:34.anxious gymnasts from eight islands all over the world waited their

:07:34. > :07:34.

:07:34. > :07:37.turn to swing into action, hoping to score top marks. Fort Regent was

:07:37. > :07:45.filled onlookers of parents, friends and fellow competitors who

:07:45. > :07:52.didn't dare miss a monet of the action. - a moment of the action.

:07:52. > :07:57.Competition was fierce but there was plenty of cameraderie. I am

:07:57. > :08:02.really impressed with the performance of the boys. It is a

:08:02. > :08:08.great opportunity for them to express themselves in gymnastics.

:08:08. > :08:14.Gymnastics was not on the Island Games just gone. As he netted a

:08:14. > :08:16.tragedy and a travesty. -- I think that is a tragedy and a travesty.

:08:16. > :08:20.Although gymnastics didn't feature as a runner-up in the island games

:08:20. > :08:22.last week, it's leapt in to form a permananet fixture in the next

:08:23. > :08:29.games in Bermuda, much to the delight of Team Jersey. One Jersey

:08:29. > :08:34.boy is tipped for the top in those and told me he'd be honoured.

:08:34. > :08:41.would mean the world to me. I would be proud to represent Jersey.

:08:41. > :08:45.will be old enough next time, so he will be in the team. Do you expect

:08:45. > :08:48.to get any medals? A have not seen any scores yet. I hope we will get

:08:48. > :08:51.a few. Get a few they certainly did, as

:08:51. > :09:01.Jersey's juniours were awarded with the highest rankings. The boys won

:09:01. > :09:11.

:09:11. > :09:14.Now the weather. A few more showers yet before the end of the week.

:09:14. > :09:24.The weather it does look like it should be settling down across the

:09:24. > :09:24.

:09:24. > :09:28.weekend. It is still no pressure in charge of the weather system. Some

:09:28. > :09:35.more weather fronts are swimming away overnight, so further showers

:09:35. > :09:40.to come. By Saturday, the pressure does move away to the north-east.

:09:40. > :09:48.This evening, some dry and clear skies around, but a few showers

:09:48. > :09:54.overnight. Still quite breezy with these south-westerly winds. Things

:09:54. > :10:02.are mild overnight. Temperatures no lower than 13 or 14. To start the

:10:02. > :10:08.day, some sunshine around at times, but these showers could be fairly

:10:08. > :10:17.heavy for the time. Temperatures no higher than 19. The Marine forecast

:10:17. > :10:27.for tomorrow. Some showers out at sea and quite breezy. Moderate or

:10:27. > :10:30.

:10:30. > :10:37.good visibility. High-tide at St Helier will be at 12:19pm. For the

:10:37. > :10:45.surface, it will be quite choppy. Some more showers to come

:10:45. > :10:51.throughout the day. As we get the weekend, it settles down. Also some

:10:51. > :10:57.sunshine. Temperatures should start to pick up by the end of the

:10:57. > :11:05.weekend. By Monday, we will see more cloud and a risk of a shower.

:11:05. > :11:08.It should feel warmer by the start Now tomorrow BBC Guernsey and BBC

:11:08. > :11:13.Radio Jersey are coming together for a phone-in special with the

:11:13. > :11:16.managing director of Aurigny Air Services. Malcolm Hart, who's in
