:00:06. > :00:09.Hello, good evening. Welcome to the first BBC Channel Islands of the

:00:09. > :00:13.week. Coming up on the programme. Keeping learners off the roads - an

:00:13. > :00:16.attempt to ban new drivers from driving.

:00:16. > :00:21.Plus - a donkey derby with a difference - how our four-legged

:00:21. > :00:31.friends raised thousand for charity. And joy for Jinsy - why Guernsey's

:00:31. > :00:40.

:00:40. > :00:43.celebrating a not entirely A new law could soon mean that

:00:43. > :00:47.learner drivers won't be able take to Jersey's roads until they've

:00:47. > :00:52.passed a driving theory test. It's being proposed by Parish Constables,

:00:52. > :00:54.who think it will make the roads safer for all road-users. But as

:00:54. > :00:59.Beckie Williams now reports, driving instructors aren't

:00:59. > :01:03.convinced. Final preparations before the big

:01:03. > :01:07.day. After several lessons and practise Tabatha's nearly ready to

:01:08. > :01:16.take her driving test. But a new law could soon mean that others

:01:16. > :01:20.like her have to pass their theory before taking to the roads. I was

:01:20. > :01:24.driving for about two weeks before I took my theory test with my

:01:24. > :01:27.parents and by instructor, so it is good because I was used to both

:01:27. > :01:35.cars that I was driving and it meant that Abbas regularly

:01:35. > :01:40.practising and getting used to the brogues. Before 1998, people had to

:01:40. > :01:47.answer questions from the Highway Code, but this is now an online

:01:47. > :01:50.test of multiple choice questions. All those who took their driving

:01:50. > :01:53.test before 1998 had to answer questions from the Highway Code

:01:53. > :01:56.book. But now you The Constables Committee say it gives learners a

:01:56. > :01:59.better knowledge of the Highway Code and the sooner they take it

:01:59. > :02:04.the better. They come back to the parish hall and say that we did not

:02:04. > :02:08.booked the theory, we had exams that we could not get their quite.

:02:08. > :02:13.But driving instructors and sure it is the right decision. I think it

:02:13. > :02:18.will hold people back. In Jersey, when somebody is 17, they want to

:02:18. > :02:24.get themselves on the road, because it is difficult, the bendy every

:02:24. > :02:33.lead. Public transport is not that brilliant. When you're 17, you'll

:02:33. > :02:38.want to get out on the roads. Islanders could apply to sit the

:02:38. > :02:40.test up to a year before their 17th birthday. Whilst Parish Constables

:02:40. > :02:42.insist making learners take a theory test before having lessons

:02:42. > :02:46.will make the roads safer, Statistically, drivers are more

:02:46. > :02:48.likely to have an accident after they pass their driving test.

:02:48. > :02:51.Two people accused of posting messages on Facebook allegedly

:02:51. > :02:54.encouraging civil unrest in Guernsey at the time of the English

:02:54. > :02:57.riots last month have had the charges against them dropped. The

:02:57. > :03:00.men, aged 19 and 17, appeared in Guernsey's Magistrates Court this

:03:00. > :03:03.morning, when the prosecution said the charges were being withdrawn.

:03:03. > :03:06.Voting has begun in Jersey's election. For the first time

:03:06. > :03:10.islanders are able to vote in person before polling day. There

:03:10. > :03:13.has been a steady stream of people at St Paul's Centre today as they

:03:13. > :03:16.choose Senators, Constables and Deputies.

:03:16. > :03:19.Jersey's states won't be paying compensation to a man who failed to

:03:19. > :03:23.break a world record. Terry Macdonald still faces massive debts

:03:23. > :03:28.four years after his plans to let off 100,000 fireworks at the end of

:03:28. > :03:32.the Battle of Flowers were cancelled. The rockets were

:03:32. > :03:35.eventually destroyed, but it left him bankrupt and jobless. The

:03:35. > :03:38.States has reviewed why he was told he couldn't set them off, and

:03:38. > :03:41.decided that they shouldn't pay him compensation.

