:00:08. > :00:12.Good evening and welcome to BBC Channel Islands. Our headlines

:00:13. > :00:17.tonight, serious questions about the future of education in Jersey.

:00:17. > :00:22.Find out why the minister walked out of a BBC interview. But this is

:00:22. > :00:29.a huge Parker if you read the paper, it is not. I mean it, it is not.

:00:29. > :00:33.Also tonight, criminally underfunded. Demand grows for the

:00:33. > :00:37.cash-strapped Victim Support services.

:00:37. > :00:47.And working the worldwide web, a promo video to get youngsters into

:00:47. > :00:53.

:00:53. > :00:58.Cutting subsidies to fee-paying schools, doing away with school

:00:58. > :01:02.milk, GCSE results that appear to be lower than those in the UK, all

:01:02. > :01:06.in all it has been a rocky year for Jersey's Education Department. Now

:01:06. > :01:10.you are being asked to share your thoughts on the Isle of's school

:01:10. > :01:14.set-up, although the Education Minister is not always keen to be

:01:14. > :01:18.questioned on it, as our reporter Beckie Williams found out.

:01:18. > :01:22.These children may be at the start of their schooling, but changes to

:01:22. > :01:26.Jersey's education system could affect them the most. Their parents

:01:26. > :01:30.are currently making important decisions about their next move.

:01:30. > :01:34.What is in the News of the moment with private education, it should

:01:34. > :01:39.be means tested. There are people who can afford to pay for their own

:01:39. > :01:42.education without being subsidised by the States. It is fair that to

:01:42. > :01:45.subsidise Foster befit his changed I'm not going to show how they will

:01:45. > :01:51.accommodate children who will go to the state's school, so we're all

:01:51. > :01:55.those children go? Disappointed when they took away the milk, but

:01:55. > :01:59.otherwise the boys have been really happy here. Those views are being

:01:59. > :02:04.taken into account. Parents and teachers are being asked to read

:02:04. > :02:06.this 50 two-page document. In a dark questions about our education

:02:06. > :02:11.system's selective nature, the courses available to adults and the

:02:11. > :02:15.island, and support given to those with special needs. Earlier this

:02:15. > :02:19.year it was revealed GCSE results at state schools in Jenia -- Jersey

:02:19. > :02:23.appear to be lower than many UK schools. Ahead of the education it

:02:23. > :02:28.-- the head of the education review group told the BBC he wants to see

:02:28. > :02:33.changes, soon. I am not naive to think in of that league tables are

:02:33. > :02:36.the be-all and end-all, and they can be too rigid. But I would like

:02:36. > :02:43.to see a broader debate about how we judge effectiveness in our

:02:43. > :02:45.schools and I think exam results would be part of that. But Jersey's

:02:46. > :02:49.Education Minister says changes to our system are not needed, so I

:02:49. > :02:54.asked him why did he want to cut subsidies to fee-paying schools?

:02:54. > :02:59.The whole debate about fee-paying schools has been well rehearsed.

:02:59. > :03:03.The importance of this document is that it is designed to cover all

:03:03. > :03:08.sectors of education. It is time that be widened and broadened the

:03:08. > :03:13.debate, not to focus on one small aspect of our education system.

:03:13. > :03:18.when I pressed him further on the issue... If you do cut subsidies...

:03:18. > :03:21.I am not going down the road. do not have -- I do have to ask you.

:03:21. > :03:26.The you do not have to ask me, this is not about fee-paying schools.

:03:26. > :03:31.But this is a huge part. If you read the paper, it is not. I mean

:03:32. > :03:39.it, it is not. But this is going to be huge part of the education...

:03:39. > :03:42.The education once -- the Education Minister wants your views.

:03:42. > :03:45.At the end of the day there is going to be a huge amount of

:03:45. > :03:48.pressure on the state system and the island...

