:00:09. > :00:16.Good evening. Welcome to BBC Channel Islands. Coming up: an
:00:16. > :00:20.island in fear as crime rates drop. Why is Guernsey more fearful?
:00:20. > :00:30.Lucky for some, meat to the 13 candidates lining up to represent
:00:30. > :00:41.
:00:41. > :00:44.And why they have pulled the plug Islanders in Guernsey say they are
:00:44. > :00:49.living in far greater fear of crime at now than they were three years
:00:49. > :00:55.ago. That is according to new figures from the Home Department.
:00:55. > :01:00.However the actual crime rate has fallen. Why don't people feel safe?
:01:00. > :01:04.Last year, this quiet residential lane in Guernsey became a crime
:01:04. > :01:08.scene. Sex attacks here and elsewhere in St Peter Port saw a
:01:08. > :01:15.man sentenced to life behind bars and women warned not to walk home
:01:15. > :01:21.at night alone. There were more than 2500 offences reported to
:01:21. > :01:24.police during 2010, the lowest in 10 years. But a survey about
:01:24. > :01:29.people's perception of crime tells a different story. Guernsey Police
:01:29. > :01:32.asked the public last year whether they felt safer around the island
:01:32. > :01:37.and there was a significant rise compared to three years before in
:01:37. > :01:43.the number that said they did not. The question we need to ask is why?
:01:43. > :01:47.Firstly, the questions were more detailed in the 2010 survey and
:01:47. > :01:51.this would have influenced results. Also, at the time of the survey,
:01:51. > :01:56.there was a serious investigation into rates in St Peter Port which
:01:56. > :02:01.may have influenced people. majority of crimes dealt with but -
:02:01. > :02:05.- by the police are more minor like vandalism and traffic offences. Do
:02:05. > :02:11.the police need to do more to convince the public that the island
:02:12. > :02:18.is safe. I would like a bigger police presence. Maybe there could
:02:18. > :02:25.be the odd officer walking around. If they continue doing it, they
:02:25. > :02:27.will probably could -- probably achieve their goals. Guernsey's
:02:27. > :02:34.Home Department says it is concerned and will be looking at
:02:34. > :02:39.the issue. It is aware that a fall in crime rate will mean more if the
:02:39. > :02:42.public notice the difference. A man was assaulted in St Helier as
:02:42. > :02:48.he was walking his dog yesterday morning. Police are investigating
:02:48. > :02:52.the incident in which the victim was hit with a torch at around 6am.
:02:52. > :02:57.It happened in the alleyway between Parade and Saville Street outside
:02:57. > :03:02.the Social Services Department. The suspect is described at around 6 ft
:03:02. > :03:05.tall, broadly built and between 45 and 50 years old. Officers are
:03:05. > :03:08.asking anyone with information to come forward.
:03:08. > :03:12.Organisers of Jersey Live so they are preparing a response to police
:03:12. > :03:15.concerns about the number of under- aged drinkers at the Festival. Be
:03:15. > :03:19.forces reporting its concerns to the Licensing Assembly and the
:03:19. > :03:23.Solicitor General. A large number of teenagers needed medical help
:03:23. > :03:27.for excessive drinking this year. They want the organisers to stop
:03:27. > :03:30.them getting into the event. Jersey Live bosses say they are aware of
:03:30. > :03:35.the police's concerns and will be responding.
:03:35. > :03:39.One of Jersey's biggest political races is under way. Most of the
:03:39. > :03:42.state's seats are up for election next month including half of the
:03:42. > :03:48.senatorial positions. In a nomination meeting last night, 13
:03:48. > :03:51.islanders have put themselves forward for the four senatorial
:03:52. > :03:55.seats since they were reduced from 12 to eight, that is the number
:03:55. > :04:01.available. These are the people wanting your
:04:01. > :04:07.vote. Some will be familiar, others will not. The list includes three
:04:07. > :04:17.women, Advocate Rose Colley, Sylvia Lagadu and Linda Corby. Three
:04:17. > :04:18.
:04:18. > :04:20.sitting Stakes members have declared, and the island -- and The
:04:20. > :04:25.island's former Bailiff Sir Philip Bailhache and the former Health and
:04:25. > :04:27.Social Security Minister Stuart Syvret. Other candidates include
:04:27. > :04:36.Lyndon Farnham, Darius Pearce, Christopher Whitworth, David
:04:36. > :04:42.Richardson and Mark Forskett. With just over a month to go until
:04:42. > :04:46.election day, the day -- the race is now want to get the backing of
:04:46. > :04:55.the eight more than 60,000 people registered to vote. After all of
:04:55. > :04:59.the political hoopla, 13 people came forward wanting to be one of
:04:59. > :05:03.Jersey's new senators when the island goes to the polls on 19th
:05:03. > :05:10.October. We will find out Bembridge one of them will have a lucky day.
:05:10. > :05:16.Tonight, the deputies and constables will get their turn.
:05:16. > :05:20.Join us for our late news after the News at Ten when we will hear more
:05:20. > :05:25.about the deputies and constables and who has been nominated.
:05:25. > :05:29.You are watching the BBC in the Channel Islands. Later on Spotlight,
:05:29. > :05:35.on a wing and a prayer, the rescue of hundreds of birds blown off
:05:35. > :05:39.course by strong winds. In sport, athletes from the Channel
:05:39. > :05:42.Islands are gearing up for the Youth Commonwealth Games on the
:05:42. > :05:47.Isle of Man. This was the scene at Jersey Airport this lunchtime as
:05:47. > :05:51.Team Jersey checked in for their flight. Seven athletes will be
:05:51. > :05:56.going to the event which starts on Friday. There will be a total of
:05:56. > :06:00.1000 competitors aged 18 and under from 69 Commonwealth nations.