:03:41. > :03:45.Restoring a licensing system for commercial fishing within twelve

:03:45. > :03:48.miles of the Bailiwick of Guernsey is a step closer. The Commerce and

:03:48. > :03:52.Employment department is working with Sark and Alderney to discuss

:03:52. > :03:56.the issue with DEFRA in the UK. If the talks are successful it hopes

:03:56. > :03:58.fisheries licensing can be re- established. But before that can

:03:58. > :04:06.happen there would have to be new laws extending Guernsey's

:04:06. > :04:12.territorial waters out to 12 miles, which fishermen have welcomed.

:04:12. > :04:16.the moment, it's a grey area. There is a loophole, and you can fish

:04:16. > :04:20.illegally between the three and 12 mile and landing to the islands,

:04:20. > :04:25.but with an unlicensed boat. When this is in place, it would close

:04:25. > :04:28.the loophole and everybody will be working on a level playing field.

:04:28. > :04:31.How much would you pay for a life- sized fibre-glass donkey? Well if

:04:31. > :04:34.an auction in Guernsey this weekend is anything to go by, the going

:04:35. > :04:38.rate is thousands of pounds. Dozens of painted mules were sold off -

:04:38. > :04:41.helping to raise more than 58,000 for charity. Penny Elderfield was

:04:41. > :04:44.there. They started out as blank canvases,

:04:44. > :04:48.or rather blank donkeys, but ended up as something a little more

:04:48. > :04:51.colourful. All of these donkeys were transformed by local artists,

:04:51. > :04:56.schools and businesses to raise money for the Guernsey adult

:04:56. > :05:04.literacy project. They've become a familiar sight around the Island

:05:04. > :05:08.over the Summer and captured the imagination of all age groups.

:05:08. > :05:13.They're absolutely amazing. They are all different. They are just

:05:13. > :05:18.wonderful. I will be sad to see them go. I like it. What do you

:05:18. > :05:22.like about it? Because it is strike the! But time had come to auction

:05:23. > :05:26.them off. And as the crowds filled the Performing Arts Centre, it

:05:26. > :05:32.became clear how popular they were. The bids just kept on coming in and

:05:32. > :05:37.each mule found a new owner. grandmother brought a lovely patch,

:05:38. > :05:41.so it will sit in the bedroom. He is going to come and live with us.

:05:41. > :05:44.We are excited about that. organisers watched as the total

:05:44. > :05:54.raised went up and up - reaching more than 58,000, and exceeding

:05:54. > :05:59.all expectations. A standing, really. We had no idea at the start

:05:59. > :06:03.of the day what kind of money we would be raising. I had a number my

:06:03. > :06:06.head, thinking around that demand, but this has exceeded all our

:06:06. > :06:10.expectations. It has been marvellous. Having raised enough

:06:10. > :06:13.money to fund the charity for a whole year, there's no doubt the

:06:13. > :06:17.donkeys were a huge success. The question now though is which animal

:06:17. > :06:20.next? You're watching the BBC in the

:06:20. > :06:23.Channel Islands. Later in Spotlight with Justin and Victoria - riding

:06:23. > :06:31.the wave of success - thousands watch the Americas Cup come to an

:06:31. > :06:35.end. Hundreds of volunteers were out in

:06:35. > :06:38.force cleaning up Guernsey's beaches at the weekend. The groups,

:06:38. > :06:42.such as this one at Portinfer, braved the weather to pick up and

:06:42. > :06:45.record any litter they found. It's part of the Marine Conservation

:06:45. > :06:48.Society's Beachwatch survey - and the results will be published next

:06:48. > :06:53.year. There was a cricket inter-insular

:06:53. > :06:56.at the weekend but not at any of the usual venues. The islands were

:06:56. > :07:01.playing each other in the ICC World Cricket League Division Six in

:07:01. > :07:04.Malaysia. Guernsey took the honours in a narrow nine run victory.

:07:04. > :07:09.Guernsey also beat Fiji yesterday and now have maximum points. Jersey

:07:09. > :07:12.suffered their second defeat when they lost to Kuwait earlier today.

