:00:46. > :00:51.Jerzy's government is planning to inject �40 million into the economy

:00:51. > :00:54.next year. It will be spent on capital projects in a bid to boost

:00:54. > :00:58.the economy. The Government has already spent millions of pounds on

:00:58. > :01:02.projects, including renovating the opera house, be servicing Victoria

:01:02. > :01:08.Avenue and the Advance to Work scheme. That did not stop the

:01:08. > :01:12.economy declining by 5% last year. Unemployment rose to record highs

:01:13. > :01:16.and businesses reported a week climate. I spoke to be tested at --

:01:16. > :01:21.the Treasury minister a few moments ago and began by asking him if this

:01:21. > :01:26.investment was too little, too late. The fiscal stimulus that we did

:01:26. > :01:29.last year was incredibly successful at keeping people in work. We have

:01:29. > :01:34.seen a downturn in people's conference. We have seen

:01:34. > :01:38.international pressure in the global economy. Because Jersey has

:01:38. > :01:42.made responsible decisions, we can react. I am not putting your money

:01:42. > :01:47.in, but I am moving existing money and ensuring that it is being spent

:01:47. > :01:50.in the economy, at peak -- keeping people in work. I am ready for

:01:50. > :01:55.capital projects that would have been carried out later. Not

:01:55. > :01:59.breaking any fiscal rules. Tell us about these projects and how you

:01:59. > :02:04.can guarantee they will help. have set money aside for the police

:02:04. > :02:11.station, which obviously did not happen. We can get on and build a

:02:11. > :02:14.new police station. It will be up to �20 million, keeping a large set

:02:14. > :02:19.of construction workers in place. Parcel of the planning that was in

:02:22. > :02:26.infrastructure. Councillors are discussing IT projects which could

:03:07. > :03:11.coming from the rainy-day fund this year. This has come across like

:03:11. > :03:15.they like a panic measure. Why this should not see this prolonged

:03:15. > :03:19.recession for Jersey coming? have always said, and I take advice

:03:41. > :03:44.could be complete by next year. New laws are being put before the

:03:44. > :03:48.States next month to help the authorities crack down on people to

:03:48. > :03:55.mistreat animals. This report contains some images that some

:03:55. > :03:58.viewers may find distressing. Animals in Guernsey are being

:03:58. > :04:01.abused and neglected every day. This is Mocha, who was found

:04:02. > :04:05.abandoned on the street with tumours are growing out of his ear.

:04:06. > :04:09.He has undergone surgery, and it is still unclear whether he will pull

:04:09. > :04:12.through. Although animal welfare legislation came into force in

:04:12. > :04:17.Guernsey in 2008, its introduction was delayed while amendments were

:04:17. > :04:21.made to reflect changes to UK loss. These included criminalising the

:04:21. > :04:27.position of criminal recordings of animal fights, gains on animal

:04:27. > :04:31.transport and licensing. Fairly small changes that need to be made.

:04:31. > :04:36.When the state of Italy agreed in 2003, times have moved on. With

:04:36. > :04:39.these changes, that we are bringing in November, it will mean we can

:04:39. > :04:44.finalise the ordinances and hopefully get them completed and

:04:44. > :04:49.out there as the beginning of next year. With greater legal powers, it

:04:49. > :04:56.should be easy for the authorities and places like EDS PCA to crack

:04:56. > :05:00.down on animal cruelty. -- the the GSPCA. Unfortunately, the island's

:05:00. > :05:03.legislation have not been able to impress on convictions for cruelty

:05:03. > :05:08.after it has happened. The new legislation will mean that we can

:05:08. > :05:13.be more proactive on preventing cruelty. That is something we are

:05:13. > :05:17.looking for a tooth. As the states approve the new laws, then these

:05:17. > :05:20.could is will be much better protected in future. The delay in

:05:20. > :05:28.implementing the legislation has meant that those like Mocha have

:05:28. > :05:31.been made to suffer and endured miserable lives.

:05:32. > :05:37.Jersey fishermen have not ruled that protesting and St Peter Port

:05:37. > :05:40.harbour over proposed timing of fishing regulations in Guernsey.

:05:40. > :05:44.There is currently three male protection at around Danzig, but

:05:44. > :05:48.the islands have negotiated an agreement with the UK to extend it

:05:48. > :05:52.to 12. The fishermen say that the Fisheries Management Agreement does

:05:52. > :05:59.not recognise their rates and terms of access. They want an amicable

:05:59. > :06:02.solution. The fishermen's livelihoods at stake. We're not

:06:02. > :06:06.just talking about their rights, but their livelihood. There are

:06:06. > :06:12.simply saying, we will do what we have to do. If that means sending a

:06:12. > :06:15.fleet across and going across all together on time to Guernsey to the

:06:15. > :06:20.harbour there as a show of solidarity then that is what they

:06:20. > :06:25.will do. What they would actually like is to just be involved and

:06:25. > :06:28.included in talks. A fishing boat had to be rescued in

:06:28. > :06:34.force seven lines of the Jersey coast yesterday. The 33 ft boat

:06:34. > :06:38.which had one person on board broke down in choppy seas. Ace and

:08:07. > :08:10.identified the north-west coast of Guernsey as the best spot for

:08:10. > :08:17.turbines, scientists now need to work out if we have enough wind to

:08:17. > :08:22.make them work. We have done a feasibility study looking at

:08:22. > :08:26.between three and 10 per brings off the west coast. That would power

:08:26. > :08:29.just over 10% of Guernsey's electricity. This will give us a

:08:29. > :08:33.good opportunity to see whether there is a viable be sauce for wind
