:00:04. > :00:07.Hello, good evening, you're watching BBC Channel Islands.

:00:07. > :00:10.Coming up on the programme. Targetting the Tories - we're at

:00:10. > :00:16.the Conservative Party Conference to find out how the Channel Islands

:00:16. > :00:19.can help the UK out of recession. Also tonight - over schedule and

:00:19. > :00:23.over budget, but will a new youth centre really get youngsters off

:00:23. > :00:33.the streets? And bin bag brother - find out who's watching your

:00:33. > :00:40.

:00:40. > :00:43.UK politicians have often criticised the Channel Islands tax

:00:43. > :00:47.affairs, but ministers are hopeful of a breakthrough at the

:00:47. > :00:50.Conservative Party Conference. Jersey's Deputy Chief Minister has

:00:50. > :00:54.been in Manchester this week, raising the profile of the Channel

:00:55. > :00:58.Islands. He says its time the Islands showed a united front to

:00:58. > :01:06.help the UK out of recession. Our political editor Martyn Oates is

:01:06. > :01:10.there. The annual conferences of both the

:01:10. > :01:16.governing parties here in the coalition in the UK have attracted

:01:16. > :01:19.interest from the States of Jersey this year. The need to TT from Mr

:01:19. > :01:23.was with to Liberal Democrats in Birmingham a couple of weeks ago

:01:23. > :01:27.and he joins in nets at the Conservative conference. I gather

:01:27. > :01:31.that you managed to speak. This is the first time that the government

:01:31. > :01:36.of Jersey is attending the Conservative conference and we

:01:36. > :01:40.secured a speaking slot fought Senator Freddie Cohen, an

:01:40. > :01:44.opportunity to explain what Josie tells, racing our profile and

:01:45. > :01:50.perhaps giving advice on fiscal management to some of the

:01:50. > :01:56.Conservative MPs. Judge see Agassi have a good storyteller by the way

:01:56. > :02:02.we run our economies -- jersey and Guernsey. I understand you have

:02:02. > :02:07.been talk about how plans for impact -- for economic growth could

:02:07. > :02:13.impact on the UK. The UK has a big problem but debt, we did have that

:02:13. > :02:17.in either Jersey or Guernsey. But certainly in Jersey we need to get

:02:17. > :02:23.the economy going. I was that when the proposals by the Chancellor for

:02:23. > :02:26.credit easing, at ways of getting money into businesses. If we can do

:02:26. > :02:31.anything to assist businesses in Joseph and we will be learning

:02:31. > :02:36.lessons from what the UK chancellor has been talking about. There is

:02:36. > :02:41.the slightly vexed issue of the VAT loophole, which the Chancellor has

:02:41. > :02:46.indicated he is minded to close. What is your view on that? I think

:02:46. > :02:51.the Jersey UK relationship is about using businesses and creating

:02:51. > :02:57.business that benefits both our economies. As the Chancellor said

:02:57. > :03:02.in a recent question, Josie should not be using kinks in that tax code.

:03:02. > :03:06.We have a great future we need be building business that benefits

:03:07. > :03:13.Jersey but also is not harmful to the UK. This is your first time to

:03:13. > :03:19.come to the conference. Key thing to will be back in future years? --

:03:19. > :03:24.do you think. By thing this has been a valuable experience. We have

:03:24. > :03:28.raised only profile of Jersey but I think we need to do more. I have no

:03:28. > :03:32.doubt that the county chief minister has been attending the

:03:32. > :03:36.conference was some years. He is on board any not here this week but

:03:36. > :03:43.certainly we need to join Channel Island approach, raising awareness

:03:43. > :03:47.of what the Channel Islands can do, working with the UK, to get the

:03:47. > :03:51.benefit for both our communities. That sounds like it might be the

:03:51. > :03:54.beginning of a new small tradition. The Jersey rugby player James

:03:54. > :03:58.Ellershaw has been in what's being described as a serious car accident

:03:58. > :04:01.in the UK. It's reported the 29- year-old prop forward, who joined

:04:01. > :04:04.the island side from Old Albanian this summer, has multiple injuries

:04:04. > :04:07.This afternoon, we received this Statement from Bill Dempsey, the

:04:07. > :04:11.chairman of the Jersey Rugby Football Club. He says, "Everyone

:04:11. > :04:14.at Jersey RFC has been shocked and saddened by the news about James,

:04:14. > :04:18.and our thoughts are with him and his family. We are anxiously

:04:18. > :04:23.awaiting more news on his progress, and hoping that the next bulletins

:04:23. > :04:26.are positive ones - we wish James a swift and full recovery." A

:04:26. > :04:31.teenager has been sentenced to three years and five months youth

:04:31. > :04:35.detention after holding up a petrol station. Rhys Mourant went into the

:04:35. > :04:39.Co-op En Route petrol station in St Martins in June of this year. He

:04:39. > :04:42.brandished a knife but ended up leaving empty-handed.

