:00:13. > :00:18.Howell, a warm welcome to BBC Channel Islands. Our top stories -

:00:18. > :00:23.back to black, Gerd it promises to spend millions and plug deficits,

:00:23. > :00:27.we would tell you out. -- Guernsey promises.

:00:27. > :00:32.The Marathon man sprinting for a world championship and a place in

:00:32. > :00:37.the Olympics. If I can perform well and make the most of my training, I

:00:37. > :00:41.feel it is realistic. The 11 the sea and make a fortune

:00:41. > :00:51.for our island but how much do you know about the secret life of

:00:51. > :00:52.

:00:52. > :00:56.lobsters? -- they live in this sea. Good evening. Jersey state's

:00:56. > :00:58.finances could be back in the black within five years according to the

:00:58. > :01:01.States Strategic Plan report. Released today it says savings

:01:01. > :01:09.across departments could eradicate the island's annual deficit. But it

:01:09. > :01:12.is also promising to spend 1.4 million on nine major projects.

:01:12. > :01:16.It may not always seem like it but Guernsey states has a strategic

:01:16. > :01:26.plan. It is what policymakers want to spend the public money on over

:01:26. > :01:26.

:01:26. > :01:28.the next few years and the wish- list for next year includes.

:01:28. > :01:34.328,000 for a bowel cancer screening programme. 235,000 for a

:01:34. > :01:36.complete review of health and social care. 57,000 for a

:01:36. > :01:43.restorative justice programme, where victims can meet the

:01:43. > :01:49.offenders. 9 projects that up to 1.4 million pounds in total. So

:01:50. > :01:54.where is the money coming from? we have a programme which is

:01:55. > :01:59.designed to save 31 million council care annum. That is funding new

:01:59. > :02:05.service developments. Perhaps more ambitious is the plan to get rid of

:02:05. > :02:08.the deficit by 2016. We might all play a part in that. We can get rid

:02:08. > :02:14.of the deficit through a combination of economic growth,

:02:14. > :02:19.raising additional taxes and making savings inefficiencies. Other we do

:02:19. > :02:23.not know where tax increases will bite, the plan is sure to cause

:02:23. > :02:26.more heated debates when it goes before the States in October.

:02:26. > :02:30.If you want your voice heard in Jersey's upcoming election, you

:02:30. > :02:33.have just three days left to register to vote. On Wednesday,

:02:33. > :02:36.19th October islanders will have the chance to elect senators,

:02:36. > :02:39.connetables and deputies. Registration forms have been sent

:02:39. > :02:48.out to households across the island. You can also download the form from

:02:49. > :02:53.the election website. Forms need to be returned by noon on Monday.

:02:53. > :02:58.is that tight. You will not know who the candidates are until

:02:58. > :03:03.Tuesday or Wednesday. That will be too late. You really need to get

:03:03. > :03:10.your registration form filled in and taken to your parish hall by 12

:03:10. > :03:13.o'clock on Monday morning or you will be too late.

:03:13. > :03:18.Up to 10 jobs are to be created when the UK fashion chain Jack

:03:18. > :03:23.Wills opens a store in Jersey. The company is linked to the American

:03:24. > :03:27.brand Abercrombie & Fitch. The Channel Island store will open

:03:27. > :03:29.hearing King Street in November at the premises which used to house

:03:29. > :03:32.the jewellers CT Maine. It has been confirmed the Red

:03:32. > :03:35.Arrows will appear Jersey in Guernsey's Battle of Britain air

:03:35. > :03:37.display next week. Following the death of Flight Lieutenant Jon

:03:37. > :03:45.Egging in Bournemouth last month, there was uncertainty as to whether

:03:45. > :03:51.the flight squad would attend. But their PR team says they are

:03:51. > :03:53.scheduled to fly on Thursday. Later in Spotlight with Justin and

:03:53. > :04:03.Victoria - the dog who fell 50ft from his hotel balcony and

:04:03. > :04:08.miraculously survived. In sport, Team GB have already got

:04:08. > :04:11.five medals at the athletics world championship in South Korea. This

:04:11. > :04:14.weekend a Guernseyman is hoping to make it six. Marathon runner Lee

:04:14. > :04:19.Merrien will be battling hot and humid conditions in Daegu. But a

:04:19. > :04:22.championship medal is not his only goal. He needs to finish in the top

:04:22. > :04:30.20 in order to qualify for next year's London Olympics. Mike

:04:30. > :04:34.Wilkins caught up with him before he set off. That chances are you

:04:34. > :04:39.have seen Guernsey's running man - Lee Merrien putting in the miles

:04:39. > :04:42.around the island. All that hard work is paying dividends as he is

:04:42. > :04:48.now representing Great Britain at the World Championships in South

:04:48. > :04:53.Korea. He will need to stretch himself to finish in the top 20, in

:04:53. > :04:57.order to qualify for the London Olympics. I have to focus on what I

:04:57. > :05:03.am doing but at the end of the day, other athletes can perform really

:05:03. > :05:07.well and if they are more than 20 of them, I will get pushed out of

:05:07. > :05:11.that spot. I can only control what I'd do. If I can perform well and

:05:12. > :05:18.make the most of the training I have done, then I feel that is very

:05:18. > :05:22.realistic. I will certainly do my best to achieve it. This Sunday he

:05:22. > :05:29.will be giving it his all and it will be nerve-racking for some

:05:29. > :05:33.spectators. West are watching him I am very nervous at the beginning. I

:05:33. > :05:39.am just thinking, what if something goes wrong. He has put all that

:05:39. > :05:43.work into it and at the last minute, it is just one race. Especially now

:05:43. > :05:50.when he has moved up to the Marathon when he only does one or

:05:50. > :05:55.two a year. He has made sure he is in tip-top shape by slipping in an

:05:55. > :06:01.altitude tent to help him prepare for the heat and humidity. It looks

:06:01. > :06:07.like something strange. It is airtight and is fairly spacious for

:06:07. > :06:10.an altitude tent. The next time you see them, he will be going for gold

:06:10. > :06:18.as he aims to win and achieve his dream of qualifying for the

:06:18. > :06:24.Olympics. Very good luck to them.

:06:24. > :06:28.It is an industry worth several million pounds in Jersey. For some

:06:28. > :06:33.it is a fine dining treat. Lobster fishing had his most successful

:06:33. > :06:38.year in 2010 as local fishermen cot record amounts. How much do we know

:06:38. > :06:44.about the creatures? You can find out about a -- you can find out at

:06:44. > :06:54.a free talk next week. Our reporter set off to find out about the

:06:54. > :06:58.

:07:56. > :08:00.fishery and it is the single most important species. We have other

:08:00. > :08:08.species like crab but without lobster, the fleet would cease to

:08:08. > :08:14.exist. What happens to these now? These lobsters - we will put them

:08:14. > :08:19.back in the store box and next week they could end up in Italy, France

:08:19. > :08:27.or Spain. They have a few miles ahead of them. They will travel a

:08:27. > :08:32.bit. Thank you very much. That presentation is on Monday evening