:07:12. > :07:16.A new TV comedy series created by two Guernseymen will be beamed to a

:07:16. > :07:20.worldwide audience tonight. "This is Jinsy" is set on a fictional

:07:20. > :07:23.island - but there are echoes of Channel Island life - and they're

:07:24. > :07:27.not totally flattering. The show was written and produced by Chris

:07:28. > :07:36.Bran and Justin Chubb. It has a host of guest stars and has already

:07:36. > :07:41.earned rave reviews and a bit of a cult following. Amy Harris has more.

:07:42. > :07:45.Oh, why pure knows. It's a comedy show about a rather

:07:45. > :07:47.alternative island, called This is Jinsy. It's created and stars these

:07:47. > :07:55.two Guernseymen so no surprises there are playful parallels with

:07:55. > :07:59.the Channel Islands. These scenes, guest starring believe it or not,

:07:59. > :08:04.David Tenant in the yellow, will air tonight on Sky tv, the first of

:08:04. > :08:13.an eight part series. One of the creators Justin Chubb says the

:08:13. > :08:18.humour is an acquired taste. Some people may like it. Other people

:08:18. > :08:22.may think, what on earth was all that about?! I think perhaps

:08:22. > :08:27.younger people might like it. Hopefully, it has got a lot of

:08:27. > :08:31.colour and energy and each week we tell a little story. For those that

:08:31. > :08:34.do like what they see, here in Guernsey there is a special display

:08:34. > :08:42.at the museum, featuring various props from the series. Look out for

:08:42. > :08:45.these two faceballs tonight. I hope people will enjoy it. People that

:08:45. > :08:52.has seen the show, even people that have not seen the show, come and

:08:52. > :08:55.have a look, have a little smile at it, and maybe you'll enjoy it.

:08:55. > :08:58.Tonight is the culminatation of years of hard work and like it or

:08:58. > :09:05.loath it, with a worldwide audience, it will certainly put Jinsy and

:09:05. > :09:15.it's Guernsey creators on the map. And Jinsy is on Sky Atlantic

:09:15. > :09:17.

:09:17. > :09:21.tonight at 22.10. Some unsettled weather in the next

:09:21. > :09:25.couple of days, but the weather turns a bit quieter from Wednesday

:09:25. > :09:29.afternoon. The latter part of the week is looking like the best part

:09:29. > :09:34.of the week. For the time being, there is above the front close by

:09:34. > :09:38.and we are between weather fronts at the moment. Some wet air trapped.

:09:38. > :09:43.A risk are patchy rain tonight. Another weather front edges towards

:09:43. > :09:48.us during the day. Slow progress. Eventually, a risk of patchy rain

:09:49. > :09:54.tomorrow evening. That would clear run Wednesday and with this area of

:09:54. > :09:58.a pressure slowly building, it looks like a generally find and to

:09:58. > :10:04.the week. Tonight, a good deal of cloud, and a few showery outbreaks

:10:04. > :10:09.of rain. Temperatures will be mild, no lower than 13 degrees for most

:10:09. > :10:13.places. Tomorrow, starting with a lot of cloud. It will thicken up as

:10:13. > :10:17.the day goes on. With the weather front edging towards us from the

:10:17. > :10:21.north later in the day, there could be a few spots of rain by tomorrow

:10:22. > :10:27.evening. Top temperature of 18 and 19 degrees Celsius and a gentle,

:10:27. > :10:32.moderate, south westerly wind. This is the coastal waters forecast,

:10:32. > :10:42.wind from the south and south-west force four or five. Visibility will

:10:42. > :10:55.

:10:55. > :11:00.be moderate or good. These are the This is your outlet for the rest of

:11:00. > :11:03.the week. Wednesday, starting with cloud and patchy rain which would

:11:03. > :11:10.here by lunchtime. Right ring to the afternoon and by Thursday and

:11:10. > :11:13.Friday, looking mainly fine and dry with pride or sunny spells. --