:03:48. > :03:52.More people in Guernsey are using the Victim Support services than

:03:52. > :03:55.ever before. It offers advice and counselling for witnesses and

:03:55. > :04:01.victims of crime. But as Mike Wilkins reports, the charity itself

:04:01. > :04:04.needs help to keep going. Learning more about the effects of

:04:04. > :04:08.crime, these people were attending an open day today at the Victim

:04:08. > :04:12.Support centre within the Royal Court building. It is crucial for

:04:12. > :04:15.this organisation that people from all walks of life are aware of what

:04:15. > :04:20.support is available for victims and witnesses of crime in the

:04:20. > :04:24.island. In this purpose-built facility there is a video camera

:04:24. > :04:28.which enabled witnesses to give evidence in court without having

:04:28. > :04:32.the intimidation of going to court itself and the numbers of people

:04:32. > :04:37.using Victim Support has increased significantly over the years. In

:04:37. > :04:41.2005, just over 70 people used the service, by the end of last year

:04:41. > :04:49.that it increased to more than 500. With that increase comes an

:04:49. > :04:55.increase in demand and a need for more funding. Victims and witnesses

:04:55. > :05:00.are vital in order to have a court case, so we do need to encourage

:05:00. > :05:04.witnesses to come forward, so that would not be a good thing, if we

:05:04. > :05:09.had to reduce our service. We are just hoping and trying to be as

:05:09. > :05:13.positive as we can that we can actually find some financial

:05:13. > :05:16.support. The centre has one full- time member of staff and one part-

:05:16. > :05:19.time -- part-time, helped out by ten volunteers. It is clear they

:05:19. > :05:23.have done a good job of increasing awareness of the support they offer,

:05:23. > :05:31.but if they don't get more funding than Victim Support could become a

:05:31. > :05:35.victim of its own success. It's been used a more news in brief.

:05:35. > :05:38.Air Southwest has confirmed the airline is to close after the end

:05:39. > :05:42.of September. The airline, which was brought by Eastern

:05:42. > :05:46.International Airways last year, says that following the closure of

:05:46. > :05:50.Plymouth airport, Newquay flights will not be financially viable. The

:05:50. > :05:54.currently up -- the company currently operates flights to

:05:54. > :05:59.Newquay via Plymouth. Police are trying to trace those behind us

:05:59. > :06:02.thousands of pounds worth of damage at Guernsey's Garenne Sports Stand.

:06:02. > :06:06.Water flooded into offices putting them out of action because of fears

:06:06. > :06:10.about electrical connections. Officers say 36 were deliberately

:06:10. > :06:15.blocked and taps left on for about half-an-hour. -- sinks were

:06:15. > :06:19.deliberately blocked. Sunday trading laws in Jersey could

:06:19. > :06:24.be about to change. The parish constables would still debate --

:06:24. > :06:28.would still decide which shops could trade. Those chosen can sell

:06:28. > :06:32.everything they normally would, but premises over 500 square foot would

:06:32. > :06:37.not be allowed to open. That is what has upset one shopkeeper in

:06:37. > :06:41.particular, he says it could mean redundancies.

:06:41. > :06:45.This farm shop has been going since 2003 and as you can see it now does

:06:45. > :06:49.a bit more than sell fruit and vegetables. Whilst those original

:06:49. > :06:55.stables are still on offer, this shop has grown is open seven days a

:06:55. > :06:58.week but that could come to an end because it is too big. The owner of

:06:58. > :07:03.this farm shop and Josie says some days -- says Sundays are his best

:07:03. > :07:06.day of trading and he says if these rules are passed and the States he

:07:06. > :07:11.will not be able to open and his profits will go down. It will have

:07:11. > :07:18.a big impact on our staffing levels, because everybody works on a rota,

:07:18. > :07:22.so there is one day out of the equation and it will mean

:07:22. > :07:29.redundancies, and not to be open on a Sunday will not only be

:07:29. > :07:34.detrimental for my business, but detrimental to the parish as a

:07:34. > :07:37.whole and to community of Jersey. Constable Len Norman is from the

:07:37. > :07:43.department responsible for bringing this proposition to the States.

:07:43. > :07:45.There is no limit on size currently, so it should publicise can open

:07:46. > :07:49.provided they sell goods on the government approved list, but this

:07:49. > :07:53.new law strict -- will restrict the opening of shops to 500 square

:07:53. > :07:59.metres if the proposition has approved and amended. REPORTER: Why

:07:59. > :08:03.is that? I don't think there is an appetite for retailers or the

:08:03. > :08:08.public for a free for all, so we want to keep Sunday Special and

:08:08. > :08:11.restrict the number of share shops that can open those that can open

:08:11. > :08:15.should not be restricted in what goods they can sell. The customers

:08:15. > :08:22.keep coming. Those on both sides will be hoping whatever is decided

:08:22. > :08:26.in the States next week will not stop the tills ringing.