:06:00. > :06:04.Jersey's team will consist of four soldiers and three athletes. What
:06:04. > :06:10.are their chances? This is the 4th of the Youth Games, they have grown
:06:10. > :06:16.in popularity. Countries are now sending their top athletes to
:06:16. > :06:19.participate. The standard has increased tremendously. I think it
:06:19. > :06:23.would be quite unrealistic for them to come back with medals. But you
:06:23. > :06:26.never know what might happen on the date. This is my first Commonwealth
:06:26. > :06:31.Games. I have been to the Island Games before but this is the
:06:31. > :06:37.biggest. How do you think you will do? I am quite confident. My coach
:06:37. > :06:42.has been saying that some of the Israeli and guys are pretty fast
:06:42. > :06:46.but I think I stand a good chance - - some of the Australian guys.
:06:46. > :06:51.Do you think about where it the water in your bath of kettled comes
:06:51. > :06:56.from? Jersey's future water supply should be secured by work going on
:06:56. > :07:01.at the Val de la Mare reservoir. It has been drained so teams can
:07:01. > :07:06.reinforce the structure. Our reporter went for a look around. It
:07:06. > :07:15.is 50 years old and a familiar sight on Jersey's West Coast. Now
:07:16. > :07:19.the Val de la Mare reservoir dam is I was taken to get a look at the
:07:19. > :07:24.work and this is what I found. The reservoir here has been totally
:07:24. > :07:28.drained. This is not your normal sight. Normally there is over 900
:07:28. > :07:33.million litres of water filling the reservoir behind me. It has been
:07:33. > :07:38.emptied. This water we drink with and using our homes. It has been
:07:38. > :07:44.emptied in a bid to serve us in the future. This work is quite large
:07:44. > :07:48.and is going to cost about 1.6 million. Howard Snowden is from
:07:48. > :07:56.Jersey water and he says the work is essential. Why do we need to do
:07:56. > :08:02.this? It brings the dam up to modern standards. Concrete dams
:08:02. > :08:10.have suffered a with some concrete issues. The membrane improves the
:08:10. > :08:13.quality and performance of the dam for the future. All around us,
:08:13. > :08:17.white men including specialist from the Czech Republic and Italy are
:08:17. > :08:22.working on the site. These workers are Power washing the side of the
:08:22. > :08:26.dam before the new membrane or protective sheeting if you like can
:08:26. > :08:31.be put on. How did you drain the reservoir, it is not a case of
:08:31. > :08:35.pulling the plug? Most was pumped into treatment and supply. During
:08:35. > :08:41.the summer months, we have used and drunk most of the water while
:08:41. > :08:46.keeping the other reservoir as full as possible. The last 100 million
:08:46. > :08:51.litres has been wasted to see. not worry, this is not a lost boat.
:08:51. > :08:57.This will help clear the silt. Work should be finished by November
:08:57. > :09:01.before it is once again brimming with water.
:09:01. > :09:06.After a Cubbon of false starts, the Red Arrows have arrived in Jersey
:09:06. > :09:12.ahead of the exposed road -- after a couple of false starts. This year,
:09:12. > :09:14.they want island as to where the colour red as a mark of respect to
:09:14. > :09:20.Flight Lieutenant Jon Egging who died last month during a display.
:09:20. > :09:26.The battle of Britain Memorial Flight will not be taking part,
:09:26. > :09:29.organisers say that weather conditions are unsuitable to risk

:09:36. > :09:41.on the BBC from 11am on BBC Guernsey, from 1:00pm on BBC Radio
:09:41. > :09:47.Jersey and there will be plenty of photos going up on our website. We
:09:47. > :09:51.will have all of the TV highlights at 6:30pm tomorrow. I will get my
:09:51. > :10:01.red jacket ready. What is the weather looking like for tomorrow?
:10:01. > :10:01.
:10:01. > :10:05.After reasonable weather, tomorrow it goes downhill. The cloud will
:10:06. > :10:09.give outbreaks of rain which will be with us later on tonight and for
:10:10. > :10:15.much of the day tomorrow. It will be grey, misty and quite that at
:10:15. > :10:23.times. At the moment, we have a ridge of high pressure, it may not
:10:23. > :10:28.seem like it. That is quickly going to be replaced by other weather
:10:28. > :10:33.fronts straddling the English Channel by midday tomorrow. By
:10:33. > :10:36.Friday, we draw in warm air from the south and one that starts to
:10:36. > :10:40.happen we will see some sunshine and also higher temperatures
:10:40. > :10:46.through Friday and into the start of the weekend. Overnight, some
:10:46. > :10:51.showers, if not longer spells of rain, appearing. Brisk South West
:10:51. > :10:56.winds. Tomorrow is quite a damp day, a lot of cloud for much of the day.
:10:56. > :10:59.In the evening, it turns quite misty with a lot of low cloud
:10:59. > :11:05.beginning to appear and even the risk of some coastal fog by
:11:05. > :11:11.midnight tomorrow night. Temperatures up to 18 or 19 degrees
:11:11. > :11:21.with South westerly winds. They will be fresh, occasionally strong.

:11:25. > :11:31.Drizzle at times with moderate Quite big waves for most of our
:11:32. > :11:37.beaches and rather choppy. The forecast for Friday certainly
:11:37. > :11:42.brighter and dry. The morning may start off very misty and murky with
:11:42. > :11:47.a lot of low cloud. The sun will work on that and temperatures up to
:11:47. > :11:56.22 degrees of a Saturday, more persistent rain returning. Becoming
