:00:13. > :00:15.Good evening. Welcome to BBC Channel Islands News. I'm Edward

:00:15. > :00:17.Sault. The headlines this Monday evening.

:00:17. > :00:20.Delays, digging and drains. The radical overhaul of Guernsey's

:00:20. > :00:24.sewage system. Scoop the poop. The plea to dog owners to clean up

:00:24. > :00:34.after their dog. And how did they do? Our cricketers play off to keep

:00:34. > :00:36.

:00:36. > :00:40.Good evening. A new stage in the transformation of Guernsey's ageing

:00:40. > :00:45.sewage system has started today. Guernsey Water wants to connect 95%

:00:45. > :00:51.of properties onto the sewerage system. And that's meant closing

:00:51. > :00:54.off roads and causing traffic disruption as Mike Wilkins reports.

:00:54. > :01:00.The start of six weeks of noise and disruption for residents and

:01:00. > :01:03.motorists along this road in St Peter Port. Every Guernsey

:01:03. > :01:13.household is now paying a new waster water charge, around 150 a

:01:13. > :01:16.year, with some of it enabling work like this to be carried out. Many

:01:16. > :01:22.people's bills have gone up recently and this is partly the

:01:22. > :01:26.reason why. They are installing a new sources Water sewer. But

:01:26. > :01:31.because most of the buildings don't have a deal or foul water and

:01:31. > :01:37.surface water drain. When it rains, it gets washed straight into the

:01:37. > :01:39.file water system. And some feel that it's not very efficient if the

:01:39. > :01:43.sewage treatment plant is overloaded with treating surface

:01:43. > :01:48.water. It takes an excessive amount of rainfall as experienced last

:01:48. > :01:52.week when we had a high intensity rainfall. A lot of it went into the

:01:52. > :01:56.sewage system and consequently, the pumps were working flat out to be

:01:56. > :01:59.able to keep pace with the rain coming down. In the sewage world

:01:59. > :02:05.it's a sad state of affairs. This old, rusting, stinking facility is

:02:05. > :02:12.well past its sell by date. Just over two years ago the pipe cracked

:02:12. > :02:14.and sewage was dumped off Guernsey's west coast. It's a slow,

:02:15. > :02:17.expensive process. But separating surface water from foul water is

:02:17. > :02:23.something that should make sewage easier to treat and mean less

:02:23. > :02:26.sewage going into the sea. The boat of a French fisherman who

:02:26. > :02:29.died when it collided with a Condor ferry has been lifted from the sea.

:02:29. > :02:33.The collision took place near the Minquiers in March, killing 42-

:02:33. > :02:36.year-old fisherman Phillippe Le Saulnier. The remains of his boat

:02:36. > :02:41.have now been towed to St Malo. The French authorities say a decision

:02:41. > :02:46.whether to bring manslaughter charges will be made in September.

:02:46. > :02:48.Guernsey company Moonpig.com has been sold for 120 million. The

:02:49. > :02:52.online retailer produced more than 12 million greetings cards in the

:02:52. > :02:55.island last year. The new owners, Photobox, say they are committed to

:02:55. > :03:02.Guernsey and hope the take over will allow Moonpig to expand into

:03:02. > :03:06.new overseas markets and offer a wider range of products.

:03:06. > :03:09.Jersey can't afford to be complacent despite a fall in crime.

:03:09. > :03:12.That's according to the islands' new head of crime. Detective

:03:12. > :03:17.Superintendent Stewart Gull comes to Jersey after working on high

:03:17. > :03:20.profile cases such as the Ipswich and Soham murders. He joined me

:03:20. > :03:26.here in the studio earlier and I began by asking him why Jersey's

:03:26. > :03:32.needs a head of crime and what the job involves. It is quite a complex

:03:32. > :03:34.role. Responsibility for all of crime. Services from financial

:03:34. > :03:40.investigation, CID, intelligence, Special Branch,, specialist

:03:40. > :03:50.operations. Whilst the Islands are very safe, crime is actually at its