:08:26. > :08:29.You are watching the BBC and Channel Islands. Letwin Spotlight

:08:29. > :08:36.was just in and Victoria, predicting the weather, how

:08:36. > :08:40.forecasting has changed over the last 150 years.

:08:40. > :08:43.Now to an unlikely internet hit. A government scheme to help young

:08:43. > :08:46.people into work has seen a surge of success after a promotional

:08:46. > :08:51.video filmed by one of the teenagers has been put upon line.

:08:51. > :09:01.The advanced -- the Advance to Work programme offers work experience

:09:01. > :09:09.

:09:09. > :09:13.and training and is seen as a It has racked up hundreds of views

:09:13. > :09:17.and can be seen around the world. This is a promotional video for

:09:17. > :09:25.advanced to work -- for Advance to Work, a Jersey scheme to help young

:09:25. > :09:30.people find a job. Support. potential. Motivational. It was

:09:30. > :09:33.made by teenagers on the scheme led by 18-year-old Elian Goncalves.

:09:33. > :09:38.have never really done anything like that in the past and I never

:09:38. > :09:47.took medium at school, and it was a great opportunity to try something

:09:47. > :09:51.out. It worked out fine, great relief. At vans is a state funded

:09:51. > :09:57.scheme to help young people gain confidence, skills and experience

:09:57. > :10:00.in the working environment -- and vans. Idiot -- L Ian Gough -- Elian

:10:00. > :10:06.Goncalves hopes this film will lead to success in the film industry and

:10:06. > :10:09.there has been a surge of success for the scheme itself. Since the

:10:09. > :10:12.video was put on YouTube earlier this year. The publicity means of

:10:12. > :10:16.the employers have wanted to come on board and get involved with the

:10:16. > :10:21.scheme. They have been inspired and seen what a difference it does make

:10:21. > :10:25.him people. So good news for this scheme and hopefully good news for

:10:25. > :10:35.the young man behind it, whose dream of being a film-maker is a

:10:35. > :10:36.

:10:36. > :10:41.step closer. Everyone tries making their hand at

:10:41. > :10:49.TV these days, maybe we should be worried! Here is a man who knows

:10:49. > :10:53.about TV and predicting the weather, Unsettled would be a good word to

:10:53. > :10:57.describe the weather. We have low- pressure, we lose the fine weather

:10:57. > :11:00.that what we get is blustery winds and the potential for rain over the

:11:00. > :11:03.next few days. At the moment we hold on to fine weather. This

:11:03. > :11:07.weather front is a weak affair. It will disappear during the course of

:11:07. > :11:11.the seeded and overnight tonight as it moves northwards. We have high

:11:11. > :11:14.pressure just about holding in. Several weather from start up in

:11:14. > :11:18.the Atlantic are queuing up to commend and by lunchtime on

:11:18. > :11:22.Saturday we have a wet day and quite windy day to look forward to.

:11:22. > :11:26.Overnight tonight at least there will be some fine dry weather this

:11:26. > :11:31.evening and largely clear overnight, some high-level cloud coming in.

:11:31. > :11:35.Temperatures down to 13 Celsius. Tomorrow, a bright start with some

:11:35. > :11:39.sunshine, quickly clouding over. By the afternoon we will start to see

:11:39. > :11:45.a few light showers of rain to end the day. Winds from the south-west,

:11:45. > :11:55.moderate, a top temperature of 90 degrees Celsius. The coastal work -

:11:55. > :12:10.

:12:10. > :12:15.- the coastal waters forecast has Not much for the surface. --

:12:15. > :12:19.surfers. Into the weekend, for much of the day on Saturday the morning

:12:19. > :12:22.is going to be quite work. Once the main main routes out of the way we

:12:22. > :12:27.get showers, one or two of them could be heavy. Similar on Sunday,

:12:27. > :12:31.the risk of thunder and lightning in some of the showers. Winds

:12:31. > :12:35.north-westerly and Just 17 Celsius the top temperature. A bit quieter

:12:35. > :12:39.Monday. We still have north-west wins but hopefully drier required

:12:39. > :12:49.to with sunshine. The weekend is rather unsubtle. Here is the

:12:49. > :12:51.
