:00:12. > :00:15.Shunned: Guernsey hoteliers react angrily to plans to build an

:00:15. > :00:19.accommodation block for airport runway workers.

:00:19. > :00:24.The plan for an island's future - Jersey States debate the business

:00:24. > :00:34.plan, we talk to the Chief Minister. And caught on film - could

:00:34. > :00:47.

:00:47. > :00:53.motorists be slowed down with speed It was trumpeted as a boost to the

:00:53. > :00:59.island's economy. The redevelopment of Guernsey's runway has concerns

:00:59. > :01:04.and tourist trade could miss out. 150 workers could be brought to the

:01:04. > :01:09.island but instead of being put up in hotels, a new accommodation

:01:09. > :01:14.block will be built for them. Carlo Stefani AU runs a hotel near

:01:14. > :01:19.the airport. He has plenty of space for the workers but is upset

:01:19. > :01:25.there's they are unlikely to benefit. There are too many rooms

:01:25. > :01:32.available for too many weeks of the year. I feel the economy needs such

:01:32. > :01:38.help. Many should be returned into the community. Behind me it is

:01:38. > :01:44.lined -- is land that has been earmarked for the Portakabins. The

:01:44. > :01:49.local hotel trade could miss out on a much-needed boost. Preferred

:01:49. > :01:55.contractors, Lagan Construction, refused to answer questions on how

:01:55. > :02:01.much they have spent on the economy -- accommodation. Work to redevelop

:02:01. > :02:06.the runway could start as early as October when the states are due to

:02:06. > :02:16.find a contract with the company. In a statement, the public services

:02:16. > :02:27.

:02:27. > :02:37.The local tourist trade will be hoping that their concerns are

:02:37. > :02:37.

:02:37. > :02:42.The EU body that has been examining just his busiest taxation system

:02:42. > :02:50.has been approved by the Treasury. Part of the Zero Ten policy had

:02:50. > :02:55.come under scrutiny. The EU said it gave rise to harmful effects. It is

:02:55. > :02:59.thought the changes will cost the Treasury 10 million a year.

:02:59. > :03:03.A taxi scheme to get people home safely at the end of a night out

:03:03. > :03:10.will continue after a long-term sponsor was found. The taxi

:03:10. > :03:16.marshals scheme mitres queues at the Weighbridge. -- monitors

:03:16. > :03:21.accused. The Marshalls will be paid for by a finance company. They have

:03:21. > :03:26.been nice enough to take on three taxes to advertise on. That is a

:03:26. > :03:31.financial boost to us because it fills the funding that was required

:03:31. > :03:35.to run the texture marshals. It enables the taxi marshals to

:03:35. > :03:41.continue working. We are always looking at other streams of revenue

:03:41. > :03:48.to make sure we have funding. The costs is up to 25,000 a year.

:03:48. > :03:51.The spending plan for Jersey States is almost past. The states have one

:03:51. > :03:55.amendment to debate. The business plan includes efficiency savings

:03:55. > :04:00.across Government that includes investment. One of the state's

:04:00. > :04:06.biggest spending priorities for 2012 is for the health department

:04:06. > :04:11.that will get an extra 4.5 million. In a moment, we will hear more

:04:11. > :04:14.about the plan from Senator Terry Le Sueur but first the financial

:04:14. > :04:21.future for health. For it is the department deemed in

:04:21. > :04:24.most need of investment bet half will always be making savings. One

:04:24. > :04:28.idea is introducing joint health initiatives that Guernsey, like

:04:28. > :04:33.sharing an air ambulance and Children's Services. Jersey's

:04:33. > :04:41.Health Minister says services won't suffer. The most important thing is

:04:41. > :04:48.they can't suffer. That is the wrong way to go. To pick the air

:04:48. > :04:53.ambulance, it is improving the service. By having and using a

:04:53. > :04:58.company that can service the two Channel Islands, we can get an

:04:58. > :05:02.improved service. Other measures include making sure people don't

:05:02. > :05:07.use A&E when they should be given to their doctors, revealing

:05:07. > :05:13.management posts and reducing energy consumption. There is

:05:14. > :05:18.investment. Health is getting a 4.5 million extra cash next year.

:05:18. > :05:24.8 million of that is to help retain and recruit doctors and nurses.

:05:24. > :05:29.Unions fear it is not enough. it will go some way to helping

:05:29. > :05:34.devise schemes to attract people. I don't think it is the only answer.

:05:34. > :05:41.There is other things we need to look at. We need to look at the

:05:41. > :05:45.whole concept of how Nursing's -- nurses are paid for on the island.

:05:45. > :05:51.The theme of next year's business plan is delivering services for

:05:51. > :05:58.less. That is the case here at health. The minister Deputy says

:05:58. > :06:04.they can deliver their savings. So much so, she has not ruled out

:06:04. > :06:12.free-standing as minister in the new Government.

