:00:50. > :00:54.The number of people working in Jersey is at its highest level on
:00:54. > :00:57.record. The figure comes from a report into Jersey's labour market
:00:57. > :01:04.in June. That same report, however, shows that unemployment rates have
:01:04. > :01:08.not dropped. So do the numbers add up? Amy Harris reports.
:01:08. > :01:10.Settling into his new job. Carl Jenkins was taken on by one of
:01:10. > :01:19.Jersey's biggest finance firms earlier this year, during a time
:01:19. > :01:27.employment in the industry was finally picking up.
:01:27. > :01:30.I feel really lucky to get this job. It is my first proper job. It is
:01:30. > :01:33.like my career now because I want to stay here long term.
:01:33. > :01:36.Like Carl, there were 50 more workers employed by the finance
:01:36. > :01:39.industry between June this year and last, the first increase for over
:01:39. > :01:43.two years. Finance, though, is not the only sector recording a rise in
:01:43. > :01:49.employment. Government figures show over 56,500 were in work in June
:01:49. > :01:52.this year. That is over 700 people more than last year. It is the
:01:52. > :02:02.first annual increase in employment since 2008 and the highest level
:02:02. > :02:07.
:02:07. > :02:10.since records began 15 years ago. I declare the first Waitrose in
:02:10. > :02:13.Jersey Open. It is thought much of the increase
:02:13. > :02:15.is due to the arrival of Waitrose and other supermarkets but the
:02:15. > :02:21.Government says record employment levels are not necessarily down to
:02:21. > :02:26.Jersey's rising population, or a sign the economy has recovered.
:02:26. > :02:31.A lot of challenges face the economy as we move forward. It is a
:02:31. > :02:35.good indicator, along with a number of other factors. Unemployment
:02:35. > :02:38.numbers are still as an unaccompanied -- an uncomfortably
:02:38. > :02:40.high level. It is thought more jobless and more
:02:40. > :02:42.workers are due to several reasons, including people re-entering the
:02:42. > :02:45.jobs market who were not registered as unemployed.
:02:45. > :02:48.For Carl, unemployment is no longer a concern. A government scheme
:02:48. > :02:54.helped him into his job and is now targeting its policies to help
:02:54. > :02:57.A Jersey-bound passenger plane narrowly avoided colliding with a
:02:57. > :03:01.much larger aircraft that was taking off from Zurich Airport last
:03:01. > :03:04.year. The Blue Islands aeroplane, like this one, started to take off
:03:04. > :03:08.without clearance at the same time as a Thai Airways Airbus which was
:03:08. > :03:16.on a different runway. The potential collision was spotted by
:03:16. > :03:19.another pilot who warned air- traffic controllers.
:03:19. > :03:22.A 25-year-old man has been jailed for five years after robbing a
:03:22. > :03:25.betting shop. David Rousseau held up this branch of Ladbrokes in St
:03:25. > :03:27.Helier. It happened in April of this year, when Rousseau burst into
:03:27. > :03:30.the shop. The resignation of Guernsey's
:03:30. > :03:32.education minister could be considered by the States as soon as
:03:32. > :03:35.next Tuesday. Senior politicians have agreed that a review of
:03:35. > :03:39.education services should take place after a decline in the GCSE
:03:39. > :03:41.pass rate at the island's three high schools. Four of the political
:03:41. > :03:51.members of education, including the minister Deputy Carol Steer, have
:03:51. > :03:54.
:03:54. > :03:56.offered to resign. If you wanted to get married in the
:03:56. > :03:59.Channel Islands, you would be spoilt for choice of idyllic venues
:03:59. > :04:02.but for sheer isolation and exclusivity you cannot beat the
:04:02. > :04:12.tiny island of Sark. Your choices there would be pretty limited
:04:12. > :04:16.
:04:16. > :04:19.though, until now. Whether it be the picturesque lanes,
:04:19. > :04:22.the relaxed way of life, or the natural beauty of Sark, the island
:04:22. > :04:25.has been attracting couples to get married here for years. But Chief
:04:25. > :04:32.Pleas agreed here today to look at changing the rules to encourage
:04:32. > :04:36.more people to do it. We want to attract more people to
:04:36. > :04:40.the island to get married. We have lots of things to attract people.
:04:40. > :04:43.There are lovely hotels, menus and scenery.
:04:43. > :04:46.The island's churches are an obvious choice of venue for many
:04:46. > :04:48.couples. But Chief Pleas is keen to open up
:04:48. > :04:52.other options, such as outdoor venues and hotels, and has changed
:04:52. > :05:01.the rules so visitors do not have to spend so long in the island
:05:01. > :05:07.before their big day. For those involved in the industry it is
:05:07. > :05:16.welcome news for the island as a whole.