:04:43. > :04:46.A 23-year-old man has been arrested and released by police in Jersey

:04:46. > :04:48.after an alleged incident involving a 46-year-old woman in the early

:04:48. > :04:52.hours of this morning. Jersey Police and forensic officers have

:04:52. > :04:55.been carrying out enquiries around Harve des pas in St Helier - but

:04:55. > :05:00.they're still trying to establish exactly where the incident took

:05:00. > :05:03.place and want witnesses to contact them.

:05:03. > :05:06.It's been widely reported that French business tycoon Bernard

:05:06. > :05:10.Tapie has agreed to buy troubled online gambling operator Full Tilt

:05:10. > :05:12.Poker. Full Tilt had its gaming licence revoked by Alderney

:05:12. > :05:16.Gambling Commission last week, following charges in the US

:05:17. > :05:20.relating to money laundering and fraud. The agreement, which should

:05:20. > :05:22.see tens of millions of pounds in frozen player accounts being

:05:22. > :05:27.refunded to customers, will only happen if certain conditions are

:05:27. > :05:33.met. The first of which is a favourable resolution with the

:05:33. > :05:36.United States Department of Justice. You're watching the BBC in the

:05:36. > :05:40.Channel Islands. Later in Spotlight with Justin and Victoria, vintage

:05:40. > :05:50.cars up for grabs - a Morris Minor and an MG need new homes after the

:05:50. > :05:54.After years of delays, a former pub in Guernsey is close to reopening

:05:54. > :05:58.as a youth centre. The Caves de Bordeaux in St Peter Port was

:05:58. > :06:04.bought by a charity in 2008. But will it really get youngsters off

:06:04. > :06:08.the streets? Mike Wilkins has been to see how it's shaping up.

:06:08. > :06:13.With just weeks until it's due to open, it's fair to say the man

:06:13. > :06:17.behind this re-development is in an optimistic mood. Despite the

:06:17. > :06:21.current state of the building, this former pub is scheduled to open as

:06:21. > :06:31.a youth centre next month. And when it's already cost 800,000, there's

:06:31. > :06:32.

:06:32. > :06:36.a lot at stake. Certainly here in this part of town there's a great

:06:36. > :06:40.need for some work for your people to gather and to receive some

:06:40. > :06:44.support and access to those areas that the island can help them

:06:44. > :06:47.perhaps improve their opportunities with. The ground floor will be a

:06:47. > :06:55.youth cafe, while the first floor more of a chill-out zone and

:06:55. > :06:58.learning corner, but do youngsters feel it's really needed? This best

:06:58. > :07:05.TV have a group of friends and your parents to what are your French

:07:05. > :07:10.writer has, I get any think it is needed. We don't have enough money

:07:10. > :07:13.to stay long enough in a cafe, so we were milling around town and I

:07:13. > :07:19.think it's that taste need somewhere to go. With troublemakers,

:07:19. > :07:23.it is somewhere for them to go. Last year, a youth drop-in centre

:07:23. > :07:32.called Dee Caf was closed in town but this new centre is planning to

:07:32. > :07:37.provide a different kind of service. The young people of Kent seat will

:07:37. > :07:41.resurrect a more targeted facility, more open facility for young people.

:07:41. > :07:45.Still providing access for people who want specific needs and access

:07:45. > :07:48.to facilities. The finishing touches will be made by a team of

:07:49. > :07:51.young people during half term, and there's certainly some scope for

:07:51. > :07:55.them to leave their mark. The owners of Guernsey's Old

:07:55. > :07:58.Government House Hotel have bought another hotel in the island. The

:07:58. > :08:01.Duke of Richmond Hotel has been taken over by the Red Carnation

:08:01. > :08:04.Group, who operate a number of luxury hotels around the world.