:06:12. > :06:18.A short while a gay -- ago, has asked the senator if tough choices

:06:18. > :06:28.are ahead and if he is pleased? said there would be a mixture of

:06:28. > :06:37.tax increases and spending cuts. We raised the taxes earlier 25 %. This

:06:37. > :06:47.business plan is honouring our commitment. -- up to 5%. The second

:06:47. > :06:53.

:06:53. > :07:01.year, we are on target to have those savings. You have had a

:07:01. > :07:06.different role before that. Have you had a steady hand on it? Yes. I

:07:06. > :07:11.have been informed of the endorsement of Our Zero Ten

:07:11. > :07:16.proposals which give our economy a boost for the future. We will need

:07:16. > :07:24.it if we are going to provide additional revenue to cope with

:07:24. > :07:28.downturns in the future. What turned us can you see ahead? --

:07:28. > :07:35.What to challenges can you see ahead? The increase in pressure on

:07:35. > :07:39.capital spending, there is a range of the capital spending schemes we

:07:40. > :07:46.need to do. They become more expensive. Funding these will take

:07:46. > :07:51.some imaginative approaches. Talking about imagination, what we

:07:51. > :07:57.do when you retire? I will leave that to your imagination as well.

:07:57. > :08:07.You are watching the BBC in the Channel Islands. Later in Spotlight,

:08:07. > :08:15.

:08:15. > :08:21.Next, it his St Clement who could be getting the first parish speed

:08:21. > :08:28.cameras. The cost or Munster have permanent deterrence for speeding.

:08:28. > :08:33.-- current Constable. It appears to have a steady pace of life but that

:08:33. > :08:38.is not always the case on the roads where the traffic doesn't always

:08:39. > :08:43.abate the 30 mph speed limit. The section of road is most likely to

:08:43. > :08:47.be the new home of Jersey's first ever speed cameras. The idea they

:08:47. > :08:53.would record the offender to be dealt with by the police, unlike

:08:53. > :08:57.the UK where they will be issued with a fine. Residents felt speed

:08:58. > :09:02.cameras would act as a deterrent. The road is narrow, there is

:09:03. > :09:10.virtually no pavement, it is used by a lot of children going to

:09:10. > :09:16.school and mothers. It does need special attention. It is supported

:09:16. > :09:24.by residents. You get people who are inclined to go faster. That is

:09:24. > :09:31.a deterrent. Walking on the pavement, these beans, they are

:09:31. > :09:38.children about. It doesn't bear thinking about. -- these speeds.

:09:38. > :09:42.The imposition of speed cameras would require a change in the law.

:09:42. > :09:48.That will take time and I suspect it will not be universally

:09:48. > :09:56.acceptable. If St Clements -- St Clement does get speed cameras, the

:09:56. > :10:01.rest of the island will be looking Now, are more cockles dying on

:10:01. > :10:06.Jersey's beaches? One fisherman say so. Pete Gosselin says the way it

:10:06. > :10:12.seaweed is being piled up on the beach of Grovehill, it is killing

:10:12. > :10:16.more cockles than last. It is claimed the rotting seaweed is to

:10:16. > :10:21.blame. He says the smell is horrendous.

:10:21. > :10:26.For the problem is when they move it, they collect a lot of sand with

:10:26. > :10:32.it that leads to the piles of rotting seaweed. It rocks down and

:10:32. > :10:40.the road Bickleigh and produces a toxic liquid. As the tides

:10:40. > :10:45.uncovered the weeds, the stench can be overpowering.

:10:45. > :10:51.The States say that is not the case. They say it is unlikely there is a

:10:51. > :10:57.relationship between seaweed and cockle deaths. We do see the DAI

:10:57. > :11:03.Office of various species on the beach. More often it is called --

:11:03. > :11:07.caused by weather conditions. That stirs the sediment and sometimes

:11:07. > :11:12.the thing that live in the sediment can get exposed and they can die

:11:12. > :11:21.off. At the moment, we have no evidence the two are linked.

:11:21. > :11:26.Good evening. Plenty more fine weather to come throughout much of

:11:26. > :11:30.the rest of this week. Things turn unsettled as we head into the

:11:30. > :11:35.weekend. For the time being, we have this high pressure dominating,

:11:35. > :11:40.keeping things fairly quiet and settled. By lunchtime tomorrow,

:11:40. > :11:45.there is a weather front close by. It becomes a very weak feature

:11:45. > :11:51.indeed their own. Not more than a little bit of cloud associated with

:11:51. > :11:56.that. By Friday, we have another weather front which will head

:11:56. > :12:00.towards us. Generally, not changing our weather until the weekend.

:12:00. > :12:08.Tonight will be dry with clear spells. A little cooler than of

:12:08. > :12:13.late. Temperatures down to 11 Celsius. We could see some fog

:12:13. > :12:19.patches by the end of the night. They could be slow to clear that

:12:19. > :12:29.they will do eventually with some brighter weather pairing. 19

:12:29. > :12:52.

:12:53. > :13:02.Celsius is the top temperature For the surface, there is a little

:13:02. > :13:08.bit of a swirl around at the moment. -- Sir first. For Friday, Ana the
