:00:41. > :00:45.What to spend and where to save - that's at the heart of the 2012

:00:45. > :00:48.business plan which started its passage through Jersey States today.

:00:48. > :00:51.It outlines the government's spending intentions for the year

:00:51. > :01:01.ahead. While it includes investing millions, ministers also want to

:01:01. > :01:07.

:01:07. > :01:13.make over �20 million in savings. Heady spend nearly �700 million of

:01:13. > :01:18.public money? That is what the business plan set out to do. It may

:01:18. > :01:24.sound like a huge sum. It is actually �20 million less than last

:01:25. > :01:28.year, part of a long-term plan to balance the books. The aim is to

:01:28. > :01:35.deliver �65 million savings, which it promised to deliver over three

:01:35. > :01:38.years. We are doing it in a way which also improves the delivery of

:01:38. > :01:40.services to the public. But that means cuts, including losing 18

:01:40. > :01:42.full-time States posts, joint health initiatives with Guernsey,

:01:42. > :01:45.reducing sports grants, and the biggest - �10m worth of corporate

:01:45. > :01:55.savings by rethinking pay and allowances and smarter buying to

:01:55. > :01:59.

:01:59. > :02:04.provide services. Any organisation needs to become

:02:04. > :02:08.more efficient. The States is not different. We need to demonstrate

:02:08. > :02:12.we are efficient, that we are providing services for the least

:02:12. > :02:15.cost. Today in the States, members debated amendments to the plan,

:02:15. > :02:18.trying to save some of the cuts. Nearly all of them failed,

:02:18. > :02:23.including one by Senator Ben Shenton to support the drugs and

:02:23. > :02:27.alcohol service. We have a major drug and alcohol problem on the

:02:27. > :02:32.island, which we do not seem to be addressing. The idea is to get

:02:32. > :02:36.extra money for extra counselling, to save some more lives and get

:02:36. > :02:38.people on the straight and narrow. There is, though, some investment

:02:38. > :02:41.planed. Health gets �4.5 million for things like retaining and

:02:41. > :02:45.recruiting doctors and nurses. And social housing will be improved as

:02:45. > :02:50.will St Martin's School. There's a lot to discuss as the States

:02:50. > :02:53.decides how to spend millions of public money. But people will

:02:53. > :03:03.perhaps find it strange that many of those taking part in the money

:03:03. > :03:05.

:03:05. > :03:09.debate, will be up for election in A new report has shown the cost of

:03:09. > :03:12.living in Guernsey is considerably higher than in the UK. Pensioners

:03:12. > :03:22.and young families are among those struggling to meet the basic cost

:03:22. > :03:23.

:03:23. > :03:27.of living. Emma Thomas reports. Pensioners in Guernsey enjoying a

:03:27. > :03:36.game of bingo. It is a rare treat. Many are struggling to meet the

:03:36. > :03:43.basics. Fruit, meat and clothing. Most of the stuff, the groceries,

:03:43. > :03:46.have gone up. It is hard to manage. We do not get a lot of money.

:03:46. > :03:49.report has revealed pensioners need 40% more to live on than their

:03:49. > :03:57.counterparts in the UK, to meet the basic standard of living for things

:03:57. > :04:03.like food and rent. It's come as no surprise to many. They do not get

:04:03. > :04:10.luxuries. They stick to the basics. They do not treat themselves to

:04:10. > :04:18.some fruit. They have not got the money. Basically, their basic

:04:18. > :04:24.everyday food to live. The heating, -- with the heating, they have to

:04:24. > :04:34.cut back on something. The cost of living study looked at what it is

:04:34. > :04:39.

:04:39. > :04:45.needed to live on, on the island. It means budgets needed by working

:04:45. > :04:48.age households are typically between 20 and 30% higher.

:04:48. > :04:51.wouldn't have expected such a big difference. But that's interesting

:04:51. > :05:01.for us, and it helps us to do further work and come up with

:05:01. > :05:03.

:05:03. > :05:06.benefit levels. We have not made any decisions. It may come as no

:05:06. > :05:08.surprise the island can be an expensive place to live, but now

:05:08. > :05:18.it's official groups like pensioners are hoping politicians

:05:18. > :05:21.

:05:21. > :05:27.Polls open at 10 o'clock tomorrow morning for people in Sark to folk

:05:27. > :05:29.macro in the by-election. -- vote. It's the first by-election since

:05:29. > :05:32.the island's new system of government was introduced in 2008.

:05:32. > :05:35.Four seats are being contested by six candidates - Paul Burgess,

:05:35. > :05:38.Rosanne Byrne, John Donnelly, Hazel Fry, Simon Higgins and Stephen

:05:38. > :05:41.Taylor. Voting takes place at the Island Hall and polls close at six.

:05:41. > :05:44.Tourism bosses in Guernsey say the island experienced a boom in

:05:44. > :05:47.visitors this spring. They say 20,000 more people visited the

:05:47. > :05:52.Baliwick between this January and June, compared with the same period

:05:52. > :05:54.in 2010. The majority came from the United Kingdom.

:05:54. > :05:59.Blue Islands is re-instating its Channel Islands to Bournemouth air

:05:59. > :06:02.link The airline pulled out of the route several years ago. But from

:06:02. > :06:05.the beginning of November, it will start flying from Guernsey and

:06:05. > :06:07.Jersey to the south coast airport once again. Flights will run on

:06:07. > :06:13.Tuesdays, Thursdays and Saturdays, after another aircraft was bought

:06:13. > :06:15.by the parent company. A new campaign is being launched

:06:15. > :06:19.over fears that thousands of women in Jersey aren't getting screened

:06:19. > :06:22.for cervical cancer. You might soon see this poster all over the island.

:06:22. > :06:24.The Health Department is worried that 7,000 women aren't having a

:06:24. > :06:34.smear test every three years. They're particularly appealing to

:06:34. > :06:35.

:06:35. > :06:42.those who've never been screened. Cervical screening tests, which

:06:42. > :06:47.most women know as a smear test, detect abnormal changes in the

:06:47. > :06:53.cervix. If they go undetected and untreated, they can become

:06:53. > :06:58.cancerous. We want to encourage women to have this test because if

:06:58. > :07:03.those changes are detected early and treated early, that can prevent

:08:05. > :08:07.finally taking shape. It's been tarred with concerns about budget,

:08:07. > :08:17.planning and parking, but work on the building site began earlier