:03:50. > :03:56.lowest level now for seven years. Jersey and its committees, much

:03:56. > :04:00.like any other, sadly do suffer from elements of crime and obvious

:04:00. > :04:06.serious criminality, some more times organised. Hopefully with my

:04:06. > :04:10.background, it can bring experience here. You worked on the Suffolk

:04:10. > :04:15.murders which everybody will be well aware of. How can you bring

:04:15. > :04:19.what you learned in the UK to Jersey? I think those skills are

:04:19. > :04:25.transferable. Whilst there is different legislation here,

:04:25. > :04:30.different policy and procedure, law enforcement is the same the world

:04:30. > :04:37.over and those skills are transferable. I have got a strong

:04:37. > :04:41.back ground in crime. Serious organised crime. I'm looking

:04:41. > :04:46.forward to the challenge here and working with new colleagues. What

:04:46. > :04:50.are your objectives? We have a policing plan and there are

:04:50. > :04:56.priorities around violent crime, persistent offenders, organised

:04:56. > :05:01.crime. But also communities. Not just feeling safe but being safe,

:05:01. > :05:04.as well. I'm hoping that once I have got my feet under the table

:05:04. > :05:11.and I have assimilate that the eight challengers here, I can make

:05:11. > :05:14.a different. Thank you for joining us. It has annoyed most of us at

:05:14. > :05:17.sometime or another. Whether it's on the beach or in the park. Dog

:05:17. > :05:20.poo is one of those problems we hope we never have to deal with.

:05:20. > :05:25.Well today is International Pooper Scooper Day. And you are being

:05:25. > :05:28.asked to clean up after your dog. Anisha Shah reports.

:05:28. > :05:31.Fouling the law and leaving an eyesore. It's an offence to leave

:05:31. > :05:39.dog mess in public places like the beach, but foul play by a minority

:05:39. > :05:43.is spoiling Jersey's beaches for the law-abiding majority. Worse

:05:43. > :05:51.than not having a bike are people who use them and then leave the bag

:05:51. > :05:56.on the beach. -- bag. You're better to leave the theses on that beach

:05:56. > :05:59.because the sea will take it. But the bag is not biodegradable.

:05:59. > :06:02.Baker walks Piglet here at St Brelade's Bay where she says it's

:06:03. > :06:06.not as bad as on country paths. One foot wrong has landed her and

:06:06. > :06:08.Piglet in dog mess. Another victim is Gail Hickmott who walks up to

:06:08. > :06:11.eight greyhounds daily. Although it's a quick act, Gail's constantly

:06:11. > :06:14.on the lookout for offenders. never see them do it. I have missed

:06:14. > :06:22.the odd one in time, but I'm sure somebody would pointed out to me.

:06:22. > :06:27.It is an issue and it needs to be looked into. The messages, leave

:06:27. > :06:34.the bike on the beach is an offence for which you can be prosecuted and

:06:34. > :06:39.fined. If they were to appear at parish hall, the dog faeces on the

:06:39. > :06:44.beach, the road, apart, they could be fined up to 200. If they went

:06:44. > :06:47.to the magistrates' court, it would be 500. But in St Helier, there

:06:47. > :06:50.have been no prosecutions for dog fouling in the past three years.

:06:50. > :06:57.The JSPCA says it's about education people and that incentives in

:06:57. > :07:01.Jersey do help. In St Hellier, they have got free bags, so it's good

:07:01. > :07:06.but of course, there is always a small minority that don't. That is

:07:06. > :07:10.an issue, especially on beaches and cliff walks. It's simple, leave

:07:10. > :07:16.nothing but pawprints in the sand. You're watching the BBC in the

:07:16. > :07:20.Channel Islands. Thanks for being with us this evening. Later in

:07:20. > :07:29.Spotlight with Simon and Victoria: Ding Dong! Raising the roof in a

:07:29. > :07:32.garage. The new technology keeping It was a key weekend for Guernsey

:07:32. > :07:35.and Jersey cricketers. They had both reached separate semi finals

:07:35. > :07:38.in the Twenty20 European Division One championship. At stake, not

:07:38. > :07:43.only a place in the final but also a place in the final qualifying

:07:43. > :07:48.round for the World Cup. Ian Kelly watched the action.