:05:16. > :05:21.It can bring a lot of people to the Sark. Destination weddings, going
:05:21. > :05:25.somewhere to get married, are big business these days. Many couples
:05:25. > :05:29.spend more on getting married than they would on an ordinary holiday.
:05:29. > :05:31.Sark may be winding down for the winter season but work will not be
:05:31. > :05:38.stopping to look at ways of ensuring the island's wedding
:05:39. > :05:42.season is a real success. They have defended Guernsey's
:05:42. > :05:45.shores for centuries and now some of the island's lookout towers are
:05:45. > :05:48.getting a facelift. The tower at Petit Bot is being renovated in
:05:48. > :05:55.time for next June to coincide with the Queen's Diamond Jubilee. Mike
:05:55. > :06:01.Wilkins went for a look around. Hundreds of years ago, the threat
:06:01. > :06:05.of a French invasion was very real. This one is undergoing not just
:06:05. > :06:12.general maintenance but having a complete makeover. Let us find out
:06:12. > :06:16.why. Right, well, here we are, quite
:06:16. > :06:22.literally at the top of the tower with some great use. You can see
:06:22. > :06:26.how it kept the French at their! With me is the woman behind his
:06:26. > :06:30.development from the Guernsey Museums Service. What has prompted
:06:31. > :06:36.all of this? It is part of our conservation
:06:36. > :06:39.programme for this year. We have done worked previously on other
:06:39. > :06:43.towers. This is the next one it in line.
:06:43. > :06:48.How much does this cast? It can be expensive because we do
:06:48. > :06:53.not know what we will find when we get to the top of the tower. It all
:06:53. > :06:57.comes out of the annual budget we are allocated. I feel these are
:06:57. > :07:04.important to the history of the island and local people. Their
:07:04. > :07:07.unique to Guernsey. Only 15 were built in the late 18th century.
:07:07. > :07:12.One has lifelike for people in these towers?
:07:12. > :07:17.I believe around 20 militia were based here, under a commander. I
:07:17. > :07:22.imagine it would have been quite cold, although a chimney and
:07:22. > :07:26.fireplace were put in later. They had to keep watch constantly for
:07:26. > :07:33.threats coming over the horizon. 20 rain much indeed. This tower has
:07:34. > :07:38.been around for more than 220 years. I think it will be around for a
:07:38. > :07:42.little longer. He recently won an award for his
:07:42. > :07:45.work but now the head teacher of Le Roquier School is leaving. Richard
:07:45. > :07:47.Rolfe has decided to leave his post at the secondary school after
:07:47. > :07:50.having treatment for cancer, which he was diagnosed with earlier this
:07:50. > :07:52.year. His decision has not only shocked his staff but also his
:07:52. > :07:55.students. He has seen hundreds of children
:07:55. > :08:00.learn and progress through Le Rocquier School during his nine
:08:00. > :08:03.years as head teacher but now it is time for him to move on.
:08:03. > :08:06.Richard Rolfe was diagnosed with bowel cancer last night but even
:08:06. > :08:16.though he is on the mend after treatment and back in the classroom,
:08:16. > :08:19.
:08:19. > :08:23.he has decided it is time to leave. -- last May.
:08:23. > :08:28.I find it very hard to leave this great organisation, especially
:08:28. > :08:32.being relatively young. If I do not leave I will not have a brighter
:08:32. > :08:36.future later so I need to it in best that time.
:08:36. > :08:43.He has not only won awards for his work hear as head teacher but he
:08:43. > :08:48.has also won over his students, who say he will be sorely missed.
:08:48. > :08:53.He has done so much for us. It is dreadful he is leaving.
:08:53. > :08:57.I was very upset at first. I feel is a great head teacher and I was
:08:57. > :09:01.that they would not be here for the rest of our school year.
:09:01. > :09:05.We are all understand why he had to leave. I feel it is a good decision
:09:05. > :09:10.for him personally but he will be greatly missed.
:09:10. > :09:13.If I do not feel 100%, I cannot deliver very well for you.
:09:13. > :09:18.Richard Rolfe for has been very open about his illness with the
:09:18. > :09:23.students as he says there is a lesson in every experience.
:09:23. > :09:26.I feel it is best to be honest with people and openly share what is
:09:26. > :09:31.happening so that they can reflect on that and learn from that
:09:31. > :09:37.experience. Later in life, maybe they will remember that I went for
:09:37. > :09:40.I health check even though I was well and got a diet -- 80 disease
:09:40. > :09:44.diagnosed and caught in time. Richard leaves Le Roquier School at
:09:44. > :09:54.the end of this month. He says he will miss the job he loves but he
:09:54. > :09:56.