:08:04. > :08:11.They plan to spend a couple of million pounds renovating the

:08:11. > :08:15.establishment and incorporating a new restaurant. Looking at a hotel,

:08:15. > :08:20.although there are some great people here, one has to say it has

:08:20. > :08:24.been a fair bit of work doing to it. For example, none of the bedrooms

:08:24. > :08:28.have air conditioning in them and that is a requirement now for a

:08:28. > :08:32.good for might star hotel. It needs love and care, which we will

:08:32. > :08:36.certainly put into it. Now, sorry if you're having your

:08:36. > :08:40.dinner - but how do you get rid of your rubbish? There's a new scheme

:08:40. > :08:43.being launched to find out what ends up in your dustbin and if

:08:43. > :08:46.you're throwing them out responsibly. People in Jersey have

:08:46. > :08:49.been trawling through your bin bags and so far have found lawnmowers,

:08:49. > :08:51.ironing boards and microwaves. Beckie Williams spent the day down

:08:51. > :08:56.at the rubbish dump to find out more.

:08:56. > :08:59.Ever wondered where your rubbish ends up? Well, this is the answer!

:08:59. > :09:03.Here at La Collette it's processed and later burnt in the incinerator.

:09:03. > :09:06.But now, for the first time, the government is finding out exactly

:09:06. > :09:13.what you're throwing away by looking through old bin bags. So

:09:13. > :09:17.are they curious or are they turning into big brother? There is

:09:17. > :09:21.a mite said there which is not unique teachers see, that the

:09:21. > :09:26.dustmen a great, they take everything. Unfortunately, we have

:09:26. > :09:31.tried to change that mindset, which is a big chop. We don't want people

:09:31. > :09:34.leaving electricals and green waste out with their rubbish. And here

:09:34. > :09:37.they've found things like electrical appliances and batteries,

:09:37. > :09:43.even a wedding dress, all of which should be disposed of separately

:09:43. > :09:47.from household waste. Now, this is the heart of the operations here,

:09:47. > :09:50.where the rubbish is sorted and then burnt. But for the incinerator

:09:50. > :09:54.to run efficiently, islanders are being asked to only put certain

:09:54. > :10:04.types of waste in their bin bags. That means no glass, no metals and

:10:04. > :10:09.no old electricals. I didn't know that you can put old and broken

:10:09. > :10:17.electricals into the bin bag but I do know. If I have old electrical

:10:17. > :10:24.things then I put it in the bin. can't put class in. Everything has

:10:24. > :10:27.to be burnt. So, whilst bags here continue to be processed, the

:10:27. > :10:37.message is to separate your waste to make life easier for those who

:10:37. > :10:46.

:10:46. > :10:54.The weather is certainly looking and feeling more tumble for the

:10:54. > :10:58.week ahead. Some wetter weather around. We will see some act breaks

:10:58. > :11:04.of wet weather tonight. The next weather front will move in from the

:11:04. > :11:09.West. That will bring rain later on in the day. Also some much cooler

:11:09. > :11:14.air for the rest of the week. Generally quite unsettled and some

:11:15. > :11:19.fairly strong winds to come as well. Tonight's generally cloudy with

:11:19. > :11:28.some outbreaks of rain. The wind coming up from the south-west but

:11:28. > :11:31.still fairly mild. First thing tomorrow morning, any rain around

:11:31. > :11:36.should clear away fairly quickly. Then we should see some brighter

:11:36. > :11:40.spells in the middle part of the day. The next band of rain arriving

:11:40. > :11:50.drink tomorrow evening. Still fairly brisk south-westerly winds

:11:50. > :12:14.

:12:14. > :12:18.The outlook for the rest of the week, tomorrow will see some

:12:18. > :12:22.brightness but a fair amount of cloud with the rain arriving later.

:12:22. > :12:29.Perhaps still some rain around first thing on Thursday but it does

:12:29. > :12:33.clear away and the chance of some brighter spells. By Friday, highs

:12:33. > :12:43.of just 16 and the weekend, for the moment, still looks fairly

:12:43. > :12:44.

:12:44. > :12:54.unsettled with perhaps some rain on The joy in BBC Radio Kersey in the

:12:54. > :12:56.

:12:56. > :13:01.morning as they find decked about a plan for a boost of sporting

:13:01. > :13:07.facilities and a reception for the record-breaking swimmer. That is