:07:48. > :07:54.Twenty20. Cricket's fast and furious format. It requires

:07:54. > :07:56.athletic fielding. Clever bowling. And, above all, big hitting. It's a

:07:56. > :08:05.game Channel Island cricketers and their supporters haven't really

:08:05. > :08:11.mastered. It had all started so well. Jersey, playing in red,

:08:11. > :08:18.bowled and fielded like finalists. They kept taking wickets and

:08:18. > :08:21.limited Italy to a rather modest score of 133. As Jersey began their

:08:21. > :08:31.innings, a place at the World Cup qualifying tournament in Dubai was

:08:31. > :08:32.

:08:32. > :08:42.beckoning. That's until the wickets From the jaws of victory, defeat

:08:42. > :08:47.

:08:47. > :08:54.Terribly disappointing. Fair play to the Italians, they bowled well.

:08:54. > :08:58.It was a game we threw away. We started well. Bad dismissals. And

:08:58. > :09:01.then not to actually go ahead of the run rate in those middle overs,

:09:01. > :09:04.but too much pressure on the team. Guernsey were playing their semi

:09:04. > :09:07.final at the same time. They limited Denmark to 136 runs. Again

:09:07. > :09:14.the fielding and bowling was excellent. But, like Jersey, when

:09:14. > :09:22.it came to batting they just collasped. Guernsey never looked

:09:22. > :09:26.like scoring enough runs. The guys stuck to the task rebel. We fired

:09:26. > :09:30.once in the batting and today, it let us down. Credit to Denmark,

:09:30. > :09:33.they bowled pretty well. So the joint hosts were knocked out.

:09:33. > :09:37.Consolation was an inter insular play off for third place. But the

:09:37. > :09:40.dream of World Cup qualification was gone. For the record, Jersey

:09:40. > :09:50.won that play off but both islands were left thinking if we only

:09:50. > :09:54.

:09:54. > :09:58.batted better. Fog has closed the island airports

:09:58. > :10:04.this morning. Let's find out if tomorrow will be any better.

:10:04. > :10:09.There is a fair amount of cloud tonight so that will soon be around

:10:09. > :10:13.first thing tomorrow morning but it should be quite nice but tomorrow

:10:13. > :10:16.afternoon. Some low pressure near by to the east and with some other

:10:16. > :10:23.funds, that is what is bringing in this cloud with humid conditions,

:10:23. > :10:29.as well. -- fronts. Settling down to about tomorrow and then, by

:10:29. > :10:32.Wednesday, although still find, more weather front's to the west

:10:32. > :10:36.and there or introduce cloud later in the week. Looking quite misty

:10:36. > :10:42.and murky tonight with some fog patches overnight. A chance of

:10:42. > :10:46.drizzle, as well. Quite cloudy but mild. 14 Celsius, the minimal

:10:46. > :10:51.overnight temperature. Light winds coming in from the north and north-

:10:51. > :10:55.west. A pretty grey start to the day tomorrow. Mist and fog patches

:10:55. > :10:59.around initially and a chance of a spot or two of rain. The cloud

:10:59. > :11:03.should lift and break. Plenty of sunshine to come by the end of the

:11:03. > :11:09.day. Temperatures responding in the sunshine, up to 21 Celsius during

:11:09. > :11:14.tomorrow afternoon. The Marine forecast for tomorrow, then, fog

:11:14. > :11:20.patches but then the weather becomes fair. It should become

:11:20. > :11:30.fairly good. The wind from the north, 2-4. The times of high water

:11:30. > :11:37.

:11:37. > :11:44.For the surfers, not a huge swell around today. Possibly three ft

:11:44. > :11:48.waves. Generally, quite clean. The outlet, as I said, cloudy at first
